CHAIR’S WELCOME
It is my very great pleasure to welcome all visiting players, coaches, managers and supporters to Wynnum for the staging of this year’s Queensland School Sport 16-18 Years Rugby League State Championship.
This championship provides the opportunity for gifted rugby league players from throughout the state to impress the selectors and gain selection in the Queensland side to be selected to contest the National Championship at St Marys from 9 July – 14 July. Not only do these trials provide exposure for talented players but also young referees wishing to go further in the ranks and coaches who will gain immensely from the experience.
The Queensland Rugby League has provided valuable sponsorship to Queensland School Sport Rugby League for this championship and for this we are most grateful. A huge thank you also to Ross Strudwick and Paul Neale from Struddy’s Sports, the naming rights sponsor for the 2017 QSS Rugby League State Championship. Referees will again be a vital component of this year’s championship and a huge vote of thanks must go to the men in white for their presence over the four days of competition. Particular thanks to John Topp for his fine work in ensuring 1st class referees and service.

TEAM MEMBER'S CODE OF CONDUCT
As a team member:
Take responsibility for your own behaviour and performance.
Compete by the competition conditions and rules.
Follow all directions of team management/officials.
Show respect and behave in a manner that respects the rights of all others (team members, opponents, officials, etc.) regardless of the medium of communication used, e.g. verbal, physical, digital media such as Twitter, Facebook, email and texts.
Be a good sport. Encourage and support your team members.
Wear the official team uniform at the times directed by team management/officials.
Report in and out with team management/officials each day.
As directed by team management/officials, stay in the designated team area and support other team members during times when not competing.
Smoking, drinking of alcoholic beverages or the use of any illegal substances is strictly forbidden.
Ensure that you have telephone numbers of team managers at all times.
As a guest in accommodation / when in team accommodation:
Check for any damage to premises on arrival and notify your team official.
Be respectful of facilities and other guests at all times.
Do not leave the accommodation area without permission from the team manager.
Be aware of which teacher is on supervision duty.
Know where your team officials are staying.
Where toilets/shower/laundry facilities are away from sleeping areas, it is advisable to attend in pairs.
Mixed sharing of rooms is not permitted, nor is entering the room of anyone from the opposite gender.
BREACH OF THE CODE BY TEAM MEMBERS
Team managers may deal immediately with any breaches of this code by imposing appropriate consequences, including not playing remaining fixtures, notification of parents, and being sent home at your parents’ expense. The Department, through Queensland School Sport (QSS), is responsible for imposing any longer term consequences. Furthermore, QSS may provide a report to your school and you may be subject to discipline in accordance with the Education (General Provisions) Act 2006 (EGPA). Students will be afforded natural justice in respect of breaches of this code and for any discipline under the EGPA.

Display control and courtesy to all involved with the sport.

Act with integrity and objectivity, and accept responsibility for your decisions and actions.
Ensure your decisions and actions contribute to a safe environment.
Do not tolerate harmful or abusive behaviours.
Place the safety and welfare of the athletes above all else.
Be consistent and impartial when making decisions.
Address unsporting behaviour and promote respect for all people.
Follow all directions of the Student Officials Manager / Event Convenor.
Wear the officials uniform at all times as directed by the Student Officials Manager / Event Convenor

Provide a safe and supportive sporting and learning environment.
Initiate and maintain constructive communication and relationships with students and parents/carers.
Promote the skills of responsible self-management.
Communicate high expectations for individual achievement and behaviour.
Ensure consistency and fairness in implementing the school sport behaviour codes.
Avoid over-playing the talented players. All players need and deserve equitable time.
Develop team respect for the ability of opponents as well as for the judgment of officials and opposing coaches.
Compliment participants on their efforts.
Condemn unsporting behaviours.
Ensure that your behaviour is consistent with the principles of good sporting behaviour.
Refrain from criticism of, or reaction to, the umpires/referee’s judgment and decision.

This may include QSS providing a report to your school principal or immediate supervisor, and you may be subject to discipline in accordance with the Education (General Provisions) Act 2006 (EGPA). Staff will be afforded
natural justice in respect of breaches of this code and for any discipline under the EGPA.

Cooperate with the team officials to achieve the best outcomes for your child.
Support team and event officials in maintaining a safe and respectful learning environment for all students.
Maintain positive relationships with team officials regarding your child’s learning, well-being and behaviour.
Encourage participation by your child.
Provide a model of good sportsmanship for your child.
Be courteous and constructive in your communication with players, team officials, game officials and sport administrators.
Encourage honest effort, skilled performance and team loyalty.
Do not interfere with the conduct of any events.
Show respect and behave in a manner that respects the rights of all others regardless of the medium of communication used, e.g. verbal, physical, digital media such as Twitter, Facebook, email and texts.
Adhere to the Department of Education’s policy of a smoke, alcohol and drug free environment.
SPECTATOR’S CODE OF CONDUCT
As a Spectator:
Demonstrate appropriate social behaviour.
Remember children play for enjoyment. Don’t let your behaviour detract from their enjoyment.
Let game officials conduct events without interference.

Parents and spectators should note that it is an offence to insult (meaning "to treat insolently or with contemptuous rudeness, to abuse") an officer of a state educational institution – Section 333 Wilful Disturbance, of the Education (General Provisions) Act 2006 (EGPA). Parents and spectators will be afforded natural justice in respect of breaches of this code and for any discipline under the EGPA.

2017 QSSRL 16–18 YRS CHAMPIONSHIP STRUCTURE
1.1 Championship Convenors are to allow seventy (70) minutes between the starting times of all games on Days 1 to 2. This may be reduced to 65 minutes on Day 4. Games are all 30 minutes per half unless noted.
1.2 On the first day, each regional side will play a preliminary grading match. Teams will be ranked according to the previous year’s State Championships, with the draw mirroring that of the Day 4 fixtures from the previous year (ie. 1v2, 3v4, 5v6, 7v8, 9v11 and 10v12). The draw is confirmed at the final QSSRL 13 – 19 Years Management Committee meeting of the year and overseen by all delegates.
1.3 Results of the six matches will be used to grade teams from 1 to 12. The six winners from Day 1 will form ranks 1 – 6, with point’s difference separating 1 from 6 (ie. Number 1 ranked team will be the team with the greatest positive point’s difference and 6 will have the lowest positive point’s difference). The loser of the previous year’s Grand Final rematch (ie. The 1v2 fixture) will be allocated the ranking of 7. Ranks 8 – 12 will be formed on the basis of point’s difference (ie. Number 8 ranked team will have the lowest negative point’s difference while 12 will have the greatest negative point’s difference).
1.4 If, when grading teams 1 to 12 on DAY 1:
i) A drawn game occurs, Cup rules will apply for deciding the higher placed team.
ii) Two teams are on the same point’s difference, the team scoring the most tries will assume the higher position.
iii) If two teams have scored the same number of tries, the team scoring the most points will assume the higher position.
iv) If teams have scored an equal number of points, grading will be on the toss of a coin.
1.5 The eight highest ranked teams will advance to a series of quarter finals on Friday, semi-finals on Saturday, and the final on Sunday. Day 2 matches will be 1 v 5, 2 v 6, 3 v 7, 4 v 8.
1.6 The losers in the 1 v 5 and 2 v 6 quarter final matches will play lower-ranked winners to provide challenging games for determining final championship rankings of 5 to 8. The losers in the 3 v 7 and 4 v 8 quarter final matches will play lower-ranked losers to determine final championship rankings of 9 to 12 rankings.
1.7 Cup rules will apply for deciding all drawn games on Days 2, 3 and 4, except for the Grand Final. In the event of a tied score at the conclusion of normal playing time, a further five minutes each way with no halftime will be played immediately. If, at the conclusion of this additional time, the scores are still tied, the teams will be declared joint State Champions.
1.8 The four lowest ranked teams (9 – 12) will have the ability to progress higher in the rankings across the course of the Championship by playing higher ranked teams. This process rewards winning and promotes teams playing similarly-matched opponents.

SCHOOL WRITING COMPETITION
“WHAT THE MAROONS MEAN TO ME”
Are you a secondary school student with a passion for rugby league and the Maroons?
If so, this is your opportunity to have some fun and put your name in the running to win some fantastic State of Origin prizes.
All you need to do is submit a Personal Essay – titled “What the Maroons Mean to Me” – and you could win a Junior Maroon Membership as well as a unique experience inside Camp Maroon alongside Queensland’s Origin heroes.
The competition is an initiative of the QRL History Committee, which has partnered with the Queensland School Sport 13–18 Years Rugby League committee to bring the project to life.
To enter, email your story to [email protected] with the subject heading – School Writing Competition – by close of business on Friday, May 26, 2017.
The winning entries will be announced in the lead up to Game II of the Holden State of Origin series.
The Age Divisions for the School Writing competition (400–600 words) are listed below: - Year 7 - Years 8 & 9 - Years 10–12.
QRL History Committee Chairman Kevin Brasch is encouraging students across Queensland to share their story.
Students can write about their own backyard ‘Origin’ games, or their own rugby league experiences, from watching the game alongside family and friends on TV or in the grandstands.
Or maybe it’s the thrills and spills of the Origin arena, and Queensland’s famous never-say-die attitude, that will ignite your story.
