1.0 INTRODUCTION

(a) This Competition is organized by Pertubuhan Akitek Malaysia (PAM) in collaboration with International Union of Architects (UIA) and promoted by 1MDB Real Estate Sdn Bhd (1MDB RE) (b) The Signature Tower will anchor Kuala Lumpur International Financial

District (KLIFD) in three significant ways. (i) Firstly, it will serve as the primary physical marker of the

KLIFD on the city scale, and will become an important addition to the Kuala Lumpur skyline, both through its height (approximately 380 meters) and its high level of architectural design. (ii) Secondly, as a result of the tower’s siting, it will be framed

dramatically by flanking buildings, thus creating a powerful and elegant composition for drivers and passengers of vehicles arriving from the Maju Express (MEX) and Middle Ring Road 2 (MRR2). (iii) Thirdly, the Signature Tower will, also as a result of the carefully considered siting, terminate the major pedestrian access to KLIFD from the Bukit Bintang area. It will thus provide a dramatic backstop for KLIFD at both the pedestrian and city scale. (c) In addition to fulfilling its role as the site’s primary landmark, the

Tower will provide a home for the KLIFD’s anchor tenant. Commanding views of the KLIFD Public Green as well as all of Kuala Lumpur will be a signature of the building.

2.0 COMPETITION SITE The site is located at the prime siting within the Kuala Lumpur International

Financial District, Kuala Lumpur, Malaysia with a total site area of 11,130 sq. m. as per Appendix “D” attached.

3.0 OBJECTIVE OF THE COMPETITION

To seek the best architectural solutions for the building that reflects the aspirations of 1MDB for the Signature Tower to be a home for the KLIFD’s anchor tenant and to serve as a signature building in accordance with the Urban Design Guidelines (UDG) and in harmony with the Conceptual Master Plan (CMP), as per Appendix “E” attached. (To be issued at Stage 2)

4.0 DESIGN BRIEF & URBAN DESIGN GUIDELINES

(a) These will be provided to the short-listed participants at Stage 2.

5.0 STAGE 1 – CRITERIA FOR ASSESSMENT

Pre-qualification is to ensure that only architects having relevant architectural experience of a similar nature may participate, and is assessed based on the following criteria:

(a) Organization capability statement

(b) Qualifications of key personnel and team organization

(c) Experiences of firm or firms in collaboration

(d) Similar related past and current projects, especially on Signature / Iconic Towers

(e) International and National winning projects and awards received

6.0 STAGE 1 - PANEL OF ASSESSORS

(a) Five (5) individuals are to be appointed to evaluate the pre-qualification submission.

(b) The Panel of Assessors shall consist of:

(i) Three (3) eminent Malaysian Architect, nominated by PAM

(ii) Two (2) Promoter’s Representatives, nominated by Promoter

(c) Panel of Assessors is to be set up before the opening of Stage 1 of the Competition as follows:

(i) Ar. Henry Lee Inn Seong – Past President, PAM (ii) Ar. Lee Chor Wah – Past President, PAM (iii) Ar. Assoc. Prof. Saari Omar – Member, Board of Architect

Malaysia (iv) Mr. Kevin Lew – 1MDB Real Estate’s Representative (v) Mr. Prakash Prasannan – 1MDB Real Estate’s Representative 7.0 STAGE 2 - CRITERIA FOR JUDGING

The Jury shall adjudicate the entries in their order of merit based on the following criteria:

(a) Innovative and Design Excellence

(b) Marketability, Economic viability and Ease of Implementation (c) Green Building Index (GBI) & Leadership in Energy and Environmental Design (LEED) rating and environmental sustainability (d) Conformity and harmony with the Urban Design Guidelines and Conceptual Master Plan

8.0 STAGE 2 – PANEL OF JURY

(a) Seven (7) individuals are to be appointed to adjudicate on the entries at Stage 2.

(b) The members of the Panel of Jury shall consist of seven (7) jury

members and two (2) deputy jury members:

(i) One (1) UIA member as its representative, nominated by UIA

(ii) Two (2) eminent foreign architects, nominated by PAM and approved by UIA

(iii) One (1) eminent foreign façade/structural engineer, nominated

by PAM and approved by UIA

(iv) One (1) eminent Malaysian Architect, nominated by PAM and approved by UIA

(v) Two (2) Promoter’s representatives, nominated by Promoter

and approved by UIA (vi) One (1) deputy foreign jury member, nominated by PAM and

approved by UIA (vii) One (1) deputy local jury member, nominated by Promoter and

approved by UIA (c) The deputies must attend all jury meetings, without having the

right to vote, in order to replace a member/s in the event of illness or unavoidable absence which may occur during adjudication. If a voting member misses the first meeting, a deputy will then officially replace the absent member until the end of the adjudication. If, for any reason, a voting jury member has to absent her/himself for brief period of time, a non-voting member shall acquire his vote for that period and any decision taken shall be binding. If a voting jury member is absent for a prolonged period or leaves before the conclusion of the adjudication, his vote shall be acquired by a non-voting member for the remainder of the period of adjudication.

(d) Panel of Jury to be set up before the opening of Stage 2 of the

Competition. 9.0 PRIZES

(a) The Promoter undertakes to accept the decision of the Jury, and within one (1) month from the date of the announcement of the winning entries, to pay the “ex-aequo” prizes to the top five (5) winners in the manner as stated below:

To each of the five (5) best projects judged “ex-aequo” by the Jury, a prize of USD 50,000 and certificate.

(b) The Jury shall make the final selection of the winners. The awards shall be final.

(c) After the announcement of the results and presentation of the awards,

the Promoter may invite the authors of the 5 ex-aequo entries to present their proposals in person and possibly further develop them as a means of selecting the team to be commissioned to realise the Kuala Lumpur Signature Tower.

10.0 ELIGIBILITY

(a) The Competition is open to all Architects in Malaysia as well as globally:

(i) Malaysian Institute of Architects (PAM) Corporate Members or

Professional Architects or Architectural Firm registered with Board of Architects Malaysia (LAM) as of 1 January 2012.

(ii) International Architects who are Corporate Member (or

equivalent) of their respective Professional Body or Architectural Firms registered with their respective Regulatory Body as of 1 January 2012 in collaboration with PAM Corporate Members or Professional Architects or Architectural Firms registered with LAM.

(b) PAM Corporate Members are encouraged to collaborate with

International and/or local expertise to form a collaborated Team to participate in the competition.

(c) No member of the promoting body, nor member of the jury, nor

member of professional and technical committee, nor any associate or employee, nor any family member, nor any person who has been concerned with the preparation or organization of the competition shall be eligible to compete, or assist a competitor.

(d) For the avoidance of doubt, the current KLIFD Master Planning

Consulting Teams shall not be eligible to compete, or assist a

competitor. 11.0 REGISTRATION FEE

(a) A non-refundable registration fee of RM 300 payable to PAM shall be

paid upon registration. (b) Only registered participants may submit pre-qualification documents to

the Competition Secretariat.

(c) Only one (1) entry per participant, organization or team is allowed. 12.0 FORMAT OF COMPETITION

The Competition shall be conducted in two (2) stages:

12.1 Stage 1– Pre-qualification

(a) Registered participants are required to submit pre-qualification documents as stipulated in Clause 16.0

(b) The Panel of Assessors shall short-list a minimum of twelve (12) teams to participate in Stage 2 – Submission of Architectural Schematic Design.

(c) Each team selected to proceed to Stage 2 of the Competition

will be paid an honorarium of USD 25,000 at the end of Stage

2 Submission and evaluation, provided that the submission is bona fide and meets the standard expected by the Jury.

12.2 Stage 2 – Architectural Schematic Design

(a) The short-listed participants are required to submit

architectural schematic plans as stipulated in Clause 20.0

(b) The Panel of jurors shall make the final selection of the winners.

13.0 ANONYMITY OF SUBMISSION (a) Submissions must not bear any name of the participants or any

identifying marks whatsoever so as to ensure anonymity. (b) Submissions received by the Competition Secretariat shall be

assigned an entry number which must not be made known to any

party other than the Organizer. (c) Anonymity of all participants must be preserved throughout the entire

duration of the Competition. (d) All entries submitted shall be kept secret until the final results are announced. (e) Non-compliance with any of the Competition Rules and Conditions

may result in the entry concerned being disqualified immediately from the Competition.

16.0 STAGE 1 PRE-QUALIFICATION – SUBMISSION REQUIREMENTS

(a) Five (5) bound copies of company profile setting out organization capability statement, qualifications of key personnel and team organization, experiences of the firm or firms in collaboration, similar related past and current projects and international winning projects and awards received, in size not larger than A3 in “landscape” format,

(b) The submission is to be contained in a single package, and is to be

delivered by hand or paid courier to the Competition Secretariat not later than 4.00 pm on Thursday 22 Mar 2012,

(c) Copy of Registration Form duly acknowledged by the Competition Secretariat, and (d) Original Declaration Form duly signed by the Registered Participant. (e) All documentation and text contained in the submission must be in the

official language of the competition: English. 17.0 SHORT-LISTING OF PARTICIPANTS TO STAGE 2 – ARCHITECTURAL SCHEMATIC DESIGN

(a) The Panel of Assessors shall short-list a minimum of twelve (12)

teams to participate in Stage 2 – Architectural Schematic Design.

(b) All short-listed participants will be informed via email and in writing by the Organizer prior to proceeding to Stage 2 of the Competition by Thursday 5 April 2012.

(c) A Non-Disclosure Agreement (NDA) together with an

acknowledgement letter will be issued to all short-listed participants to endorse and return to the Competition Secretariat by 4.00 pm on Thursday 12 April 2012 via Email: [email protected]

18.0 SITE VISIT AND BRIEFING SESSION

(a) Participants are allowed to visit the site under an appointed schedule

and briefing. (b) An organized site visit and briefing session (in English language) will

be conducted tentatively on Thursday 19 April 2012. The date, time

and arrangement will be announced in due course.

19.0 STAGE 2 - QUERIES

(a) Participants may submit queries (in English language) only with

the Query Form as provided in Appendix ‘C’ to the following address:

20.0 STAGE 2 - SUBMISSION REQUIREMENTS

(a) Master plan in one (1) A0 size drawing made up of two (2) A1 size

sheets to be joined together in ‘landscape’ format, (b) Architectural schematic plans, sections, elevations or perspectives of

the overall scheme of not more than eight (8) A1 sheets in ‘portrait’

format, (c) A traffic circulation plan showing the proposed traffic system linking

major highways and roads around the development site and its impact on the surrounding developments in one (1) A0 size drawing made up of two (2) A1 sheets to be joined together in ‘landscape’ format,

(d) All drawings (in metric scale) are to be mounted on foam core Boards,

(e) Seven (7) copies of A3 size bound design report, including GBI /

LEED report and traffic analysis report of not more than thirty (30)

sheets in ‘landscape’ format, (f) Seven (7) CD-ROMs containing items (a), (b), (c) and (e) in high

resolution and format as per specifications attached in Appendix G, (g) Copy of Registration Form duly acknowledged by the Competition Secretariat, (h) Original Declaration Form duly signed by the Registered Participant, and (i) All submission documentation and text must be in the official language of the competition: English. The Organizer reserves the right to vary the requirements.

21.0 STAGE 2 - SUBMISSION PROCEDURE & CLOSING DATE

(a) Each submission must be contained in a single package, and

22.0 ANNOUNCEMENT AND PRESENTATION OF AWARDS

(a) The Announcement and Presentation of Awards is tentatively

scheduled to be held in June 2012.

(b) The date/time and venue will be informed in due course. 23.0 DISQUALIFICATION

(a) Failure by any participant to comply with the Competition Rules and

Conditions may lead to immediate disqualification from the Competition.

(b) Late submission of any entry at any stage may be disqualified. (c) The Panel of Jurors shall have the sole and final decision in the

acceptance or disqualification of any entry that may have infringed any of the Competition Rules and Conditions.

24.0 EXHIBITION AND PUBLICATION (a) The Promoter and Organizer reserve the right to retain all entries for

the purposes of exhibition, publicity and promotion, subject always to the provision of Copyright Act 1987 (ACT 332) and all its amendments for the time being in force in Malaysia.

(b) The Promoter and Organizer reserve the right to reproduce any of the

submitted materials in their publications and websites or in other publications and websites authorized by them, without any payment to any party, and in doing so, will undertake to give due credit and acknowledgement to the authors concerned.

(c) UIA will publish the results and images of the winning entries on their

Internet site, as per attached specifications in Appendix G.

25.0 COPYRIGHT AND RIGHT OF OWNERSHIP

(a) The copyright of all the participants’ works shall be in accordance with the Copyright Act 1987 (ACT 332) and any of its amendments for the time being in force in Malaysia.

(b) The author of any design shall retain the copyright of his submitted

work; no alterations may be made without his formal consent. (c) No other design, whether it has been awarded the prize or not, may

be used wholly or in part by the promoter except by agreement with the author.

(d) As a general rule, the promoter’s right of ownership on a design

covers one execution only.

(e) The author of any design shall retain the right of reproduction, subject always to the provision of the Clause 24 (b) stated above.

26.0 INSURANCE

(a) The promoter shall insure competitors’ designs from the time when he

assumes responsibility for them and for the duration of his responsibility. The amount of such insurance will be stated in the Competition Brief, Rules and Conditions.

(b) The Organizer and the Promoter will not accept responsibility for loss

or damage to the entries, prior to assuming responsibility for the same.

27.0 RECLAIMING

(a) All drawings and plans submitted will be retained by the Promoter, and will not be returned to their authors.

28.0 OFFICIAL LANGUAGE

(a) The official language used throughout the competition is English.
