Benefiting from the support of the World Bank, it was realized and designed by the PORTNET S.A. teams. Several focus groups were organized throughout the preparation of this project, involving all the actors of the ecosystem of commerce. outside. Morocco-EUFisheries Agreement Initialed

Customssignature of framework agreement with grape producers

Morocco and the European Union have initialed a new fisheries agreement on Tuesday, July 23rd in Rabat, which explicitly includes the territorial waters of the Moroccan Sahara. In concrete terms, the agreement provides for the maintenance of the same number of European vessels authorized to fish off Morocco (128 vessels against 126 in the old protocol). In return, the installments granted to Morocco has been revised upward from 42 to 52.2 million euros per year.

The agreement also provides an increase in the number of Moroccan seafarers to board European ships, an increase in the number of observers, in addition to setting the level of mandatory landings of European vessels.

The Director General of the Administration of Customs and Excise (ADII), Nabyl Lakhdar, and the President of the Association of Grape Producers in Morocco (ASPRAM), Rita Maria Zniber, signed on Monday, July 09, 2018 at the customs headquarters in Rabat, a framework partnership agreement. «This agreement that institutionalizes the relations between the two partners, establishes a general framework for cooperation, through the development of common, structured and coordinated actions aimed at improving the procedural, regulatory and legal environment in which the companies of the sector operate, «states the ADII. The agreement also involves coordination and monitoring mechanisms to evaluate the progress of the projects included in the common roadmap and to facilitate their implementation....

ANP Scores good performances at the end of 2017

The National Ports Agency (ANP) has just made public its results for the year 2017. The volume of activity of ports managed by the ANP reached 83.7 million tons, increasing 8.1% year-on-year. This increase was mainly driven by double-digit growth in phosphate traffic (+ 40.3% to 11.2 million tonnes) or fertilizers (+ 28.9% to 9 million tonnes). Same for containers whose traffic increased by 9.3% to 11.9 million tonnes, equivalent to a volume of 1.2 million TEU.

The turnover generated by the ANP in 2017 reached 1.74 billion dirhams, an increase of 0.3% compared to 2016. If we do not take into account the exceptional operations relating to the regularization of certain concessions of the Agency that marked the year 2016, this increase would be 10.8%.

As for the development projects programmed by the agency in 2018, the ANP will start working on the extension of the Moulay Youssef jetty at the port of Casablanca, the dredging and removal of the turning circle and the channel of access to the port of Agadir. In addition to the construction of the hopper connection of the maritime component to the Zenata road and the works on the sea, as well as the work of servicing the platform linked to the new shipyard at the port of Casablanca and maintenance work on the main pier of Safi port. Also, the ANP will continue, in 2018, to carry out major infrastructure projects already launched ...

Regarding the exporters who submitted the quota applications, in accordance with the Notice to Exporters No. 07/18, before proceeding with the issue of export licenses, the Ministry invites them to contact the relevant divisions of the Department in charge of Sea Fishing to find out the quotas allocated to them by the said Department.

Highlight

Dedicated to containers, the maritime link connecting Nador-Casablanca-Antwerp-Valencia-Barcelona -Melilla is now operational at the rate of three stops per month. The 700-TEU container ship WEC Brueghel, flying the British flag, owned by the Dutch company Xec Lines, made its maiden voyage on Tuesday, August 7th, 2018 at 4:20 pm.

As a result of several preparation and coordination meetings, both at local and central level, the new maritime line aims to contribute to strengthening the region’s maritime connectivity and promoting its socio-economic development.

The inauguration ceremony of the new line was marked by the presence of the Governor of the province of Nador, the Chairman of the Council of the Oriental Region, the RegionalDdirector of the National Agency of the Ports, the Commander of the port , the Regional Director of Customs, the Director of Marsa Morocco and many economic operators in the Oriental region.

The Chairman of the «Logistics» Committee of the Moroccan Association of Exporters, Abdelaziz Mantrach, chaired on Tuesday, July 3, a meeting to present version 1.0 of Trade sense, developed by the PortNet Single Window of Foreign Trade.

The establishment of this Trade Portal, called Trade Sense, required several focus groups associating all foreign trade, public and private, including ASMEX.

At the end of this introductory meeting, the ASMEX formulated a series of recommendations including the proposal to put hypertext links between the Trade Portal and the ASMEX portal, or the idea of translating the part related to the procedures in Morocco into English in order to give more visibility especially to foreign investors.

Carried out by PORTNET S.A. teams and supported by the World Bank, the Trade Portal is a web platform that brings together all the formalities and procedures of foreign trade. A valuable tool for decision-making in which we find the answers to all the questions and needs of information coming from the operators working in import-export: rights& taxes, tariffs, rules of origin, standards of conformity, non-tariff measures, sanitary and phytosanitary requirements, technical barriers to trade (BTC), etc.

Foreign Trade What exporters suggest for «Fast Trade Lane Corridor» deployment

The international «Fast Lane» maritime link project between Morocco and the European Union (EU) has great hopes for the exporting community. To maximize profit, they want to be associated with its deployment and progress. Called «Fast Trade Lane Corridor», this project is part of the policies initiated by Morocco and the EU for the facilitation of port, maritime, customs and foreign trade procedures. It is presented by the National Ports Agency (ANP) as an alternative to the land transport of goods in order to facilitate the flow of trade, unclog major highways, reduce the level of pollution and promote sustainable development, through the improvement of regional connections.

Wanting to make their contribution, exporters, grouped under the banner of the Moroccan A s s o c i a t i o n o f E x p o r t e r s ( A s m e x ) , c a l l fo r strengthening the public-private partnership, to be involved in all stages of the project and ask for mutual recognition controls in Morocco and in the EU.

They also suggest starting the links with European ports already ready (Marseille, Le Havre, ...) «in order to be able to duplicate the project easily after the other ports» and to project the implementation of motorways of the sea with African ports in the future.These requests were expressed during a presentation made to them earlier this week by the PNA on the progress of this project.

It should be noted that the objectives of the first phase of the Fast Trade Lane Corridor include the analysis and definition of the detailed specifications of the prerequisites for the establishment of «international fast lane» links and the standardization of e lectronic exchanges (Customs , Control organizations, etc.) to international standards through the PortNet External Trade Window. This first step should lead to the choice of a pilot project and the identification of key stakeholders.

The ANP wants to requalify the island port of Dakhla Major projects in the southern regions are on track. This is evidenced by the numerous projects launched under the new development model for the southern provinces ... One of the latest projects, the redevelopment of the islet port of Dakhla. In detail, the ANP has just launched a call for tenders to identify new alternatives for the redevelopment of this islet port and the reconversion of its activities in line with the potential and environmental constraints of the region.

To achieve this, the ANP wants through this study to define a concept and development scenarios (maritime and terrestrial developments)

that should take into account new business opportunities and new vocations for the port islet of Dakhla (pleasure, cruises, water sports ...) and that are in perfect adequacy with the potentialities and the environmental constraints of the region ... For the National Agency of the ports, the current port of Dakhla can evolve towards other activities, in particular of pleasure and water sports, to passengers (namely the shipping lines with the Canary Islands) and possibly cruise thanks to its major asset of sea and desert direct connection with a relevant development of its interface with the city.

El Mokhtar Bouchouat, Director of Dakhla port, ANP““Fisheries are the essential of our activity” La Nouvelle Tribune : the port of Dakhla holds an important place, what are its activities?El Mokhtar Bouchouat: The National Ports Agency, ANP in Dakhla, like the other ports of the Kingdom, has the role of port management, the maintenance of structures and the regulation and arbitration of activities within these groups. Dakhla is a port complex with two ports.

There is the old port, which was called «Port Ville» and is now operated exclusively by the Royal Navy. As for the second, the new port built at the time by the ODEP, in coordination with the Ministry of Equipment, it was put into operation in 2002. Located in the bay of Dakhla, it is naturally protected and is constituted a port-island, located inside the basin, with access to the median thanks to a work of art (a road bridge). This one consists of three sections. The first type wharf covers 600 linear meters.

The second is a dyke with a slope of 700 linear meters. As for the third section, it is wharf type with a length of 200 linear meters.

The port-host is equipped with a 400-meter long protection structure, extended by the 450-meter wharf and the 1,500-meter dock. An extension of the port took place in 2012, with a length of 500 meters and a depth of -8 meters and a fishing port part, a length of 200 meters and a depth of -6 meters.

As far as its activities are concerned, this port-island includes a commercial port and a fishing port. The first is managed by Marsa Maroc under a concession with the ANP and includes three berths and medians of 5.8 hectares in total

This delay was caused by the start-up of Marsa Maroc’s new container terminal operating information system. The slowdown has been accentuated by a computer bug

that occurred on Wednesday, July 4th and quickly passed the next day.

During the first week of operation of the new system, the average daily number of full container shipments to import dropped to 555 boxes from 828 boxes / day processed in the week of June 25 preceding the computer changeover. Today, the situation is back to normal. The average number of trips / day is 857 containers between 9th

and 13th July.
