DAILY PROCEEDINGS

THURSDAY MORNING – MAY 29

LAITY SESSION: Pre-Session music was provided by the Youth Band from Grace Haitian UMC in the South East District. Bill Walker, Conference Lay Leader, called the Lay Session to order at 9:00 in Sikes Hall. Leader of Laity of the South West District and Nominee for Conference Lay Leader, Sharon Luther, gave the Invocation. Bill Walker led the Opening Litany. Bill gave an overview of the morning’s program and thanked the attendees for participating in chats with the General Conference delegates, which preceded the session. Janet Kelley, East Central District Lay Leader, invited Robbi, Michele and Sean (Bill’s wife, daughter and eldest son) to come to the stage for a time of reflection and thanks. Carol Connor, East Central Associate Lay Leader, led a song, “Thanks to Bill” (to the tune of “To God Be the Glory”), and Bill was given a set of garden tools as a “Thank you” for his service as he concludes four years as Annual Conference Lay Leader. Janet also gave particulars on the Annual Conference (including the exhibits, registration and meals), thanked Bethune-Cookman University for the refreshments, and welcomed the youth and young adults. Nell Thrift gave information on the new Archive Center, to be completed early 2009. Archives housed at the Center will include, but not be limited to, the State of Florida, Florida Southern College, the United Methodist Church, Florida Citrus, and Frank Lloyd Wright. Gayle Hogan, completing her term as Director of Lay Speaking Ministries, thanked everyone, especially the District Leaders of Laity for their service and recognized the services of two District Leaders who had passed during her tenure. Gayle then introduced her successor, Gwen Dube. Paulette Monroe, President of United Methodist Women, and United Methodist Men’s President Rodney Akers, gave their reports. Paulette also introduced the UMW District Presidents and Conference Officers in attendance. Rodney shared that the UMM now have 100 years of making disciples, and that the Florida Conference UMM has been providing retreats for 60 years. He also shared that they are trying to start an Upper Room Prayer Line for Spanish speakers and gave contact information. Both Paulette and Rodney gave information on their coming retreats and activities. Richard Barnes, Director of Lay Renewal, explained Lay Renewal and shared that they had completed one mission in January and have four scheduled for November. Sharon Luther shared that, as a delegate, the information received at the conference should be communicated to the respective churches within three months. Additionally, there is a Lay Member Summary that can be used in writing the report. This will be available on Saturday. Erik Alsgaard, Conference Director of Communications, discussed communication through the e-Review (the Conference newsletter) and advised on how you can sign-up. He also discussed the Communications Road Show that provides hands-on training to local church communicators. Mickey Wilson, Conference Treasurer, shared some highlights from the General Conference. Of special interest was that no money was added or subtracted from the projected budget. His report, along with the other laity reports, will be presented on the floor of the Annual Conference during the next two days and are in the Welcome Book and supplemental packet. Russ Graves, Chair of the Board of Lay Ministry leadership committee, presented the report of their work for the following quadrennium. Saving the best for last, after thanking the laity for granting voice to his gifts, Bill Walker spoke passionately about his mother and her influence on him and his children. He also spoke of his relationship with Bishop Whitaker and the importance of collaborative leadership, clergy and laity working together to make things happen, and of resident leadership within the congregations. He shared that it is not that people resist change; it is that we resist loss (the known, our security, our stability). Bill also spoke from what is referred to as the Exodus Wilderness Story. He noted that we are in a time of wilderness waiting. We must be patient. We must listen. We must listen for God and remember that God will deliver us from the wilderness. He additionally shared excerpts from two books, Leadership without Easy Answers by Ron Heifitz, and

Seeing Gray in a World of Black and White by Adam Hamilton. He noted that Hamilton put in theological terms the useful principles Heifitz cites concerning Adaptive Learning and Leading. There was a brief “open mike” Question and Answer period on “Leadership Challenges within the Life of Your Congregation”, following Bill’s remarks. The session was prayerfully adjourned at 10:45 a.m. (Submitted by Gertrude J. Stewart, Secretary, Board of Lay Ministry.) CLERGY SESSION: The Clergy Session was called to order at 9:00 a.m. in the Youkey Theatre by Bishop Timothy W. Whitaker. Bishop Whitaker opened the Clergy Session in prayer. The Bishop invited Rev. Annette Pendergrass, Chair of the Board of Ordained Ministry, to bring a motion of hospitality allowing retired and Lay Supply pastors from other conferences to be present without voice or vote as guests at the Clergy Session. The motion carried, and they were welcomed. Rev. Mike Moore presented the report for the Fellowship of Local Pastors. Rev. Vicki Walker presented the report of the Order of Deacons and Diaconal Ministers. Rev. Sue Haupert-Johnson presented the report of the Order of Elders. Rev. David Dodge, Director, Center for Clergy Excellence, and Rev. Annette Pendergrass brought the report of the Board of Ordained Ministry. Disciplinary questions 18, 21, 24, 25, 26, 28, 32, 33, 34, 35, 37, 41, 42, 43, 46, 48, 49, 50, 52, 54, 55, 57, 59, 60, 61, 62, and 83 were presented to the Clergy Session for vote. A question was raised regarding question #50. Bishop Whitaker carefully outlined the process used by the Cabinet and the Board to make their determinations. Each of the recommendations made by the Board was affirmed by the Clergy Session. The Bishop invited the members of the Conference Board of Ordained Ministry to stand and be recognized. Rev. Pendergrass thanked each of the persons rotating off of the Board for their years of service. The Bishop invited each clergy member to visit the Health Fair during the conference session. The Bishop thanked the clergy for the privilege of shared ministry within the Conference these past two quadrennium. He announced that if he is reappointed, he is going to hold a special Clergy Convocation in October to discuss his goals and objectives for the Annual Conference over the next four years. The Bishop closed the Clergy Session with prayer at 10:25 a.m. MEMORIAL SERVICE: Pre-service music was provided by Cathy Blanchard, Organist. Bishop Whitaker led the opening Call to Worship. Cindy Selph, Worship Leader, directed the singing of the hymn, For All the Saints. Christy Holden and Cindy Selph offered a musical selection entitled Recollection of Joy. Rev. Archie Buie read the Scripture reading from Philippians 1:3-6. Rev. Tom Farmer, Jr., Pastor of St. Paul United Methodist Church in Largo, offered a message entitled “A Legacy That Will Last.” As a candle was lit, Rev. Buie read the names of those who had died during this conference year. Cindy Selph led the conference in the singing of the closing hymn, Come, Let Us Join Our Friends Above. Bishop Whitaker offered the closing Blessing and Benediction.

THURSDAY AFTERNOON – MAY 29 CONFERENCE CONVENES: To the cadence of the Lakeland High School Drum Line and to the voices of the Annual Conference Music Team singing Praise You and O For a Thousand Tongues to Sing, the Florida Annual Conference of 2008 was called together. Cindy Selph, Conference Worship Leader, invited the members of the conference to join in the singing of Sing to the King. Bishop Timothy W. Whitaker called the Annual Conference to order at 1:45 p.m. He proclaimed that this year’s theme is “Living the United Methodist Way.” Bishop Whitaker offered an opening prayer. The members of the conference joined in the singing of the traditional hymn, And Are We Yet Alive? ORGANIZATION OF THE CONFERENCE: Rev. Ken Minton, Conference Secretary, nominated the following persons to assist with the business of the Annual Conference. The nominations were approved.

REGISTRATION: Rev. Ken Minton reminded the members of the importance of registration. Members need to wear the color-coded name tag supplied at registration to vote on issues and matters to be considered during the Annual Conference session. REPORT OF THE PROGRAM COMMITTEE: Rev. Charles Weaver, Chair, gave words of greeting and instruction. He thanked all of those who have assisted in the planning and preparation of the 2008 Annual Conference Event. Rev. Weaver reviewed the procedures for being recognized to speak during the business sessions of the conference. EPISCOPACY COMMITTEE: Nancy Trinchitella gave the report of the committee. Mrs. Melba Whitaker was invited to the platform to join Bishop Whitaker that they might be recognized for their faithful service to our Conference. A contribution was made to the East Angola Mission in honor of Mrs. Melba Whitaker. The Rev. Jorge Acevedo reported on the upcoming SEJ Conference and the election and assignment of Bishops. One Bishop will be elected at the upcoming Jurisdictional Conference from a present list of six declared candidates. Mary Alice Massey will petition the Jurisdictional Conference to permit Bishop Whitaker to be returned for another four years. Rev. Wayne Wiatt shared a list of seven humorous reasons for Bishop Whitaker’s return. Rev. Wiatt then invited the Annual Conference to join in the singing of Be Thou Our Bishop – a very heartfelt rewrite of the classic hymn, Be Thou My Vision. BOARD OF LAY MINISTRIES: Bill Walker, Conference Lay Leader, brought the Report of the Board of Lay Ministries. Gayle Hogan, Conference Director of Lay Speaking Ministries, highlighted the work of the Lay Speaking Ministry. The three areas of focus for this ministry are Leadership, Caring Ministries, and Communication. Paulette Monroe, President of United Methodist Women, presented a brief overview of the work of the United Methodist Women. She recognized that the Florida Annual Conference led the SEJ in UMW membership. After sharing on the many conferences and workshops planned for the coming year, she asked that the Conference UMW officers, the District presidents, and the members of UMW local units be recognized. Rodney Akers, President, United Methodist Men, reported that this will be the 100

th anniversary of UMM and

the 60th

anniversary of Florida Conference UMM Retreats. It was reported that John Dowell has been elected to serve as the President of the National Association of Conference United Methodist Men’s Presidents. The United Methodist Men and the SEJ United Methodist Men recognized Rev. Kevin James, Pastor of Palma Ceia United Methodist Church as this year’s recipient of the G. Ross Freeman Award. Richard Barnes, Board of Lay Renewal, gave his report on the work of Lay Renewal. Russ Graves presented the name of Sharon Luther as the Nominating Committee’s recommendation to the election as Conference Lay Leader. She was elected unanimously. Bishop Whitaker invited the conference to welcome Sharon Luther as our new Conference Lay Leader. He then asked for an expression of appreciation to the retiring Conference Lay Leader, Bill Walker. Bill in turn recognized the work of Janet Kelley and Diana Herchig of the Conference Office for all their support in the fulfillment of his responsibilities. Mr. Walker recognized his many worthy predecessors. He then shared his retiring reflection on his work as Conference Lay Leader. The members of the conference honored him with a standing ovation. FLORIDA SOUTHERN COLLEGE: Dr. Anne Kerr, President, shared her reflection on both the historic legacy and the present vibrancy on the work of Florida Southern College, one of our two fine United Methodist-related colleges within the boundaries of the Florida Conference. Dr. McKay was recognized for her generous gift to the college. Bishop Whitaker urged the Lay members of the Annual Conference to invite the young people in their congregations to consider both Florida Southern College and Bethune-Cookman University. CONFERENCE IN RECESS: Bishop Whitaker placed the conference in recess at 2:43 p.m. CONFERENCE CONVENES: Bishop Whitaker called the conference to order at 3:00 p.m. At the 2008 meeting of the Council of Bishops, they adopted the theme, Making Disciples of Jesus Christ for the Transformation of the World. He reported on the Seven Pathways for the Church: Teaching the Wesleyan Way; Strengthening Lay and Clergy Leadership; Transforming Congregations; Creating New Congregations; Ending Racism; Eliminate Poverty by Living with the Poor; and Reach and Transforming the Lives of the Next Generation of Children. Bishop Whitaker introduced Rev. Dr. Randy L. Maddox, one of the nation’s leading authorities on Wesleyan Theology. LIVING THE UNITED METHODIST WAY: The Rev. Dr. Randy L. Maddox, Professor of Theology and Wesleyan Studies at the Divinity School, Duke University, spoke to the Deep Convictions of the Wesleyan Way, in particular as found in the work of John and Charles Wesley. Dr. Maddox spoke to the Core Concerns regarding our Wesleyan view of doctrine - Shaping the Mind of Christ and the God of Universal Grace/Love. Dr. Maddox spoke next on the Core Concerns of the Wesleyan

understanding of the Spirit - Longing for and Embracing Present Renewal of Self and World and a Renewed Appreciation for the Work of the Spirit. Finally, Dr. Maddox addressed the Core Concerns regarding our Wesleyan view of discipline - Discipline as a Means to Nurture the Gift of Grace and Discipline as a Means to Bring Freedom. He illustrated these Core Concerns through a video clip from Discipleship Resources entitled “Opening Ourselves to Grace.” Dr. Maddox led the conference in a time of conferencing. He asked the members to focus on three questions: (1) What aspect of the Wesleyan Way has been most vital to your Christian growth? (2) What dimension seems most in need of recovery in our churches? and (3) What challenges most hinder this recovery? Dr. Maddox then stressed the strength of our tradition to carry us to deeper levels of inner personal renewal. COMMITTEE ON RESOLUTIONS: Rev. Ron McCreary, Chair, presented the preliminary report of the Committee on Resolutions. He reminded the conference that we are still operating under the 2007 Standing Rules. There are three resolutions sponsored by the Global Mission and Justice Committee to come before the conference. They are: (#2008-1) Resolution - Florida Conference Celebrating Children; (#2008-2) Peace With Justice Sunday Celebration; and (#2008-3) Honoring God’s Creation. A motion was made by Rev. Owen Stricklin to “suspend the Standing Rules deadline for resolutions in order to bring a Resolution for the Development of a Professional Procurement Program on the floor of the Annual Conference.” Bishop Whitaker called for a vote on the motion to suspend the Standing Rule and permit the resolution to come before the conference. The motion carried. Rev. McCreary accepted the resolution (#2008-4) entitled Resolution for the Development of a Professional Procurement Program for consideration. Rev. McCreary noted that another resolution has recently been presented for consideration by the conference. After review, it is ruled that the resolution meets the criteria permitted in the Standing Rules to allow for consideration. Therefore, the resolution (#2008-5) entitled Resolution - Supporting a Global Marshall Plan is in order. All five of the resolutions listed above will be brought before the conference on Saturday. CONFERENCE ADJOURNS: Rev. Geraldine McClellan offered a prayer to close the Thursday afternoon session. Bishop Whitaker adjourned the conference at 4:55 p.m.

THURSDAY EVENING – MAY 29

GENERAL CONFERENCE REPORT: Bishop Timothy Whitaker called the conference to order for the evening session. Bishop Whitaker called on Bill Walker and Rev. Jorge Acevedo to bring the report from the 2008 General Conference which was held in Fort Worth, Texas. Included in their report was a video recap of the event. All of the delegates to General Conference were presented to the conference. The motion was made by Rev. Acevedo to have the Annual Conference affirm the names of those recommended for inclusion in the Southeastern Jurisdictional Conference Nominee Pool. The motion passed. A gift of banners from General Conference was given to Bishop Whitaker by Jackie Vaughn and Royya James. EUCHARISTIC SERVICE: The conference gathered with the Annual Conference Music Team singing Not Unto Us. The Call to Worship drew upon the words of John Wesley, “All who desire the grace of God are to wait for it in the means he has ordained: prayer, hearing, reading, and meditating on the Scriptures; and partaking of the Lord’s Supper.” The conference joined in the singing of And Can It Be That I Should Gain and You Are My King. The Scripture readings were from 1 Peter 3:13-22 and John 14:15-21. The sermon, “What a Beautiful Journey! The United Methodist Way,” was delivered by Bishop Hee-Soo Jung of the North Illinois Conference (Chicago Area). The Annual Conference offering was received as the Music Team sang Open Our Hearts. Bishop Whitaker led the conference in the Liturgy for Holy Communion. Special music was offered by Ryan Earnhardt during the serving of the elements. The Music Team led the closing hymn, Lord, I’m Amazed By You. Bishop Whitaker pronounced the Benediction.

FRIDAY MORNING – MAY 30

CONFERENCE CONVENES: Bishop Timothy W. Whitaker convened the conference at 8:30 a.m. with a prayer lifting up a father and daughter from Naples who have been missing for over 24 hours. The opening hymn, There’s Within my Heart a Melody, was led by Andy Sistrunk and Rev. Lee Lallance, pianist. BIBLE STUDY: Bishop Hee-Soo Jung, Bishop of the Northern Illinois Conference (Chicago Area) brought the morning’s Bible Study. The text was from Matthew 14:13-21.

BETHUNE-COOKMAN UNIVERSITY: Dr. Trudie Reed, President, gave the report of the University. A video was shown highlighting the history, scholarship, and service of Bethune-Cookman University. Various programs were highlighted including a program for male students who go into neighborhoods to impress upon young boys the importance of education and faith. This past December, the University dedicated a new facility for its Nursing program. The University’s first graduate program, the M.S. degree program in Transformative Leadership, is attracting students from around the nation. The dream is to add two additional master’s degree programs: the M.S. in Nursing and the M.S. in Environmental Science. The Rev. Alfred Cookman Outstanding Leadership Award and the Mary Bethune McLeod Community Service Awards were presented to Rev. Geraldine McClellan. CONNECTIONAL MINISTRIES - LEADERSHIP CONNECTION: Rev. Anne Burkholder, Director of Connectional Ministries, noted several personnel changes in Conference staffing. Rev. Vance Rains will now be working with Collegiate Ministries. Rev. Carol Sue Hutchinson is retiring this year and was thanked for her 20 years of dedication to the Annual Conference. Melinda Trotti, Director of Spirituality and Justice Ministries, will be taking over some of the duties that formerly were under the responsibility of Rev. Hutchinson. Rev. Burkholder introduced Mrs. Alice Williams, Chair, who presented the report of the Leadership Connection. Mrs. Williams gave an overview of the past year. The group of 15 pastors and laity teleconferenced eight times throughout the year. The Leadership Connection awarded $80,000 for programs such as Divorce Recovery, Youth Ministers, Camp for Clergy Kids, Ray of Hope, Young Adult and Youth Connection to the church. This group is forward-thinking and is keeping an eye on the future. There are large issues confronting the conference: changes in our congregations; economic challenges; biases within congregations; and hardship issues. So many of our church members are facing personal issues: joblessness; homelessness; hunger; health care crises; and emotional, spiritual and mental stress and strains. Mrs. Williams recognized Rev. Burkholder for her years of leadership to the Leadership Connection. Rev. Burkholder shared a word of thanks for all in the Annual Conference who have provided her such wonderful support through the years. CONFERENCE IN RECESS: Bishop Whitaker placed the conference in recess at 9:48 a.m. CONFERENCE RECONVENES: Bishop Whitaker called the conference back to order at 10:00 a.m. DEPARTMENT FOR MINISTRY PROTECTION: Roger Bond, Chair, gave the report of the Department. Mr. Bond shared that there was a 22% overall decrease in the property, casualty, and workers’ compensation insurance premiums. The overall savings in 2008 to local churches was $4,000,000 with a major increase in our liability coverage limits. Mr. Bond introduced Rev. Steve Price as the new Chair. Rev. Price thanked Mr. Bond for his years of service to this committee. NEW CHURCH DEVELOPMENT: Rev. Mont Duncan, Executive Director, and David Elyea, Chair, gave the report of the committee. It was reported that 75% of the committee’s resources are being directed towards outreach to ethnic minority persons. Rev. Duncan reported that we were able to contribute $90,000 of non-apportionment monies to start a new church in the region still rebuilding after Hurricane Katrina. Rev. Duncan reported that 19 new churches are planned for this year and 16 new churches for the coming year. Representatives from a number of the new church starts shared their experiences. Rev. Duncan recognized the new Director of Hispanic New Church Development, Rev. Samuel Gonzalez, who shared additional details about several of the Hispanic new church starts. STANDING RULES COMMITTEE: Rev. Jay Therrell, Chair, gave the report of the committee. There are several proposed changes to the Standing Rules. Rev. Clarke Campbell-Evans made the motion “to change the January 31

.” There was a second and debate followed. Bishop Whitaker called for a vote on the amendment. The amendment failed. Bishop Whitaker called for a vote on the whole report. The report was approved. CONNECTIONAL MINISTRIES – YOUNG PEOPLE: Kelly Minter and Carlene Fogle-Miller gave the report. Corey Jones and Denvil Farley introduced a short video portraying the significance of young adults becoming incorporated into their churches. Connecting and establishing meaningful relationships is an important aspect of this ministry. October 25, 2008, will be the 18

th annual Make a Difference Day in which young adults will participate in various community projects. Dave Jans and David

Benson introduced a video by Kelly Minter on Why is Youth Ministry Important? CONFERENCE IN RECESS: Bishop Whitaker placed the conference in recess at 11:10 a.m. CONFERENCE RECONVENES: Bishop Whitaker called the conference to order at 11:17 a.m.

BOARD OF HIGHER EDUCATION AND CAMPUS MINISTRIES: Rev. Vance Rains, Director, gave the report of the Board. Rev. Rains reported that the two United Methodist campuses and the other eight campuses which house United Methodist Campus Ministries are alive and active. He noted that within the boundaries of the Florida Annual Conference, there are 1 million college students of which 80% do not know Jesus. He shared that 90% of these persons will leave the church after high school graduation. A number of new initiatives were shared. A new campus ministry is planned for Jacksonville University. The University of Florida campus ministry is building a new facility for the Wesley Foundation. A goal of the Board is to establish campus ministries at the University of South Florida and at Florida International University. He asks for prayerful support and financial partnership with churches and individuals to make these dreams a reality. CONFERENCE CENTER TASK FORCE: Rev. Robert Gibbs, Chair, gave the report of the Task Force. This group was given the task of finding adequate space for the Bishop and Conference staff. Many different scenarios and possibilities have been considered so far. The request was made to extend the work of the Task Force for the next year in order to develop and solidify the vision and plans for an Annual Conference Center. The request of the Task Force was approved. CONFERENCE BOARD OF TRUSTEES: Rev. David McEntire, Chair, gave the report of the Board. Rev. McEntire shared the intention of the Board of Trustees to use resources wisely and to continue to be good stewards with the resources entrusted to them. The Trustees of the Florida Conference are grateful to serve in a capacity which allows for renewal and expansion of those places where lives are changed and commitments to Christ are made. Rev. McEntire recognized Mary Alice Massey for her many years of service on the Board of Trustees. DISASTER RESPONSE AND STORM RECOVERY: Marilyn Swanson, Director, and Rev. Marta Burke gave the report of the committee. A video was shown which summarized the work of this important area of ministry to local churches throughout the Annual Conference. CONFERENCE ADJOURNS: Rev. Ken Minton, Conference Secretary, made several announcements and reported that last night’s Conference offering totaled $70,143.62. Dr. Walter H. McKelvey, President, Gammon Theological Seminary, offered a prayer. Bishop Whitaker adjourned the Conference at 12:02 p.m.

FRIDAY AFTERNOON – MAY 30 CONFERENCE RECONVENES: Bishop Whitaker called the conference to order at 1:28 p.m. ANNIVERSARY CHURCHES AND CLERGY: Nell Thrift, Conference Archivist, introduced the churches celebrating significant anniversaries. Nell Thrift introduced the 17 pastors celebrating their 25

year since ordination. Two pastors, ordained 70 years ago, are Rev. E. Clayton Calhoun and Rev. Harold E. Buell. Rev. Calhoun was unable to be in attendance. The Rev. Harold Buell, his wife Jean, and their sons were in attendance to celebrate this very special milestone. Nell Thrift shared interesting information about both of these dedicated servants. Bishop Whitaker offered a prayer for all of the churches and clergy celebrating the noted anniversaries. RECOGNITION OF RETIREES: The Call to Worship was led by Rev. Britt Gilmore, followed by the singing of the hymn Lift High the Cross and the Prayer of Thanksgiving. The 2008 Retirees were presented by Rev. Scott Baker, Chair of the Conference Board of Pension and Health Benefits, with the help of the Rev. Richard Landon and Rev. Kim Uchimura. As Rev. Grant Siegfried (retiring full connection member) and Rev. Armando Rodriguez (new full connection member) knelt on the center platform, the passing of the mantle was conducted by Bishop Whitaker moving the mantle from the retiring pastor to the new pastor. The hymn, Rejoice, Ye Pure in Heart, was sung. The service concluded with the Dismissal with Blessing led by Bishop Whitaker. The Organ Postlude was offered by Jay Brooks. HISTORIC QUESTIONS: Rev. David Dodge, Director of the Center for Clergy Excellence invited those to be ordained at this evening’s Service of Ordination to the stage. Bishop Whitaker proceeded to ask the Historic Questions to all gathered on stage. CENTER FOR CLERGY EXCELLENCE: Rev. David Dodge, Director, briefly explained the role and function of the Center for Clergy Excellence. Each year, several Disciplinary Questions are required to be answered by every Annual Conference. Rev. Annette Pendergrass, Chair, Board of Ordained Ministry, answered the questions on behalf of the Board. Question 17 - “Are all of the clergy members of the conference blameless in their life and official administration?” Her answer: All are blameless except for one. Question 71 – “Who constitutes the committee on Investigation?” Her answer: Lois Polstra. Question 78 – “What Diaconal Ministers have died in this past year?” Her answer: Mary Calhoun. Rev. Pendergrass thanked the members of the Board who are completing their term of service and introduced the new Chair of the Board of Ordained Ministry, Rev. Catherine Fluck-Price. Bishop Whitaker expressed his appreciation to Rev. Pendergrass for her service to the Conference. Rev. Dan Casselberry, Chair, Equitable Compensation Committee, gave the report of the committee. The committee proposes the minimum Salary Recommendations for 2009 found on page 74 in the Workbook and requests a 2009 budget amount of $350,000 to complete their work. Bishop Whitaker called for a vote on the recommendations. The report of the committee was approved. Rev. Barbara Riddle, Chair, Preachers’ Relief Fund, gave the report of the committee. She noted that there are 17 properties under the committee’s oversight currently valued at over $900,000. Rev. Riddle presented the new officers of the committee - Michael Maier, President, and Rev. John Griswold, Vice President. Bishop Whitaker called for a vote on the report. The report was approved. Rev. David Dodge presented a short video regarding the call to ministry. Corry Britt informed the conference of an event called “SCREAM: Getting Ready for the Ride!” to be held February 20-22, 2009 in Orlando. This event is designed to help persons 18 to 25 years of age to explore the possibility of full-time ministry in the church. 60TH

ANNIVERSAY OF THE ADVANCE: Adam Neal, General Board of Global Ministries, explained the history of the Advance.

Since its inception, over $1.2 billion has been given by United Methodist Churches. Through the Advance, a person may chose where 100% of their monies will go. Mr. Neal introduced a video outlining the overall effects of the Advance throughout the world. Mr. Neal introduced the Reverends Delbert and Sandy Groves, missionaries to Zambia. The Groves’ brought greetings from the Bishop, pastors, and people of the church in Zambia. They thanked the conference for their continued support. At last year’s conference, $100,000 was raised for East Angola. COUNCIL ON FINANCE AND ADMINISTRATION: Rev. Tim Smiley, Chair, gave the report of the Council. He thanked Mickey Wilson for his instrumental role in helping the General Conference think carefully and wisely about the use of our resources and accumulated assets. He thanked the Conference Staff for their hard work on our behalf. Mickey Wilson, Conference Treasurer, reported that the Conference cannot look at the amount of giving to determine the health of the Conference. As we determine the cost of insurance premium, the reduction in insurance premiums was actually closer to 30%, but after factoring in those churches not paying their premiums, churches realized only a 22% reduction. It was determined that permanent email addresses for all clergy would be a significant cost savings to the conference as over 1,000 changes were made in 2007 to individual email addresses and also a heightened accuracy of addresses. It was reported at last year’s Conference that the software has been changed out, but it took longer and was more expensive to change out. Mickey was hoping that the project would be cost neutral, but he reported that it will take 2 years to make up for the cost of the change in software. Mickey reported that there has been a change in auditing firms who are more equipped to hold us to much higher standards. Mickey reported that the Conference is willing to perform free audits for those churches who cannot afford them. CONFERENCE IN RECESS: Bishop Whitaker placed the conference in recess at 3:32 p.m. CONFERENCE RECONVENES: Bishop Whitaker called the conference to order at 3:44 p.m. AFRICAN AMERICAN COMPREHENSIVE PLAN: Rev. Walter Monroe, Chair, gave the report of the committee. Rev. Monroe introduced a short video highlighting a ministry partially funded by the Florida Conference: The Mount Pleasant Worship Center in conjunction with Mount Tabor Ministries. For us to continue to strengthen the African American communities throughout the Conference, the Plan recommends the following: (1) a Director of African American Congregational Development; (2) funding through the 2009 budget under Congregational Transformation; and (3) upon approval, that the Office of Human Resources commences the search for the Director immediately after the conclusion of the 2008 Annual Conference. Bishop Whitaker called for a vote of the report. The report was approved. CONGREGATIONAL TRANSFORMATION: Rev. Jeff Stiggins, Director, and Russ Graves, Chair, gave the report of the committee. Rev. Stiggins noted that much of the work this year has been the development and implementation of The Methodist Way. The pre-conference classes were well attended: first session - 291, second session - 258, and at the third

session – 389. Rev. Stiggins reminded the conference of Bishop Whitaker’s goals: Increase Worship Attendance; Increase Professions of Faith; and Increase Externally Focused Ministry. Rev. Phil Maynard shared information about the Natural Church Development Process. Fifty churches are currently involved. One hundred churches are currently involved in the Refocus Network Process. A video was shown highlighting the work of the Refocus Network. Russ Graves noted that the Natural Church Development Process is a guided process which helps local church leaders identify and address the unique health issues facing their congregation so that they can produce the fruit God intends. Rev. Stiggins invited the leaders and churches of the Annual Conference to visit their new website located at www.congregationaltransformation.com. This site gives additional information about the Methodist Way, Natural Church Development, Refocusing, Coaching and general information on Congregational Transformational. Rev. Stiggins extended a word of thanks to Russ Graves, who has served as Chair for the past four years. The new Chair, Steve Potter, was introduced. CAMP AND RETREAT MINISTRIES: Rev. David Berkey, Director, gave the report of the Board. This is the sixty year anniversary of age-level ministries offered at the Warren Willis Camp. Evelyn Willis, widow of Warren Willis, was introduced. Rev. Berkey reported the growth in the Conference program and how the camps are reaching out to the Hispanic community by developing Hispanic programs. We are developing relationships with day camp ministries as well. The summer interns, Catea Harris, Nakita Hernandez, Beth Goddard, and Kenny Martinson were introduced to the conference. FLORIDA UNITED METHODIST FOUNDATION: Rev. Tom Marston, President, and Mrs. Beth Knolls gave the report of the Foundation. Mrs. Beth Knolls, Secretary, called the annual meeting of the Florida United Methodist Foundation to order at 4:30 p.m. Mrs. Knoll directed the attention of the conference to a letter on pages 178 and 179 in the Workbook Supplement and moved that the Articles be amended so that the “Annual Conference Treasurer be added as an ex-officio director of the board. The Bishop of the Conference, the Annual Conference Treasurer and Executive Director of the Committee for New Church Development shall serve as ex-officio members of the Foundation but without voting privileges.” Mrs. Knoll called for the vote on the recommended amendment. The motion carried. Mrs. Knoll further reported that all investments are safe, secure, and performing as well as can be expected in this time of market volatility. At the end of 2007, the Stock Fund had impressive gains of +18.58%, the Balanced Fund at +11.75%, and the Income Fund at +7.51%. Over a five year period those same funds realized gains of +17.89%, +13.54%, and +3.39% respectfully. The Foundation is managing over $227,000,000 in assets. The Development Fund is a life line for churches considering expansion. In 2007, twenty-three new development loans totaling $20 million were approved. In 2007, the largest loan was for $4,500,000, and the smallest was for $20,000. Currently, there are 143 loans outstanding in the amount of $62,000,000 with a growth of $10.5 million in deposits and a net growth of $30,289,958. The Emergency Grant Program is making a difference in ministry. Mrs. Knolls reported on some of these Emergency Grant participants. Mrs. Knolls announced the recipient of the Alice W. Lockmiller Award, Ruth Cary, First UMC, Orlando. Mrs. Knolls announced the recipient of the Robert C. Holmes Award, Rev. Sam Seizert, Englewood UMC. Rev. Bill Barnes presented the report of the Bishop’s Capital Campaign - Together: Bringing Hope/Changing Lives. Rev. Gene Zimmerman is the honorary clergy Chair. The laity co-Chairs are Scott and Sally Houk. Rev. Barnes noted that clergy meetings have been held in every District and that we are now moving into the major gifts phase. After that, the general phase will begin at next year’s Annual Conference. To date, $3,500,000 has been raised or pledged from the leadership group. Bishop and Mrs. Whitaker were the first to give to the campaign. The Campaign Committee will be back next year to outline the general phase of this campaign. The annual meeting of the Florida United Methodist Foundation was adjourned at 4:55pm. CONFERENCE ADJOURNS: Rev. Moises Isla, pastor at Cienfuegos, Cuba, offered a prayer. SERVICE OF LICENSING, COMMISSIONING AND ORDINATION: The Service began with songs of praise by the Conference Music Team, the Clarion Brass, Rev. Lee Lallance, pianist, and Mr. Matthew H. Corl, organist. Bishop Whitaker offered a greeting and prayer. The sermon by Bishop Whitaker was entitled The Cross and the Flame and was based on the text from 2 Timothy 1:1-7. Joining Bishop Whitaker in the service were Bishop Jung, Bishop Robert E. Fannin (retired, North Alabama Conference), Bishop Lloyd Knox (retired, North Georgia Conference), and Bishop Armando Rodriguez (retired, Cuba). There were 12 persons licensed as local pastors; 16 persons commissioned as Probationary members; two persons ordained as Deacons; 13 persons ordained as Elders; and two persons received on Recognition of Orders. The Service ended at 8:53 p.m.

SATURDAY MORNING – MAY 31 PRE-CONFERENCE MUSIC: Cindy Selph led the members in several songs of worship and praise. CONFERENCE CONVENES: Bishop Timothy W. Whitaker called the conference to order at 8:30 a.m. BIBLE STUDY: Bishop Hee-Soo Jung presented the morning Bible study. His insightful and inspiring study was based on Luke 19:1-10. NOMINATIONS AND LEADERSHIP: Rev. Anne Burkholder and Sheri Lingle presented the report of the Committee on Leadership. The report begins on page 181 of the Workbook and includes a “Change Sheet” supplied at registration which shows additional updates made as of May 28, 2008. Rev. Burkholder presented several changes that were submitted after the printing of the report. Two changes were received from the floor: (1) Rev. Anthony Wesson volunteered to chair the Health and Wholeness Task Force and (2) Rev. Clarke Campbell-Evans shared the names of Rev. Barbara Riddle (Chairperson), Rev. Clarke Campbell-Evans (Vice Chairperson), and Rev. Geraldine McClellan (Secretary) as the newly elected officers of the Committee on Investigation. REFUGEE MINISTRIES: Rev. Larry Rankin and Rev. Marilyn Beecher presented the report. Rev. Beecher shared some basic information about Justice for our Neighbors (JFON) and the two immigration clinics now under their supervision. Rev. Beecher then introduced Mayuris Pimentel, Esquire. Mayuris shared a brief overview of the services offered by JFON. She also informed the conference of the anticipated opening of their third clinic located in Ft. Pierce later this year. BOARD OF PENSIONS AND HEALTH BENEFITS: Rev. Scott Baker, Chair, and Barbara Pearce gave the report of the Board. Barbara reported that the Health Fair has recorded 524 visits so far. Barbara reported that in 2001 there were 5 insurance plans, 4 carriers and 15 billed rates. Today, there is currently one carrier, one plan, and three billed rates. She noted that our rates are still below their 2004 levels. Fifty-five percent of our current participants are of the baby-boom age. The Reserve Fund will continue to assist with the leveling of future rates. Rev. Baker reported pension assets grew from $21,000,000 to $30,000,000. He strongly encourages the continued support of the Central Conference Pension Initiative. This Initiative helps to provide pension support to retired pastors in 55 Conferences throughout 35 countries. Rev. Baker presented the report of the Joint Committee on Incapacity and moved that the report be adopted. Bishop Whitaker called for a vote on the report, and it was approved. Rev. Baker moved the adoption of the full report of the Board. Bishop Whitaker called for a vote on the whole report, and it was approved. Rev. Baker introduced the new officers of the Board. Rev. Barbara Riddle thanked Rev. Scott Baker and Barbara Pearce for their leadership and tireless work on this committee. OUTREACH MINISTRIES: Rev. Marilyn Beecher and Rev. Pam Hall presented the report. A skit and a short video highlighted the work of the Florida Conference Outreach Ministries which includes: CROS; Church and Community Connection; Community Outreach Agency; Grace Place; Halifax Urban Ministry; South Central District Outreach Ministries; South Florida Urban Ministries; United Methodist Cooperative Ministries of Madison County; and United Methodist Cooperative Ministry. Rev. Larry Rankin introduced the resolution (#2008-2) from the Global Missions and Justice Committee entitled Peace with Justice Celebration Sunday. Alma Manney, Conference Peace with Justice Coordinator, spoke on the significance of the resolution. The resolution encourages local churches in the Florida Conference to celebrate “Peace with Justice Sunday” every year with an offering that would increase the opportunities for the United Methodist Church to respond and become involved with God’s plan for shalom. Questions and comments were taken from the floor. Bishop Whitaker called for a vote on the resolution. The resolution was approved. UNITED METHODIST PUBLISHING HOUSE: Gary Thomas presented a check to the Conference in the amount of $17,413. As in year’s past, the funds will be applied towards minister’s pensions within the Florida Conference and throughout the world. CONFERENCE IN RECESS: Bishop Whitaker placed the conference in recess at 10:10 a.m. CONFERENCE CONVENES: Bishop Whitaker called the conference to order at 10:20 a.m. CHILDREN’S HOME 100TH ANNIVERSARY: Mike Galloway, President and CEO, and Rev. Mont Duncan, Chair of the Board, presented the report of the Children’s Home. Rev. Duncan thanked the Florida churches for their support and introduced a video which gave an overview of the history of the Children’s Home. Mike Galloway expressed his thanks for everyone who

has supported the work of the Children’s Home over the past 100 years. He thanked the conference on behalf of all of the children who have been a part of the Children’s Home and for the difference that has been made in hundreds of young lives. Rev. Stephen Hartsfield presented the very first copy of the Children’s Home Anniversary book, Under the Sheltering Tree: The 100 Year History of the Children’s Home, to Bishop Whitaker. Rev. Denny McCullough, Chaplain, led some of the children in song and dance to the great delight of all present. Rev. Duncan noted that every four years a Relationship Statement between the Conference and the Florida United Methodist Children’s Home must be approved in order to continue to meet accreditation guidelines. Rev. Duncan made two minor editorial changes to the Relationship Statement printed in the Workbook. Bishop Whitaker called for a vote to renew the Relationship Statement as amended. The request was approved. Rev. Duncan closed by acknowledging those churches who achieved their giving goal for 2007 to the Florida United Methodist Children’s Home. FIGHTING HUNGER AMONG FLORIDA’S CHILDREN: Melinda Trotti, Director of Justice and Spiritual Formation Ministries, and Lynette Fields made the presentation. A Summit on Advocacy and Ministry for Children will fold into the Bishop’s Initiative on Children and Poverty (BICAP). Lynette Fields reported on the State-wide initiative to end childhood hunger in Florida. She presented selected points of a 10-point plan to attain this goal and encouraged the participation of each local church throughout our Annual Conference. Lynette also encouraged any church that is already working towards this goal to share their stories with the committee through Melinda Trotti. Melinda introduced a video on a day camp held within the Florida Conference designed to feed the physical and spiritual hunger of children. Melinda then presented a resolution (#2008-1) entitled Resolution – Florida Conference Celebrating Children. Melinda moved that the resolution be adopted. Bishop Whitaker called for a vote on the resolution. The resolution was adopted. CONNECTIONAL MINISTRIES REPORTS: Rev. Anne Burkholder presented a number of reports found in the Workbook on pages 25-45, 52-59, 175-176 and an addendum sheet provided in the packet. Rev. Burkholder moved that the resolution (#2008-3) entitled Honoring God’s Creation be moved from the Connectional Ministries report and placed with the Committee on Resolutions to be dealt with as a separate resolution. Bishop Whitaker called for a vote to permit this procedural motion. The request was approved. Rev. Burkholder moved the adoption of the full report as amended. Bishop Whitaker called for a vote. The report was adopted. COUNCIL ON FINANCE AND ADMINISTRATION: Rev. Dan Johnson, Rev. Tim Smiley, and Mickey Wilson, Conference Treasurer, presented the 2009 Conference Budget. Rev. Smiley expressed his thanks to Rev. Johnson for his strong and supportive leadership of the Committee. Rev. Smiley noted that the formula used to calculate Superintendent salaries was established through prior Conference action. Salaries for the District Superintendents will increase 3.1% for 2009. Rev. Smiley then led the members through a series of recommendations needing to be adopted by the conference. Recommendation #1 establishes the mileage allowance for Conference related travel at the IRS allowable business rate (currently 50.5 cents per mile) plus tolls. The recommendation was approved. Recommendation #2 establishes the criteria for determining housing allowances for employees or professional staff. The recommendation was approved. Recommendation #3 establishes the criteria of the “Fair Share Formula” used for the calculation of the apportionment amount assigned to each local church. The recommendation was approved. Recommendation #4 proposes that the District Work Fund apportionment be calculated using the same formula for all churches in every district throughout the Conference. The recommendation was approved. Recommendation #5 restricts agencies, groups, or individuals obligating Conference funds in excess of anticipated income. The recommendation was approved. Recommendation #6 establishes the deadline for 2010 budget requests as January 16, 2009. The recommendation was approved. Recommendation #7 establishes the listing of approved Conference-wide fund raising appeals. The recommendation was approved. Recommendation #8 authorizes the Council on Finance and Administration to establish a line of credit not to exceed one million dollars. The recommendation was approved. Recommendation #9 authorizes the Council on Finance and Administration to act on financial matters between sessions of Annual Conference. The recommendation was approved. Recommendation #10 seeks the approval of the 2009 Conference budget and apportionments. The recommendation was approved. COMMITTEE ON RESOLUTIONS: Rev. Ron McCreary, Chair, reminded the members of the process that will be followed during the presentation and discussion of the resolutions. Rev. McCreary placed the resolution (#2008-3) entitled Honoring God’s Creation before the conference for consideration. Annie Woods moved to refer the resolution to Conference Table #20 scheduled to be held in June 2008. Questions and discussion from the floor followed. Bishop Whitaker called for a vote to refer the resolution. The motion carried, and the resolution is referred to the Conference Table. Rev. McCreary placed the resolution (#2008-4) entitled Resolution for the Development Professional Procurement Program before the conference for consideration. Bill Hall spoke to this resolution. Anne Burkholder moved to amend the resolution by replacing the words in the final paragraph, “to create”, with the words, “to explore the feasibility of creating”. Bishop Whitaker called on a vote to accept the amendment. The motion was approved. Bishop Whitaker called on a vote to adopt the resolution as amended. The resolution was approved. Rev. McCreary placed the resolution (#2008-5) entitled Supporting a Global Marshall Plan before the conference for consideration. Tom Tift spoke to the resolution which calls on the Florida Annual Conference to endorse U.S. House Resolution #1078 and to urge each of Florida’s Congressional Representatives to sign on as co-sponsors of the U.S. House Resolution. Bishop Whitaker called for a vote on the resolution. The resolution was approved. Rev. McCreary thanked the members for the spirit of kindness and Christ-likeness exhibited throughout the debate process and reminded the conference of the new January 31st deadline adopted in the Standing Rules. The following churches are voluntarily discontinued: College Heights Hispanic UMC, Lakeland (3/31/08); Gibsonton UMC, Gibsonton (4/5/08); Wesley Memorial UMC, Lakeland (6/1/08); First UMC, Waldo (12/31/07). The following churches are discontinued because of abandonment: Kendrick UMC, Kendrick (7/1/07); Mt. Pleasant UMC, Miami (5/30/08). The following church is being recommended by the Cabinet for involuntary discontinuation: Allapattah Hispanic UMC, Miami (5/30/08). A vote was taken on the discontinuation of these churches. The recommendations of the Cabinet were approved. ANNUAL CONFERENCE SITE SELECTION COMMITTEE: Rev. Charles Weaver, Chair, brought the report of the committee. The Florida Annual Conference will convene from June 9-13, 2009 at Bethune-Cookman University in Daytona Beach. Marilyn Swanson presented a recommendation from the committee to hold the 2011 Florida Annual Conference at the Tampa Convention Center instead of the Lakeland Center. A number of questions were raised from the floor. Bishop Whitaker called for a vote on the recommendation. The recommendation was approved. COMMITTEE ON JOURNAL: John Gaines reported that the minutes of the previous days’ sessions have been reviewed and are found to be in order. He moved that the minutes be adopted. The motion was approved. He also moved that the Conference Secretary be permitted to approve and edit the proceedings of today’s business session after the adjournment of the Annual Conference session. The motion was approved. CLOSING CEREMONY: Cindy Selph, Worship Leader, led the conference in singing, Go Ye, Go Ye into the World. Bishop Whitaker extended his thanks and appreciation to those District Superintendents rotating off of the Cabinet this year. Bishop Whitaker introduced and welcomed three new District Superintendents, Rev. Sharon Austin, Rev. John Powers and Rev. Annette Pendergrass. Bishop Whitaker introduced and welcomed the new Director of Connectional Ministries, Rev. Beth Fogle-Miller. Rev. Whitaker asked each District Superintendent to confirm the appointments as printed in the 2008 Appointment Book. With no corrections to be made, Bishop Whitaker set the appointments for the coming Conference year. Bishop Whitaker offered a closing prayer before pronouncing the Benediction.
