DearMadamDearSir,Wearepleasedtoenclosethe1stInformationpackageforthe12thEUMETSATUserForuminAfrica, which provides details on the proceedings of the Forum, its contents and on theprocessforregisteringasaparticipant.The 12th EUMETSAT User Forum in Africa is organised in collaboration with RwandaMeteorologyAgency(MeteoRwanda), theNationalMeteorological andHydrologicalServiceoftheRepublicofRwanda,undertheMinistryofNaturalResources(MINIRENA).Asinthepast,wehopetheForumwillbeanopportunityforconstructiveexchangeswithourusers. For this purpose, we warmly encourage you to indicate to us your intention tocontribute,firstly,byregisteringassoonaspossible,andatthelatestbyFriday20May2016,andsecondlybytakingadvantageofthevariousmeansthatareofferedforyoutointervene:

  Overall presentation Themain purpose of the EUMETSATUser Forum in Africa is to reinforce the alreadywellestablisheddialoguebetweenEUMETSATandtheAfricanusercommunities,andinparticularthe NationalMeteorological andHydrological Services, in order to optimise the use of oursatellite data andproducts inAfrica. It is anopportunity toprovideAfricanuserswithkeyinformation on EUMETSAT activities and undertakings in Africa. The Forum also offers anexcellentopportunityfortheuserstoformulaterecommendationstoEUMETSAT,whichwillbeactivelyconsideredforthepreparationoffutureactivities.The12thEUMETSATUserForuminAfricafocuseson:

thepreparationforthetransitiontotheMeteosatThirdGeneration theupgradeofthePUMAstationaspartoftheMESA(MonitoringofEnvironmentand

SecurityinAfrica)programme earthobservationsupporttheGreenGrowthandClimateResilience;

 Financial support In order to facilitate the widest possible attendance, EUMETSAT is prepared to financiallysupporttheparticipationofoneattendeeperAfricancountry(WMORegionalAssociationI),tobeofficiallydesignatedbythecountry’sWMOPermanentRepresentativeandoneattendeeper regional organisation. The nominated person should be an officer of the National Meteorological Service or ofanother national institution cooperatingwith it, provided that he/she has the appropriatebackground to contribute to the discussions of the Forum and to benefit from his/herparticipation therein. Ideally this person should have been involved inEUMETSAT/meteorologicalsatelliterelatedactivitiesintherecentpast.For theparticipantswhomEUMETSATagrees tosupport financially,andwithin the limitofavailablebudget,EUMETSATwilldirectlypurchasetraveltickets(economyclass).EUMETSATwill also book and pay directly the provider for accommodation, one lunch per day. Threediners will also be provided. AccommodationThe recommended hotel for all participants is the Lemigo Hotel (www.lemigohotel.com),Kigali,Rwanda.ForSponsoredparticipants:SponsoredparticipantswillbeaccommodatedattheLemigoHotelandEUMETSATwillcoverthe cost of the hotel accommodation. ProgrammeThe preliminary programme of the 12th EUMETSAT User Forum in Africa comprises anOpeningCeremony,aTechnicalVisitandeightsessions.The first session is dedicated to the presentation of the status of the various EUMETSATprogrammes and activities: MSG, EPS, Jason, MTG, EPS‐SG, SAFs. It will also includepresentationsrelatedtotheaccesstoEUMETSATdata.The second session will focus on the status of EUMETCast, PUMA 2015 stations and UserSupport.ApresentationbytheRAIDEGisalsoplanned.ThethirdsessionisdedicatedtoMETEOSATTHIRDGENERATIONsatellitesandprogramme.The fourth session is open for scientific contributions related to green growth (renewableenergy),climateresilienceandclimateservices.Seethecallforcontributionattheendofthisinformationpackageformoreinformation.The fifthsessionconsists in threeworkshops, focusingon: (i)Training, (ii)Marineandgreatlakes forecastingand(iii)EOpolicyandGMES&Africa initiative.Delegateswillbe invited tochoose which session is most relevant for them to participate in. Report of the threeworkshopswillbesummarisedinthenextdayduringplenarysession.AtechnicalvisitwilltakeplaceonWednesdayafternoon.FurtherdetailswillbeprovidedinthesecondinformationpackageandontheUFAwebsiteinJune2016.The sixth session will concentrate on the MESA and RARS/DRR projects. This will includepresentationofthevariousregionalactivitiesand,theMESAtrainingprogramme.TheseventhsessionwillfocusonPUMAbasedandotherEOapplicationsinAfrica.Thissessionisopenforcontributions(Seethecallforcontributionsattheendofthisinformationpackageformoreinformation).TheeighthsessionwillreviewandadopttherecommendationsformulatedduringtheForum.Anoverviewofthepreliminaryprogrammeisprovidedonthenextpage.

Participants to the 12th EUMETSAT User Forum in Africa are invited to contribute to theForum by sharing their experience, success stories and research results. Three specificsessionsareopenforcontributions:

ParticipantsareinvitedtosubmitanabstractoftheirproposedcontributiontotheOrganisingCommittee (ufa@eumetsat.int, subject “contribution”). Session 4: “Green Growth and Climate Resilience” Building on COP21, the need for a worldwide monitoring of climate change has beenreaffirmed.Manyregionsintheworldstillneedimportantcapacitiesinthisarea,inparticularinAfrica.EUMETSATsatellitesandotherearthobservationsatellitescontributesignificantlyto the monitoring of the climate and the environment, with continuous and sustainedobservations,providingkey informationto feedthisneed.The12thForumfocusesonEarthObservation research and operational applications that contribute to climate monitoring,which is apillar fordevelopingClimateServicesdirected to various socio‐economic sector:Food Security, preservation of Biodiversity and Ecosystem Services, Improved Health andDisasterRiskReduction,achievingEnergySecurityandaLowCarbonEnergySupply.Papers for this session shall be aimed at sharing work on the extraction from EarthObservationdataofkeyinformationtosupportthedevelopmentofagreensocietyadaptingtoclimatechange.Speakersareencouragetopresentherethestate‐of‐the‐artdevelopmentaswell as success stories of concrete operational applications making a difference in theeveryday work of decision and policy makers, connected to any fields mentioned above,including but not limited to, climate services, food security, disaster monitoring andreduction, renewable energy, climate adaptability, health planning, natural resourcesmanagementandenvironmentmonitoring.

Session 5: Marine and great lakes forecasting Oceans, seas and great lakes are vital societal elements for the life of many people,particularlyinAfrica,whetherfortransportorfisheries.Theycanalsobekeyindicatorsofthestate of the climate. Papers in this session should focus on activities related to EarthObservation contribution to forecasting the state of coastal seas and great lakes, includinginformationonwaterlevel,waves,currents,aswellasfishnutrientsavailability.Speakersareparticularly encourage to present activities showing how operational use of EarthObservationkeyinformationinthisarearesultsinimportantimpactforpeopleinthefield.

Session 8: PUMA based and EO applications for Africa An impressive amount of data has been received through PUMA stations over the last 10years,feedingMetServiceswithkeyinformationforweatherprediction.Thissessionfocusesonsharinghowthis informationhasmadeadifference in theeveryday lifeofMetServices.Papers shallpresent success storiesand/or lessons tobe learned indoing so. Speakersarealso encourage to share novel and maybe unusual and unique way of using the PUMAinformation,maybebeyondweatherforecastingandevenbeyondMetServices.

The Poster Exhibition  Posters are invited to present how EUMETSAT’s or other satellite‐data are used in Africa,morespecifically(butnotexclusively)inthethemesofthethreesessionshighlightedabove.Theposterexhibitionwilltakeplacethroughouttheweekofthe12thEUMETSATUserForuminAfrica.Thevariouscoffeebreaksand luncheswill allow theattendees tovisit theposterexhibitionandgivetheauthorstheopportunitytoexplaintheircontribution.

Selection procedure and Calendar Theselectioncommitteewillanalysethereceivedabstractsforpostersandpresentationsatthespecificsessions.Thecriteriathatwillbeusedare:thescientificrelevance,thepertinencewith respect to the theme, and the geographical distribution of the contributions. Thedurationofthespecificsessionsbeinglimited,onlyarestrictednumberofpresentationswillbeaccepted.Thepossibilityofparticipating intheposterexhibitionwillbeofferedtothosewhoseproposalforpresentationatthespecificsessionwasnotselected.Bymid‐June 2016 all authorswill be informed on the outcome of the selection procedure.Selected authors will receive further information for the preparation of their poster orpresentationinthespecificsession.
