Pollutionistheintroductionofharmfulsubstancesorproductsintotheenvironmentbyhumanactivities–basically,thecontaminationofair,water,orsoilbysubstancesthatareharmfulorpotentiallyharmfultolivingorganisms.TheLandProtectionDivisioncleansuppollutioninsoil,sediment,groundwaterandsurfacewaterforthegeneralprotectionofhumanhealthandtheenvironment.

Contaminatedpropertiesoftensitidle,fencedoffandunused.OneobjectiveoftheLandProtectionDivisionistocleanuppropertiesandbringthembackintobeneficialreuse,whetheritbeforredevelopment,agriculture,ornaturalareasandgreenspace.

ThisreporthighlightssomeoftheworkcarriedoutbyvariousprogramsoftheLandProtectionDivision.Thefirstportionof

Remediation comes from the Latin REMEDIUM which means restoring balance

thisreporthighlightssomeofthecleanuptechnologiesandgivesexamplesofsiteswherethesetechnologiesarebeingused.Thesecondportionofthereportisanupdateofthevariouscleanupprograms.Thefinalportionofthereportprovidesmapsidentifyingindividualsitesbyeachprogram.SomeofthekeycleanupprogramsincludeSuperfund,Brownfields,VoluntaryCleanup,thenewSiteCleanupAssistanceProgram,HazardousWasteGeneratorCleanup,CommunityAssistanceProgram,OilandMiningLandRestoration,andtheWasteTireProgram.

The Technologies of Cleanup

Land Treatment Units(LTUs),sometimescalledbio-treatment

unitsorbio-reactors,arecloselymonitoredareaswherespecifictypesofwastecanbemixedintothesoilundercontrolledconditions.Landtreatmentunitsusetillingandaerationofsoiltoenhancenaturalbiologicalandchemicalprocessesthattransformordegradethehazardousconstituentsovertime.

Bridgestone Firestone North American TireAnexceptionalexampleofbeneficialreuse

ofaformerlycontaminatedLTUpropertyistheDaytonTireplant(BridgestoneFirestoneNorthAmericanTire)inOklahomaCity.Theplantmanufacturedtiresfrom1969untilitclosedin�006.TheplantoperatedaLandTreatmentUnittotreatoilywastewaters.TheLTUoperatedunderpermitwithDEQandwasclosedin1997.

In1999,theplantdecidedtoredeveloppartofitspropertyintoawildlifehabitatopentothepublic.TheWildlifeHabitatCouncil

Thetechnologyusedtocleanuppollutioncanbeassimpleashaulingharmfulsubstancestoadisposalfacilityorascomplexasusingbiochemicalprocessestoalterthecontaminationintosomethinglessdangerous.DEQ’sLandProtectionDivision(LPD)strivestousethemostappropriatetechnologytocleanuporrestoretheenvironment.

LPDusesmanymethodstocleanuppollution.Sometechnologiesareconsideredneworinnovativeandcanbequickerandcheaperthanmorecommonmethods.LPDevaluatescleanuptechnologiesonasite-by-sitebasistoselectthemosteffectiveandefficientone.

Onehundredacresoftheproperty,includingtheformerLTU,wereplantedwithnativegrassesandprogressivelyreforestedwithnativetrees,includingsandplums,shumardoaksandlacebarkelms.Abridgewasbuilttoprovidepublicaccesstothehabitatarea.Additionalacreswereplantedwithnaturalwildlifefoodcropssuchassunflowersandredclover.Birdnestingboxeswerebuilt,andnative

wildflowers,shrubsandteeswereplantedtoenhancethebirdsanctuary.Aman-madepondwithanislandprovidesadditionalhabitatfornestingbirds.

InAugust�007,Bridgestone/Firestonedonated60acresofwildlifeareatotheOklahomaCitycommunityandWesternHeightsSchoolDistrict.ThemajorityofthelandwillbecalledtheBridgestoneFirestoneNatureandEducationArea.Thisdonatedlandwillserveasanoutdoorclassroomfornatureeducation,BoyScoutnatureprojectsandalinktotheOklahomaCityRivertrailsproject.Whilenotpartofthedonatedland,theLTUprovideshabitattobenefitwildlife.

ThevisionofBridgestone/FirestoneandthecooperationofDEQ,theWildlifeHabitatCouncil,thelocalschooldistrictandothercommunitygroupswereinstrumentalinturningthislandintoavaluablewildlifehabitatthatbenefitsthelocalcommunityandenvironment.

Phytoremediationisatechnologythatusesplantstocleanuppollutionintheenvironment.Plantscanhelpcleanupmanykindsofcontaminationincludingmetals,pesticides,explosives,andoil.

Theplantsalsohelppreventwind,rain,andgroundwaterfromcarryingpollutionawayfromsitestootherareas.Phytoremediationworksbestatsiteswithlowtomediumamounts

Landtreatmentofwoodpreservingwasteisaproventechnologythatcangreatlyreducethevolumeandtoxicityofthewasteatarelativelylowcost.

AformerwoodtreatersiteinValliant,McCurtainCounty,hasabandonedwastepitsthatposesafetyandenvironmentalhazards.Withnoothercleanupoptionsavailable,DEQ’srecentlycreatedSiteCleanupAssistanceProgram,which

Valliant Woodland Products isfundedthroughaportionofanassessmentonmotorfuels,targetedthissiteforevaluationin�007.ThispastsummerDEQsampledthewasteandcurrentlyisdevelopingacleanupplan.Themostviabletreatmenttechnologyappearstobelandtreatment.DEQwillhireacontractortobegincleanupinearly�008.Landtreatmentofthesewasteswillprotectcitizensandwildlife.Itwillalsofreeuplandforreuse.

Phytoremediationofcontamination.Plantsremoveharmfulchemicalswhentheirrootstakeinwaterandnutrientsfromcontaminatedsoilandgroundwaterandcancleanupchemicalsasdeepastheirrootscangrow.Treerootsgrowdeeperthansmallerplants,sotheyareusedtoreachpollutiondeeperintheground.

Onceinsidetheplant,chemicalscanbe:• storedintheroots,stems,orleaves;• changedintolessharmfulchemicalswithin

theplantand;• changedintogasesthatarereleasedinto

theairastheplanttranspires(breathes).SomesitesinOklahomausing

phytoremediationtocleanuphistoricalcontaminationincludetheCrosby/McKissickCompanyinTulsaandtheHardage-CrinerSuperfundsiteinruralMcClainCounty.

Airsparginginvolvestheinjectionofair.Theinjectedairtravelsthroughsoilandgroundwaterandstripstheorganiccontaminantsfromthesubsurfacesoilandwaterbyvolatilization.Thevaporsarethencollectedandtreated.

ThegroundwaterundertheCrosby/McKissicksitevariesfrom10feetto�5feetbelowsurface.Trichloroetheneandotherchlorinatedcompoundsfrompastactivitiescontaminatedthegroundwater.Thecontaminantswerefoundinanunnamedcreekoutsideofthepropertyboundary.MonitoringshowedthatthecontaminationwasnotattenuatingnaturallysoCrosby/McKissickrecommendedphytoremediation.

AvarietyofnativeOklahomatreespeciesarebeingusedtocontainandcleanupaseparate,isolatedareaofgroundwatercontaminationattheHardage-CrinerSuperfundSite.Thetreesareplantedinan

Crosby/McKissick Group DEQapprovedphytoremediationasthe

preferredcleanuptechnology.Poplartreeswereplantedin�004.Monitoringshowsareductionofcontaminationwherethetreesareplanted.Continuedmonitoringwillevaluatetheeffectivenessofthistechnologytoreducecontaminationandtostoporslowdownitsmigration.Formoreinformation,contactSamUkpakaat(405)70�-5148.

Oxygenintheaircanenhancethenaturalbreakdownofcontaminants.Benzene,acommonorganiccontaminant,willbiodegradeovertimeprovidedthereisadequateoxygenandnutrients.

TheformerChamplinRefineryinEnidisdismantledandclosed,butrefinedproductscontainingbenzenewerehistoricallyreleasedandhaveimpactedthegroundwater.AnadarkoPetroleum,thecurrentowneroftheoldrefinery,isworkingwithDEQtoassessandremediatethegroundwater.

AnadarkoPetroleumevaluatedtechnologiesforgroundwaterremediationanddeterminedairspargingandin-situbiologicaldegradationwouldworkbest.Apilottestwasdesignedtoseehowwellthismethodwouldworkatthissite.WorkbeganlateintheFallof�007onalarge-scalepilotprojectinthe

Anadarko Petroleum, Enid, Garfield County southernareaoftheformerrefinery.

AnadarkoPetroleumplanstousebio-plugsinadditiontoairspargingandsoilvaporextraction.Thebio-plugsarenutrientadditivesthatstimulateexistingsoilmicrobes.Microscopicorganismswillconsumethecontaminationandenhanceremediation.Thegoalofthisparticularsystemistocreateabarriertolimitthecontaminationfrommovingoff-site.Ifthisremediationworksasplanned,thesystemwillbeexpandedtootherareasofthesite.Formoreinformationaboutthisproject,contactGailHamillat(405)70�-511�.

Former B.F. Goodrich Site

The former B.F.Goodrich Site

Anumberofprojectswithgroundwatercontaminationhavesubstancesinjectedintogroundwatertoenhancenaturaldegradation.Thematerialinjectedisselectedbasedonthecontaminantsinvolved.Injectedmaterialsincludeoxygenreleasingcompounds,hydrogenreleasingcompounds,lacticacid,molasses,ozone,andothersolutionsthathelpoptimizebiodegradation.

DEQmonitorstheeffectivenessofthe

Injection Technologyremediationsystemsoncetheyareinstalled.Monitoringhelpsremediationmanagersrecognizewhenchangestothesystemareneededtomaintainoptimalefficiency.

Sitesthathaveactivelyutilizedinjectiontechnologyin�007totreatgroundwatercontaminationincludetheMichelinsiteinMiami,HalliburtoninDavis,NorrisSuckerRodinTulsa,andM-DProductslocatedinOklahomaCity.

TheformerB.F.GoodrichsiteinMiamishowshowinjectiontechnologycanbecombinedwithmoreconventional“digandhaul”cleanuptechniques.MichelinworkedwithDEQtoassesscontaminationataformertiremanufacturingfacility.Acontaminatedgroundwaterplumeextendedoff-site.Thesourcewasidentifiedascontaminatedsoilleftbehindduringremovalofaleakingundergroundstoragetankintheearly1980s.In�007,Michelin

excavatedthecontaminatedsoilfromtheformerundergroundstoragetankpit.Fieldtestsevaluatedinjectionofanoxygenreleasecompoundtohelpremediatethegroundwatercontamination.Thetestsweresuccessfulintreatingthegroundwatercontamination.Theinjectionofanoxygenreleasecompoundwasexpandedtotreatalargerareaofthecontaminatedgroundwater.DEQwillevaluatetheeffectivenessoftheinjectionsbymonitoringwellsovertime.

Program Updates

ThereweresomesignificantlegislativechangesthisyearthatexpandedtheroleandresponsibilitiesoftheLandProtectionDivision’sWasteTireProgram.Theprogramwasinitiallyauthorizedbythe1989WasteTireRecyclingAct.TheActwasestablishedtoaddresstheproblemofmillionsofdiscardedandabandonedtiresinOklahoma.Historically,wastetirescouldbeseeninvastnumbersin

Therewereseveralimportantchangesin�007.AWasteTireRecyclingTaskForcewascreatedtorecommendchangestotheActtoenhancetheState’sabilitytoprovidefortheefficientandeffectiverecyclingofwastetires.The�007legislativechangesbecameeffectiveJuly1,�007.ThesechangesexpandDEQ’sroleasfollows:• authorizeDEQtoconductinspectionsof

tiredealersandmotorlicenseagents;• allocatetwoandone-fourthpercent

(�.�5%)ofmoniesintheFundtotheOklahomaTaxCommissionandfiveand

dumpsitesscatteredacrossthestate.Morethanjustaneye-sore,wastetiresattractverminandactasbreedingsitesformosquitoes.TheWasteTireRecyclingActestablishedafeeandcreatedfinancialincentivesfortheproperdisposalandrecyclingoftires.SincetheinceptionoftheAct,theprogramhasfundedcleanupofnumeroustiredumpsandsupportedcommunitywidetirecollectionevents.

More than 72,000 waste tires were cleaned up from illegal dumps in 2007.

threequarterspercent(5.75%)toDEQforthepurposeofadministeringrequirementsoftheAct;

• changethepercentageoftirescollectedfromillegaldumpsandcommunityeventsfrom5%to�%forQualifiedApplicantsforCollectionandTransportation;

• authorizeDEQtoevaluateandprocessapplicationsforreimbursementandreporttotheOklahomaTaxCommissiontoissuepaymentsfromtheFund;

• authorizeDEQtoapportionpaymentsbasedonrequestsforcompensationifthereisinsufficientmoneyinanymonthtosatisfytheeligiblereimbursement;and

• createanadditionalfeecategoryof$�.50fortireswithrimdiametersgreaterthan17½inchesbutlessthanorequalto19½inches.

Tiredumpsandcommunitywideeventsremainafocusforcleanupundertheamendedstatute.

AmainobjectiveofthisprogramistoevaluateandremediatethemilitaryarmoriesbeingclosedunderBRAC.ThefederalBaseRealignmentandClosureCommittee(BRAC)recentlyrecommendedthatthemajorityofOklahoma’sArmyNationalGuardArmoriesbeclosed.DEQiscoordinatingwiththeOklahomaMilitaryDepartment,theDepartmentofCentralServices,andlocalcommunities,toensurethatenvironmentalissuesareresolvedpriortotransferofownership.Theprogramisfundedthroughaportionofaonecentpergallonassessmentonmotoranddieselfuels.

Theenvironmentalassessmentandremediationofthearmoriesisprogressing.Leaddust,leadpaintandasbestoscontinuetobethemostcommonenvironmentalissuesencountered.LeadcontaminationattheindoorfiringrangeattheHoldenvillearmorywasremediatedthisyear.RemediationofthefiringrangeattheArdmorearmoryisexpectedbyyear’send.Inspectionswerecompletedat15armories.AsbestosabatementcontractswereawardedforfivearmoriesandtheworkwascompletedinDecember.Eightmorearmoriesarecurrentlyinthebiddingprocessforasbestosabatement.Leadabatementwilltakeplaceearlynextyeartocompletecleanupofthesearmories.Followingcleanup,theywillbetransferredtothelocalcommunityforredevelopment.

SCAPalsoresolvespollutionatabandonedwastesitesthatfalloutsidenormalcleanupprograms.Anabandonedwoodtreatingsiteisdiscussedunderthetechnologyportionofthisreport.

Brownfields ProgramThe Skirvin Hilton Opens For Business

InFebruary�007theformerSkirvinHotel,anOklahomaCitylandmark,reopenedforbusiness.Earlyintheprocess,theLandProtectionDivisionplayedasmallbutimportantrolebyprovidingaBrownfieldsloantotheCityofOklahomaCity.The$719,000loanprovidedcriticalfundstoabateasbestosinthehistoricbuilding.Oncethebuildingwasfreeofasbestos,theCityturneditovertoadevelopmentcompany.Thedeveloperupdatedthehoteltomodernstandardswhilemaintainingthestructuralanddesignelementsofthehistoricbuilding.ThedeveloperobtainedaHiltonfranchiseforthehotel,anditreopenedastheSkirvinHilton.

TheAnnualRegionalBrownfieldsPartnerforumwasheldattheSkirvininJune.ThisvenueshowcasedOklahoma’sBrownfieldsProgram,whichencouragesreuseandredevelopmentofcontaminatedproperties.

Oklahomanshavewonderfulmemoriesofthegrandoldhotel,andDEQisproudtohaveplayedapartinitsrenaissance.

DEQadministersmostoftheNuclearRegulatoryCommission(NRC)programsinOklahoma,includinginspectionandlicensingofmostradioactivematerialsusers.DEQhostedtheannualmeetingoftheOrganizationofAgreementStatesinSeptember�007.TheOrganizationprovidesanopportunityforAgreementStatesandtheNuclearRegulatoryAgencytocometogethertodiscussregulatoryissues.Attendeesincludednuclearprogrammanagersfrom�4states,representativesoffourfederalagenciesincludingtheDepartmentofEnergy,EnvironmentalProtectionAgency,GovernmentAccountabilityOfficeandNuclearRegulatoryCommission.TwoofthethreeNRCcommissionersattended.

ThemeetingprovidedupdatesonregulationsandpolicyforindustrialusesofnuclearradiationintheUnitedStates.Paneldiscussionsprovidedanopportunitytoexchangeideas.ThekeynoteaddressbythechairmanoftheNuclearRegulatoryCommission,Dr.DaleKlein,emphasizedtheneedforcoordinationbetweenstateandfederalprograms.

Oklahomahasalonghistoryofmilitaryinstallationswithinitsborders.TheFormerlyUsedDefenseSites(FUDS)ProgramwasestablishedbyCongressinthemid-1980s.Thisprogramhasreceivedlittlefanfare,butitcleansuppropertiesformerlyownedorusedbytheUnitedStatesmilitary.ThesecanbeassmallasanAtlasmissilesilooraslargeasanoldbombingrange.The

AvoluntarybuyoutprogramwascreatedlastyeartomanagetheriskoflandsubsidenceinthehistoricminingareaofPicher,CardinandHockerville.Sincethen,aTrust,comprisedmostlyoflocalmembers,wascreatedtoplanandbuyoutresidents.Thisyear,asofNovember,�5�propertieshadbeenappraised,morethan��4offersweremadeand�09offerswereaccepted.Therewere1�7closingsand58ownershadvacatedtheirproperties.Thesenumberswillcontinuetochangeasthebuyoutproceeds.Theeffortisphasedbasedonthedegreeofriskandavailabilityoffunding.Atyear’send,activitiesslowedduetolackoffunds.Officialsestimatedapproximatelythirtymilliondollarsisneededtocompletethebuyout.

Superfundconductsemergencyresponsesandremovalactionstoaddressimminentandsubstantialendangermenttohumanhealth.TheLandProtectionDivisionworkscloselywithEPAontheseactionsandpayspartoftheexpense.

AsbestoswascleanedupandawasteinvestigationstartedthisyearattheOsagePowerPlantsouthofPoncaCity.TheEPA,DEQ,U.S.ArmyCorpsofEngineers,andtheOklahomaDepartmentofLaborworkedtogetheronthisproject.TheoldplantislocatedsouthofPoncaCityonthewestbankoftheArkansasRiver.

Thecoalpowered,electricalgenerationplantwastakenoffthegridinthe1980s,butillegalasbestosremovalduringsalvageoperationsleftdamagedasbestosscatteredthroughoutthebuildingandalongthebankoftherivernearby.Giantwindowsinthepowerplanthadbeenshotoutorbroken.Thebrokenwindowsallowedcontaminantsinthebuildingtoescapeintotheenvironment.EPAiscontinuingtoevaluateotherhazardsattheplant.

Mercurycontaminationiseasilyspread.Mercuryisatoxicmetallicliquidthatgivesofftoxicvapors.ChildrenrecentlyspilledmercuryinthebleachersattheSnyderHighSchoolfootballfield.Thespilledmercurywascleanedup,butmercurycontaminationwastracedtothreeresidentialhomesandthehighschoolbandroom.Thehomeshadtobedecontaminated,aprocessthatbasicallygutsthehouse.Thisyear,Oklahomahadfivemercuryrelatedresidentialcleanups.MostoftheSuperfundRemovalsin�007dealtwithmercuryandincluded:

The 1976 Resource Conservation and Recovery Act (RCRA) was the nation’s fi rst comprehensive hazardous waste management law.
