Experimentation in a Research project: ESS
ESS (Emergency Support System) realized an integrated multi-hazard system via an ICT platform able to collect information from all possible sources (as sensors and intelligent videocameras), aggregate and present them in organized way on an integrated web portal, and disseminate real time messages to authorities and citizens (via Alcatel-Lucent Communication System. http://cordis.europa.eu/project/rcn/91016_en.htm

The Trial on forest fire
In the last Field Trial, on the Italian-French border, it was simulated a forest fire that puts at risk the population in Italy and France, testing also the cooperation procedures between different countries.

Outcomes of the Research program
During the Research program it has been developed an innovative solution compliant with all requirements for Emergency Communication systems, named UMB (= Universal Message Broadcaster).
The solution includes also a new equipment (named BT = Broadcast Terminal), that can be installed in communities (such as schools, hospitals, beaches…) or small villages.
Triggered by UMB, an unlimited number of BT’s in only 3 seconds can disseminate in their area recorded announcements, display text, pilot sirens, bells, flashing lights and actuators, ask to end users data to be collected. BT Connections scheme

Targets of the “Framework for Disaster Risk Reduction”
The Communication System can be very helpful to match most of the 7 targets of the “Framework for Disaster Risk Reduction” approved this March in Sendai, mainly:
• the 7th (increase of availability and access to multi-hazard EWS to the people)
• and the first 2 (reduce mortality and number of affected people).
