The Moroccan experience in the dematerialization of foreign trade procedures inspires many countries. The PortNet Single Window model is often cited as an example, as was recently the case in Tunis at a meeting of the Board of the North African Ports Administrations Union (UAPNA) where PORTNET S.A. was invited to explore the prospects for interoperability of the Single Window in the Union’s Member States (see News section). Our teams will remain mobilized to further strengthen and expand the range of services offered by the PortNet platform. Two new projects will be honoured in this month’s newsletter. The first concerns the digitalization of the weighing process for import and export goods, for which a mission was sent to the port of Aqaba. The second project covers the dematerialization of the request and obtaining of import and export licences from the ministerial technical departments (see Topic of the month). Faithful to its policy of listening and consultation, PORTNET S.A. is increasing its local actions, involving all foreign trade actors. the 40th meeting of the UAPNA CouncilThe 40th meeting of the Board of the North African Ports Administrations Union (UAPNA), chaired by Morocco in the person of Nadia LARAKI, Director General of the National Port Agency (ANP), was held on 18 and 19 March in Tunis.

At the opening ceremony chaired by the Secretary General of the Ministry of Transport of Tunisia, Sassi Hammami, the participants underlined the major role of ports and the maritime transport sector in securing trade between UAPNA member countries. They stressed the need to support the changes in the sector, resulting in the creation of alliances between the world’s largest shipowners, which now cover all links in the supply chain, including the management of port terminals.

The speakers focused their speeches on technological advances in the port sector, in particular aspects related to information systems, digitization and the implementation of Single Windows for the simplification of foreign trade formalities.

Participants agreed to intensify cooperation between member countries’ ports, focusing on human capital formation to meet future challenges.

The Council also reviewed the achievements for the years 2017 and 2018 and adopted the 2019-2020 Action Plan. Three specialised committees have been set up to monitor the various projects and themes related to port activity at UAPNA level : the first dedicated to safety and the environment; the second in charge of digitalization and intelligent ports; the third dedicated to legal affairs.

The Moroccan experience in the field of the Single Window of Foreign Trade was highlighted during this meeting through the successful PortNet model. The intervention of the representative of PORTNET S.A. also focused on the prospects for interoperability between the Single

Windows of the ports of the UAPNA member countries. The other interventions concerned the experience of the Single Window of the Port Authority in Sudan; the Tunisian experience in the field of the Single Window (the Merchant Marine and Ports Office); the digitization of administrative services (presentation of the company Tunisia TradeNet); the digitization of administrative services through the experience of the National Ports Agency (Morocco) and, finally, the Moroccan experience of the Observatory of the competitiveness of ports (ANP).

Jordan : a delegation of the port community on a mission to the port of Aqaba A miss ion composed of members represent ing the different actors of the foreign trade ecosystem took place from 18 to 22 March at the port of Aqaba (Jordan) at the initiative of the German International Development Cooperation (GIZ). The mission, which also benefits from the technical support of the Global Alliance for the Digitization of the Weighing Process, is part of the project to study the optimization and digitization, via the PortNet platform, of the weighing processes for impor t ing and expor t ing goods .

The mission members visited border crossing and control points and had several meetings with the heads of institutions involved in the cross-border trade chain at the port of Aqaba. The discussions focused in part icular on Jordan’s experience in digitizing and facilitating goods weighing procedures.

In millions of tonnes, this is the level of activity of the ports managedby the ANP in 2018, representing an increase of +1.9%, the equivalent of +1.6 million tonnes. This development, according to a press release from the ANP, can be explained by the following main elements :

- The 28.9% increase in coal traffic, which reached a volume of 8.9 million tonnes in 2018 compared with 6.9 million tonnes in 2017;

- The 1.6% increase in container traffic from 11.9 million tonnes to

12.1 million tonnes

- The decrease in Hydrocarbon traffic by nearly 8%, from 11.2 million tonnes in 2017 to 10.3 million tonnes in 2018.

HIGHLIGHT

At the joint initiative of the National Ports Agency (ANP) and PORTNET S.A., the first edition of the series of regional seminars, «Smart Port Days», took place on Friday 29 March 2019 at the port of Agadir. Handling operators, control bodies, shipping agents, exporters, all the actors of the port community on a regional scale took part in this meeting under the theme «Optimization of export processes at the port of Agadir».

The inaugural address by the Director General of ANP, Nadia LARAKI, set the tone for this event by highlighting the need to coordinate the action plans of the various stakeholders. The boss of the national port landscape regulatory agency called for strengthening the climate of trust between the public and private sectors and identifying the necessary levers to improve services and facilitate the export process at the port of Agadir.

The representatives of public and private organizations and institutions each presented the 2019 action plan, highlighting the efforts made to dematerialize export formalities from Agadir.

In the presence of representatives of the various stakeholders (ANP, ADII, ONSSA, Marsa Maroc, economic operators, Professional Association of Maritime Agents, Consignors of Vessels and Charter Brokers of Morocco (APRAM), freight forwarders (ATADM), Freight Forwarders Association of Morocco (AFFM), Moroccan Exporters

Association (ASMEX), constructive exchanges marked this meeting which was a great success, with a total of over 300 participants. This reflects the interest shown in the theme of facilitating foreign trade procedures for both private sector operators and public sector bodies.

The Agadir meeting is part of the Smart Port Days launched by ANP and PORTNET S.A. Objective : to promote an inclusive and creative collaborative approach involving all the actors of the port ecosystem by placing the economic operator at the heart of the concerns. After the Agadir stage, several similar meetings are planned in other regions.

TOPIC OF THE MONTHPortNet :a boost for the dematerialization project of the technical departments’ opinions and notifications

The import of certain products is subject to an import licence deposited with the Ministry of Foreign Trade and issued by the same department, after consulting the ministries and departments concerned.

The dematerialization of this procedure has enabled economic operators to submit their import licence applications and consult the decision of the Ministry of Foreign Trade via the PortNet Single Window.

Before issuing its decision, the Ministry of Foreign Trade sends a request for an opinion to the technical departments concerned. This exchange, which was carried out manually, has already taken the path of digitization for a pilot department, that of the Ministry of Trade and Industry.

Following the success of this pilot experiment, the project generalization of demand and obtaining of the notice via PortNet is launched with the other technical departments. A technical specification mission for import and export licenses was organized in March for the benefit of the concerned ministerial departments. The aim is to involve the latter in the management of these licenses.

The departments concerned are :• Department of Industry;• Department of Health;• Department of the Environment; • Department of Maritime Fisheries; • High Commission for Water and Forestry;• Department of Energy and Mines;• Department of the Interior;• Department of Agriculture.

The «Ministry of Foreign Trade Department» profile will be able to transfer information on importing /exporting

licences to the departments concerned for validation or refusal, something that is currently done manually.

As a reminder, the project to dematerialize the opinion/notice of the technical departments is part of the agreement signed on May 30, 2016 between the Ministry of Commerce, Industry, Investment and the Digital Economy, the Customs and Indirect Tax Administration and PORTNET S.A., This was in response to the EDI connection of the Ministry’s information system to PortNet and the

implementation of the dematerialization of import control of industrial products through the PortNet single window.

It should be recalled that this action was included in the action plan of the National Business Environment Committee (CNEA) chaired by the Head of Government.

What does your assignment at PORTNET S.A. consist of ? - All the projects I work on have a link with our internal

system or what we call Enterprise Resource Planning (ERP). Currently, I am working on the implementation of HR and payroll management, cost accounting, subscription management for PortNet services as well as a management solution for freight forwarders.

Can you tell us about your experience within the company ?- My experience at PORTNET S.A. began in January

2018. In all sincerity, I find it one of the most beautiful adventures of my professional career. I learned a lot of things because I had to work on several aspects of our information system. I hope that this wonderful experience will last as long as possible.

What is your best professional memory at PortNet ?- My fondest professional memory goes back to a month

ago, when we successfully deployed a project launched in 2015.

What are your objectives or ambitions for the coming years ?- The development of my skills and the improvement of my

relational network are among my main objectives for the coming years.

PRESS REVIEWCross-border logistics :a host of events expected in April

Logistics and foreign trade actors are preparing to organize four national and international events. The meeting is scheduled from April 9 to 11 at the International Fair of Casablanca.

This concentration of events is the result of a joint synergy in favour of trade and logistics development, involving PORTNET S.A., the Moroccan Logistics Development Agency (AMDL), the Islamic Centre for Development of Trade (ICDT) and the International Transport and Logistics Exhibition (Logismed). These events are organized under the aegis of the Ministry of Public Works, Transport, Logistics and Water. It is about :

- The 5th edition of the annual PortNet Single Window Conference, under the theme : «Smart Single Window Environment : Filling the Gaps in Data Maturity and Digital Capabilities». It will address the challenges of digital maturity and data enhancement for the development of an integrated and inclusive trade value chain, through high-performance, agile and highly secure Single Windows, by bringing the points of view of stakeholders from different backgrounds.

- The 8th edition of the International Transport and Logistics Fair for Africa and the Mediterranean (Logismed). The 2019 edition will bring together more than 150 national and international exhibitors, covering all aspects of the supply chain and welcoming more than 5,000 visitors from industry, commerce, distribution, services, administrations and local authorities.

- The Transport and Logist ics Forum of the Organization of Islamic Cooperation (OIC). The participation of the OIC aims at facilitating and increasing the flow of trade, investment and partnership relations among the 57 OIC Member States and highlighting the role of logistics in expanding the horizons of economic growth and intra-OIC integration.

- The 4th edition of the «Moroccan Logistics Awards (MLA)», at the initiative of the Moroccan Logistics Development Agency. The MLA Awards wil l recognize the Logistics Project of the Year, the Green Logistics Project of the Year, the Professional of the Year, and for the first time, a new award will be presented to the start-up of the year. The list of MLA winners will be announced at a ceremony to be held on Thursday, April 11, 2019.

First edition of Smart Port Days :ANP and PORTNET S.A. discuss the export process at the port of Agadir

As part of the policy to facilitate port procedures, the National Ports Agency (ANP) and PORTNET S.A. in consultation with the port community are organising a series of regional seminars : the Smart Port Days, the first edition of which will take place on 29 March at the port of Agadir under the theme «Optimization of export processes in the port of Agadir».

National ports have seen a significant improvement in their competitiveness over the last decade, notably through the establishment of a new mode of governance and the restructuring of the sector, as well as the huge investments made in port infrastructure. The positive impacts recorded have enabled the Moroccan ports to enter a new dynamic of modernisation, growth and competitiveness.

Today, the fundamental challenge for the national port sector is to move to a new level of development by giving greater priority to «soft» actions, through the redesign and optimisation of port processes, taking advantage of new technological means and the digital revolution.

To this end, the National Ports Agency promotes an inclusive and creative collaborative approach involving all the actors of the port ecosystem, which places the economic operator at the heart of the various projects.

The Agadir port complex is one of the largest ports in the Kingdom. It plays an important role in the development of the regional economy, providing an export platform and a natural outlet for agri-food activities in the Souss-Massa plain and its fish and mining resources.

With a traffic of about 5 million tonnes per year, almost half of which is exported, the port of Agadir is the crossing point for a large part of the region’s exports. Thus, it ensures the export transit of approximately 82,000 full TEU containers, i.e. 80% of this activity is dedicated to export , mainly loaded by fishery products , citrus fruits and vegetables. It also ensures the export transit of approximately 1 million tonnes shipped via conventional vessels and bulk carriers, particularly for ores.

How to consolidate the position of the port of Agadir as a regional export platform? What are the constraints faced by economic operators when passing through the port of Agadir? How can export processes be improved to further facilitate export transit?

All these questions will be discussed during the first edition of Smart PortDays devoted to the theme of export process optimization at the port of Agadir. It should be recalled that the PortNet Single Window was launched last year at the port of Agadir. The establishment of this service is part of the united efforts of inclusive cooperation aimed at contributing to the s impl i f icat ion of cross-border t rade procedures through computerised data exchange.

Annual PortNet Single Window Conference :The Smart Single Window Environment Explored at the 5th Edition

The dates of the 5th edition of the annual conference of the PortNet Single Window have been announced. The port community will meet from 9 to 11 April in Casablanca to discuss the environment of the smart single window and how to fill gaps in data maturity and digital capabilities.

This major event is part of a concentration of national and international events, the result of a winning synergy between «PORTNET S.A.», the Moroccan Logistics Development Agency (AMDL), the Islamic Centre for Development of Trade (ICDT) and the International Transport and Logistics Exhibition (Logismed). «The 5th edition of the PortNet Single Window Annual Conference wil l once again be a must-attend event for cross-border trade ecosystems in the digital age,» organizers say.

They went on to say that «this edition will discuss the challenges of digital maturity and data valorization for the development of an integrated and inclusive trade value chain, through high-performance, agile and highly secure single windows, bringing the points of view of stakeholders from different backgrounds». This event will be attended by representatives of international organizations as well as from different regions of Morocco and the world. The opportunity is to highlight the role of community platforms and single windows in improving supply chain efficiency, country competitiveness and their ability to appropriate new technological trends, based on collaborative intelligence and the maturity of Data and digital capabilities.

Casablanca hosts :4 major events from April 9th

Four events combined in one for logistics and international trade start on April 9 in Casablanca.

This is the eighth edition of Logismed, which will be held this year in conjunction with the fifth edition of the annual PortNet Single Window Conference, the fourth Moroccan Logistics Awards and the Forum on Transport and Logistics of the Organization of Islamic Cooperation (OIC). This 3-day event, planned on the theme «New accelerating levers of logistics and trade», constitutes the consecration of logistics dynamics in Morocco and will thus offer a unique opportunity for discovery, exchanges, meetings, business and networking», the organizers said in a statement. On the agenda : conferences on current and prospective themes, B2B meetings and startup village in particular.

Logismed 2019 should welcome no less than 150 national and international exhibitors covering all aspects of the supply chain and is expecting more than 5,000 visitors. The fifth edition of PortNet will focus on the challenges of digital maturity and data valorization for the development of an integrated and inclusive trade value chain. The participation of the OIC Transport and Logistics Forum aims to facilitate and increase trade, investment and partnership flows among the 57 OIC Member States, including Morocco.

Finally, the Moroccan Logistics Awards, organized by the Moroccan Logistics Development Agency, will reward the Logistics Project of the Year, the Green Logistics Project of the Year, the Professional of the Year, and for the first time, a new prize will be awarded to the Start-up of the Year.
