1 Introduction

Background 1.1

1.1.1 Peter Brett Associates LLP (PBA) has been commissioned by Lidl UK to prepare a Travel Plan (TP) in support of a proposed discount foodstore on a site located on the eastern edge of Minehead in Somerset.

1.1.2 Total staffing numbers for the store is likely to be around 30 staff, with 24 working part time and 6 working full time. Despite this, the number of staff on shift at any one time will be greatly reduced to around 6 staff due to the modest store size and Lidl’s operational characteristics.

1.1.3 A Transport Assessment (TA) has been submitted as part of the planning application and should be read in conjunction with this TP. It considers the impact of the development on the local road network and the facilities offered for non-car modes of transport.

1.1.4 The Travel Plan (TP) sets out a series of measures by which Lidl will seek to reduce the impact of the proposed scheme on the surrounding highway network and maximise the use of non-car modes of transport in line with current Government policy.

1.1.5 This TP has been prepared in accordance with Somerset County Council’s (SCC) Moving Somerset Forward Website including the Manual for Travel Plans and SCC Travel Planning Guidance.

Transport Implications 1.2

1.2.1 The TA concludes that the proposed development of the Lidl store is unlikely to have a detrimental impact on the local road network. The TA also outlines the existing measures for non-car modes of transport.

1.2.2 The TP outlines the measures which will be implemented to maximise the use of sustainable modes of transport and hence, minimise the use of the private car to travel to and from the proposed retail site.

1.2.3 The aim of the TP is to reduce the environmental impact of the proposed development site on the local road network by encouraging residents to travel on foot, by cycle, by public transport or car-share as alternatives to the private car. The TP outlines the proposed measures and means by which these aims can be achieved.

The Concept of a Travel Plan 1.3

1.3.1 The Government’s White Paper ‘A New Deal for Transport: Better for Everyone’ presented to parliament in July 1998 highlighted the importance of TPs. The Government wishes to ‘secure widespread voluntary take-up of green transport plans through partnership with business and the wider community’. They are seen as providing a ‘major contribution to easing congestion, especially during rush hour’.

1.3.2 The emergence of TPs, or Green Transport Plans as they have previously been called, has become an important development in transport policy. It signals acknowledgement from the Government that much of the environmental improvement that is sought from the transport sector can only be achieved at the local level.

1.3.3 TPs represent an important response to this new agenda by encouraging individual organisations to arrange their travel requirements in such a way that it minimises adverse environmental impacts. Invariably, this reduces to a simple issue of how best to minimise the

dominant role currently played by the private car without reducing the accessibility of those who have to use cars.

1.3.4 The importance of TPs was supported by the National Planning Policy Framework (March 2012). This stated that TPs are key tools in facilitating the Government’s sustainable travel objectives, thus demonstrating the continued relevance of TPs within the planning process. Furthermore, the Planning Practice Guidance (PPG) was introduced in March 2014 to provide guidance on the scope of TA’s and TP’s.

1.3.5 In summary therefore, a TP is a management tool that brings together transport and other organisational issues in a co-ordinated strategy and contains a package of initiatives to minimise the number and length of car trips generated by a development, while also supporting more sustainable forms of transport and reducing the overall need to travel.

Proposed Development 1.4

1.4.1 The proposed layout of the store and car parking area is shown in Appendix B.

1.4.2 The development will incorporate a discount foodstore and associated car park, with access into the site achieved from Seaward Way.

1.4.3 The proposed store equates to a Gross Internal Area of 2,264 sqm and includes a Retail Floor Area totalling 1,407 sqm.

1.4.4 Access to the site is proposed to be gained from Seaward Way via a new priority T junction located approximately 100m to the south of the Vulcan Road roundabout. The junction incorporates a right turn lane to cater for southbound traffic entering the site. The junction also includes an uncontrolled crossing point for pedestrians comprising dropped kerbs and tactile blister paving.

1.4.5 Pedestrians and cyclists visiting the store will be able to use the access junction, however signage will also be introduced to direct them to a separate dedicated pedestrian access that is located just to the north of the main junction.

The Report 1.5

1.5.1 The TP is prepared to support the planning application and is structured as follows:

Chapter 2:- Considers the existing potential for non-car modes of transport.

Chapter 3:- Outlines the TP strategy and modal shift targets.

Chapter 4:- Details the measures to be introduced to encourage and facilitate sustainable travel behaviours.

Chapter 5:- Outlines how the TP will be managed and will operate on a daily basis.

Chapter 6:- Specifies the proposed monitoring arrangements.

Chapter 7:- Provides conclusions to this report.

2 Existing Facilities for Non-Car Modes of Transport

Introduction 2.1

2.1.1 This chapter reviews the existing provision of non-car modes of transport that can be used to access the site. Each alternative transport mode will be considered and its suitability as an alternative to that of the private car.

Site Location 2.2

2.2.1 The proposed development site is located on the eastern edge of Minehead, West Somerset. The site lies to the west of Seaward Way, adjacent to the three arm roundabout connecting Seaward Road and Vulcan Road. The proposed development is located between Morrison’s and Tesco’s supermarkets to the north and south respectively.

2.2.2 To the east of the site is open land, whereas to the west of the site is a business park and industrial estate.

2.2.3 The location of the site is shown in Figure 2-1.

Pedestrian and Cycle Facilities 2.3

2.3.1 Seaward Way incorporates a shared footway / cycleway next to the western edge of the carriageway that runs directly along the frontage of the site. This route is provided to a good standard and offers a safe, off-carriageway and therefore traffic-free pedestrian and cycle connection to the seafront and town centre.

2.3.2 The cycleway also provides direct access to the Regional Cycle Route 51 to the west of the Warren Road / Seaward Way junction. Route 51 starts in Ilfracombe and heads east to Lynton via Combe Martin, then onto Porlock before finishing at the train station in Minehead.

2.3.3 In the opposite direction, the cycleway provides an off road route, adjacent to the A39, as far as Dunster and Carhampton to the south east.

2.3.4 The extensive footway network present in the vicinity of the site means that the proposed foodstore will be easily accessible on foot from the majority of the town. This includes the large residential area of Alcombe to the south of the site as there is a public footpath connecting Marshfield Road to Seaward Way that runs through an area of open space directly to the west of the hospital.

2.3.5 The Morrison’s and Tesco supermarkets and Butlins Holiday Park are located close to the proposed site and can also easily be reached via the existing footway network, making multi-destination trips possible by sustainable modes of transport.

2.3.6 It is therefore considered that the site benefits from good quality access and pedestrian/cycle infrastructure to the local residential areas and other local facilities which are within walking and cycling distance of the site and provides a viable alternative to the private car.

Public Transport Conditions 2.4

2.4.1 The nearest bus stop to the proposed development is located approximately 300m to the south of the site on Stephenson Road, outside the Tesco supermarket, which is equivalent to a 4 minute walk for the average person. The bus stop incorporates good passenger waiting

facilities that are provided in the form of a shelter set back behind the adjacent footway, two bus flags and timetabling information.

2.4.2 Table 2-1 provides a summary of the various bus services that are currently available from the Stephenson Road bus stop. It should be noted that no services currently operate on a Sunday.

2.4.3 The analysis demonstrates that there is a bus stop within walking distance of the proposed site that provides access to a number of local services that run regularly throughout the day between Monday-Saturday.

2.4.4 Although Minehead has a railway station, it is part of a private run heritage line and not part of the national network.

2.4.5 Based on the proximity of the bus stops to the site, the destinations served and the frequency of the existing services, it is considered that there is reasonable accessibility to the site by public transport and therefore potential for both staff and customers to travel to and from the proposed store by this mode.

Highway Network Conditions 2.5

2.5.1 Access to the site is proposed to be gained from Seaward Way, which is classified as a distributor road and forms the main access route to the seafront from the eastern side of Minehead. This road is restricted to a 40mph speed limit to the south of the site, although to the north the speed limit is reduced to 30mph as the road enters the town.

2.5.2 Seaward Way intersects with Warren Road in the north at a three arm roundabout as it meets the seafront, and also provides access to the Butlins Holiday camp. To the south of the site, Seaward Way connects to the A39 via a four arm roundabout. The A39 is the primary access route into Minehead town centre from the east.

2.5.3 Vulcan Road is located to the north of the proposed site and provides access to Brunel Way, Hawkesworth Road and Mart Road, which are all primarily industrial in character. These roads are all subject to a 30mph speed limit and benefit from street lighting and footways.

Conclusion 2.6

2.6.1 This chapter has reviewed the existing conditions of the site. It concludes that the proposed site has good potential to be accessed via walking, cycling and public transport from local centres and provides realistic options for those wishing to use a non-car mode of transport.

3 Strategy and Targets

Introduction 3.1

3.1.1 This chapter outlines the strategy, objectives and targets of the TP for the proposed discount foodstore development in Minehead.

Strategy Overview 3.2

3.2.1 As previously outlined the strategy will be to manage the travel patterns of the employees and shoppers to the store. The TP provides a package of measures and a means for delivery of the specific measures.

3.2.2 This TP is mainly aimed at the employees of the Lidl store rather than the shoppers. However many of the measures outlined will be all encompassing and therefore suitable for both employees and shoppers alike.

Objectives 3.3

3.3.1 The objectives represent the high level aims of the TP and are derived from the particular circumstances of the site and the proposed development. The objectives give direction and provide focus to the TP. They have been identified as follows:

To deliver a long term commitment to changing travel habits and thus delivering environmental, health, road safety and social benefits

To reduce the need for unnecessary travel to and from the development and assist those who do not need to travel to do so using sustainable modes

To minimise the traffic impact of the development on the wider highway network around the site

To reduce the demand for parking

To encourage those travelling within, to and from the development to be able to use public transport, cycle or walk in a safe and secure manner

To play its part in assisting the local highway authority to achieve the sustainable travel goals as outlined in the Local Transport Plan

Targets and Indicators 3.4

3.4.1 Generally within TP’s a series of targets are identified which will allow the success of the various measures to be assessed.

3.4.2 The overarching target will be to reduce car usage and encourage alternative and more sustainable modes of travel. The indicator for this will be the number of single occupancy car trips that are made by employees.

3.4.3 No target modal splits will be set for customer travel to the store although many of the proposed measures will be aimed at both customers and shoppers and will be based on the promotion of more sustainable modes of transport by marketing and improvement of the pedestrian, cycle and public transport networks.

3.4.4 The number of deliveries received by the store will also be monitored as part of the TP to ensure that an excessive amount does not occur. On average the proposed store is envisaged to receive few HGV deliveries a day.

Employee Modal Share Targets 3.5

3.5.1 A set of targets has been developed for daily staff trips only from 2011 Travel to Work Census data as an average of the Minehead North, Central and South wards. The main objective of the TP will be to reduce the number of Single Occupancy Vehicle trips by 10% over the TP period which will run for a minimum of 5 years post opening. Based on this, the following mode split targets will be sought in Table 3-1.

3.5.2 Modal split targets have not been set for work at home as the way in which Lidl stores operate is not conducive with homeworking. Similarly, there are no train usage targets as the site is not readily accessible by this mode.

Timescale and Responsibilities 3.6

3.6.1 The majority of measures will be in place prior to the opening of the store so that the TP will be operational from the time all staff commence employment on the site. An opening date for the proposed store has yet to be determined but is anticipated to be during 2016.

3.6.2 The responsibility of achieving these targets will lie with the TP Coordinator who will have the full backing of senior management in undertaking this role.

Conclusion 3.7

3.7.1 An assessment has been undertaken to predict the likely modal split of the proposed store in order to inform the aims and objectives.

3.7.2 Aims and objectives have been set to act as a monitoring mechanism in the drive toward sustainable travel patterns at the Lidl store. The TP aims to develop walking, cycling, public transport trips and car sharing trips in place of single occupancy car usage.

4 Proposed Measures

Introduction 4.1

4.1.1 One of the most important aspects of achieving a sustainable development is ensuring that sustainable travel opportunities are in place at the outset. When customers and employees begin travelling to and from the proposed site they should be advised of the alternative travel options so that regular travellers establish sustainable transport patterns from the outset.

4.1.2 The main aim of the TP is therefore to encourage employees to travel by non-car modes of transport. However, many of the measures outlined in this chapter will be all encompassing and will be applicable to customers as well as employees.

4.1.3 The measures are also summarised in a TP Action Plan included at Appendix A.

Walking and Cycling 4.2

4.2.1 Access to the site is proposed to be gained from Seaward Way via a new priority T junction located approximately 100m to the south of the Vulcan Road roundabout. The junction incorporates a right turn lane to cater for southbound traffic entering the site. The junction also includes an uncontrolled crossing point for pedestrians comprising dropped kerbs and tactile paving.

4.2.2 Pedestrians and cyclists visiting the store will be able to use the access junction, however signage will also be introduced to direct them to a separate dedicated pedestrian access located to the north of the site.

4.2.3 Cycling will also be a viable option for travelling to and from the Tesco store, particularly for employees. Sheffield stands will be provided which can accommodate 18 bikes. These will be located in a prominent position in order to provide natural surveillance from a security perspective and encourage access by this mode of transport. In order to encourage staff to cycle 10 high quality D cycle locks with cables will be available for staff to borrow in order to ensure their bike is secure when parking it.

4.2.4 Additional facilities will also be provided in the form of lockers which will be located in the staff area in order to further encourage walking and cycling to work.

4.2.5 In addition to these proposed infrastructure improvements, information on ‘safe’ cycling and pedestrian routes will be displayed on TP notice boards located in a prominent position within the retail area of the store for customer use and in the welfare area of the store for employees.

4.2.6 The TP notice board within the staff welfare area will also advertise where employees are travelling from to set up a walk/cycle buddy system so that employees walking or cycling to work will be safer. Details of the WalkBUDI and BikeBUDI matching service will also be displayed on the notice board to allow the buddy system to operate on a wider scale.

Public Transport 4.3

4.3.1 The existing bus stop location and levels of service are considered to be suitable to accommodate additional passenger trips generated by the proposed Lidl store.

4.3.2 Details of bus services running close to the store will be displayed on the TP notice boards within both the public and staff areas. These will be updated on a quarterly basis through liaison between the TP Co-ordinator and the relevant bus companies and will include details of the following:

Car Sharing 4.4

4.4.1 Car sharing involves two or more persons travelling in the same car. It is an important part of a TP, particularly for staff working at the store. Car sharing has been observed to work best where the sharers live in the same area, work consistent hours and commute a significant distance.

4.4.2 Identified benefits over driving alone are:

4.4.3 Whilst the proposed Lidl store is not of sufficient scale to support the introduction of a formal car sharing scheme, a simpler scheme will be followed. This will advise employees whether there are any colleagues whose travel patterns are similar and with whom they can travel to work. Additionally, any new employees in the future will be encouraged to car share with existing employees in order to set up sustainable travel patterns from their first day. This scheme will be managed by the TP Co-ordinator and advertised on the TP notice boards, along with details of the potential benefits of participation.

4.4.4 One of the key barriers to car sharing is being unable to leave work in the event of a personal emergency. In order to overcome this, Lidl will allow its staff to have a free emergency ride home via taxi if an emergency situation should arise.

4.4.5 Further information on car sharing in Somerset can be found at the following website: www.somerset.liftshare.com. This website will be advertised on the TP noticeboard, in newsletters and Travel Packs.

Information Provision to Customers 4.5

4.5.1 Although it is difficult to control the travel behaviour of the public, several measures will be put in place to increase awareness and encourage the shopping public to change their mode of travel by making the store as accessible as possible.

4.5.2 The need for vehicle use to transport bulky or heavy shopping home is considered to be a key reason for private car use by customers. A free-phone will be provided within the store to allow customers to easily arrange a taxi home after using alternative means to access the store.

4.5.3 Information relating to alternative means of access to the store will be publicised on a notice board within the store, close to the entrance. The notice board would contain travel information including up to date bus route plans and timetables, cycle / pedestrian route maps together with any other relevant information on local travel initiatives, user groups and annual travel campaigns such as:

4.5.4 The above events and campaigns will be actively promoted by the TP Coordinator on an annual basis.

4.5.5 The noticeboard is proposed to be based on the SCC template format that can be downloaded from the SCC website.

Parking and Internal Site Layout 4.6

4.6.1 The internal site layout has been tracked to demonstrate that servicing vehicles can enter and exit the site safely in a forward gear. The analysis also demonstrates that once inside the site, the servicing vehicle can reverse into the delivery bay located at the southern end of the building without encroaching any of the parking bays. This assessment is shown in drawing 30024/5501/007 included in Appendix C.

4.6.2 The proposed car parking provision totals 100 spaces, including 6 for blue badge holders and a 4 parent and child spaces.

4.6.3 It is evident that the number of car spaces to be provided on the site is slightly lower than the amount calculated as being required by the SCC Parking Strategy using Zone B optimum standards. This however reflects the fact that the store is well positioned for access by non-car travel modes including its ability for users to walk between the three retail stores located along Seaward Way.

5 Implementation and Responsibilities

Introduction 5.1

5.1.1 The diagram below sets out how the TP will operate and be managed on a day to day basis. This shows the TP Co-ordinator is a key link and will manage the relationship between the operator, the highways authority (SCC) and the employees and customers.

Travel Plan Co-ordinator 5.2

5.2.1 A TP Co-ordinator will be appointed to oversee and be responsible for the TP associated with the development. Their specific tasks will be as follows:

Implementing the various measures of the TP

Providing travel option information to those working at the development

Creating and updating Sustainable Travel noticeboards

Representing the ‘human face’ of the TP and explaining its purpose and the opportunities on offer

Marketing and publicising of new initiatives relating to the TP

Creating and updating Sustainable Travel noticeboards

Facilitating the informal car share database system for people working at site

Reviewing the TP and reporting to the SCC Travel Plan Officer annually via iOnTRAVEL

5.2.2 The TP Co-ordinator may be a deputy store manager or a section head that would have the full support of the store manager as well as the senior management to guarantee implementation.

5.2.3 The TP Co-ordinator and Senior Management will have regular TP meetings in order to discuss progress of the TP measures and any issues that have arisen. Lidl would however look to appoint a temporary TP Co-ordinator to oversee the construction phase actions if a dedicated TP Co-ordinator is unlikely to be in post in time in order to complete all of the tasks that need to be undertaken prior to store opening.

5.2.4 Within the store, the TP Co-ordinator will be the point of contact for staff and also outside organisations for all matters regarding travel to and from work. The TP Co-ordinator will establish and maintain a database containing all correspondence to and from customers and staff relating to the TP.

5.2.5 In line with best practice, the TP Co-ordinator will be appointed prior to commencement of works and will be prepared for the opening of the new store.

Marketing and Travel Plan Information 5.3

5.3.1 Raising the awareness of the travel options available to both employees and customers will encourage the use of sustainable transport and help to break down one of the barriers to sustainable transport use, namely lack of information and awareness of alternatives to the private car. The aim will be to produce material that informs individuals about sustainable travel, the various initiatives included in the TP and their travel options.

5.3.2 As mentioned earlier, the main source of information will be the TP noticeboards which will be set in prominent positions in the main store areas and staff welfare areas and will provide information on the travel options to and from the stores. These TP noticeboards will be updated by the TP Coordinator on a quarterly basis to ensure the information is up to date and relevant.

5.3.3 In addition to the information presented on the TP noticeboards, specific promotional campaigns and events, survey results and the progress made towards achieving the targets will be discussed with members of staff during team meetings in order to ensure the profile of the TP is raised and has relevance to each individual. The team meeting will also provide a forum for staff members to feed their views and suggestions back to the TP Coordinator and become involved in determining the future direction of the TP. It is hoped that this type of staff involvement will lead to greater employee ‘buy in’ of the TP and a high level of support for its aims and objectives.

5.3.4 In terms of introducing the concept of the TP to new employees, a travel pack will be provided to each member of staff which will outline the objectives of the TP and the measures that have been put in place in order to raise awareness of them from the outset.

6 Travel Plan Monitoring

Monitoring 6.1

6.1.1 Staff travel surveys will be undertaken annually in order to determine the car usage and particularly the number of single occupancy vehicle trips associated with the Lidl store. If necessary the objectives of the TP will be adjusted at this time to reflect the actual modal split attained from the survey.

6.1.2 The TP will be monitored annually for no less than five years from store opening, or until it has achieved its modal share targets for the set fifth year. Monitoring will be carried out using the LHA’s standard travel plan survey templates. Results will be analysed and aggregated using the SCC Excel questionnaire template. Modal share results will then be input into iOnTRAVEL no more than 3 months after the survey closing date. All staff questionnaire surveys will achieve a minimum 40% response rate, otherwise the survey will be repeated or further responses sought. This will be accompanied by a report using the SCC standard annual report template.

6.1.3 Progress will be reviewed following the staff travel surveys and the TP will be updated in accordance with Policy TVS16 which states that, ‘A fresh, updated travel plan must be prepared and approved at the end of any monitoring period agreed as part of the planning permission for a development. This will lead to a Statement of Travel Plan Compliance being issued by the LHA’.

6.1.4 The TP will be registered on SCC’s iOnTRAVEL website prior to commencement of the development in accordance with Policy TVS3 which states that, ‘Once travel plans are agreed and prior to their full approval by the LHA, applicants must enter the details of their travel plan onto iOnTRAVEL to enable the ongoing management and supervision of travel plans by the LHA’.

6.1.5 iOnTRAVEL is a travel plan monitoring system developed to manage the preparation, approval and implementation of travel plans. It comprises a customisable package enabling both SCC and the site developer to access to individual travel plan records, plus optional modules covering elements such as survey tools. An overview function enables Local Authority officers to track the status and progress of every travel plan operating within their authority area at a glance, enabling easy management of targets and actions.

6.1.6 To enable ongoing auditing and supervision by SCC, a fee to the value of £2,000 + VAT is required and will be paid prior to commencement of the development through the Section 106. The Section 106 is the proposed method for securing the TP.

6.1.7 All evidence relating to the implementation of the TP will be collected and stored by the TP Co-ordinator throughout the lifetime of the development as per the SCC Travel Plan guidance.

6.1.8 If the results of the monitoring indicate that the targets have not been met, the implementation of additional TP measures may be required. The focus of any contingency TP measures will be determined with reference to the monitoring surveys and in discussion with SCC to identify existing and perceived barriers to sustainable travel to and from the site. Such contingency measures could include for example:

7 Summary and Conclusion

Summary 7.1

7.1.1 The TP discussed in this report forms the basis of an organisational tool that will be set up to raise awareness and encourage the use of alternative modes of transport to the proposed Lidl store in Minehead.

7.1.2 The TP has outlined a number of measures to encourage travel by non-car modes of transport. The measures include the provision of walking, cycling and public transport information on noticeboards within the store, the provision of staff Travel Packs, secure cycle parking and an informal car share scheme.

7.1.3 The key factors to the success of the TP are summarised below:

Senior management commitment and ‘buy in’ to the TP

Appointment of TP Co-ordinator

Encouragement and support of staff and shoppers

Conclusion 7.2

7.2.1 The success of the scheme will depend on the support of all the staff. The management of the project is a key element in maintaining support and should be actively encouraged by senior management. Regular reviews as per the strategy that has been proposed are required to monitor the success of the scheme.

7.2.2 To ensure that the TP is effective, to receive suggestions, resources and encouragement, and to ascertain whether the site is compliant with the TP commitments, regular contact will be maintained with the SCC TP Co-ordinator.
