Surveillance Enhancements Project, Los Angeles World Airport (LAX), CA

The Project included the migration of nearly 3,000 existing cameras from 4 autonomous video surveillance platforms to a single, enterprise platform as well as the design and installation of nearly 1,000 new fixed, PTZ and specialty cameras.

Additional project scope included: the relocation of existing surveillance data processing and storage infrastructure to newly constructed MDF, the Integration of existing Access Control System (ACS) with Video Surveillance (VS), the integration of existing Computer Aided Dispatch (CAD) with VS, and the expansion and integration of existing Physical Security Information Management (PSIM) system with VS, CAD, and ACS.

Was the principal author and designer of the proposed wireless concept design and bill of material, which included nearly 200 multi-radio and multi-spectrum nodes across almost 9 square miles.

Lead Designer and Senior Reviewer 2009 - 2011

Landside Protective Barriers & TWIC Implementation, Port of Tacoma, WA

My firm, along with Moffatt & Nichol (Prime) and Harris Group (HGI) was selected to provide engineering plans and specifications to the Port of Tacoma for the Landside Protective Barriers and TWIC Implementation Project, including procurement support, construction management and systems acceptance testing services.

Was the lead designer for the communication and security project components, provided design review across all disciplines, as well as acted as the primary interface to the Port’s IT Department. Additionally, I provided extensive onsite investigative services to the Port in development and delivery of a complete inventory of all underground infrastructure across all 15 terminals.

The specific project scope included the implementation of a broad range of technical and physical threat mitigation systems intended to provide a concentric layered security solution to protect the Port from adversarial threats. Major technical applications included a new Enterprise Access Control System, capable of interfacing with Port issued credentials as well as the TSA issued TWIC credential for all 15 terminals; a new geospatial based Enterprise Video Management System with advanced Video Analytics; a licensed, high capacity (4 gbps) milimeterwave wireless network; an elaborate multi-point-to-multi-point (MESH) wireless data network; high speed vehicle impact barriers at main entry points; replacement of all existing analog cameras with IP based camera technology; as well as an extensive aerial and underground fiber optic network, covering over 16 miles, creating a high capacity and fully redundant network solution inter-connecting all facilities with 4 new IDF’s for future enhancement capabilities.

The Port of Tacoma represents the only tier 1 Port Authority in North America to deploy high speed vehicle crash barriers and the Project, to date, is the largest single PSGP award in the Pacific Northwest.

Program Manager 2007 - 2009

Maritime Domain Awareness (MDA) Program, Port of Seattle, WA

Was retained to serve as the Program Manager for the Maritime Domain Awareness Program for the Port of Seattle, WA. This was a DHS grant funded program comprised of 5 individual projects intended to provide the Port with a highly technical, Concentric Layered Security solution.

Maritime Domain Awareness is defined as "The collection, fusion and dissemination of information from various sources used to provide a cognitive illustration of the threats and risks facing a maritime organization".

Project scope included the design and installation of an emergency band wireless data network to critical facilities across the Puget Sound, the upgrade of all existing analog cameras to IP based technology, the expansion of the existing geospatial based Video Management System to all Port controlled facilities, the implementation of advanced Video Analytics, the design and deployment of a Situational Awareness web based dashboard and the design and implementation of a new high capacity fiber optic infrastructure.

Lead Designer 2012 - 2013

Security Improvements Project, Foothill Transit Authority, West Covina, CA

I acted as the Lead Communication and Security Designer for the Foothill Transit Authorities Security

Enhancement Project, helping with developing and delivering final design documents for the expansion

of various threat mitigation solutions to all of the Foothill Transit bus depots and Administrative facility.

Foothill Transit Authority is a Tier 1 transit agency servicing much of the greater San Bernardino and

Los Angeles county's.

The solution included a new Video Management System, expansion of standard, high definition and

specialty low light camera systems, a new biometric capable enterprise Access Control system, the

implementation of a new Security Control Center, as well as numerous high capacity (4 gbps) point to

point millimeterwave wireless links for data distribution to the sever and processing facilities, ultimately

reducing re-occurring costs related to leased communication lines or commercial interconnection

services.
