Greetings!

For over 30 years, NBDPA has worked relentlessly within the community to expose our inner city youth, and adults to technology. Our Founders Earl Pace and the late David Wimberly wanted to provide African Americans access to a community where they can grow in the field of technology. Mr. Pace and Mr. Wimberly opened their minds, and inspired them to gain skills that would provide access into the technology world, Corporate America, and to becoming an entrepreneur.

“Access” was and continues to be the direction of NBDPA for everyone, no matter how old or how young. It is only fitting that “Access for All”, was selected as the theme for this year’s Technology Conference.

In the heart of Philadelphia, all ages will attend to continue their growth within the information world of technology. Our conference team has designed an outstanding conference that will provide you with the right tools that will take you from project management to Cloud Computing.

NBDPA remains committed to excellence and providing a wide spectrum of resources to members, corporate sponsors, businesses, educational institutions and the community. As the Conference Chair, it is my pleasure to invite you to attend the 32nd Annual National BDPA Conference in Philadelphia.

This conference delivers access to the most up-to-date and advanced technical information for IT professionals for three days, and also provides opportunities for CIOs, CEOs, industry leaders, managers, academics, and government officials to exchange ideas on technology trends and best practices.

This year’s conference will draw attendance from leading technology professionals from all over the country. Speakers representing industry, government policymakers, as well as academic scholars and researchers from the information security arena will present and discuss the latest topics in contemporary and prospective computer and network security issues, focusing on strategies, experiences and techniques.

Philadelphia is home to the first chapter of BDPA as well as the first capital of the United States, first American hospital, first medical college, first bank, first paper mill, first zoo, first sugar refinery, and first US Mint. Philadelphia is rich in historical sites and a city where you’ll find a harmonious blend of culture, cuisine, arts and architecture along with excellent shopping opportunities. “Access for All” is our conference theme this year, so not only will you have access to the latest trends and best practices in technology, you will also have access to a city where you can see and visit many places and events.

WELCOME FROM THE NATIONAL BDPA PRESIDENT ELECT


Welcome to the 32nd annual conference of NBDPA. It is wonderful to be back in Philadelphia where the organization began. We convene this year under one of the worse economic environments in over 80 years. There’s no need to recount the circumstances we find ourselves in. You hear it every day in the news media. And, of course, it has been exacerbated by the devastating oil spill in the Gulf of Mexico that will only add to the economic crisis.

There have been other economic crises since the “Great Depression”, the event that this current economic downturn has been compared to, but a couple of things are different. In the past, it had been said that when the United States gets a cold, the rest of the world gets the flu. This time, we all are suffering from pneumonia at the same time! Also, in the past, at least during my “brief” lifetime and career in Information Technology, an economic downturn never significantly affected our industry. While job reductions were taking place in other occupational areas, IT was often still hiring at a significant rate. This time, IT has been hit almost as hard as every other area.

True, Information Technology has matured, as an Industry. Some of the technological improvements, over the past several years, have applied to our own industry. Even IT can now do more with less. At least when it is applied to the historical thought of, “what is IT”? Yet, still in this year’s Career and Technology Expo, there are many companies who are at this year’s conference looking to hire! Some are looking for traditional IT talent and some for where IT is going.

If you want to know where IT is going, you are in the right place. It is times such as this when industry trade associations demonstrate the most value. Convening with you this week are IT professionals at all levels. NBDPA has scheduled workshops and panels addressing both current and future industry needs and directions. As has always been the case, aside from the value of the workshops and panel discussions, the opportunity to interact with professionals from all over the country, should never be underestimated.

For over 35 years, NBDPA has been committed to influencing the career development of African Americans and other minorities as we say from “the classroom to the boardroom”. We did this when the industry was merely charged with converting data from its source and processing it into information. Now the industry has evolved and IT is charged with participating as this information is transformed into knowledge which must be communicated by multiple methods and made available in a safe and secure manner. As “IT Thought Leaders”, NBDPA continues its original mission.

At this year’s conference, someone will have a life changing moment. Will it be one of our high school or college students looking to begin a career? Maybe it will be one of our IT professionals looking to move up to the next level and finds the skill or person to assist with this. Perhaps it will be the seasoned professional who has moved through the “what you know” and “what you can get others to do” phase of his/her career and develops a “who you know” relationship! Maybe one of our entrepreneurs will get a lead on a contract.

Someone will have a life changing moment at this year’s conference. Will it be you?

Marc Di Francisco President and CEO at Premier Event Management

Marc Di Francisco is currently the President of Premier Event Management, the company which facilitates the CIO Forum & Executive IT Summit. The CIO Forum produces regional IT conferences partnering with Society of Information Management (SIM). The CIO Forum & Executive IT Summit was launched at the insistence of CIO’s and Senior IT Executives who desired comprehensive, technology-focused conferences in their regions. The CIO Forum is the largest producer of Regional CIO Conferences in North America which includes 14 Cities. Premier Event Management has also taken on the facilitating role for the National SIMposium 2010 conference, October 3-5th. SIMposium is the largest gathering of CIO’s in North America.

Before the CIO Forum, Marc co-founded Prestige Limousines, the largest Limo service in the Pacific NW. He then enlisted in the 82nd Airborne based out of Fort Brag, NC in the mid 80’s. He also worked as National Director at ITEC (Information Technology Exhibition Conference), largest producers of regional computer trade shows in the 1990’s which included 62 cities.

Marc is a member of SIM (Society of Information Management) and a graduated RLF member (Regional Leadership Forum). RLF is a yearlong extensive course preparing IT leaders for the future. He is part of the LDR (Leadership Development Roundtable) as well.

When Marc is not working hard he is enjoying the company of his children Anthony (26) and Nina (25). He also takes pleasure spending time with his four year old grandson Dominic, and his two year old granddaughter, Isabella. Sports are another love of his. Marc was on the football and wrestling teams in high school, and college. Marc also loves to bask in the warmth of the Caribbean during the winter.

Marc has been a proud member of the NBDPA for 6 years.

Through the CIO Forum’s regional conferences, we work to bring together the local NBDPA chapters and CIO’s from the area to network socially and professionally. We strive to enhance membership for the NBDPA by promoting it and we also allow NBDPA members to attend our Forums complimentary.

Michael C. Heim Senior Vice President and CIO at Eli Lilly and Company

Michael C. Heim became senior vice president of information technology and chief information officer of Eli Lilly and Company in January 2004. He had been the chief technology officer with accountability for enterprise architecture and data strategy, the global implementation of SAP, and global financial and human resources information technology solutions since November 1999. A native of Cincinnati, he received a bachelor of arts degree in business administration from Marian University in 1977 and a master of business administration in 1978 from Bowling Green State University.

Heim joined Lilly in 1979 as an analyst in the corporate information systems group. He became a staff financial auditor in 1981 and later became the company’s first certified information systems auditor. In 1985, he rejoined information systems as manager with responsibility for manufacturing, marketing, financial and human resource systems support. Following a cross-functional assignment in as manager of engineering for facilities delivery administration, he was named director of information systems-medical operations in 1992. In 1995, he was promoted to information officer for Lilly Research Laboratories and in 1998 was named information officer for European and intercontinental operations with responsibility for IT activities outside the United States.

Heim serves on a number of external councils including the Microsoft Pharmaceutical Advisory Council, the SAP Life Sciences Executive Council, the Marian University Technology Advisory Board, and the Board of Directors of Interactive Intelligence Inc.

Prior to joining Johnson & Johnson, Garth spent several years with Dun & Bradstreet supporting the company’s Credit Report business.

Garth received a Global I/T Recognition Program - CIO Award for his outstanding leadership in driving the ‘One I/T’ Strategy and in the continuous development of the Global Services organization. Garth was also recognized for his consistent recruitment efforts within Historically Black Colleges and Universities (HBCUs). Garth holds a B.S. degree from the University of Virginia, with a double major in Management Information Systems and Systems Engineering, and is Johnson & Johnson Green Belt Certified.

Jim “Mr. Energy” Smith Jr.

From kindergarten through 12th grade he never missed a day of school. His mother provided the “tough love” that helped develop his indefatigable drive. He played on a National Championship college football team. He won the Vanguard Group of Investments’ prestigious Award of Excellence. He has a way of helping people to breakthrough and stretch to new levels of greatness. He’s Jim “Mr. Energy” Smith, Jr., President and CEO of JIMPACT Enterprises, Inc.

Jim’s favorite quote is Satchel Paige’s, “Dream like you’ll live forever…love like you’ve never been hurt…work like you don’t need the money…and dance like nobody’s watching! This quote helps fuel his fire as he works with his customers to move to extraordinary performance.

Prior to starting JIMPACT Enterprises, Jim was a Senior Consultant for Simmons Associates (Leadership and Diversity Management) and a Performance Solutions Consultant for the Bob Pike Group (Professional Trainer Development, Performance Improvement, Motivation and Presentation Skills). He also spent 14 years in the corporate world working for the following organizations: CoreStates Bank (Vice President, Business Learning Resources), The Vanguard Group of Investments (Management and Organizational Development Consultant) and the Prudential AARP Operations (Associate Manager, Training and Development). Throughout his corporate career he has been known for his creative, spirited, high energy and purposeful approach to developing relationships, talent and solutions. He gives so much of himself to help others be their very best.

Today Jim travels nationally and internationally, for groups of all sizes, to provide breakthroughs to awesome performance. He is a well sought after motivational speaker and has been called “The Trainer’s Trainer.” In addition, he has worked with thousands of leaders and managers to coach them in successful leadership and inclusion principles. He’s a mainstay at a number of conferences including the American Society for Training and Development, the Council of Hotel and Restaurant Trainers, the Society for Pharmaceutical and Biotech Trainers and the Society for Insurance Trainers and Educators. His sessions and keynotes are jam-packed.

Jim’s the author of the inspirational book From Average to Awesome: 41 Plus Gifts in 41 Plus Years and the co-author of the book Masters of Success with Ken Blanchard, Jack Canfield, John Christensen and others). Admiral Gary Roughead,Chief of Naval Operations

Admiral Roughead is a 1973 graduate of the United States Naval Academy.

Among his six operational commands, Roughead was the first officer to command both classes of Aegis ships, having commanded USS Barry (DDG 52) and USS Port commanded Royal (CG 73).

As a flag officer, Roughead Cruiser Destroyer Group 2, the George Washington Battle Group; and U.S. 2nd Fleet/NATO Striking Fleet Atlantic and Naval Forces North Fleet East.

Ashore, he served as commandant, United States Naval Academy, the Department of the Navy’s chief of legislative affairs, and as deputy commander, U.S. Pacific Command.

Roughead is one of only two officers to have commanded the fleets in the Pacific and Atlantic, commanding the U.S. Pacific Fleet and Joint Task Force 519, as well as U.S. Fleet Forces Command, where he was responsible for ensuring Navy forces were trained, ready, equipped and prepared to operate around the world, where and when needed.

Roughead’s awards include the Defense Distinguished Service Medal, Navy Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit, Meritorious Service Medal, Navy Commendation Medal, Navy Achievement Medal, and various unit and service awards.

Roughead became the 29th chief of naval operations Sep. 29, 2007.

Doug HendersonWDAS - 105.3 FM

Son of legendary New York and Philadelphia deejay “Jocko”, Doug Henderson has been a constant in Philadelphia radio for the past three decades. His voice is familiar, recognizable and distinctive. He is eloquent, articulate, energetic, determined, team oriented, extremely focused and has ubiquitous appeal. Doug maintains high visibility and an impeccable reputation in the community through involvement with various youth, professional and social organizations. Doug’s tenure at WDAS FM spans 29 years, Doug’s television experience includes host duties on Channel 17’s “Dancin’ On Air”, a nationally syndicated show called “City Sounds” , “Late Late Night With Doug Henderson” on Philly 57, co-host of BET Shop, host of 11-One a show dedicated to homeland security awareness. Giving “Props to Pops”, as Doug states, he produced “Jocko, The Soul Of A Man” a video documentary about his father that airs frequently on tv in Philadelphia with plans to develop a motion picture project.

A business major at Penn State University, Doug carries on his father’s legacy by presiding over Get Ready, Incorporated a company that produces and markets innovative educational programs that use elements of rap and hip-hop to deliver essential academic and life skills material to school age children across America. Doug is currently engaged in negotiations to produce a motion picture depicting the life of his father, Jocko.

Doug also maintains a full time position as an account manager with Clear Channel Philadelphia and holds down the weekend slot at WDAS FM.

In this economy, many African Americans in technology are concerned about opportunities for both employment and advancement. To respond effectively to changes in the IT industry, we must assess our external and internal environments, industry changes and interpret what we observe for our members. In 2003, BDPA partnered with WorkplaceDiversity.com and introduced the Best Companies for Blacks in Technology Awards Program to assess selected organizations with respect to the organizational climate for African-Americans. Each year, BDPA surveys Fortune 1000 companies to make an assessment of the workplace and career development climate within those corporations.

Answers to survey questions pertaining to areas of organization and professional development assist BDPA in making an assessment of the workplace and career development climate within your organization. Survey responses are confidential and are evaluated by an outside organization. As a value added service to participating companies, BDPA offers consultation sessions to share best practices to help companies improve their scores.

CAREER ACHIEVEMENTWheeler Coleman, Chief Technology OfficerHealth Care Service Corporation

Wheeler G. Coleman is a corporate vice president at Health Care Service Corporation (HCSC), with over 25 years experience and leadership in information technology. Currently, he is Vice President and Chief Technology Officer, managing over one hundred employees in Illinois, Texas, New Mexico, and Oklahoma. As CTO, Mr. Coleman will continue progress in furthering HCSC’s technology strategies and the future state architecture. Mr. Coleman started at HCSC in 1983, writing software code and was quickly identified as a leader. He has spent the last 20 years in upper management working with a vast array of professionals, internal and external customers and executives to improve business and technical solutions in Marketing, Subscriber Services, Finance, Human Resources, Legal, Audit, ITG and Fraud Detection.

Wheeler is as active in the community as he is in his professional career. In addition to being an executive sponsor of the HCSC BDPA chapter, he is very active in many organizations in the community. He sits on the board and participates in many charities in Chicago including Catholic Charities Adoption Guild, Black Ensemble Theater, Daniel Murphy Scholarship Fund, and the Inner-City Baseball Academy.

CAREER ACHIEVEMENTCaptain Joycelin Robinson, Supply Corps, Commanding Officer U.S. Navy

US Navy Captain Joycelin (“Joyce”) Robinson is the first African-American Female Commanding Officer of a Fleet and Industrial Supply Center. One of the Navy’s most challenging positions and part of a global logistics support enterprise, she was selected for this position out of an extremely competitive group of her peers. Her established and documented record of extraordinary and outstanding performance throughout her career of 23 years made her the ideal person to lead Fleet and Industrial Supply Center (FISC), Jacksonville. In her assignment as Commanding Officer, she guides and coordinates an ever-increasing range of supply and support services to 49 ships, over 400 aircraft, two industrial facilities and 19 shore installations throughout Navy Region Southeast and the Caribbean. Exercising over $54 Million in annual budget authorities, she maintains the public trust while directing the logistics efforts of over 700 employees to provide first class support during extraordinarily demanding events such as the devastations of the Haitian Earthquake and multiple region wide product and service functional realignments.

PROFESSIONAL ACHIEVEMENTWilliam Marcus King, DirectorState Farm Insurance

William Marcus King was the Director sponsor of State Farm IT’s Breaking Form Initiative. He was charged with improving the effectiveness and efficiency of the solution delivery business within the Systems Department. The overall goal of the Initiative was to be a contributing factor that will increase the productivity of the Systems Department and reduce the solution delivery expenses of the department. William’s responsibilities included establishing the vision, strategy, and approach of this Initiative. Breaking Form facilitated improvements within the department, creating a strong foundation for the years ahead. During this assignment, William reported to the CIO of State Farm’s Systems Department.



OUTSTANDING TECHNICAL CONTRIBUTIONSharon Murphy, Director of Team Enablement TechnologyWells Fargo Bank

Sharon Murphy champions innovation both as an active member of the Wells Fargo Technology and Operations Group’s Innovation Council and in her daily work as director of Team Member Enablement Technology. Sharon’s team provides technology solutions that allow Wells Fargo’s 281,000 team members to collaborate and communicate effectively and efficiently across multiple time zones, states and countries. Among Sharon’s accomplishments: she was awarded a patent in 2008 as co-inventor of a new technology and methodology for managing call reports via wireless devices. Sharon recognizes the importance of providing team members with the most advanced technology resources to enable them to satisfy our customers’ financial needs and help them succeed financially. Sharon manages an organization of over 250 employees and an annual budget of $53MM.

OUTSTANDING TECHNICAL CONTRIBUTIONCheryl Terry, Systems ArchitectWells Fargo Bank

As a systems architect, Cheryl Terry’s responsibilities include ensuring availability and security of several of Wells Fargo’s most business-critical systems– the mainframe and midrange environments. For the past two years, she has served as Chief Systems Architect for the Mainframe Resiliency Program and achieved many successes around enhancing Wells Fargo’s mainframe environments, helping to ensure that our customers can transact business with us when and how they choose. Additional standout accomplishments: Cheryl authored a Living Target Architecture document for Wells Fargo’s mainframe groups and implemented an online wiki that has fostered collaboration across these groups and serves as a fully searchable online reference book complete with cross-links and diagrams.

COMMUNITY SERVICEDonald Brown, Systems ManagerPrudential Financial

Donald E. Brown, Jr. has over fifteen years of experience in Information Technology with an advanced degree from Stevens Institute of Technology. He is a formidable technologist, providing highly effective enterprise solutions during his tenure as a project manager and system manger in the financial services and telecommunication industries. He has played key roles in several enterprise-wide projects which have resulted in over $18.5 million dollars in savings.

Donald serves with National BDPA as the Chief Information Officer for the organization. He is responsible for providing the strategic approach for meeting the organization’s technology goals and ensuring that its vision and mission of the organization are effectively realized through technology. As CIO, Donald is responsible for leveraging economies of scale, synergies, strategic IT initiatives and best practices sharing at both the National, and Local chapter level. Additionally, Donald provides technology consulting and leadership to officers and staff, throughout the organization.



COMMUNITY SERVICESheila Marionneaux, Sr. Program ManagerBlueCross BlueShield of IL, NM, OK & TX

Sheila Marionneaux is a Senior Program Manager for ITG Strategic Services Team at Health Care Service Corporation (HCSC) in Chicago, Illinois. Sheila’s core business specialties include: public relations; communications planning and implementation; and the facilitation and oversight of major meetings and corporate events. She has been with HCSC for 12 years and is responsible for supporting the Chief Technology Officer (CTO), in the delivery of organizational change management solutions, along with strategic and creative communications for various internal and external audiences

Sheila Marionneaux holds executive officer roles on various boards and committees and is devoted to ongoing community service. She is President of Health Care Service Corporation’s BDPA Corporate Chapter, serving a constituency of 100 members (HCSC is the National BDPA 2008 Epsilon Award Winner for Top Companies for Blacks in IT); additionally she serves on the Corporate Advisory Council as a Corporate Champion for HCSC. A nationally published writer, Sheila provides guidance and support to individuals and for not for profit organizations in need of targeted communications.

Rear Admiral William E. LeigherDeputy Commander, U.S. Fleet Cyber Command/U.S. 10th Fleet

Rear Admiral Bill Leigher, a native of Appleton, Maine, graduated from the University of Southern Maine in 1980 with a Bachelor in Political Science degree. He attended the Naval War College, graduating in 1994 with a Master in National Security and Strategic Studies.

In 1981, he was commissioned as an ensign at Officer Candidate School, Newport, R.I. His initial assignment was aboard USS Thorn (DD 988) as a communications officer. In 1984, he reported to the Surface Warfare Officers School in Newport, R.I., as the fleet communications instructor.

In 1987, he was selected for lateral transfer and designated a naval cryptologic officer. Later in 1987, Leigher was assigned to U.S. Naval Security Group Activity Hanza, Okinawa, Japan, as morse and non-morse division officer. In 1990, he was assigned as the staff cryptologist for commander, Cruiser-Destroyer Group 2 in Charleston, S.C. During this tour he completed two deployments embarked in USS America (CV 66), which included combat action during Operations Desert Storm, Desert Shield and Southern Watch. In 1992, Leigher was assigned to the Office of Naval Intelligence Detachment, Newport, R.I., as a war-gaming specialist.

In 1995, Leigher was assigned to COMUSNAVEUR in London, England, as the cryptologic operations officer. In 1998, he reported to commander, Naval Security Group Command, Fort Meade, Md., for assignment as deputy director for Information Technology and Communications and was subsequently assigned to the Pentagon as the executive assistant to the deputy director for Cryptology. In 2002 he reported to the National Security Agency as a senior operations officer in the National Security Operations Center. In July 2004 he reported as the deputy director for Information Operations at Naval Network Warfare Command.

He recently served as director, Information Operations, Washington, D.C. on the staff of the Chief of Naval Operations. He reported to his current assignment in December 2009.

Leigher wears the Defense Superior Service Medal, the Legion of Merit, the Meritorious Service Medal (three awards), the Navy Commendation Medal (three awards), the Navy Achievement Medal (two awards) and various unit and campaign medals.



James D. McArthur, Jr.Vice President, Lockheed Martin CorporationCenter for Innovation

James D. McArthur, Jr. (Jim) joined Lockheed Martin in October 2007 and is the Vice President for the Center for Innovation.

The Center for Innovation, located in Suffolk, Virginia, is referred to as “The Lighthouse”, as it is a beacon for innovation and horizontal integration across the many Lockheed Martin lines of business. The Center is a dedicated facility and environment for the purpose of advanced concept development and rigorous experimentation within Lockheed Martin and with government and industry partners. It provides the core functions of systems engineering, integration management, operations analysis, distributed networks, and modeling & simulation. Ultimately, the operator and the engineer come together at the Center for Innovation to find the best concepts and solutions for our customers.

Jim is a native of Bennettsville, S.C., and graduated from the U.S. Naval Academy in 1972. Jim served on active duty for 35 years with the United States Navy. He retired as a Vice Admiral and as the Commander, Naval Network Warfare Command. His previous assignments were as the Director of Operations (J-3) at the U.S. Space Command and the Director of Global Operations (J-3) for U.S. Strategic Command.

During his Navy career, he flew carrier-based tactical aircraft and later served on operational staffs responsible for space, nuclear, network, cyber and overall information operations. He served as commander of the Harry S. Truman Battle Group during significant operations in the Arabian Gulf early in 2001. Jim has also held several senior strategic planning and policy assignments on the Navy Staff and Joint Staff.

Jim and his wife Elaine reside in Suffolk, Virginia.



David C. Dickson, District Director, Small Business Administration

David C. Dickson, a native of Youngstown, Ohio, is serving as the District Director for the Philadelphia District Office of the Small Business Administration. As District Director, Dickson is responsible for the delivery and management of the Agency’s financial and business development programs throughout the eastern 40 counties of Pennsylvania.

For 40 years prior to his permanent appointment in January 2006, Dickson was the Plant Manager for Stanley LaBounty, in Two Harbors, Minnesota; a major part of The Stanley Works’ Hydraulic Division. In that position he was responsible for the management and all operations for the manufacture and distribution of hydraulic excavator attachments (shears, universal processors, concrete pulverizers, and grapples) for the scrap, demolition, and general contractor markets.Prior to Stanley, Dickson spent 30 years as the Plant Manager for Cirrus Design Corporation in Grand Forks, North Dakota, The Grand Forks plant manufactured high-tech composite airplane parts (wings, horizontal stabilizers, fuselages, bulkheads, etc) for the SR20, the first airplane in history to have a certified aircraft parachute recovery system. Earlier in his career, he was the Assistant General Manager for a Teleflex Inc plant in California, a Program Manager for an electro-optics defense manufacturer in Florida, and an Associate Pastor in a Baptist church in Wichita, Kansas.

In 1975, he graduated as an Industrial Engineer from Youngstown State University in Ohio, after which he served honorably for over 11 years as an officer in the United States Army. While in the Army, Dickson earned his Masters of Business Administration from Florida Institute of Technology and attended the Defense Systems Management College in Ft. Belvoir, Virginia.Dickson has worked as a volunteer in several Chambers of Commerce and a Star City Commission, being especially active in workforce and economic development initiatives. He has held positions on four charitable Board of Directors; to include the Minnesota Chapter of the March of Dimes.

He has been married for over 35 years to his high school sweetheart, the former Barbara Rickert of Youngstown, Ohio. They have 3 daughters and 10 grandchildren in Wichita, KS (Tyson); Minneapolis, MN (Cameron, Caleb, Ava); Wichita Falls, TX (Savannah, Alivia, Emilie, Evelyn); and Joshua, TX (Trinity, Hailee).



Dr. Anthony V. Junior, Director, Office of Naval Research

Dr. Junior serves as the Director, Department of the Navy’s (DON) Historically Black Colleges and Universities/Minority Institutions (HBCU/MI) Program Office. Dr. Junior issues program guidance and administrative instructions and monitors their implementation. He has the responsibility to encourage, develop, implement, manage, evaluate and report on activities and programs that strengthen and support the capabilities of HBCU/MIs to participate in Naval science and technology research programs, education programs, and contracting opportunities. Dr. Junior is the principal advisor to the Chief of Naval Research, Director of the Navy’s Small and Disadvantaged Business Utilization Program, and the Director of Research and Technical Director of the Office of Naval Research (ONR) on issues related to HBCU/MIs.

In addition, Dr. Junior manages the education, outreach, and workforce development program portfolio for ONR. In this capacity, Dr. Junior develops, implements, and manages programs and activities to enhance the quality and increase the quantity of US scientists and engineers trained to pursue DoD technical requirements.

Dr. Junior served as Deputy Director, ONR Small and Disadvantaged Business Utilization and Deputy Director, Systems Engineering Division at the Office of Naval Research. He has also served as Director of Computer Security, as a systems engineer, and as a systems programmer at the ONR.

Dr. Junior earned his Ph.D in urban higher education administration from Jackson State University, Jackson, MS. Dr. Junior attended Assumption College, Worcester, MA and Strayer University, Arlington, VA where he earned a B.S. in Business Administration and a Masters in Business Administration. He also earned a professional certificate in finance for managers from the Harvard University Business School. Dr. Junior is a DoD certified Acquisition Professional and an industry certified systems engineer/systems programmer.



John James, Director, National Security Personnel System (NSPS) Transition Office

Mr. James is currently assigned as the Director, National Security Personnel System (NSPS) Transition Office, within the Office of the Secretary of Defense. He is directly responsible for the Congressional mandates to transition approximately 225,000 employees from NSPS to an appropriate statutory non-NSPS personnel and pay system. He is also responsible for developing new flexibilities under authorities granted to the Secretary of Defense in the National Defense Authorization Act of 2010, including: an enterprise-wide performance management system; new hiring flexibilities; and a DoD Workforce Incentive Fund to recognize individual and team performance and to attract and retain employees with superior qualifications or abilities.

Mr. James assumed these new responsibilities after serving more than 28 years with the U.S. Navy helping to construct and maintain this Nation’s surface and subsurface fleet. He was selected for the Senior Executive Service in May 2000.

Mr. James began his career in government civil service in 1981 at Norfolk Naval Shipyard where he worked as a Nuclear Ship Superintendent responsible for the repair of Nuclear Aircraft Carriers, Nuclear Cruisers, and Fast Attack Submarines. In 1986, he transitioned to Naval Sea Systems Command Headquarters, Submarine Directorate, Fast-Attack Submarine Program Management Office (PMO). During the next seven years working in the Program Office, Mr. James served as the Senior Electrical Engineer, Branch Head for Submarine Electrical Systems, and Senior Project Engineer for Post Shakedown Availabilities.

Expanding his experience beyond the world of electrical engineering, Mr. James transferred to Chief of Naval Operations staff in January 1994 where he worked in the Industrial Facility and Policy/Resources Branch followed by a stint as program analyst in the Office of the Director, Programming and Resources. From CNO staff, he transferred to the staff of Deputy Assistant Secretary of the Navy (Ships) where he was responsible for ship and aircraft depot maintenance. In 1995, Mr. James returned to NAVSEA and worked in the AEGIS Program Office as the Assistant Air Defense Systems Manager. June 1997, Mr. James was promoted to the position of Technical Director, Submarine Hull, Mechanical and Electrical (HM&E) Engineering Management Division and was the Technical Authority for all submarine technical issues.

In May 2000, Mr. James served in the Senior Executive position of Deputy Program Manager, Strategic and Fast Attack Submarine Programs. The following year, he was designated Program Manager for Submarine Repair and Overhaul for the Submarine Directorate. In June 2002, Mr. James assumed the duties of Executive Director, Undersea Warfare responsible for the maintenance and repair of all in-service submarines in addition to oversight of the submarine safety program. Mr. James was appointed as the Executive Director, Logistics, Maintenance and Industrial Operations in April 2006 responsible for the Navy’s ship maintenance, environment and logistics policy, processes, and execution oversight. He also provided oversight of the four Supervisors of Shipbuilding as well as the private and public shipyards. Mr. James assumed his current duties in January 2010.

In addition to his primary duties, Mr. James has been a leader in various Navy initiatives to ensure diversity across the military and civilian workforce. He Chaired the Department of the Navy African American Senior Executive Service Advisory Committee advising the Under Secretary of the Navy for matters concerning diversity of the Senior Executive Service. He was a major player in leading joint NAVSEA/Office of Naval Research efforts to expand Navy related research partnerships with colleges and universities across the nation, especially with institutions that have a focus on the minority population such as Historically Black Colleges and Universities (HBCUs). Mr. James was also deeply involved with various Navy and NAVSEA initiatives to increase interest by the future workforce (elementary, high school and college students) in the areas of science, technology, engineering and mathematics.



Some of the various awards, special recognitions and designations Mr. James received during his 28 year civilian career with the Navy included receipt of the DON Superior Civilian Service Award (2010), serving as a Senior Advisor on Diversity to the Chief of Naval Operations (2008), receipt of the National Society of Black Engineers Golden Torch Award for Lifetime Achievement in Government (2007), Presidential Rank award (2006), Black Engineer of the Year Award - Special Recognition (2004), receipt of the Department of the Navy Nathaniel Stinson Equal Employment Opportunity Award for Leadership (2004), the David Packard Excellence in Acquisition Award, and Assistant Secretary of the Navy (Research, Development and Acquisition) Certificate of Excellence for Success in Acquisition Reform.

Mr. James received his Undergraduate Degree from Howard University and Master’s Degree from Florida Institute of Technology. He has also attended the Harvard School of Business and the Keenan-Flagler Business School. He is a member of the Acquisition Professional Community.



Mr. Terry HalvorsenDeputy Commander, Navy Cyber Forces

Mr. Terry Halvorsen, a native of Trainer, Pa., graduated with honors from Widener University with a degree in History. Mr. Halvorsen was commissioned a Regular Army second lieutenant in May 1980. He was a distinguished military graduate and a George C. Marshall award winner.Following graduation and commissioning, he attended Army Officer Basic Course and the Intelligence Officer Course. His first assignment was as Executive/Operations Officer Army Intelligence Detachment Pensacola, supporting the Army’s training with the Navy at Hurlbert Field. During this tour Mr. Halvorsen attended various special operations courses and obtained a Master’s Degree in Educational Technology from the University of West Florida.

Mr. Halvorsen’s active and reserve tours include Commander, Intelligence Security Detachment Combat Support Coordination Team 1, Republic of Korea Operations Officer Directorate of Security Fort Benning, Commander HHC 361st Civil Affairs Brigade (CAB), Intelligence Officer 361st CAB and Executive Assistant Commanding General 350th CA Command. Mr. Halvorsen was recalled to active duty numerous times in support of Operation Just Cause, Desert Storm and Joint Task Forces in Central and South America.

Mr. Halvorsen entered Federal Civil Service in 1985 as the Curriculum Instructional Standards Officer for Navy Cryptology Training, Corry Station Pensacola, Fla. He has held numerous positions in the training community to include Deputy for C4I Training, Director Training Policy and Standards, and Director of Assessment where he was one of the principal architects of the Navy’s Training reengineering efforts.

Mr. Halvorsen was personally selected for the CNO-directed Executive Review of Navy Training (ERNT). This was a comprehensive review of all aspects of Navy training resulting in the Navy’s Revolution in Training to improve the effectiveness and efficiency of Navy training. At the conclusion of the ERNT project Mr. Halvorsen was selected as the Director of Task Force Excel Atlantic, charged with accelerating the revolution in Navy training. Beginning in January 2003 with the establishment of Naval Personnel Development Command (NPDC), Mr. Halvorsen served as the Executive Director for NPDC, Norfolk, Va., and the Manpower, Personnel, Training and Education (MPT&E) CIO (Chief Information Officer). In February, 2006 Mr. Halvorsen was designated Acting Executive Director, Naval Education and Training Command (NETC)/MPT&E Echelon II. Mr. Halvorsen officially reported as deputy commander, Naval Network Warfare Command on October 30, 2006.

Mr. Halvorsen’s personal awards include the, Superior Civilian Service, Meritorious Civilian Service, Legion of Merit, and Meritorious Service Medal. He is a Rotary International Paul Harris Fellow, and an Excellence in Government Leadership Fellow.



Robert WhitkopExecutive Director, Next Generation Enterprise Network (NGEN), Dept of the Navy

Mr Whitkop is a Senior Executive (HQE) in the Department of the Navy. After a career in Navy Surface Warfare and strategic and tactical telecommunications, he spent five years in Industry with large and small companies and as president of his own small business supporting Navy and Joint Programs for telecommunications, networks, and security. He has extensive experience operating global communications operations as well as software development and business operations. Mr Whitkop was actively involved in interoperability issues effecting DHS, DoD, and FEMA including Navy ROC/EOC development and security issues. He has been directly involved in developing the strategy and consolidations and implementation for Data Centers and Wide Area Networks and played a key role in developing the concepts behind global enterprise management of networks that evolved into the Navy’s current strategy for delivery of Enterprise network capabilities through Navy Marine Corps Intranet (NMCI) and Base Level Information Infrastructure (BLII) OCONUS. His broad based experience in Defense Working Capital Fund business organization gives him unique insight into the issues facing Industry both inside and outside the Department of Defense. He has tremendous operational experience in command and control requirements and solution development including design and operations of numerous command facilities. Prior Naval service of 26 years, included senior management positions in tours with the Naval Network Warfare Command (NETWARCOM), Naval Network Operations Command (NNOC), Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMSLANT), Regional Staffs, and the CNO’s staff (OPNAV/N6).



Philip P. Jaurigue President and Chief Executive Officer

Philip Jaurigue, president and founder of Sabre Systems, Inc., began his career in private industry supporting Navy shipbuilding and aircraft programs. He founded Sabre in 1989, and has served as its president since its inception.

Mr. Jaurigue’s primary focus and responsibility is to provide strategic business leadership to drive the direction, stability and growth of Sabre.

Mr. Jaurigue is a frequently scheduled speaker at the Wharton School of Business and the Entrepreneur’s Forum of Greater Philadelphia. He is also part-time co-host on the weekly radio show, “Executive Leaders Radio” WHFS 1580AM in Washington, DC.

He was the recipient of the Greater Philadelphia Ernst & Young Entrepreneur of the Year® Award for IT Solutions for his commitment to exhibiting his entrepreneurial spirit.

Outside of Sabre, Mr. Jaurigue serves as President of the Philadelphia 100 Alumni Association and, as such, organizes professional development programs for member firms. He also serves as Chairman of Strengthening the Mid-Atlantic Region for Tomorrow (SMART), an organization supporting research and development and technology based opportunities in the 4-State Region (DE, MD, NJ & PA). He is a board member of Gilda’s Club of Delaware Valley, a support organization for those living with cancer and their families. Mr. Jaurigue is a graduate of the University of Notre Dame and earned a master’s degree in Business Administration from Temple University in Computer Information Sciences.

CA.

Mr. Kornegay was also a state of Florida delegate to the 1995 White House Conference on Small Business.



Eloise YoungVP/CIO, Philadelphia Gas Works

Eloise Young has been the Chief Information Officer of the Philadelphia Gas Works since August 2007. She brings more than 20 years of experience to the position. As CIO, Eloise oversees a $10 million operating budget and is responsible for delivering IT capabilities to PGW’s 1,800 employees.

Prior to her appointment, she served in a number of positions in PGW’s Information Services Department including Director of Technical Strategy and Support, Manager of Systems Services, System Administrator in both the Unix and CICS environments, DBA, and applications developer.

Welcome to Philadelphia, PA for our 25th National BDPA High School Computer Competition and congratulations to all of the participating teams! You have earned the opportunity to not only represent yourself, but to also represent your school, your BDPA Chapter, and your community. We recognize it is not an easy task to coordinate a program for high school students, find a facility to train your students, find volunteers to teach your students, and still manage your daily lives. Danna SturdivantDanna Sturdivant has been a member of BDPA for over 9 years with the Boston Metro-West chapter. Her passion for helping others learn and improve their technical skills earned her the position of the Boston HSCC Coordinator in 2002. She is a graduate of Northeastern University with a Bachelor of Science in Computer Science. She currently holds a position as a Business Analyst at Philips in Andover MA. Throughout her 14 years with the company she has trained and supported many users and systems within the company. She is also the President of the Toastmasters club at Philips.

Ronald Bell – Chief JudgeRonald Bell has been a member of BDPA for over 21 years with the Detroit Chapter. He has played many roles with the BDPA: Chapter board member, presenter at the National Conference, HSCC Judge and served in various other national and local positions. He is currently a Quality Assurance Testing Analyst at Compuware Corporation, a Platinum sponsor of the national conference, in Detroit, MI. Throughout his 26 years with the company, he has trained and supported many users and systems, on both the technical and sales side of the business. He has a BA in Operations Research and Information Systems from Eastern Michigan University.

Michelle CookeMichelle Cooke has been a member of BDPA for over 10 years and became involved with the Atlanta Chapter’s HSCC program right away. She operated in the role of training assistant, Conference Chaperone, and Program Coordinator. She has now moved into the role of assistant to National HSCC coordinator. She received a Bachelors Degree of Science in Information Systems from Virginia Commonwealth University.

Sherman GoodwinSherman L. Goodwin Jr. is a Technology Division Supervisor for the U.S. Bankruptcy Court in Columbus, Ohio and is the owner of Easton Computer Consulting. He has been a member of BDPA for 7 years and this is his 5th year as the National HSCC Technical Coordinator. Sherman has a Bachelor of Science in Computer Management from Franklin University. He is also has certifications for CNA, CNE, A+, MCP, MCSA, MCSE, Security +, Patchlink and MCSA Security. He is a technical and video volunteer at his church.


CONFERENCE HISTORY & FORMAT

HSCC HISTORYThe National BDPA High School Computer Competition, (HSCC), was founded in 1986 by Dr. Jesse Bemley, of Washington, D.C. What started as a two-team event between Washington, D.C. and Atlanta, Ga. has grown to over 20 teams of various high school students from chapters throughout the nation. It’s all designed to introduce our Youth to the field of Information Technology, encourage them to seek higher levels of education, and groom many of them to become our next generation of IT professionals.

HSCC COMPETITION FORMAT The National High School Computer Competition consists of three parts, Oral Questioning, Computerized Examination and a Programming Component. On the first day there is an oral round robin of questions. In addition there is a computerized examination using Adit Quiz Software. Each student is given 15 minutes to answer as many questions as they can. Questions for the Oral and Computerized component cover a variety of computer fundamentals and BDPA history. On the second day, each team is given a Program Specification for a typical business problem. They have 7 to 8 hours and one computer to analyze, design, program, and document a solution to the problem. In building their web application, the teams have a choice between the following technologies, Sun Microsystems Java Technology, Microsoft ASP, Open Source Software PHP, or Microsoft .NET. Students use these technologies in conjunction with SQL to retrieve data from a database and generate dynamic HTML content for display in a web browser. They are then required to present their solution to a team of judges. There is also an optional T-shirt design contest where teams create a design that graphically and creatively captures the essence of the conference theme.

The Atlanta S.I.T.E.S. Program or otherwise known as the ATL All-Stars have gone back to the basics. With the greatest BDPA president, the world famous HSCC coordinator, and the second to none instructors, Atlanta BDPA is back on the map. We introduced the first ever Women’s Council. This council is a group of corporate business women that are dedicated to mentoring and guiding the young ladies in the program. We also have video game tourneys, picnics, fun outings, etc. We took the program to another level by advertising on YouTube at http://www.youtube.com/watch?v=qR_spK9SDfk

Our program is a start-up with all new students this year. We have 4 high school students, one middle school student and one high school graduate. We are training the middle school student as a beginning phase of creating a pipeline to have experienced high school students in the future. The high school graduate is training to become a java trainer for our students next year. Our high school students are in the 8th, 10th, 11th, and 12th grades. We have our 8th grader learning SQL, our 10th grader learning HTML, and our 11th and 12th graders learning Java. We have partnered with another non-profit in Baltimore to act as host for our training facility as we were without one initially.

Charlotte HSCC Academy introduces Middle School and High School Students to concepts of Information Technology and Business Acumen. Students participate in 3-hour training sessions each Saturday from February through July to learn web application development, from basic HTML to MySQL and Java Server Pages programming with the Eclipse development environment. The class is lead by experienced IT trainers and all course material is contained on a secure Internet-accessible on-line learning web site. Students are given graded tests, interviews and homework assignments throughout the course. Students with the highest scores are chosen to compete at the National Conference.

The Education Department of BDPA Chicago Chapter High School Computer Competition Club is an intensive program designed to identify, select and foster the skills of 6th through 12th grade students that have an aptitude for computer programming. Our goal is to teach students how to use software solutions to solve business problems. Problem solving is emphasized throughout the training. In addition to learning a great deal of technology, the students will be coached on how to conduct themselves in a professional manner. They will learn how to analyze a problem, design and implement a solution. They will learn how to lead and participate as effective members of a team.

Under the Cincinnati Outreach Department is the Student Information Technology Education & Scholarship Program (SITES). Our mission is to increase the number of computer literate teens in the inner city by offering a challenging, esteem-building, state-of-the-art program that will train youths in today’s technology, train 10 students using our High School Computer Camp Program, prepare 5 exceptional students for national competition through our High School Computer Competition Training Program, expose 24 students to the Youth Technology Seminar Series, and prepare 5-10 students for IT Showcase and PC Build Workshop.

College students are awarded summer internships through the participation in this BDPA program. Individuals are also recognized for their contributions to the SITES Program.

The BDPA Columbus Chapter began formal training sessions for the annual High School Computer Competition (HSCC) Program in February 2009. The goal of the program is to increase interest in Information Technology for high school students. The program provides an environment where students have an opportunity to compete on an academic level to showcase technical skills (e.g. HTML, PHP, databases, etc.) as well as, skills developed in Project Management, Oral Presentation, and Teamwork. The training sessions are held each Saturday for approximately 3 hours. Students are also expected to complete homework assignments, quizzes and projects.

DETROIT The BDPA-Detroit HSCC training program starts early in the year and concludes in mid-fall with an awards presentation. Our training begins with teaching HTML, CSS, and JavaScript. We then move to more intense training of J2EE technologies, Java programming, JSP/JSTL, JDBC/SQL, project and time management, and computer history knowledge. Our chapter is sponsored by Compuware & we have a strategic partnership with YouthVille-Detroit where we are able to train our students.

INDIANAPOLIS During the year, the Indianapolis Chapter of BDPA holds a training and development program starting in March and ending in August. This program is designed to expose youth to the concepts of computers and give them the expertise to develop web applications. The students are also exposed to professional development topics including networking, public speaking, entrepreneurship, and etiquette. The goal of the program is to develop today’s youth for tomorrow’s global world.

MIDDLE TENNESSEE

The BDPA Middle Tennessee HSCC program trains students from the Nashville Metropolitan area in Computer Science, while laying a solid foundation for their collegiate and professional careers. The program has an intensive training curriculum for 8th – 12th grade students; which provide students the opportunity to design, develop, test and present a finished web application. Students are trained to develop solutions for realistic business and industry problems using tools such as Java, JavaScript, PHP, HTML, MySQL Database, Tomcat and Cascading Style Sheets. Students are also trained on basic project management techniques, effective oral and written communications, and the importance of team work.

BDPA New York Chapter has partnered for the third year with Medgar Evers College Preparatory school for the SITES Program. The school is unique due to the fact that it is a combination of middle and high school. During this year’s program the students have participated in Time Warners “Engineer World” Event. The program meets on Saturday mornings.

The BDPA Northern Virginia, HSCC Youth Technology Program trains students from the greater Washington, DC metropolitan area in computer science, while laying a solid foundation for their collegiate and professional careers. The program has an intensive training curriculum for 8th – 12th grade students. The students are given the opportunity to design, develop, test and present a finished web application. Students are trained to develop solutions to realistic business and industry problems using Java, JavaScript, SQL, HTML, MySQL Database, Tomcat and CSS. Students will also gain essential skills such as presentation delivery, communication, and teamwork.

RICHMOND

ST LOUIS

The 2010 Richmond training program has a group of dedicated, eager students from Central Virginia. We train our students every Saturday from March to July from 10am – 12:30 pm at ECPI College of Technology. In addition to technical topics, our students have monthly speakers on soft skills such as presentation skills, internships and teamwork. We chose students based on grades, attendance, and participation. These students will represent Richmond at the National Conference in Philadelphia, PA this year, and each will be awarded a $500 scholarship from the Richmond Chapter. In addition to our HSCC team, we have a Richmond Parent Group who works hard to raise funds to send each of our non-competing students to the Youth Conference.

This year the St. Louis Chapter launched a new way of training our students. We have several training sites across the metropolitan St. Louis area. The students receive 8 weeks of training at the individual sites. By having training at several sites, we are able to meet our mission of exposing high school students to the field of Information Technology. We have a local competition along with site reports from the trainers at each site to determine the top ten students. Once the top ten are selected we have approximately six more weeks of training. During these six weeks we select the final five students that will participate in the National competition.

SOUTHERN MINNESOTA The Southern Minnesota Youth Computer Training Program (YCTP) is a huge testament to BDPA”s mission of creating educational opportunities for a diverse range of students. The students range from grades 7 through 12, with over 50 diverse students, representing a half dozen ethnicities, packing the computer lab each Saturday between December and May. The teamwork and enthusiasm displayed by the students and over a dozen volunteers from IBM and the Mayo Clinic is truly awe inspiring. The YCTP course covers topics including HTML, CSS, Javascript, PHP, My SQL and builds towards a goal of attaining high school credit to reward the students for their effort and education.

The Triangle SITES/HSCC curriculum is developed and taught by volunteer professionals with computer science and Information Technology backgrounds. Our student training program continues to grow and strengthen. It’s free and available to all that have a true passion for technology -- no student excluded. We continue to expand offerings serving a variety of educational levels (beginning to advanced). Students become comfortable with “being nerdy”. Our program is held on Saturdays and we have a great group of dedicated volunteers (instructors, parents, & previous HSCC students). This year our “circle of learning” continues: Students teaching Students! Classes are exciting and students learn programming, analysis, design, project management, and team building skills. WASHINGTON DC The BDPA Washington, DC HSCC Youth Technology Program trains students from the greater Washington, DC metropolitan area in computer science, while laying a solid foundation for their collegiate and professional careers. The program has an intensive training curriculum for 8th – 12th grade students. The students are given the opportunity to design, develop, test and present a finished web application. Students are trained to develop solutions to realistic business and industry problems using Java, JavaScript, SQL, HTML, MySQL Database, Tomcat and CSS. Students will also gain essentials skills such as presentation delivery, communication, and teamwork.

The QVC Studio Tour is a one-of-a-kind guided walking tour through the fantastic world of electronic retailing. At this state-of-the-art broadcasting facility, guests will see and experience how QVC products are sourced, tested, brought to life on air, and delivered to millions of QVC customers. There are views into the studio through the tour, including a spectacular view from the Observation Deck. C.O.O.L Websites Presented by Rudy Duke Biography: Rudy Duke launched Nextium Solutions in 2001 to enable efficiency for small and medium sized enterprises as well as public and not-for-profit organizations. With more than 20 years in the management and technology consulting industry, Duke has worked closely with IT executives to facilitate business solutions by leveraging e-Business strategy, business process innovation and technology solutions. Prior to Nextium, Duke held a position as Vice President at Align360,management consulting positions at CSC Consulting and technol-ogy positions with General Motors/EDS. Duke is the volunteer CIO of the BDPA Education Technology Foundation (BETF) and holds a Master of Business Administration and Bachelor of Business Administration in Information Systems from Howard University.

Presentation Abstract: This dynamic, interactive presentation will cover all you need to know to build web sites that have the right Content, Organization, Operation, and Looks (COOL, get it?). Students will learn to separate content, presentation, and behavior using XHTML, CSS, and JavaScript. They will learn to: write code that works consistently across all major browsers; build easy to follow navigation schemes; name links in a way that avoids ambiguity; design with web standards to facilitate: usability – the ability to find content quickly; accessibility – how easy can the disabled (and more importantly search engine crawlers) can access content; portability – how easy is it for various devices (computer, smart phone, kiosk) to display your content; and efficiency – how quickly your pages load.

What Can You Really Do With Cloud ComputingPresented by Lamarr A. CookBiography: As a consulting manager for Deloitte Consulting, LLP, Lamarr Cook, has led the eminence building efforts for the ITIL Center of Excellence. He has written several white papers on the importance of IT Service Management and its connection to the Information Technology Information Library. He also manages a thread within the Cloud Computing Spe-cial Interest Group and serves as an Enterprise Architect and Technical Architect. Mr. Cook, a MBA holder and PhD candidate, has been a guest speaker BDPA, for the National Black MBA Association, and number of other not-for-profit organizations, as well as several colleges and universities. Additionally, he currently serves as an adjunct instructor teaching business and technology courses.

Presentation Abstract: This interactive presentation will discuss the “concept” of Cloud Computing; what actu-ally constitutes Cloud Computing; and is it all just a lot of hype. Presentation participants will not only gain a level of understand behind the concept, they will also be exposed to a business case and completed project on the subject. They will also be able to determine if computing through the cloud is right for their organization, as well as whether the implementation is as simple and cost effective as many have been led to believe.

Effective CommunicationsPresented by Desiree M. WalkerBiography: Desiree M. Walker is an engineering graduate of Northwestern University. She has been in corporate America for 19 years and has a broad background in the Information Tech-nology field. Desiree’s current role as technology consultant leverages her experience in the area of client relationship building across various departments at Allstate.

Desiree is an excellent communicator and has delivered impactful workshops for previous BDPA National Conferences, Allstate BDPA, John C. Vaughn Cotillion, Ladies’ Day events, and other venues for over ten years. She currently serves as the Parliamentarian and is the immediate past Presi-dent of Allstate BDPA. She is a part of the Northwestern Alumni Association, National Black MBA Association, Toastmasters International, Chicago Software Process Improvement Network, and the Chicago Quality Assur-ance Association.

Adobe Flash CS3 AnimationPresented by Lou ShackBiography: Louis Shack, is the President and head trainer of Spreading Technology. For the past fifteen years he has taught computer technology courses, such as, visual basic programming, graphics, animation and application courses at institutions such as Prince George’s, Anne Arundel and Howard Community Colleges. Additionally, Louis has taught and mentored youth for over the ten years through Patriots Technology, a not for profit organization that creates programs that encourage minority students towards careers in engineering. Many of these youth have gone on to complete technology based degrees. This academic year, he is working with the youth to create computer games using Adobe Flash.

Presentation Abstract: In this three-day workshop we will explore fundamental tools of Adobe Flash CS3. We will perform exercises using frame by frame animation, tweening, onion skinning and masking. This training will culminate in each student making their own movie or character. Also, we will discuss the basics of computer drawing and color application. This course is good for any student who is interested in web design, cartoons, commercials, movies, gaming and interactive media.


Web 2.0 TodayPresented by Prof. Jonathan Agresta – DeVry UniversityBiography: Jonathan A Agresta, M.Ed. Assistant Professor – College of Engineering and Information Sciences, DeVry University – Philadelphia MetroJonathan Agresta is a Web Graphic Design Professor at DeVry University in the Philadelphia Metro area. Prof. Agresta joined DeVry in June of 2009 and teaches courses focusing on design fundamentals, graphic design, scripting and design for the web, and game design. As a DeVry faculty member he has presented for The Network of Women in Computer Technology, HerWorld, the DeVry University Faculty Presentation Series, and has been on the “Choosing the Right School” panel at GameX Philadelphia. Before coming to DeVry he was an instructor at The Art Institute of Houston, The University of Massachusetts, and an Adjunct Professor at Elms College. Prof. Agresta holds a Bachelor of Science in Computer Animation and Web Design as well as a Master of Education in Educational Technologies, both from The University of Massachusetts.

Presentation Abstract: Web 2.0 grew out of the web design community working to build a better online experience. A more engaging and entertaining experience for all who used it. It took years of planning, testing, and extreme creativity. We now interact with Web 2.0 on a daily basis. We use it when we friend request, we use it when we tweet about bad weather, and we use it when we check to see when that bad weather will end. It is all around us and it is fully engrained in our digital lives. iPhone apps, Facebook, Twitter, Linkdin, and all the others are part of this brave new world of the web that we take for granted on a regular basis.

The presentation will explore and discuss the transition from Web 1.0 to Web 2.0. We will inspect the reasons why the shift occurred and, most importantly, we will discuss ways to stay on top of social networks and web applications. Some of the applications to be discussed are Adobe Flash, Flex, MySQL, WordPress, and Java. For social networking we will delve into the benefits of using Facebook, Linkdin, Twitter, and MySpace. These sites and applications are just the tip of the Web 2.0 iceberg. Email marketing with Constant Contact and video advertising sites like Hulu and Youtube cannot be overlooked. Not to mention Google’s expanding domination of web applications such as Google Maps, Earth, Docs, and the infinite others available and in the works.All of this and more will be review, discussed, and analyzed in Web 2.0 Today.



Android TechnologyPresented by Prof. Eric Johnson – DeVry UniversityBiography: Prof. Johnson has been teaching programming courses at DeVry University in Philadelphia for the College of Engineering and Information Sciences. His areas of expertise are in Web Applications (Open Source Java based), Integration using Message Oriented Middleware (JMS), and Web Services (Java based). Prof. John-son has worked in the industry for over 18 years.

Presentation Abstract: The Android platform is probably the most open and accessible phone/PDA/handheld computer operating sys-tem ever developed. Based entirely on open source software, with an Apache license, you can see everything that is going on while developing your own for-profit (or fame) apps. After reviewing some Android fundamentals we will jump into what it takes to develop applications for the Android. We will finish off with some live demo programs. The attendee should leave with a better understanding of what the developers of the Android-OS have accomplished and the exciting new opportu-nities this has created for software developers.

Biography: Erica Frazier has a decade of experience in the IT industry. She received her bach-elors in business from Montreat College. Erica is currently pursuing her MSL at Pfeiffer Univer-sity. With experience in the energy and financial industries, she is currently a Vice President for Wells Fargo.

Presentation Abstract: Our objective is to share the basics of the SDLC with college students. The presentation will prepare the students for the many industries in which software is created.

Our presentation will A) define SDLC B) explain where and how it is used and C) clearly explain each phase of the SDLC. Additionally, our presentation will introduce roles for the phases of the SDLC as well as mention additional models used in software development. The process of delivery will include both Jones and Frazier presenting in a creative lecture format, allowing for interactive points where the students can contribute to the dialog. The will also be time for student Q&A and we will offer takeaways that the students can immediately use.

Social Software and Social networking Project Management for TeensPresented by Prof. Michelle LawsonBiography: Michelle C. Lawson, M.S., M.B.A., J.D. Associate Professor and Chair – College of Engineering and Information Sciences, DeVry University – Philadelphia Metro. Michelle Lawson is a Business, Computer Information Systems and Web Graphic Design Professor at DeVry University in the Philadelphia Metro area. Professor Lawson joined DeVry in 2002 and teaches courses focusing on programming, business, project management, business information and computer information systems, web development and statistics. Her roles at DeVry also include curriculum development leadership and Chair of the Web Graphic Design and Multimedia Design and Development programs.

Before coming to DeVry she held various roles in information technology at CIGNA Corporation. Her teaching experience includes statistics at Camden County Community College, managerial statistics and information systems courses at Keller Graduate School of Management. She is also a facilitator, corporate trainer and workshop leader for courses ranging from marketing to web design. Professor Lawson holds a Bachelor of Arts in Mathematics from Bryn Mawr College, a Master of Science in Information Systems from Drexel University, a Juris Doctor from the James Beasley School of Law at Temple University, and a Master of Business Administration from Keller Graduate School of Management.

Presentation Abstract: Before social networking and social software were popular, there was collaborative software, which was primarily used in the workplace. However, the appearance of MySpace in 2004 changed the landscape. Social networking Generation Y style was born. By 2008, Facebook was the social networking website leader. In light of its popularity, companies want to harness the power of the technology and the enthusiasm of its user-employees and increase revenue and productivity.

Social networking has entered the workplace and more community features are spreading from “Web 2.0” to “Enterprise 2.0.” Companies are aware of this trend and are using social intranet features to increase productivity. Social networking in the workplace has three benefits: foster teamwork, organize around a project and build a knowledge base. This approach lends itself to project management principles and goals. We will explore the progression of collaborative software to social networking sites. Twitter and LinkedIn and other social networking sites will be discussed as they relate to project management and productivity in the workplace.


Gaming TechnologyPresented by Dr. William WagnerBiography: Bill Wagner earned his PhD from Lehigh University in Electrical Engineering. He worked on measuring and modeling computer chips at Lucent Technologies and designed high speed optical communication modules at JDS Uniphase. He enjoys inspiring the next generation as a professor at DeVry University in Fort Washington, PA. In his free time, he enjoys reading and exploring exciting worlds by playing video games on his home-built water-cooled over-clocked PC.Presentation Abstract: Video games are extremely popular among young people. This workshop will look at the technology behind video games and consider how advances in computer technology will influence the next generation of games. Many companies also use games to aid in training or to safely simulate dangerous situations. While most people are familiar with aircraft simulators, the technology is also used to im-prove social workers striving to help parents provide for their children. Interviewing Best PracticesPresented by Dean HenryBiography: Dean Henry is a principal in the Information Technology Security Office at Vanguard, with responsibility for Security Architecture. It is the parent company for the team building workshop model called “Everybody Matters.” Ms. Brown is from Waco, TX and is a graduate of Baylor University. After graduation, she worked at the Texas State Capitol in the House of Representatives and for several lobby groups including: Independent Colleges and Universities of Texas, Inc. and The Texas Professional Sports Association. Clients included: Dallas Stars, Dallas Mavericks, Dallas Cowboys, Houston Oilers, Houston Rockets, San Antonio Spurs and Bruton Smith/NASCAR Owner.She has also worked as a team leader/manager for various campaigns from former Texas Governor Ann Richards to President Barack Obama. She has spoken at several national and regional conferences including: National Sorority of Phi Delta Kappa, National BDPA and SHRM Regional Diversity Conference.

She loves speaking to and working with young people and has done so for over 30 years with groups like, Camp Fire, Big Brothers and Big Sister plus with many other youth and church groups. She loves camping, working with youth and elderly, reading, tennis, the outdoors, water sports and ministry. One of her deepest passions is inspiring young people to be their absolute best at whatever they choose to do.

Presentation Abstract: Every person in every organization resembles individual pieces of a jigsaw puzzle. Each piece is uniquely shaped to fit into a specific place. While some pieces may appear to be larger than others, without all of them, even the smallest piece left out makes the puzzle incomplete. Get Ready… Get Set… Go! Be Engaged During High School Years Presented by Rosalyn Covington Biography: Rosalyn has been a BDPA member since 2007 and has over 15 years of IT ex-perience ranging from support, analysis, and development, to software testing and process improvement. Rosalyn is currently a senior Quality Assurance Analyst for the North Carolina De-partment of Public Instruction, in Raleigh, NC where she has been employed for over five years. She is responsible for leading software test and process improvement initiatives in the Student Information and Enterprise section of the Technology Services Division. Prior to joining DPI, Ro-salyn was employed by ECI Telecom where she was a Software Test Engineer for telecommuni-cation networks. Rosalyn earned both her Bachelor’s degree in Computer Information Systems and her Master of Arts in Educational Technology from North Carolina Central University. Since Rosalyn decided to unite her two passions; technology and education, she has been devoted to spending time in advocating for the integration of technology in Education.

Rosalyn’s research in this area was presented at the 2009 20th Annual Society for Information Technology and Teacher Education International Conference. She is also a member of the Technology Specialist Consortium, established in 2009 at North Carolina Central University. Rosalyn is also very happy to volunteer her time to give technical and curriculum support to the Triangle Chapter’s HSCC Team, which established their first team for the 2009 BDPA Technology Conference.

Presentation Abstract: Being in tune with career and technical courses and tools at the high-school level can provide a great foundation for college and the workforce. When students are engaged and exposed to technical information and how to process information effectively, understanding of complex structures is strengthened. Textbook representation of technical information can be difficult to interpret. This workshop will assist partici-pants interested in IT, with fun and engaging tools and resources needed in order to prepare for college, a career, or entrepreneurship. There will be special emphasis on the use of visual aids. IT Showcase: The Student PerspectivePresented by Frederick L. SmithBiography: Frederick L. Smith is a sophomore at California University of Pennsylvania majoring in Geographical Information Systems and Emergency Management. Frederick first demonstrated his interest and talent in the area of geography when he represented his school district in the 2004 State Geography Bee where he placed in the top 5 in the state. Frederick’s continued to demonstrate his knowledge on the subject through his senior project in which he performed an Analysis of Communications Plans for Large Population Evacuations. Upon submission Frederick was selected to present his analysis at the 2008 Geographical Information Systems (GIS) Conference held in Dover Delaware in April 2008. Frederick also submitted a paper to the TeraGrid on the analysis of how the grid computing (high performance computers) could improve upon the ability to communicate to the population in the result of an emergency. The TeraGrid is the world’s largest most comprehensive distributed cyber infrastructure for open scientific research. Frederick’s paper was selected for presentation at the TeraGrid conference in Las Vegas in June 2008. Frederick was awarded 1st place in the 2008 Regional and National IT Showcase competition in the High School Category. He then placed 1st in the 2009 Collegiate Category.Frederick has been a member of the Youth in Government program sponsored by the Bear-Glasgow YMCA since 2006. Frederick is the first member of Bear-Glasgow contingency to have his bill passed by the house and the senate. Frederick has been a member of the FAME (Forum to the Advancement of Minorities in Engineering) program since 2005 and attended the 2007 FAME Summer at University of Delaware studying calculus, physics, and oceanography. In addition to his academic accomplishment Frederick is also an athlete. During the summer of 2008 Frederick completed an internship with the Delaware Emergency Management Agency (DEMA) working on evacuation routes for schools in the state of New Jersey. In addition, as a part of his 2008-2009 work-study program Frederick is working for the California University of Pennsylvania GIS Department to establish a map that identifies terror based activity by regions across the United States. Frederick is supported by his parents Frederick & Karen Smith. He has a younger brother Marcus Smith.

Jackson is the Creative Design Director at Nerjyzed Games Studios, a subsidiary of Nerjyzed Entertainment Inc., an African American owned Digital Multimedia Com-pany in Baton Rouge, Louisiana. Nerjyzed Games Studios is a certified Microsoft Developer that was the first African American owned company to create a video game on the Xbox 360, BCFX - The Black College Football Xperience: The Doug Williams Edition. As Creative Design Director, it was his task to build the design team and then to create the vision of the product and instill the vision throughout the company.Before working for Nerjyzed Entertainment Inc., Brian is a 14 year industry veteran to the realm of Video Game Technology with a reputation of being a dedicated and versatile team player who brings projects in on time and under budget. He is knowledgeable in all areas of produc-tion, including contracts, quality control and both internal and external development management. He is also a skilled team leader whose energy and motivation serve as an example to others.Brian was recently featured, along with CEO Jackie Beauchamp, on the critically acclaimed Mo’Nique Show on BET in January 2010 showcasing Nerjyzed Entertainment Inc., BCFX, and the Drum Line Challenge on National Television. He was also featured along with Ms. Beauchamp in the November 26, 2007 issue of Jet Magazine for his work with Nerjyzed Entertainment Inc., in creating the 1st ever, Black College Football Game. He was also featured in US Black Engineer, January 2001, Article: “Their Work Is All Play, Turning Pastimes into Careers in the Video Games Industry”. Brian was also featured in the September 1998 issue of the Source Magazine, Power Moves Section. Article: “Who Got Game?” Brian received a Bachelor of Business Administration concentrating in Computer Based Information Systems from Howard University. He is a Life Member of Alpha Phi Alpha, Beta Chapter. He also serves as a regional officer of the Howard University Alumni Association.

I.T. Corps – A Global InitiativeThe challenge to globalize services via an “information technology peace corps” is a new initiative by BDPA to extend its mentoring programs more globally. It will address the practical and relevant application of technology to day-to-day, real-world issues of economic, community and social development. The BDPA Information Technology (IT) Corps involves collaboration between BDPA’s 50 US chapters and interested African countries who will jointly organize student teams for technology based community service missions.
