Introduction to SOA

• The main functions of State Oceanic Administration (SOA)is to take the implementation of maritime legislationis to take the implementation of maritime legislation,planning and management, is responsible for overallcoordination of ocean affairs.

• In 2008,the State Council mandated the responsibilities——“Research, Application and Management of Marine Energy” to SOAManagement of Marine Energy to SOA.

• The Main tasks of SOA:• Survey of marine energy resources• Survey of marine energy resources• Formulation of the policies and

standards for marine energy• Organization of technology Research• Organization of technology Research,

Introduction to NOTC

• NOTC is under the leadership of SOA. The main duties of NOTC are to take management for ocean technology (including ocean energy), and provide technical support for national ocean operational systemfor national ocean operational system.

• NOTC is the earliest institute in China which engages in i h d d l tmarine energy research and development.

• NOTC has established a professional• NOTC has established a professional marine energy laboratory and a branch of the Commission of China Ocean Standard for making marine energy standards.

Since 1985, NOTC has completed Xiaoheishan wind desalinationproject Xiaomai island "8 kW Pendulum type Wave Test Powerproject, Xiaomai island 8 kW Pendulum-type Wave Test Power Plant“ project and Daguan Island "30 kW Pendulum-type Wave Power Plant Demonstration” projects.

• Chinese marine energy resource has the features shown as below:

• low density of energy• much more storms and typhoons• tough environment for survivability, etc.
