1. Very Important Twinning, Volunteering In Town-VIT

July 2011-July 2013

Active Citizenship Programme

VIT gathers 27 partners from the wide Europe and lasts from July 2011 to June 2013. Its main idea is to create a network of towns from Europe and its Neighbourhood involved in town-twinning relations with a focus on European priorities, such as volunteering, active ageing and citizen participation. The project aims at facilitating debate, action and reflexion between partners on how citizens may enhance governance in Europe and how town twinning can contribute to the dissemination of European Union values and the construction of a European identity. At the same time, the project wishes to revitalize existing town-twinning relations of the partner towns and initiate new twinning. The project is articulated around 18 local workshops and 3 international conferences. The last international event of the project will take place in Spring 2013 in parrallel with the ALDA' General Assembly.

TIC-TAC gathers 23 partners from the wide Europe and lasts from January 2012 to January 2013. Its main objective is to increase awareness about the European Union, the Europe for Citizens Programme and opportunities for increasing citizen participation at local and European level. It aims at establishing partnerships between different stakeholders, local authorities, civil society organisations and research centres and encourages quality projects under the Europe for Citizens programme among ALDA’s members and partners. The final event of the project will be held in Malta on 29-31 October 2012.

3. Youth Employment and Participation - YEP

Youth in Action Programme

This project gathers 7 partners from the wide Europe. It intends to offer an opportunity for debate about the youth unemployment challenge, through networking and exchange of best practices. It is expected to generate new and innovative solutions, potential interventions and recommendations to be addressed to the local, national and international communities. As a cross cutting objective, it aims at the same time to transfer to participants some methods for the set up of a structured and efficient dialogue between youth and the decision makers in charge for youth policies. A seminar gathering 42 participants will be organised in Strasbourg in February 2013.

4. Civic Observers for Health and Environment:

Initiative for Responsibility and Sustainability - COHEIRS

March 2013-March 2014

This project gathers 17 partners from EU and its neighbourhood. It will start in March 2013 and will last one year. Its main aim is to support active participation of citizens to the EU democratic life and more specifically to the implementation of the precautionary principles, as detailed in Article 191 of the Treaty on the Functioning of the European Union, through the establishment of citizens panels focused on health and environment. The panels consist on cooperative groups of citizens willing to discuss these fields in the prism of the key EU challenges outlined by the Europe 2020 strategy and by the Millennium Development Goals. The panels will grant to the citizens the chance to interact and discuss among them as well as the opportunity to address their comments and recommendations to the EU institutions.

5. My Europe - My EU

Active Citizenship Programme

The project my EU will last from 01/10/12 to 31/03/2014 and involve 14 partners from Malta, Macedonia, Bulgaria, France, Albania, Italy.

The project is led by LCA Malta. ALDA is a main partner, in charge of one international event.

It aims at ensuring a wide, well structured dialogue and an intense cooperation among towns with reference to the active participation in the EU political life of specific target groups: women, youngsters and immigrants. In particular, it intends to increase specific interests and expectations of citizens about EU political agenda and empower citizens to play a full part in the democratic life of the EU, through public debates that involves citizens, citizens associations and policy makers.

6. Civil society for Action in Dialogue and Partnerships

June 2011/June 2013

IPA 2009 Support to issue based NGO networks

The two year action is designed as a comprehensive set of capacity building and awareness raising activities which will be implemented through combined support measures intended for local NGO-s and local authorities to enhance citizen participation in policy and decision making process. Issue based and sectoral NGO networking represent a core of the action as the main prerequisite for their effective participation in creating a more supportive local environment for civic engagement.

ActivitiesActivities envisaged will support both horizontal and thematic, issue based co-operation between NGO-s operating within different local contexts and thus help harmonise and exchange local practices related with institutionalised (Agreement based) cooperation with local authorities and procedures for their financing. Awareness raising and training activities are designed to support the development and strengthening of local NGO-s resource centres, with particular emphasis on their improved participation in designing sectoral policies and local development strategies. The specific focus of the action is on CSO-s engaged in local democracy development, human/minority rights protection, intercultural dialogue, women’s and youth empowerment groups and environment protection.Awareness raising component comprises local advocacy actions for signing the co-operation agreements in municipalities such as Zavidovici, Mostar, Bihac,Brcko, Trebinje, country based thematic conferences on the role of civil society and local self-governments in democratic transition of the country, a series of visibility activities involving media, publicising the local NGO address books, collection of good practice in Bosnia and Herzegovina on cross-sectoral partnerships.Capacity building component includes four trainings for NGO-s and local governments on strategic planning skills, project cycle management, advocacy, PR and communication skills.

Exchange of good practice component comprises study visits by the EU counterparts to Bosnia and Herezegovina municipalities, filming the documentaries on civic engagement in local communities.The main beneficiaries of the action are citizens and their local associations, members of diverse sections of local communities, women’s and youth groups, policy and decision makers at local level, local public at large, while the main expected results are focused around the need for improved awareness of local/regional policy and decision makers on institutional mechanisms of co-operation and dialogue with civil society actors engaged in sectoral policies development and implementation; the project will also help enhance issue

based cooperation of CSO-s and local authorities in Bosnia and Herzegovina with their counterparts in other IPA countries and EU member states.

7. The European and Our Affairs

IPA 2011 - Information and Communication Programme

In September 2012 ALDA, in cooperation with LDA Zavidovici, started the realisation of this project, funded by the Delegation of the European Union in Bosnia and Herzegovina, as a part of IPA 2011 - Information and Communication Programme. The activites are located at municipalities Zavidovici and Zepce (BIH), and beneficiaries of the project include the local civil society, citizen groups, local community members, local media and public at large.

Objectives

To help raise awareness on EU enlargement process and pre-accession assistance aimed to support the reform process at local level in Bosnia and Herzegovina;

To help improve public understanding of the benefits of EU integration; To help promote tangible results of EU pre-accession assistance; To help reinforce the role of civil society in the public dialogue on EU accession agenda; To help strenghten the local ownership over the reform and EU integration process.

Estimated results ofn the project are:

Improved public awareness and knowledge of actual benefits of EU integration; Increased information provision about the effects of EU funded projects; Improved outreach and information dissemination on EU integration issues; Increased number of cross-sectoral partnerships and issue based networking for

underpinning reform process; Improved public dialogue for common understanding of EU values.

8. Civil Trust Building - Find your way through the Enlargement Labyrinth

This one year co-operation and capacity building action developed by the European House, Budapest, Hungary, include LDAs in the Western Balkans as 7 local contact points for promoting EU integration and regional networking actions for improved understanding and awareness of both enlargement and integration related issues.The project is supported by the Prince programme of the European Commission.

ObjectivesIn particular, the project wishes to:

- provide factual, up-to-date information to the larger public of the 6 project participating countries on the enlargement process and candidate and potential candidate countries in the Western Balkans showing their contemporary reality;- “bridge-building” between the citizens of EU Member States and the candidate and potential candidate countries in the Western Balkans with the aim to promote tolerance, mutual understanding and trust;- raise public awareness and understanding about the importance of the European venture in general and the significance and impact of the enlargement process in particular through stimulating informal public debates and activities;- foster European identity in the region of the participating countries through cross-border actions.

ActivitiesInternship programme: 7 CSO representatives from the Western Balkans region will spend an intensive 2-week period and assist the work of the project partners. This will include among others the distribution of a questionnaire on enlargement, preparation of the national citizens’ consultations and the bus tour with the Enlargement Labyrinth and participation at the mid-term evaluation event in Vienna. The 7 interns (one per Western Balkan country) will be identified locally.

"Civil Trust-building” bus tour visiting 5 participating countries with the Enlargement Labyrinth The bus tour focused to bring the idea of enlargement and citizens of the candidate and potential candidate countries to the everyday citizen of the EU member states. The tour lasted 8 days. The bus will have stop-overs in those locations (Budapest-Bratislava-Klagenfurt-Ljubljana-Udine) where the Enlargement Labyrinth (a 100 sqm portable instalment made of plastic rods) is installed to attract local people, collect reactions and video messages.

Other activities: kick-off event in Budapest (17-18 February 2012), mid-term evaluation event in Vienna (June 2012), final conference in Rome (November 2012); national citizens’ consultation (one per project country); enlargement information distributed on international trains in the regionThe project will last from 2011 to 2013.

9. CARAVAN. ARTISTS ON THE ROAD – COMMUNITY THEATRE IN PLACES OF CRISES & RENASCENCE

EACEA Culture Unit/ Multi-annual Co-operation Projects

This three year co-operation project promotes culture as a sustainable response to social and economic crisis in contemporary Europe. The current economic crisis has a social and cultural dimension that marginilise European local communities and put them in the situation of lack of confidence and viable solutions to solve the crisis.

ObjectivesThe project builds on the centuries’ long heritage of Community theatre, as a form of social-cultural intervention representing not only a possible alternative to the social standstill, but also a proof of the renewal that the crisis can encourage. Community theatre has been proven as one of the most effective and efficient ways to integrate, developand enhance the relations among the members of a community. In many ways, it is a unique theatric form seeing the whole community as the stage and protagonists in which the public are no longer mere audience/observers but a proactive part contributing to the realization of the performance. The community theatre is designed and developed by an interdisciplinary team with various competencies in the theatre and social-cultural fields whose work is characterized by specific modality of communication, complex relations and symbolic reconstruction of reality.

ActivitiesActivities include four community theatre interventions in four selected locations (cities Torino, A Coruna, Holstebro, Sofia), Caravan theatre productions in at least 40 local communities in 11 countries on the tour connecting the cities mentioned with at least 50 performances. Creating of the 4 itinerary includes research process based on history of theatre, social – anthropological research, exploring the local social and territorial characteristics, contemporary research based on local priority themes, field research based on communication with local stakeholders.In line with the European Agenda for Culture in a Globalizing World (COM 2007, 242 final), the Caravan project envisages international co-operation programmes in cultural area at European level through the methodology of community theatre, pursuing the mission of boosting the cultural and social empowerment of local communities in some symbolic places of crises and renascence. Its specific objectives include also:

To create experimental and innovative theatre and art activities originating from close contact with local communities and developed on wide involvement and participation

To circulate the artistic products in several European countries promoting dialogue and exchange between diverse cultural traditions and contexts

10. WORKING TOGETHER FOR DEVELOPMENT – WTD

Non-State Actors and Local Authorities (NSA/LA) in Development

WTD is a multi-annual development project designed by the Association of Local Democracy Agencies (ALDA) in cooperation with 21 international partners and associates coming from 16 countries of the enlarged Europe. The project lasts 30 months and involves both Associations of Local Authorities and NGO networks, and aims at improving their capacities to act as development agents in and outside Europe, in partnership with European and national institutions. WTD is based on ALDA’s long term vision of development and the method of multilateral decentralised cooperation. The project uses a multi-stakeholder approach and focuses on creating strong partnerships between Local Authorities and NGOs.

Objectives

Local Authorities and Non State Actors play a relevant role - fully recognised as a fundamental principle - in the framework of the EC development policies, complementary to the roles of national governments and the Community. It is of the utmost importance to support these

actors, in order to ensure their ownership of the development strategies and to favor their involvement in the EU policy making process, enhancing their capacities to act as development agents in and outside Europe. It is fundamental to foster the role of LAs and NSAs as promoters of democracy, social justice and human rights, promoting and favoring a structured dialogue within and among all types of LAs and NSAs and between them and the EU Institutions, in accordance with the principles of the Paris Declaration and the Accra Agenda for Action on aid effectiveness. The present proposal also aims at:

strengthening their capacity to build trans-national alliances and to disseminate best practices;

increasing the number of multi-actor partnerships and consolidating exchanges between different types of LAs and NSAs networks, within their organisations and with Community institutions;

strengthening the capacity of Las and NSAs platforms in the new Member States (5 new Member States are involved in the present actions) in order to make them play an active role in their countries and at the EU level, including ensuring smooth integration of EU development policies;

providing to LAs and NSAs networks new capacities to act as "multipliers" agents in the field of development, especially through fostering the involvement of their members at the local, regional and national level.

Steering Committee Meetings: The coordination of the programme will be followed by a steering committee. It will have the responsibilities to manage the whole process and will be the way through which the co-decision and cooperation among partners in the different steps of the project will be granted. It is composed of 14 members, including the staff of the leading and coordinating organization.

Launching Seminar, 28th March 2012, Brussels aimed at presenting the aims of the project, as well as its activities and expected results, to our partners. The seminar is addressed to LAs and NSAs; representatives of each partner and associate will participate in the seminar. European Institutions' representatives will also be invited to attend the launching event.

10 Thematic Workshops (2012 – 2014) aim at providing to a large number of European stakeholders the opportunity to acquire new knowledge, as well as to profit of the exchange, on four specific and vivid topics in the field of development.

Trainings “Understanding of Opportunities for Decentralised Cooperation", 15-18 October 2012 in Brussels aims at providing to European local authorities associations and civil society networks new knowledge and capacities to play an important role as decentralised cooperation agents, promoting also their capacity for dialogue to make their members more effective participants in the development issues. The trainings aim at strengthening the institutional capacities of such agents and their capacity for action and at developing human and technical resources.

Study Visit in Brussels: One of the objectives of the present proposal is to increase the number of multi-actor partnerships and to consolidate exchanges between different types of Non-State Actors and Local Authorities networks, within their organization and also with Community Institutions. In order to achieve this important objective, the present proposal includes a 3-days study visit in Brussels. Considering the latest guidelines in terms of development cooperation, which highlight the need to encourage a greater involvement of local councils and non-governmental organizations, a direct interaction between Community Institutions, NSA and LA represent a necessary step towards this direction. The main objectives of the study visit are :

to promote the knowledge of the European Institutions working in the field of development

to promote a direct interaction between participants and representatives of the European Institutions dealing with development issues

to foster cooperation among EU Institutions, LAs and NSAs to favor he exchange and promote partnership with other relevant Brussels-based

Institutions active in the field of development.

The publication will be the main "tool" through which the promotion of the project, the dissemination of its results and the respective follow-up are favored and granted The publication, realised at the European level by all the partners and with the direct involvement of the most relevant stakeholders, will mainly aim at:

increasing the visibility of the action; raising awareness about the role of LAs and NSAs networks in the field of

development:; disseminating information about EU development policies; promoting the method of "decentralized cooperation" as a tool to foster the role of LAs

and NSAs in the field of development; presenting experiences and best practices.

It was a multilateral youth Exchange project, bringing together young people from France, Italy, Ireland, Georgia, Croatia, Serbia and Kosovo, and aimed at promoting active citizenship and volunteering at local and European level, mainly on environmental issues. This project was placed in the framework of the European Year of Volunteering as well as the global environmental challenges of today’s world and in particular Europe’s 2020 strategy.

Objectives: The objective of this project was to raise young people’s awareness on environmental issues. Through different kind of activities, this project aimed at increasing young people’s civic consciousness and commitment to protect the environment and further contribute to the development of their societies, as active shapers of the future of their own communities and of Europe. The implementation of the project helped young people to develop skills and competencies that they can use in the long run in order to participate actively in public life at the local and European level.

Activity: The main activity last 10 days (including 2 travel days) and involved 35 people including the group leaders. Role plays, intercultural activities, working groups and excursions in the nature (open-air activities) were foreseen during this event. Its methodology was based on non-formal education which has the advantage of being voluntary and counts on the motivation of its participants.

The activities will involve about 400 young people in 6 countries and will make them aware of the global situation of employment in Europe, stimulating them to imagine new styles and visions for youth entrepreneurship.

Objectives: the project will blend some common activities of Youth In Action Programme to create a route of awareness for young people and youth workers to bring them to compare their will, ideas and proposals on the topic of Youth Employment. It aims to:

- compare each other thinking and life experiences about the topic;

-learn from each other's country experience (country’s employment situation, new styling for new jobs);

- share a common way of thinking about a possible development of youth employment in Europe;

A Seminar in Arzignano, Italy on 11-15 June 2012

Six National Youth Initiatives, one for each partners’ country. Young people living in the targeted regions will participate actively and directly in activities of managed by themselves in order to develop their initiatives, enterprises and creativity.

13. Network for Community Development with Marginalised Social Groups

LIFELONG LEARNING PROGRAMME - GRUNTDVIG

The project aims to facilitate the mutual learning of innovative tools of community development that tackle the problems of marginalized social groups in different regions of Europe. The main aim of the project is to bring methodological innovation cutting across professional boundaries, combining elements of community development and social work, for introducing new approaches of development in seriously marginalized, deprived, often ghettoized localities. The project is based, in a large extent, on collecting valuable experiences by fieldwork, by visiting actual projects dealing with community development of marginalised groups. Experiences will also be shared in workshops with the participation of the partner organisation.

Objectives: The project will improve the quality and accessibility of mobility throughout Europe of people involved in adult education and to increase its volume. It will improve the quality and increase the volume of co-operation between organisations involved in adult education throughout Europe. We will assist people from vulnerable social groups and marginal social contexts, in particular older people and those who have left education without basic qualifications, in order to give them alternative opportunities to access adult education. Moreover dissemination and adaptation will be facilitated by compiling a practical guide on community development with marginalized social groups and by creating short films in the localities and projects visited.

Activities: Initial logistics and planning meeting to work out a detailed plan of implementation in Budapest organised by the lead partner; Workshop on multilateral decentralized cooperation and community development, introducing participants to ALDA’s networking methodology, to the concrete experience of the Municipality of Strasbourg and including a visit to the Council of Europe; Workshop on methodologies of

The main objective of the project “THINKEU - Through Information and Knowledge towards EU” (Action 2 - Active Civil Society in Europe –) is to support the Croatian accession to the EU with a strong, deep and sustained dialogue between the civil society actors in Croatia. The objectives of the project are in accordance with the objectives of the programme as well as with the priorities defined for Croatia: enhancing public debate in Croatia on EU membership, informal learning by organizing different workshops, informing the public about the EU funded projects…

ObjectivesThe project is aiming to promote European values such are gender balance, intergenerational solidarity and many others.One of the focuses will be the organization of workshops with the themes of Volunteering and Civil activism held by the partner NGO – ZUM and abouth the EU values and multiculturality by the ALDA, because only informed citizens can be active European citizens. The main theme of the workshops will be defining volunteering, volunteer work and values that envolve around volunteering.The new approach used in this project is the inclusion of kindergartner children in the education about EU values. The access to the project activities and materials will be open to everyone without any aspect of discrimination. Through the dissemination of the educational and promotional materials at regional national and international level by using the most relevant Medias in terms of coverage and audience, the widest range of population and organizations will be reached

ActivitiesWithin this project various activities are planned including qualitative expansion of the Euro Info point located in Pula for citizens, education of trainers / volunteers for lectures about EU, opinion polls on the attitudes of Istrian citizens towards the EU, volunteering month, exhibition and public presentations, public discussions for citizens and wider public about the European Union in general, workshops, television show.A study visit for selected representatives of target groups, students and high school students will be organised in the Italian Region of Veneto with the aim to exchange good practices and know-how with Italian NGOs and institutions on the project’s main topics. It is foreseen a three-day visit. The first day will be dedicated to the meeting with NGOs while the second and third day will include the visit to institutions that are dealing with Youth issues and EU programmes.

15. WELCOME : Water Elements Linking Cities, Opportunities Merging Europe

WELCOME involves partners from six different countries already in relation with each others through existing town twinning agreements: 3 old EU members, 2 new ones and a pre-accession country. WELCOME project includes 10 partners and Municipality of Sacile (IT) is the leader one and the project concept raised from the existing bilateral relations between its members and their sister cities.

Objectives: Promoting reflection, debate and action around the element WATER, focusing

on its sustainable management in order to improve citizens’ and communities’ well-being in their everyday life. In specific terms WELCOME aims at developing thematic and long-lasting cooperation between towns, focusing on water as a linking theme. It aims at “multiplying” the relations among the involved towns, revitalizing the existing twinning agreements and creating new ones.The action seeks to have a multiplier effect in Europe, leading to the setting up of a thematic network of twinned towns around WATER.

Activities: The project foresees the organization of 3 main international events in Italy, Hungary and Croatia involving different target groups as local authorities, CSOs, youth groups, schools, universities and representatives from the economic and political contest sharing best practices on a common theme.

17. TANDEM Cooperation for citizen participation and community development in Belarus

ALDA has been active in Belarus since 2004 and has implemented several projects together with its main partner in Belarus the Lev Sapieha Foundation. The TANDEM project is a follow up to the ACSOBE and REACT projects which focused on the strengthening of civil society organisations and local community groups and their cooperation with local authorities.

ObjectivesCitizen participation at the local level is still limited in Belarus and the TANDEM project seeks to increase the participation of citizens and their cooperation with local authorities. The project supports the development of local communities and civil society organisations and their cooperation with local authorities both through technical and financial support.

ActivitiesAs part of TANDEM, community groups will participate in trainings and receive information on

the role played by local authorities and the possibilities for citizens and civil society organisations to cooperate more actively with local authorities. Furthermore the project provides sub-grants to civic community initiatives. The grants are awarded to community groups that propose concrete activities to ensure sustainable development in cooperation with local authorities. Two of these initiatives are partnership projects and will involve cooperation with local authorities from other countries who will bring their knowledge and experience on cooperation with citizens into the project. More information about the initiatives that receive subgrants as part of the TANDEM project can be found below and on the interactive map above.The TANDEM project raises the capacity of civic community groups to be more active actors in the field of development. 18. TANDEM II

Cooperation for citizen participation and community development in Belarus

The TANDEM II project is a follow up to the successfully implemented TANDEM project and will last 24 months. It aims at strengthening an inclusive and empowered society in Belarus by supporting the development of local communities and strengthening their cooperation with local authorities (LA).

Objectives

The objectives of TANDEM II are:

the development of capacity of Civil Society Organisations (CSOs) and local community groups to implement community development projects focusing on sustainable development,

raising the awareness of CSOs and community groups on the role played by LA in development and on the possibilities for cooperation with local authorities,

the support of community groups to implement civic initiatives in cooperation with LA as well as

the construction on the basis of the achievements of TANDEM I and SPREAD to further increase the involvement of LA to cooperate with CSOs and local community groups.

Activities

TANDEM II will provide sub-grants to 15 civic community initiatives. The sub-grants are expected to be provided by a financial support of Euro 80,000 which means that the sum has been doubled compared to the predecessor TANDEM. Four of the civic community initiatives will be partnership projects and will involve cooperation with local authorities from other EU countries who will bring their knowledge and experience on cooperation with citizens into the project. A launching international conference will start TANDEM II, which will be followed by an international study visit in Latvia during the project and a closing local conference that will mark the end. Along the project, community groups will participate in training sessions on project management and on local self-government. As part of the training, analytical information material will be provided. The TANDEM II project will raise the capacity of civic community groups to be more active actors in the field of development. At the same time the project will

ALDA has been active in Belarus since 2004 and has implemented several projects together with its main partner in Belarus the Lev Sapieha Foundation. SPREAD is a complementary project to TANDEM and TANDEM II which aim at strengthening an inclusive and empowered society in Belarus by supporting the development of local communities and strengthening their cooperation with local authorities (LA).

Objectives

The overall objective of SPREAD is the contribution to poverty reduction in the context of sustainable development, including the pursuit of the Millennium Development Goals and other internationally agreed targets through strengthening the capacity of civil society organisations and LA as a pre-condition for a more equitable, open and democratic society through support to their “own initiatives” and to actions aimed at promoting an inclusive and empowered society in Belarus.

Furthermore, the aim is to increase the level of information and skills of citizens in the targeted regions in order to reinforce their awareness on available tools to enhance their participation in local decision making processes and to create better conditions for citizens and civil society organisations (CSOs) to interact with local authorities and defend their rights.

The main activity will be the creation of citizen centres in three Belarusian regions. These centres will be hosted by an NGO in each region and will create a strong network on local development with information and training activities for LA and CSOs. International conferences with partners and associates will take place in order to exchange best practice examples between the European partner and the Belarusian regions.

Furthermore, there will be launched a monitoring system on the implementation of laws concerning communication and cooperation between citizens and their representatives as well as information on citizen participation at local level will be spread. Sub-grants will be given to small citizens’ initiatives (9 grants of around 1,000 EUR) focusing on how to generate constructive and result-oriented activities between citizens and local authorities.

The programme for decentralized cooperation between the Region Lower Normandy (France) and Macedonia started in 2006. It is an innovative cooperation where a French Region cooperates with a state, Macedonia. Having the local governance is in the heart of the project, the cooperation between the Regional Council of Lower Normandy and the Macedonian Ministry for local self government is based on an action plan of activities between stakeholders from both territories. Formally conceived as a three-year project (2007 – 2010), this cooperation continues in the next three years (2010-2013). We have entered in the third year of implementation of the programme. A follow-up was discussed during the steering committee on 19-22 September 2012.

Objectives This cooperation is a product of a joint effort of the two partner entities to open up to the world and to encourage their population to engage in active citizenship at local and European levels by reciprocity and exchange. This project aims to support the accession of Macedonia to the European Union in the aspect of good local governance in several areas of co-operation, as each action is to develop the capacity of the local populations and to disseminate good practices and exchange good experience. The main objectives are to reinforce the capacity of local authorities to implement the decentralization process, to mobilize citizens and to ensure that the development is sustainable.

Activities and participants

The project aims to facilitate both territories, one of Lower Normandy and the other of Republic of Macedonia through the activities in the 6 components. They are implemented by two organizations from France and Macedonia in a tandem. They run this programme by leveraging support and interest in the local communities, involving citizens and organisations at various levels: public institutions, NGOs, professional bodies (such as Chambers of commerce), the media as well as other relevant parties. The lead coordinator is the Association of the Local Democracy Agencies (ALDA).

Equitable regional Development in Macedonia The initiation of regional development in Macedonia is an important phase. In this context, the
