THE FOUNDING OF NACS
On October 27, 1973, a s m a l l group o f County S u p e r v i s o r s met a t a Ho l i d a y I n n i n Kansas C i t y , MO. That was t h e f o u n d i n g meeting o f The N a t i o n a l A s s o c i a t i o n o f County S u p e r v i s o r s . At t h a t t i m e , t h e f o l l o w i n g "Statement o f P r i n c i p l e s " was r e a d .
"The purpose o f t h i s o r g a n i z a t i o n , The N a t i o n a l A s s o c i a t i o n o f County S u p e r v i s o r s , i s one o f t h e h i g h e s t o f i d e a l s . The main o b j e c t i v e i s t o e s t a b l i s h a p r o f e s s i o n a l o r g a n i z a t i o n whose main f u n c t i o n w i l l be t o e l e v a t e t h e p o s i t i o n o f County S u p e r v i s o r t o i t s proper p o s i t i o n i n government s e r v i c e . As County S u p e r v i s o r s , we a r e more th a n j u s t government employees. Our o b j e c t i v e i s t o b r i n g r e c o g n i t i o n t o a group o f d e d i c a t e d people who have accepted t h e assignments g i v e n them as a r e s p o n s i b i l i t y r a t h e r t h a n j u s t a j o b . We, t h e County S u p e r v i s o r s , a r e one o f t h e most i m p o r t a n t persons today i n t h e f i g h t t o p r e s e r v e our r u r a l h e r i t a g e . We a r e p r o f e s s i o n a l s i n t h e f i e l d o f r u r a l c r e d i t . We have been g i v e n t h e task o f s t a b i l i z i n g t h e r u r a l community w i t h our v a r i e d a u t h o r i t i e s . We a r e bankers, p s y c h o l o g i s t s , l a w y e r s , s o c i o l o g i s t s , a g r i c u l t u r i s t s , e c o nomists, e n g i n e e r s , c o u n s e l o r s , c i v i c and community l e a d e r s .
I t i s then t h e purpose o f t h i s o r g a n i z a t i o n t o b r i n g proper r e c o g n i t i o n t o us and t o our p r o f e s s i o n . We then can take our p l a c e along s i d e our o t h e r co-workers i n government and be re c o g n i z e d f o r our t r u e v a l u e .
We shou l d keep i n mind t h a t t h i s o r g a n i z a t i o n s h o u l d not d i g r e s s t o a p e t t y g r i e v a n c e board. Our f u n c t i o n s h o u l d be one o f c o n s t r u c t i v e s u g g e s t i o n s . C r i t i c i s m yes, where i t i s due, and commendation and p r a i s e when i t i s i n o r d e r . With c r i t i c i s m , we shou l d come f o r t h w i t h recommendations. Recommendations t o b e t t e r s erve t h e p u b l i c our number one assignment.
We w i l l s t r i v e t o a c q u i r e equal s t a t u s and p r i v i l e g e w i t h o t h e r f e d e r a l and n o n — f e d e r a l employees, see k i n g a monetary r e t u r n f o r our s e r v i c e s equal t o t h a t r e c e i v e d by o t h e r s i n l i k e p r o f e s s i o n s .
To improve t he morale by g i v i n g s u i t a b l e r e c o g n i t i o n b o t h t o i n d i v i d u a l employees and t o county o f f i c e s whose performances a re o u t s t a n d i n g .
To expand, improve and e x p e d i t e t h e s e r v i c e s o f th e Farmers Home A d m i n i s t r a t i o n t o r u r a l p e o p l e s .
To improve our wo r k i n g c o n d i t i o n s , adequate s t a f f i n g o f o f f i c e s , b e t t e r equipment, and t h e e s t a b l i s h m e n t o f a c o n s u l t a t i v e r e l a t i o n s h i p a t p o l i c y making l e v e l s t o b r i d g e t h e gap t h a t now e x i s t s between County S u p e r v i s o r s and p o l i c y makers. We cannot be e f f e c t i v e i n these t h i n g s u n l e s s we speak from a p o s i t i o n o f s t r e n g t h . S t r e n g t h comes from numbers. We need t h e s u p p o r t o f every County S u p e r v i s o r . We need some o f your t i m e , encouragement, and yes, a l i t t l e o f your money. WHAT HAVE WE DONE?
A s i m p l e l i s t i n g o f t h e accomplishments o f t h e N a t i o n a l A s s o c i a t i o n o f County S u p e r v i s o r s i s not a s i m p l e t a s k . The r e c o r d s o f our o r g a n i z a t i o n document our involvement i n e a r l y every change over t h e past s i x t e e n y e a r s .
Some o f our work has been c o n t r o v e r s i a l . Other accomplishments were s h o r t - l i v e d . P o l i c i e s were r e v e r s e d or r e v i s e d because o f changes i n farm and r u r a l economies. At t i m e s , c o n s u l t a t i o n s r e s u l t e d i n m i t i g a t i n g t h e adverse impacts o f p r o p o s a l s made by o t h e r s .
Our P a s t — P r e s i d e n t s i n d i c a t e t h a t NACS's g r e a t e s t c o n t r i b u t i o n s a r e not a l i s t o f changes, b u t t h e p r o f e s s i o n a l exchanges o f ideas w i t h agency managers. To our a c t i v e membership, new i n s t r u c t i o n s e i t h e r come b e w i l d e r i n g l y f a s t or a g o n i z i n g l y slow. We do not have an unbiased p e r s p e c t i v e f o r e v a l u a t i n g our own p a r t i c i p a t i o n .
One measurement o f our success i s the i n c l u s i o n o f a NACS r e p r e s e n t a t i v e on n e a r l y every N a t i o n a l task f o r c e , t h e A d m i n i s t r a t o r ' s A d v i s o r y C o u n c i l , t h e I n c e n t i v e Awards Committee, and v a r i o u s ad hoc groups.
NACS has been d i r e c t l y i n v o l v e d s i n c e t h e e a r l i e s t e f f o r t s t o b r i n g computer t e c h n o l o g i e s t o FmHA:
—NACS was p a r t o f t h e Price—Waterhouse s t u d y group.
—We expanded t he d i s t r i b u t i o n o f t h e programmable c a l c u l a t o r s .
— I n d i v i d u a l members developed t h e programs f o r t h e Sharps.
—NACS d i r e c t e d t h e s e l e c t i o n o f p i l o t p r o j e c t s i t e s .
— O u r t e s t i m o n y a t a USDA a u d i t saved t h e purchase a u t h o r i t y and t h e d i s t r i b u t i o n p l a n s f o r t h e MFWS.
— E a r l i e r , we p a r t i c i p a t e d i n t h e UMIS e v a l u a t i o n s .
—Recommended a d d i t i o n a l MFWS i n County O f f i c e s .
—Recommended t h a t computers be i n s t a l l e d i n a l l County O f f i c e s .
——Recommended t h a t t e l e m a i l be made a v a i l a b l e t o County O f f i c e s .
— P a r t i c i p a t e d w i t h Price—Waterhouse i n t e s t i n g DALRS.
— F i e l d — t e s t e d and recommended changes t o SENT.
Correspondence and c o n s u l t a t i o n w i t h t h e N a t i o n a l Finance O f f i c e i s o f t e n f r u s t r a t i n g because so o f t e n t h e answer i s t h a t p r e s e n t equipment, planned enhancements, competing p r i o r i t i e s do not a l l o w f o r t h e recommendations we make. S t i l l , we have:

— C o r r e c t e d most o f th e problems a s s o c i a t e d w i t h APPA's.

— S a v e d Federal funds on unnecessary envelopes.

—Caused the change i n d e f i n i n g " d e l i n q u e n t " t o mean 30 days or more b e h i n d .

GUIDELINES FDR THE CONSULTATIVE RELATIONSHIP BETWEEN THE NATIONAL ASSOCIATION OF COUNTY SUPERVISORS
AND THE FARMERS HOME ADMINISTRATION NATIONAL OFFICE
The g u i d e l i n e s a r e hereby promulgated as p a r t o f the FmHA program f o r intra-management communication and c o n s u l t a t i o n . T h i s agreement s h a l l be c o n s i s t e n t w i t h F e d e r a l Personnel Manual (FPM) Chapter 251 c o v e r i n g such c o n s u l t a t i v e agreements. These g u i d e l i n e s evidence our b e l i e f t h a t a c o o p e r a t i v e r e l a t i o n s h i p between t h e N a t i o n a l O f f i c e and t h e N a t i o n a l A s s o c i a t i o n s t r e n g t h e n s FmHA. They a r e based on th e premises t h a t mutual b e n e f i t s accrue p r o v i d i n g i n c r e a s e d avenues o f communication and c o n s u l t a t i o n . I n a d d i t i o n , i t i s f u r t h e r understood t h a t as g u i d e l i n e s they may be t a i l o r e d by the A d m i n i s t r a t o r upon c o n s u l t i n g w i t h t h e NACS p r e s i d e n t . I t i s not t h e i n t e n t o f t h e A s s o c i a t i o n t o become or a c t i n t h e c a p a c i t y o f a u n i o n .
I . CONSULTATION:
A. The A s s o c i a t i o n w i l l be g i v e n t h e o p p o r t u n i t y t o c o n s u l t w i t h t h e A d m i n i s t r a t o r on s u b s t a n t i v e p e r s o n n e l and program p o l i c y changes w i t h i n t h e A d m i n i s t r a t o r ' s a u t h o r i t y i n areas o f :

A. The NACS Board members w i l l meet w i t h t h e A d m i n i s t r a t o r and/or t he o t h e r N a t i o n a l O f f i c e Personnel on a q u a r t e r l y b a s i s .
B. One meeting each year o f t h e NACS Board members t o be h e l d i n c o n j u n c t i o n w i t h t h e NACS annual meeting. O f f i c i a l t i m e f o r t r a v e l and meeting i s l i m i t e d t o t h r e e days.

The A s s o c i a t i o n ' s A utomation, Farmer Program, Finance, Management, P e r s o n n e l , and Rur a l Housing Committees w i l l meet w i t h r e s p e c t i v e N a t i o n a l OTTice p e r s o n n e l and Finance OTTice pe r s o n n e l i n t h e month o f September. The Automation, Farmer Program, P e r s o n n e l , Management, and Rur a l Housing Committees are t o c o n s i s t o f one r e p r e s e n t a t i v e from each o f the f o u r A s s o c i a t i o n zones.
