Minister for Interior (Mr. Ahsan Iqbal): (a) The requisite informationregarding up-gradation of Madrassas/Siminaries in Islamabad Capital Territorydoes not relates to Auqaf Directorate, Islamabad, therefore the reply may kindlybe treated as NIL.

Will the Minister for Interior be pleased to state the steps being takenby the Government to control Child Labour in Islamabad?

Minister for Interior (Mr. Ahsan Iqbal): The ICT Administration iscodifying following four new Labour Laws with the help of I.L.O, Ministry ofOverseas Pakistanis and Human, Resource Development, Law & JusticeCommission of Pakistan:

1. Draft “Employment and Services Condition Act”

2. Draft “Occupational Safety & Health Act”

3. Draft “Trade Union Registration & Industrial Relations Act”

4. Draft “Workers Social Security, Welfare & Compensation Act”

Draft of two laws i.e (i) Employment & Services Conditions Act and (ii)Occupational Safety & Health Act have been approved by the Ministry of OverseasPakistanis and Human Resource Development and same was forwarded to theMinistry of Interior for onwards submission to the National Assembly for legislation.

The next meeting will be held in next week in the Ministry of OP&HRD tofinalize the other two draft laws i.e (i) Trade Union Registration & Industrial RelationsAct and (ii) Workers Social Security, Welfare & Compensation Act.; accordingto International Labour standards.

A separate court has also been constituted in ICT Administration for speedytrial of Labour challans in August 2016.

A Vigilance Committee is working under the supervision of DeputyCommissioner, ICT, Islamabad to protect the child Labour on brick kilns. Asub-committee was also constituted for survey of Child & Bonded Labour in ICTcomprising Mr. Zahid Niazi, Deputy Director (NCPC), Islamabad andMr. Amer Naveed, Labour Officer, Labour Welfare Department, ICT, Islamabad.

Four teams i.e One Labour Officer and Three Labour Inspectors of LabourWelfare Department, ICT, Islamabad are constituted for inspection under variousLabour laws including child Labour. They regularly visit their respective areas andprompt action is taken against the violators.

The existing laws do not cover the domestic worker. Therefore, ICTAdministration cannot inspect the Children working in the houses. However, fourseparate bills have been placed before the Parliament on Child Protection &Domestic Worker.

89. *Sheikh Salahuddin:(Deferred during 44th Session)

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that sectarian hatred and violences are beingspread in the country through Print, Electronic and Social Media;and

(b) whether there is any proposal under consideration of theGovernment to formulate a national policy thereof; if so, whenit will be implemented; if not, the reasons thereof?

(a) the rates of meat, milk, fruits and vegetables approved by theCapital Development Authority (CDA) for the consumers ofIslamabad Capital Territory during the last three years alongwiththe year-wise details thereof;

(b) whether it is a fact that some shopkeepers are over charging inviolation of CDA’s approved rates;

(c) the mechanism being adopted by the CDA to enforce those rates;and

(d) the number of shopkeepers/persons arrested for violation of saidregulations during the said period?

Minister for Interior (Mr. Ahsan Iqbal): No fire extinguisherHelicopters are available with Islamabad Fire Brigade at present. However, incase of wildfire & any other emergency, MO Dte / GHQ through NDMA, isrequested for provision of Helicopters.

Will the Minister for Interior be pleased to refer to the Starred QuestionNo.147 replied on 18-08-2017 and to state the average under-groundwater level in Islamabad at present?

Minister for Interior (Mr. Ahsan Iqbal): The average undergroundwater level in Islamabad is 90 feet.

120. *Ms. Nighat Parveen Mir:(Deferred during 46th Session)

Will the Minister for Interior be pleased to state the number of rentedbuildings of District Courts and administration in Islamabad atpresent alongwith the reasons thereof?

Minister for Interior (Mr. Ahsan Iqbal): Eight (8) commercial buildingswere hired named 14-R, 14-S,14-T,14-U, 14-F, 14-G, 14-I,14-Q situated at F-8 Markaz, Islamabad for office accommodation of District Judiciary and ICTAdministration. Subsequently, on revamping of District Judiciary and its separationfrom ICT Administration an additional building was hired at Sector 1-10/3,Islamabad for shifting of Tehsil Office and Food Departments to accommodatethe newly established District Courts (East) at F­8 Markaz, Islamabad.

On establishment of Islamabad High Court, It was accommodated in thebuilding constructed for District Judiciary at sector G-10/1 Mouve Area, Islamabadand District Judiciary remained housed in rented building at F-8 Markaz Islamabad.The ICT Administration was directed by the Islamabad High Court to pay rent ofthe buildings occupied by the District Judiciary.

It is submitted that after shifting of the offices of ICTA i.e. Chief CommissionerDeputy Commissioner, SSP and Directorate of Agriculture Extension Services, ICTfrom F-8 Markaz, Islamabad in its own complex situated at G-11/4, Mouve AreaIslamabad, the vacated buildings were handed over to the District Judiciary foraccommodation of newly established District Courts, Islamabad.

Reasons

All the above buildings have been hired, as no government owned buildingwas available for the offices /department (s) of ICT Administration as well asDistrict Judiciary functioning in Islamabad.

121. *Dr. Mahreen Razaque Bhutto:(Deferred during 46th Session)

Will the Minister for Finance, Revenue and Economic Affairs  bepleased to state:

(a) the funds allocated in the budget 2017-18 for small businessesand retailers; and

(b) whether it is a fact that the non-essential items being taxedwill result to create price hike for consumers?

Minister for Finance, Revenue and Economic Affairs: (a) FinanceDivision has not allocated funds directly for small businesses and retailers duringCurrent Financial Year 2017-18. However, given the important role played bySmall Enterprises (SMEs) in the economic development of the country, Small andMedium Enterprises Development Authority (SMEDA) under Ministry of Industries& Production and State Bank of Pakistan have developed policies and schemesfor development of SME sector in the country.

(b) The policy of the present Government has been to impose duties/taxes on non-essential items rather than the essential items. The Government hasimposed import duties on non­essential/luxurious items in the budget, with a viewto stabilize the economy. This measure would not affect ordinary consumers, assuch items are generally used by affluent segment of the society. Moreover, theimpact of such duties is that it leads to reduction in demand of such items, or resultin shifting consumer trends to locally manufactured products. In addition, this alsohas a positive impact on foreign reserves and give protection to local industry.

122. *Shaikh Rohale Asghar:(Deferred during 46th Session)

Will the Minister for Interior be pleased to refer to the Starred QuestionNo.228 replied on 18-08-2017 and to state:

(a) the total number of fire extinguishing vehicles with Fire Brigade,Islamabad at present; and

(b) whether state of the art and high stair vehicles are with the FireBrigade?

Minister for Interior (Mr. Ahsan Iqbal): (a) Thirty Four (34)

(b) Four (4) specialized stair vehicles (2 x 68 meter and 2 x 29 meter)available with Fire Brigade.

125. *Sahibzada Tariq Ullah:(Deferred during 46th Session)

Will the Minister for Interior be pleased to state the steps being takenby the Government to control the shortage of water in Islamabad?

Minister for Interior (Mr. Ahsan Iqbal): The following steps are beingtaken to control the shortage of water:-

(i) The defective Tube Wells / installations are being repaired for smoothsupply of potable water to the resident of Capital City.

(ii) Leakages from main conduction lines as well as in distribution networkare being repaired as and when noticed to control the wastage of water.

(iii) To meet present shortfall and future water requirement, a sustainableproject Conduction of water from Indus River System for Rawalpindi& Islamabad in pipeline under considiration.

126. *Ms. Aliya Kamran:(Deferred during 46th Session)

Will the Minister for Interior be pleased to state:

(a) whether three Water Motors were installed at Sangjani for supplyof water to Islamabad;

(b) whether said motors are nonfunctional at present;

(c) whether warranty of said motors has claimed; if not, the reasonsalongwith the actions taken against the responsibles thereof; and

(d) the time by which said motors will be repaired; if not, the reasonsthereof?

Minister for Interior (Mr. Ahsan Iqbal): (a) Yes.

(b) Out of three Motors, two Motors are functional at present.

(c) The warranty period of said motors (installed during the year 1999)has already been expired and even they have out lived their useful life as well.

(d) The functional motors are supplying water to Islamabad however, acase is under process for replacement of existing motors with new ones.

131. *Ms. Belum Hasnain:(Deferred during 46th Session)

Will the Minister for Interior be pleased to state:

(a) the location-wise name of Kachi Abadis established in Islamabadso far;

(b) whether ownership has been given to residents of the saidabadies including the French Colony, Sector F-7 and the KatachiAbadis of Sector F-6, Islamabad; and

(c) the steps being taken by the Government to provide basicfacilities and improve living standard in those abadies?

(a) the total number of employees including Data Entry Operators,Printing Staff and Support Staff recruited on short term/dailywages basis without any advertisement/examination/ interview/provincial quota in the Machine Readable Passport/MachineReadable Visa Project alongwith the details of staff includingdistricts/domiciles thereof; and

(b) the names of Assistant Directors and Deputy Directors ofImmigration and Passports by whom the above said appointmentletters were signed?

134. *Mr. Abdul Waseem:(Deferred during 46th Session)

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that hotel and tandoor owners in Islamabadprovide bread to their costumers wrapped in dirty newspapers;if so, the steps being taken to stop the said practice; and

(b) the detail of diseases feared to spread due to the above saidpractice?

Minister for Interior (Mr. Ahsan Iqbal): (a) It is a fact that the tandoorsowners in certain areas particularly rural areas provides bread that is wrapped innewspapers however, such newspapers are by and large clean.

The campaign against the sellers of food outlets, bakeries, restaurant andtandoor etc is underway and the details of actions taken are as under:

i. Nos of inspections/visits = 3569ii. Nos of notices issued = 154iii. Nos of lectures/Awareness activity conducted = 1165

(b) Most common disease spread through contact of dirty newspapersis human influenza and it may also cause gastroenteritis/cholera and other waterborne diseases.

136. *Ms. Aisha Syed:(Deferred during 46th Session)

Will the Minister for Interior be pleased to state the steps being takenby the Government to improve the performance of Police and otherlaw enforcement agencies and to make the Police Department publicfriendly?

Minister for Interior (Mr. Ahsan Iqbal):

Federal Government

ICT Police, working under the Mol, is the Federal Government componentof law enforcement in the federal capital. In order to improve its performance andto make it more public friendly and service oriented the following measures havebeen adapted:

I. Steps to improve operational capacity/performance

Improving Police station infrastructure

Improved public service through provision of one window service tocitizens by establishing modern reporting rooms staffed by speciallyselected and trained personnel in 14 police stations.

Reception officers and Human Rights officers have been appointedin police stations to ensure that professionalism is exhibited in handlingpublic issues.

A proposal for establishment of modern interrogation rooms is underconsideration.

Capacity Building

ICT Police regularly conducts courses and training for capacity buildingof its officers in Police Training School located at ICT Police lines,Islamabad. Courses run include:

Basic Recruit Training Course. Lower School Course. Intermediate School Course. Refresher Courses, Modules and Practical Policing Courses are being

arranged by UNODC.

Establishment of Rapid Response Force (RRF):

370 personnel of the proposed 1000 strong RRF are in the finalstages of training and would ensure a more professional response totactical emergencies once deployed. Recruitment of the remainingcomponent is in the process.

Welfare

To help improve morale in the force welfare of personnel is beingparticularly being stressed. Welfare measures include:

Up gradation of police dispensary in the lines. Provision of bachelor and family accommodation. The package offered to police Shuhada of ICT police being further

enhanced.

Rewards

Cash rewards are awarded to efficient officers. A Program titled -Cop ofthe Month has been introduced as an encouragement to police personnelshowing extra ordinary performance during each month.

Accountability

Since establishment of the present government under government policy,an effort is underway to erase corruption from top to bottom within thedepartment. Towards this an internal accountability system has beenestablished. A committee headed by a senior officer has been establishedto initiate departmental proceedings against corrupt personnel within thedepartment.

Besides this an on-line complaint cell is already functional in the office ofInspector General of Police, Islamabad and SSP/Islamabad offices. Theseoffices are electronically connected. Citizens registering complaints cansubmit their applications here and the same are being pursued andentertained accordingly. Enquiries are being held on such applications underrelevant provisions of law and delinquent officers are being dealt withdepartmentally as well as recommended for criminal proceedings to thecourts of law.

II. Steps to improve public service and attitude

Establishment of Model Police Stations

Four (04) Model Police Stations in city zone, 05 in saddar zone. 03in rural zone and 02 in industrial area zone have been establishedwith special reporting rooms, modern equipment i.e. computersconnected with internal working network of ICT Police, fax machines,photocopies. telephones, LCDs, Air Conditioners, CCTV Cameras,fire extinguishers, comfortable and sufficient sitting space are availablefor public convenience.

After the establishment of model police station the performance ofpolice is satisfactory. However, there is always a room forimprovement.

Reception officers and Human Right officers have been appointedto help the public with their problems.

Community Policing

In order to ensure positive police-public interaction 1CT% Police is focusingon community policing. Various committees with public representation havebeen established to ensure involvement of citizens in the resolution of localissues. The committees established include:

Central Citizen Committee

Rescue-15 Committee (RC) Traffic Committee (TC) Citizen Police Coordination Committee at Police Stations (CPCC)

Aim of the above Committees are:

Oversee police-public relations. Monitor and report irregular and illegal activities in police stations. Suggest measures to improve police station culture. Probe non-cognizable cases and to resolve minor ; disputes of civil nature.

Provincial Governments

Various provincial police forces have tendered the following steps takento improve performance and ensure public friendly service within their jurisdictions:

I. Steps to improve operational capacity/performance

Punjab

Improved Physical Infrastructure & Technology:

- Introduction of Reception Desk at Police Stations,- Welcoming environment.- Improved technological infrastructure,- Police Station Criminal Record Management System introduced

(POLCOM).- Police Complaint Management System (PCMS) developed in

collaboration with Punjab Information Technology Board (Punjab)

Establishment of Dolphin Force against street criminals in Lahore.

Establishing Police Complaints Centers:

- Registration of complaints through e-mail, SUMS etc.- IT based processing of these complaints.- Ensures a report from the Sub- Divisional Police Officer within

24 hours.- Feedback provided to complainant.

Computerization of Record:

- It based HR Management.- Complaint Management System.- Police Station Record Management.

IT qualified trained Human Resources (HRMIS). Computer literate civilian staff recruited. Introduction of E-correspondence. as Prompt registration of FIRs. 36 dedicated. Crime Scene Processing Units one in each district of

Punjab. Fingerprint scanning and matching system. Crime Mapping. Adopting a proactive strategy for building image & public perception

of the police department. Flow of prompt and correct information to public through media. Print and Electronic Media Management Unit. Social Media Monitoring & Handling Unit. Digital Beat Book for Online Monitoring. Early Warning Notification System. CCTV Monitoring of important locations through 8000 cameras at

1800 locations in Lahore. Establishment of Crisis Management Centers. Establishment of modern control rooms where video and audio

monitoring of events is ensured 24 hours 24/7. improved Traffic Management. Different initiatives like Madaris Geo-Tagging Mosque Geo-Tagging,

Worship Places of minorities Geo-Tagging Geo Fencing/CDRAnalysis. Verification of Afghan Refugees and Biometric Verificationof Citizens have been taken.

IT based interventions in Police-Court working. Lectures by Judges to investigators on monthly basis. Analysis of quality investigation at subdivision/district level by SP

investigation in consultation with District Public Prosecutor and SeniorJudge.

Biannual report on the performance of prosecution on improvinginvestigation through their intervention.

Sindh

Ensuring greater female representation in police by increasing numberof women’s police stations and enabling women police officers to

register and investigate cases and improving their standards of training. Promoting specialization, particularly in the areas of Forensic Science

and Cybercrime. Formation and strengthening Counter Terrorism Wings of Police, Re-build morale, reduce corruption and increase efficiency by are

moving corrupt in-efficient officers from police department. Recruitment and promotion on merit. Curriculum reform to modernize and improve training with an

emphasis on community policing.

Khyber Pakhtunkhwa

Establishment of an SOS reporting system at, educational and othersensitive establishments for quick and timely response by the Police.

There is no political interference in recruitment and affairs related tothe transfer postings. Recruitment process of constables is carriedout through National Testing Service, In this way educated andqualified candidates are being recruited.

Establishment of Police Assistance Lines in all districts HQ forreporting cases of serious cases.

Establishment of 06 specialized training, schools to build capacityand bring about a change in behavior.

Establishment of Public Safety Commissions, The Government passed Police. Act 2017 to ensure no interference

in police and to provide legal cover to various reforms and initiativesundertaken during last 04 years.

AJ&K

Establishing check posts at entry/exit points to check the movementof criminal elements.

Complaint boxes have been fixed in each police station for publiccomplaints.

Tourist Information centers have been established at entry points tofacilitate tourists.

Gilgit-Baltistan

Creation of Counter Terrorism Departments and. Quick ResponseForces for timely response and pro­actively confronting terrorismand criminal elements.

Holding of training, courses to ensure professionalism. Efforts to make police stations more professional.

Creation of specialized units in police departments like High AltitudeRescue Units in GB.

Creation of Special Protection Unit (SPU) for the safety of cargoand passengers on CPEC.

Creation of Women Police Stations (18 throughout Pakistan) toprovide police service to women exclusively by women officers-Has been done a long time back.

Conducting twining and workshops in collaboration with thecommunity.

II. Steps to improve public service and attitude

Punjab

Redressal of Public complaints through IT based system. Police buildings are being so designed to make them more welcoming

to visitors. Formulation of Police Complaint Centre 8787 in Punjab. Here

complaints are electronically registered and monitored with a reportfrom officer concerned within 24 hours. The complainant is providedfeedback on progress.

Sindh

Curriculum reforms initiated to help modernize police training withan emphasis on community policing techniques and procedures

Efforts are underway to make the police publically accountable,operationally neutral, functionally specialized, professionally efficientand responsive to the need of the community.

Khyber Pakhtunkhwa

Establishment of Dispute Resolution Councils (DRCs) in the province.The DRCs consists of retired police officers, retired Judges retiredprofessors etc. These councils help resolve civil disputes.

Establishment of Police Assistance Lines in every District HQ offeringthe following services:

a- Theft reportingb- Lost items reportingc- Extortion reportingd- Lost and found childrene- Tenant Information Form and Rental Agreement reporting/

informationf- Police Security Clearance certificate etc.

Establishment of Police Access Service in the province to providetimely service to the general public through SKIS, Telephone, onlinepost, email and Fax.

The Police launched public liaison Councils (PLCs) in the Provinceinvolving the community in maintaining law and order. Law and orderas well as functioning of the police force have significantly improveddue to these reforms.

AJ&K

Establishment of Help line 15 at each District Headquarter to ensuretimely access of people to police in case of emergency.

Establishment of tourist information centers for the convenience of tourists. In AJ&K, every individual has easy access to supervisory police

officers for redressal of their grievances.

Gilgit-Baltistan

Creation of Police Community Forums in order to involve communityin the matters of implementation of taw.

Establishing Complaint Cells in Police Departments to resolve publicrelated issues.

Establishment of tourist information centers for the convenience oftourists.

(a) whether the Government has taken any notice of rampant saleof toy guns on different festivals in Islamabad;

(b) if the answer to part (a) above is in the affirmative, whetherthere is any proposal under consideration of the Government totake action against responsibles thereof; if so, when it will beimplemented; and

(c) the steps being taken by the Government to stop the said sale?

Minister for Interior (Mr. Ahsan Iqbal): (a) There is no punitive sectioravailable in Pakistan Penal Code or any other law for selling of toy gun as anoffence. Moreover, there is no ban imposed by the District Administration forselling of such type of toys in open market. However, on 08-09-2017 a requesthas been sent to District Administration for imposition of ban u/s 144 Cr.P.C. forselling of such type of toys in the open market. After issuance of notification,further action u/s 188 PPC is being initiated against the violators in accordancewith law. It is further added that keeping in view the sensitivity of the matter, theshop keepers have been verbally directed not to sell such items to the children assame can lead to any untoward incident.

Minister for Interior (Mr. Ahsan Iqbal): It is stated that the matterdoes not relates to ICT Administration and pertains to CDA. However, ICT Policeunder the policy of the present government has taken following steps to combat anemergency situation in any hotel within Islamabad:

i. On receipt of any information regarding a terrorist incident oremergency i.e. fire, collapse of building, short circuit of electricityetc. all the officers / officials patrolling in the area will reach at thespot and immediately cordon the area.

ii. An SOS Call is relayed through wireless and all the quartersconcerned are informed to reach at the spot for providing multi typeof services required.

iii. No irrelevant person will be allowed to enter the place of occurrenceand the spot as well as the articles present on spot will be secured.

iv. The concerned SHOs will dispatch the injured or dead bodies to theconcerned hospital.

v. The allied agencies i.e. CDA, Fire brigade, Rescue-1122, WAPDA,PIMS Hospital, Sui Gas, Civil Defense, Bomb Disposal Unit andForensic Lab will be called for providing emergency services.

vi. A detailed contingency plan for handling the major incident of abovetype has been chalked out and circulated to all concerned for actionat their part in case of any emergency.

The team issupervised by Additional Deputy Commissioner (G) ICT for effective coordinationand speedy action. As such no complaint has been received so far by the HealthDepartment, ICT. If in future any complaint is received, the department will takenecessary action. The team of Health Department, ICT regularly visits the samosas,pakoras, jalabi shops and food outlets etc and give instructions regarding wrappedthe samosas, pakoras and jalabies in clean papers/envelopes.

Case Management System (CMS). 24/7 FIA helpline for complaints and support. FIA Link/Liaison office in Sultanate of Oman. To curb human smuggling/trafficking through porous border the

Government of Pakistan established an Inter-Agency Task Force(IATF) in 2005 to coordinate the efforts of different Agenciesespecially on Pak-Iran border to curb human smuggling/trafficking

through porous western border. The increased coordination betweenthe IATF member agencies has resulted in 17647 interceptions inthe least 03 years.

AT POLICY LEVEL:

Zero tolerance policy at all Immigration Check posts. Placement of names and particulars of human traffickers /smugglers

in BL / Passport Control List and on ECL. Temporary blockage of CNIC of Proclaimed Offenders (Agents/

Human Smugglers). Approached Election Commission of Pakistan in order to know the

last place of casting votes to ascertain present whereabouts ofabsconding agents / human smugglers.

Approached Head of Compliance of Banks for temporary blockageof bank accounts of Proclaimed Offenders (POs).

A countrywide crackdown on human smugglers and traffickers hasbeen initiated since 18.11.2015. FIA is making hectic efforts foridentifying agents, facilitators and master minds of illegal immigrantsand rackets involved in such heinous crimes. The results of this specialcampaign are very encouraging as 3446 such accused have beenarrested in this special campaign, during the said period.

In order to coordinate national efforts against human trafficking andillegal migration a National Action Plan was adopted on 12thDecember 2005 and Strategic Framework (2016-2020) wasprepared with the help of UNODC and all stakeholders which isapproved by Government of Pakistan. The strategy forimplementation is being devised.

(a) whether it is a fact that fine has been imposed by the UnitedStates of America on the Habib Bank Limited; if so, the reasonsthereof;

Minister for Finance, Revenue and Economics Affairs: (a) Yes, afine of USD 225 Million has been imposed by New York State Department ofFinancial Services on HBL New York Branch mainly on account of weaknessesnoticed in risk management and compliance of Bank Secrecy Act/Anti MoneyLaundering and inadequate screening and due diligence of the transactions conductedby the customers of HBL New York Branch.

(b) In continuation of SBP’s supervisory strategy, SBP engaged bank’sboard of directors and the senior management through various meetings in whichHBL was advised to assess and monitor the risks associated especially withoverseas operations of the bank. HBL was instructed to address and resolveissues in the areas of Risk Management, Compliance especially Anti MoneyLaundering- Combating the Financing of Terrorism. Moreover, from March, 2016HBL was also advised to submit to SBP monthly updates for compliance of theorders issued by US regulators as mentioned above. HBL reported timelycompliance of various requirements as laid down in the orders. Further, SBPengaged US regulators to have an insight into the supervisory concerns of USregulators.

(c) The above mentioned regulatory action has caused financial andreputational loss for HBL. However, this action may not have pecuniary impact onoverall banking sector in Pakistan. Nonetheless, it may cause some reputationalrisk for Pakistani banks having international presence that may result into closemonitoring by respective host regulators.

(b) As regard the steps taken by the Ministry to address the concerns ofexperts and political parties regarding merit and accuracy of the data/results ofsixth Population and Housing Census-2017, the PBS had taken following measures:-

• PBS briefed the Technical Committees appointed by the ProvincialGovernments at PBS Hqs and gave them detail briefing about theprocedure adopted for accuracy of Census results. No specificobservations or evidences for under / over coverage of the populationin the census process have been quoted by these groups. The Politicalparties and government of Sindh, however, raised criticism over theaverage annual growth rate of Karachi city in comparison to Lahorecity. Some quarters also raised the disparity between the populationof Sindh Urban and Sindh Rural. These issues have been thoroughlyexplained to the Members of Sindh Technical Committee. TheMembers were informed that high growth rate in population observedduring Census 2017 in Lahore city was only due to definitionalproblem. The Government of the Punjab during December, 2015enhanced the Urban limits of Lahore city by declaring urban of alllocalities falling in the jurisdiction of Lahore District. Moreover, twounion council of Kasur District were also included in the urbanlimits of Lahore City. Whereas the government of Sindh has notexpanded the urban limits of the Karachi city in the recent past excepturbanizing few Dehs of Karachi. Apart from the above, the averageannual growth rates of both the cities is in line with the historicaltrends observed in the past censuses.

• As for as under coverage of Sindh province is concerned the PBShas quoted reports of various national and international organizationswho estimated the population of Karachi city and Sindh Province.According to NIPS projections for the year 2017, total populationof Pakistan was reported as 202,934,302 which is near to thepopulation figures quoted in Census-2017. In addition, the projectedpopulation of Sindh province has been reported as 47,580,974 whichis close to the population reported in Census-2017 i.e. 47,886,05.

• Moreover, according to World Urbanization report published byUN Agency the population of Karachi city has been quoted as16,126,000 which is quite close to the population of Karachi cityrecorded in Census 2017 as 14,910,352.

• The Punjab Urban Unit developed population estimates for few majorcities of the country. According to them, Population of Karachi cityand Lahore city is 15.023 million and 10.592 million, respectively,which also supports the population figures released by PBS in Census-2017 as for Karachi city 14.910 million and Lahore City 11.126 million.

• PBS also explained and briefed the general public as well as expertsthrough electronic and print media and the questions/objections ofsuch persons were responded in various talk shows,

• PBS also gave press briefing to the media about the transparencyand accuracy of Census results and issue raised from different forumswere explained in the press conferences.

(b) The CDA/MCI is already working to enhance and modernize theEmergency Service in Islamabad. PC-I of four (4) Fire Substations has alreadybeen approved for Islamabad.

Minister for Satistics (Mr. Kamran Michael): The subject questionrelates to Population Welfare Department. The mandate of Pakistan Bureau ofStatistics is “Production of reliable, authentic, timely and transparent statisticaldata compatible with the needs of the economy and socio­economic developmentrequirements of the nation”. Population of Pakistan, according to provisionalsummary results of Census-2017, comes out to be 207.77 million as compared to132.352 million recorded in Census-1998. Average annual growth rate has beenobserved as 2.40 over Census-1998-2017 against 2.69 observed during 1981-1998.A decline of 0.29 in population growth rate has been observed at national level.Percentage increase in population recorded as 57% over the Census 1998 and146.6% over the Census held in 1981.

(b) The Rawal Dam is under the Administrative control of Small DamOrganization, Irrigation Department, Government of the Punjab with regard tofish mortality, ICT Administration, registered an FIR No.132/17 in PS Secretariat,Islamabad on 14-07-2017 against miscreants living around the Rawal Dam andinvolved in illegal Fishing. These people were involved in fish mortality (Copyattached). In the light of above FIR, Police arrested which were later acquitted bycourt. Following steps have been taken by ICT administration for avoidingrecurrence of incident:-

(i) Staff of Fisheries Department, ICT and Small Dam Organization wasdeployed round the clock for watch and ward of the Rawal Dam.

(ii) Small Dam Organization was advised to erect a fence around thelake which is being under way.

(iii) The water of Rawal Dam is supplied to the residents of Rawalpindiby WASA after proper treatment for making it potable.

Minister for Interior (Mr. Ahsan Iqbal): (a) Case FIR No. 10/2017dated 02-05-2017 P.S FIA/SIU Islamabad is under investigation by a team ofFIA/CCC Lahore. This case is a result of enquiry initiated on a source report. Theenquiry remained under different circles of FIA Islamabad and the same wastransferred to FIA Lahore in December 2015. Upon writ petition No. 32/2016filed by the accused Abdul Hafeez Sheikh, the enquiry was stayed by the HonorableIslamabad High Court, Islamabad on 23-02-2016 and the same was vacated on24-04-2016.

In the investigation it came to the light that M/s BNP Pvt. Ltd. committedcrime with the active connivance of CDA officers.

The accused obtained wrongful gain to the tune of Rs. 25 Billionsapproximately by causing huge financial loss to the Govt. Exchequer by way ofcommitting fraud, forgery, criminal breach of trust in personation and misuse ofofficial position etc.

Statements of the witnesses have been recorded. Concerned record ofCDA, BOP and Colliers International has been taken into possession.

On the request of FIA, FBR has obtained the data of the purchasers ofthe luxury apartments and directed the concerned Regional Offices to initiate actionagainst the purchasers who have not declared these apartments or declared thesame by showing less value in their Tax returns.

Investigation is in progress.

(b) Still no amount has been recovered by FIA but Capital DevelopmentAuthority (CDA) has taken possession of land measuring 13.4 Acre valuing 30Billions approximately.

PBS has compiled Provisional Summary Results containing Total numberof Males, Females, Transgender and Total population alongwith urban / ruralbreakdown at National, Provincial and Administrative Districts level from REN-2Forms (summary sheet) developed for each enumeration block. The provisionalsummary results have been completed and disseminated/released as per decisionof CCI in its meeting held on 25th August, 2017.

As far as compilation of data according to age group is concerned, thisinformation is only available in the ICR Form-2 which will be compiled aftercomplete scanning and data processing of these forms. The PBS has startedscanning and data processing of ICR Form-2 pertaining to each census blockreceived from the field. There are around 43.5 million ICR Forms which are beingscanned. The target date set for preparation of final census results is end April,2018. The age group wise data of Census-2017 including children of 5 to 16years of age will be available by that date.

Minister for Finance, Revenue and Economic Affairs: In accordancewith the statutory provisions of the State Bank of Pakistan (SBP) Act, 1956, SBPmakes an objective review of economic developments, and sometimes providespolicy guidance on various issues on a quarterly basis. While doing so, SBP identifiesmacroeconomic challenges being faced by the country, evaluate the effectivenessof existing policy measures, and highlight room for improvement.

In this regard, recent SBP’s reports have shown concerns onseveral issues including persistent energy shortfalls, widening trade and fiscal deficits,and low productivity in agriculture and industrial sector.

The Government is already aware of these concerns, and continues totake policy initiatives to counter these challenges. For example, export promotionpackages and regulatory duties on luxury imports aim to arrest the growing tradedeficit, while initiatives to broaden the tax net would contain the fiscal shortfall.Similarly, improvement in supply of electricity has increased the operationalefficiency of the industrial sector. Lastly, aid packages and lower excise duties ontractors would help farmers to increase crop yields.

(c) The calculation of pension for actual disbursement may vary dependingupon the entitlement of each eligible employee. (b) There is no proposal under consideration of the Authority for takingaction against employees as there is no absent report or complaints against thestaff working in Environment Directorate (West) CDA.

The supply toresidents of Block No. 2 Category-IV, G-10/4 is normal in general, however, inthe month of February, 2017, supply of water from Khanpur Dam source wasaffected due to closure of Left Bank Canal on account of annual de-silting. Afterrestoration of supply from Khanpur Dam Source, the supply of Sector G-10including the aforementioned Block is normal and at par with the other blocks.

Minister for Interior (Mr. Ahsan Iqbal): (a) Jammu & KashmirCooperative Housing Society, Islamabad has not purchased some pockets of

land in Sector G-15/4, Islamabad. The Society tried its level best to purchase landfrom the owner of 12 kanal land, namely Qazi Sultan but the owner is demandingpayment of 56 kanals of land which is illegally occupied by him.

(b) Against the illegal possession of Qazi Sultan the J&KCHS has filleda case in the Civil Court, Islamabad “J&KCHS vs Qazi Sultan” in March, 2015.Till now 14 hearings of said case have been held.

(c) An inquiry is under process against the present and ex-office bearersof the said society.

(d) The inquiry is underway and will be completed shortly.

(e) The inquiry is still undergoing, hence the information is nil.

(f) As above.

Will the Minister for Interior be pleased to state the actionstaken against FIR No.109 and NC No.26 lodged on 06-04-2016 and08-06-2016 respectively in I-9 Police Station, Islamabad?

Minister for Interior (Mr. Ahsan Iqbal): As per reports of concernedSHOs the case wise detail of criminal cases is as under:

CASE FIR NO. 109 DATED 06-04-2016 U/S 489-F PPC P.S. I-AREA, ISLAMABAD.

Brief facts of the case are that on 06-04-2016, the complainant of thecase namely Mazhar Ali Sial submitted a written application in the PoliceStation Industrial Area, Islamabad mentioning therein that the accusednamely Faiz Muhammad S/o Faqir Muhammad issued to him a ChequeNo.10099577 amounting to Rs. 90000/- regarding rent of land and uponpresentation of the said cheque in the concerned bank the same wasdishonored due to insufficient amount in the Account of the accused andrequested for registration of criminal case against the proposed accusedand recovery of his amount. Upon receipt of this application the abovecaptioned case was registered and investigation was carried out by local police.

SALIENT FEATURES OF INVESTIGATION:

After registration of the case, investigation was carried out by localpolice of PS Industrial Area, Islamabad. Just after the registration ofcase the investigating officer inspected the crime scene, preparedthe un-scaled map of the place of occurrence and recorded thestatements of witnesses u/s 161 Cr.P.C.

Afterward, the investigating officer made efforts to arrest thenominated accused but he could not be arrested despite hectic efforts.

The investigating officer got issued the non-bailable warrant of arrestof the nominated accused Faiz Muhammad S/o Faqir Muhammadand again made strenuous efforts to cause his arrest but the accused

deliberately concealed himself to avoid the arrest. However, effortsare, underway to arrest the accused.

The investigating officer initiated proceedings u/s 87 & 88 Cr.P.C.against the accused and on 16-01-2017, the court of competentjurisdiction declared the accused as Proclaimed Offender afterfulfilling all the legal formalities.

On 26-12-2016, challan u/s 512 Cr.P.C against the Proclaimedoffender Faiz Muhammad S/o Faqir Muhammad was sent in thecourt of Syed Haider Shah learned Judicial Magistrate, Islamabadfor further proceedings.

The local police is making all out efforts to arrest the ProclaimedOffender involved in the crime and conclude the investigation onmerit but he is still at large.

CASE FIR NO.26 DATED 26-01-2016 U/S 489-F PPC P.S. I-AREA,ISLAMABAD

Brief facts of the case are that on 26-01-2016, the complainant of thecase namely Rohail lrshad S/o Muhammad Irshad submitted a writtenapplication in the Police Station Industrial Area, Islamabad wherein,it was mentioned that accused Sheikh Sadiq has taken a loan ofRs. 220,000/- from him regarding purchase of cloth and issued him acheque which was dishonored on presentation in the concerned bank dueto insufficient balance and requested for registration of criminal case andrecovery of his amount. Upon receipt of this application the above captionedcase was registered and investigation was carried out by local police

SALIENT FEATURES OF INVESTIGATION:

After the registration of case the investigation was carried out bylocal police.

During the course of investigation the investigating officer arrestedthe accused Sheikh Sadiq involved in the crime and thoroughlyinterrogated.

The accused was sent to judicial custody after completion of investigationand on 19-09-2016, a complete challan against the accused was sent tothe court of Syed Haider Ali Shah learned Judicial Magistrate, Islamabad.The accused was acquitted from the case on 06-12-2016 from the courtof Syed Haider Shah, Judicial Magistrate, Islamabad due to compromisebetween the parties.

(e) As the allotment letters were not sent to the allottee through any;courier services thereof, the question of wrong address etc. does not rise.

(c) The repair/maintenance of tube wells, control valves, leakages,filtration plants & tankers are being carried out to ensure smooth supply of potablewater in all of the Sectors includings the above said area.

(a) whether the Government is conscious about the possibility ofenvironmental threats that will occur in Pakistan by theconstruction of the China-Pakistan Economic Corridor (CPEC);if so, the steps taken/being taken by the Ministry to control thesaid threats;

(b) whether plans have been made to monitor and execute the ParisConvention which was signed by Pakistan in November, 2016to address the Global Challenges of Climate Change;

(c) whether the CPEC is restricted to China alone;

(d) whether Pakistan is not making ways to include Europeans,Central Asian States, Russia and other interested countries toparticipate in CPEC;

(e) if the answers to part (c) and (d) above are in the affirmative, thereasons thereof?

Minister for Planning, Development and Reform (Mr. Ahsan Iqbal):(a) The Government is fully committed to ensure safety and well being of thepeople.

Section 12 of the Pakistan Environmental Protection Act, 1997, makes itmandatory for any proponent of a project to file Initial Environmental Examination(IEE) report or Environmental Impact Assessment Report with Federal Agencyand seek prior approval before commencement of construction or operation.

The IEE/EIA Reports of the projects, Inter-alia include an EnvironmentManagement Plan (EMP) which contains mitigation measures for all anticipatedenvironmental impacts alongwith monitoring mechanism to ensure implementation.

Environmental impact assessment/ appraisal is mandatory for approval ofPC1 of PDSP projects by the Central Development Working Party.

EIA has been done for all projects launched under CPEC. Mitigationmeasures are part of EIA Report which are complied with by the executingagencies.

(b) Pakistan submitted its Intended Nationally Determined contribution(INDC) and intends to reduce up to 20% of its 2030 projected GHG emissionssubject to availability of international grants to meet total abatement cost for the indicated20% reduction amounting to about US$ 40 billion at current prices. Pakistan’sadaptation needs range between U$ 7 to US 14 billion/annum during this period.

(c) CPEC is a bilateral initiative between China and Pakistan. Its natureis inclusive and not exclusive being a part of the larger initiative of the ‘One BeltOne Road’. CPEC Special Economic Zones are open for all investors includinglocal, Chinese and other foreign nations.

(d) Policy is being worked out by the Ministry of Foreign Affairs (MOFA)in consultation with relevant line ministries.

(e) Not applicable.

Minister for Finance, Revenue and Economic Affairs: (a) TheStenotypists are promoted to the next higher post of 11 Assistant Private Secretary(BS-16) subject to availability of post and fulfillment of required criteria forpromotion. A combined seniority list of Stenotypists is maintained. The post ofAssistant Private Secretary (BPS-16) has a quota of 50% direct appointment and50% by promotion. They are promoted to Assistant Private Secretary (BS-16),against the quota reserved for promotion, on the basis of seniority-cum-fitness.

(b) It is incorrect that the employees are working on the said post on thesame grade for the last thirty years. Infact, the post of Stenotypist (BS-12) wasupgraded to Stenotypist (BS-14) in pursuance of Finance Division’s O.M.No. 19(55) Legal-II/2010-1055 dated 23-12-2011 Accordingly; the incumbents werepromoted /upgraded in BS-14 w.e.f. 23-12-2011.

(c) There are 06 Stenotpyists (BS-14) working against the 07 sanctionedposts in Regional Directorate of National Savings, Zonal Inspection & AccountsOffice, and Regional Accounts Office, Karachi. The detail of Stenotypists workingin Karachi region is Annexed.

(d) Every employee who is otherwise eligible is considered for promotionprovided the vacancy is available in a higher grade. At present, only one post ofAssistant Private Secretary is lying vacant and the senior most Stenotypist belongsto Rawalpindi region. The promotion cases of employees of Karachi region willbe considered as and when they fulfill the criteria for promotion and availability ofvacant posts in the next higher grade.

(b) No. The development work on around 600 kanal land is in progress.

(c) Some pockets of land in the Society are still to be cleared andManaging Committee of the Society is making efforts to clear these pockets.

(d) The Society intends to start development work on remaining land inBlock-P by the end of current year.

(e) 350 plots in said Block are ready for possession. However,possession of remaining plots in Block-P will be handed over to the allottees bythe end of 2018.

Will the Minister for Interior be pleased to refer to the Un-starredQuestion No. 36 replied on 05-12-2013 and to state whether theIslamabad Transport Authority has managed to evolve amechanism for fixing per kilometer fare of taxies?

Minister for Interior (Mr. Ahsan Iqbal): The fare of public servicevehicles (vans, mini buses, Suzuki loaders) is fixed in ICT and is revised from timeto time, keeping in view the fluctuation in fuel prices.

One of the main reasons is that prescribed fare meters are not available inthe market. The fare meter system is not available even in the adjoining Provincesi.e. Punjab and Khyber Pakhtunkhwa. It is pertinent to mention that PunjabGovernment has in the recent past introduced ‘Green Cab Scheme’ which is alsowithout fare meters, due to above mentioned reasons.

(a) whether it is a fact that Water Filtration Plants have not beeninstalled in all Sectors of Islamabad so far;

(b) Yes, the possession of Agro Farms have not been handed over toallottees, because the development work of the Society has not been completed so far.

(c) Yes the Capital Development Authority has not issued NOC for thedevelopment because the Society did not fulfill the requisite formalities. However,all requisite drawings / documents have recently been submitted by the Society toCDA Islamabad and, the matter of NOC is under process.

(d) No, the Jammu & Kashmir Cooperative Housing Society has neverimposed any fine/escalation on the members of the Agro Farms Scheme in Zone-IVIslamabad.

Minister for Finance, Revenue and Economic Affairs: (a) & (b) Adetailed analysis of sales by Metro Cash & Carry has been conducted by the fieldformation whereby it has been found that various items sold are charged differentlyaccording to the rules prescribed. Some of the items are taxed at zero-rates, someat reduced rate, some are exempted items from levy of taxes, some are thirdschedule goods and the others are charged at standard 17% sales tax. The salestax is shown against each item in the invoice and total sales tax is again mentionedat the end. No incident has come to the knowledge of the field formation wherebysales tax is charged twice.

Minister for Statistics (Mr. Kamran Michael): (a) No traininginstitution/ academy exists in PBS/Statistics Division. However a small trainingwing exists within PBS to train its staff.

(b) Training wing in PBS primarily provides in-house training facility onvery limited scale on the need basis. For such training activities services of seniorprofessionals of PBS as well as from the market are utilized as trainers. For thislimited training activity skeleton staff structure has been provided from within thestaff strength of PBS. However, due to heavy engagement in Census activities forthe last two years training activities remained dormant.
