Highlights of Accomplishments in 2010

PERFORMANCE OF THE FISHERIES SECTOR

For 2010, fisheries production in the Philippines totaled to 5,162,001.80 metric tons of which2,543,720.34 metric tons came from aquaculture, 1,370,520.13 metric tons from municipal and1,247,761.33 metric tons from commercial fisheries. A remarkable growth of 1.61 percent was notedcompared to the previous year’s production of 5.079 million metric tons. In terms of value, fisheriesgenerated gross earnings of 221.30 billion pesos at current prices in 2010 which was 2.64 percent higherthan the 2009 record.

Aquaculture reached 2,543,720.34 metric tons and posted a 2.68 percent growth compared to the 2009production. In spite of the El Niño phenomenon that beset aquaculture during the first semester, itrecorded gains from seaweed farming, grouper culture, tiger prawn, oyster farming, among others. Thepositive growth in production stems from the following: proper management, good quality fingerlings,distributions of planting materials and BFAR interventions. The highest contributor is Region IX followedby Region I and Region X respectively.

Commercial fisheries posted a production of 1,247,761.33 metric tons which is slightly lower than theprevious year’s production. ACCOMPLISHMENTS

The Bureau of Fisheries and Aquatic Resources (BFAR) together with its Regional Offices, TechnologyCenters, Regional Fisheries Training Centers (RFTCs) and fishery-related agencies, in coordination withthe Local Government Units (LGUs), achieved a remarkable performance for this period through theimplementation of various projects and activities in support of the government’s Ginintuang MasaganangAni (GMA) during the first semester and the National Fisheries Program (NFP) during the secondsemester of 2010.

The following projects and activities were implemented in 2010:

A. MODERNIZED AND SOCIALLY-EQUITABLE AGRICULTURE AND FISHERY SUPPORT SERVICES FORINCREASED PRODUCTIVITY AND INCOME

PRODUCTION SUPPORT SERVICES

1. Agribusiness Lands Development

BFAR assessed and validated 6,955.02 hectares of ‘new lands’ (off-shore and inlandbodies of water for mariculture and aquaculture development) for fisheriesprimarily intended for tilapia freshwater fishponds, fishpens and fishcages (2,278.17hectares); brackishwater fishponds and mariculture parks for bangus (2,624.54hectares), seaweeds (1,506.32 hectares) and 545.99 hectares for other fisheriescommodities and activities that include polyculture, aquasilviculture, mussels,oysters and stock enhancement.

The Bureau facilitated the development and partly developed ‘new lands’ foragribusiness— about 2,939.59 hectares composed of tilapia farming (892.94hectares), bangus farming (755.54 hectares), seaweeds culture (715.12 hectares)and other commodities (575.99 hectares). From these ‘new lands’ developed, thefisheries sector was able to generate roughly 37,259 new jobs.

2. Fish Seed Production and Distribution Produced 3,170,434 pieces of broodstocks (2,249,767 pieces GET Excel tilapia,

20,450 pieces “Ulang” and 900,217 pieces of other species of fish); dispersed2,549,286 pieces broodstocks (2,018,210 pieces GET EXCEL tilapia, 10,900 pieces“Ulang” and 520,176 pieces of other species of fish.

Produced 215.47M of fingerlings (169.63M GET Excel tilapia and 45.84M otherspecies of fish such as saline, cold tolerant, red tilapia and carp) and dispersed160.18M (131.55M GET Excel tilapia, and 28.638M other species of fish).

Produced 855,776 pieces “Ulang” post larvae and dispersed 653,290 pieces.

Produced 39,470 kgs seaweed seedlings and distributed 37,035 kgs .

20,719 (fishfarmers, LGUs, etc.) were assisted and served in terms of fishpondinputs and technology dissemination.

3. Distribution of Fishing Gears/Paraphernalia Distributed 14,676 fishing gears such as 4,380 gillnets, 4,051 hook and lines, 1,315

fishpots, 1 lambaklad, 146 payaos, 548 squid jiggers and 4,235 other fishing

paraphernalia benefiting 9,758 marginal fisherfolk in coordination with the localgovernment units (LGUs).

4. Input Assistance Provided 18.01M fingerlings, 885,841 kgs of seaweeds seedlings, and other farm

inputs to 5,606 fisherfolk beneficiaries (individual and or associations/cooperatives).

5. Establishment of Seaweed Nurseries and Deepsea Seaweed Mariculture 39 seaweed nurseries were established: two in Region 2 - (Abulug and San Jose,

Gonzaga, Cagayan), two in Region 3 (Palauig, Zambales); two in Region 4a (Perezand Polillio, Quezon), seven in Region V (Bagacay, Gubat; Giron, Pilar; Otavi, Bulan;Ogod, Donsol, Prieto Diaz; Dancalan, Bulusan - all in Sorsogon; and Cawayan,Masbate), one in Region VI (Caluya, Antique); six in Region VII (Bohol); six in RegionVIII (Biri, Northern Samar; Daram & Zumarraga, Samar; Capoocan, Leyte; Liloan,Southern Leyte; and Laoang, Northern Samar), three in Region IX, one in Region XI,three in CARAGA (Basilisa, Dinagat; Barogo, Surigao del Sur and Dapa, Surigao delNorte) and two in ARMM (Parang, Maguindanao).

6. Maintenance of Bangus and Tilapia Central and Satellite Hatcheries Maintained five central bangus hatcheries located at NIFTDC, Bonuan, Binloc,

Dagupan City; Calape, Bohol; San Jose, Naujan, Oriental Mindoro; Tiwi, Albay; andGuiuan, Samar.

Maintained nine central tilapia hatcheries and 13 satellite tilapia hatcheries.

7. Maintenance of Mariculture Parks/Zones Maintained the following mariculture zones/parks located in:

8. Maintenance of Hatcheries for Other Species Maintained 20 hatcheries for other species.

9. Conduct of Production-related Research Activities 97 research and development projects were implemented.

10. Operation and Management of M/V DA-BFAR, Marine Fisheries Management,Research, Training and Oceanographic Vessel Six researches were conducted with a total of 55 fishing operations on oceanography

and stock assessment. Based on the results of the studies conducted by the vessel,12 scientific/technical papers were prepared and submitted. Other accomplishmentsare as follows:

Conducted tuna fisheries resources surveys in the Pacific Seaboard (Dingalan, Baler,Batanes, Catanduanes, and Samar) and Celebes Sea (Celebes Sea, Mindanao, Davao,Surigao, and Bislig) for 63 days. There were 39 oceanographic stations, 9 pelagiclongline fishing operations and one purse seine operation covering the entirePacific Seaboard and Celebes/Mindanao Sea.

Shipboard Training Course of Fisheries Observer Program for the 3rd Batch thatbenefitted 26 participants from BFAR Regional Offices and State Universities tofamiliarize them on various aspects of life at sea.

Accommodated the boarding of BFAR V Regional Staff to be familiarized withonboard survey equipment, data collection and protocols needed n conductingsurvey.

Inventory of Fish Aggregating Devices (FADs) that included various FAD positionsand types.

Assisted in conducting international conferences in Baler and Aurora such asShipboard training, lecture onboard to BS Fisheries students from different StateUniversities and Colleges on various fisheries resource survey methodologies andtechnologies.

Participated in the collaborative study with UP-MSI on the conduct of intensivestudies of hypoxia and eutrophication in Manila Bay with the aim of obtaining abetter understanding of the spatial and temporal extent of this phenomenonthrough the analysis of its nutrient level oceanographic data, DO level sedimentcharacteristic and phytoplankton composition and distribution. The study covered30 stations where initial effort will contribute to the assessment of the status ofManila Bay Operational Plan.

MARKET DEVELOPMENT SERVICES

1. Market Matching and Participation to Agri-Aqua Fairs and Exhibits Extended 95 market matching activities to 1,949 individuals and 127 cooperatives.

Monitored daily prices of selected fish species in identified public markets withinMetro Manila. BFAR Fisheries Industry Development Support Division (FIDSD)gathers price list of fish and fishery products from regions and analyzes them forcomparative fishery prices nationwide. For wholesale price of fish and fisheryproducts, reports were obtained from Philippine Fisheries Development Authority(PFDA) on daily wholesale prices of bangus, tilapia, galunggong and tamban fromNavotas Fish Port.

Assessed the status of Fishery Marketing in the country by identifying concerns,issues and problems in partnership with 40 Fishery-Based Micro, Small and MediumEnterprises. Through that partnership, a total of 50 MT of fish and fishery productsvalued at approximately PHP 3,583,291 were market-matched.

Participated in 104 Agri-Aqua Fairs and Exhibits. Thru these, BFAR programs andservices were promoted which showcased different fisheries products andtechnologies for adoption of investors, etc.

2. Establishment of Regional Postharvest Development Center Region 1 completed the establishment of the Regional HACCP-Based Postharvest

Development Center in Sto. Tomas, La Union. The facility consisted of thedressing/gowning and locker room, dressing room wash sink, washing facility, footbath, washing area and the processing area. Purchased postharvestequipment/materials such as refrigerator, silent cutter and vacuum pack sealer,pressure cooker, smoking chamber, kitchen utensils, solar dryer and heavy duty gasstove with complete accessories.

CREDIT FACILITATION SERVICES

Assisted 644 individuals and 59 cooperatives in preparing feasibility studies andproject proposals as necessary and important requirements in accessing loans.

BFAR initiated and implemented the Fisheries Financing Program (FFP), the firstcredit facility in the industry customized to the needs of the small-scale fisherfolk. Itis PHP33 million Credit Facility for Non-Accredited Fisherfolk Association of the LandBank of the Philippines. Prepared and reviewed 32 proposals on how to avail loans.

OTHER INFRASTRUCTURE AND/OR POST-HARVEST DEVELOPMENT SERVICES

1. Establishment of Mariculture Parks/Zones The following mariculture parks are scheduled for launching:

2. Cages for Livelihood Project

166 cages were established: 12 in Region 1; 10 in Region 3; five in Region 4a; 38 inRegion 7; 15 in Region 9; 18 in Region 10; four in Region 11; eight in Region 12; 20in CARAGA; and 36 in ARMM.

3. Seaweed Culture Laboratory

Seven seaweed culture laboratories were established/maintained: Tuguegarao City(Region 2), Talipan, Pagbilao, Quezon (Region 4a); Ubay, Bohol (Region 7); Guiuan,Samar (Region 8); Zamboanga City (Region 9); Masao, Butuan (Region 13), andNational Seaweed Technology Development Center (NSTDC), Sorsogon). Ongoingconstruction is a seaweed culture laboratory in ORG Compound, Cotabato City.

4. Establishment of Hatcheries Established the Sandfish Hatchery in Alaminos City, Pangasinan. Although newly

established, the broodstocks that are being developed as future breeders spawnedsuccessfully. Six batches of spawning produced 1,084,000 sea cucumber larvae andare now rearing 6,000 juveniles.

On going construction of larval, rotifer and broodstock tanks of a Multi SpeciesHatchery for Siganid in Region 1.

5. Construction/Improvement of Municipal Fish Ports (MFPs) by the Philippine FisheriesDevelopment Authority

8. Value-Added Products Formulation 19 value-added fishery products such as fish longanisa, fish bacon, fish sweet meat,

fish tocino and other products were formulated and improved.

EXTENSION SUPPORT, EDUCATION AND TRAINING SERVICES

1. Provision of Training and Technical Assistance Conducted 1,361 training courses on aquaculture (tilapia, bangus, seaweeds),

municipal, regulatory and post harvest technologies nationwide that benefited42,839 participants (39,919 fisherfolk and 2,920 extension personnel).

Provided 60,512 technical assistance and advisory services on aquaculturedevelopment and methods, marine fisheries management and conservation, fishingtechnologies, post-harvest technologies. Beneficiaries totaled to 96,640 individualscomposed of fisherfolk, fishfarmers, LGUs, other NGAs and various stakeholders.

2. Establishment/Maintenance of Techno-Demo Projects Established 578 techno-demo projects that showcased various fishery technologies

such as integrated fish farming, marine and freshwater, cluster backyard fishpond,pond culture technology, aquasilvi culture, shellfish culture, and fish polyculturewith a total of 424 beneficiaries. Another 196 techno-demo projects wereestablished through counter parting with the local government units with 670beneficiaries.

3. Project Launching and Conduct of Field Days 47 projects were launched while 84 field days were conducted.

4. Dissemination/Provision of IEC Materials Reproduced, packaged and distributed 265,935 copies of fisheries information,

education and communication (IEC) materials to create awareness and to promotethe Bureau’s programs and projects; 360 billboards were installed while 451 radioand TV plugs were aired to inform the public of the latest development/issuesbesetting fisheries.

5. Organization and Strengthening of FARMCs Assisted 109 FARMCs in organizing/reorganizing and 325 FARMCs in strengthening.

Various activities were conducted during the celebration of the 6th year ofimplementation of Fisherfolk’s Month in May. The Mangingisdang Director Programis an annual activity being implemented by BFAR giving due recognition and tributeto fisherfolk every month of May in conjunction with the Month of the Ocean. Theprogram aims to strengthen the partnership between the government and itsstakeholders in the sustainable management of the fisheries resources and toprovide better understanding of the bureaucracy. The program is now on its 6th

year of implementation where this year’s National Fisherfolk Director is RonaldoPaglicawan from Occidental Mindoro.

Provincial assemblies and regional congresses were conducted to discuss concernsof fisherfolk.

Baccalaureate Scholarship for Industry Leaders(formerly Regular Academic Scholarship) Provided administrative and logistics support to the regular scholars. The Program is

now in its 31st year of implementation and in its 19th batch of scholars. 16 scholarsfrom the 18th batch graduated in March/April 2010.

For the 19th batch, 43 are currently enrolled as 2nd year students. A specialexamination has been conducted at University of the Philippines-Visayas (UPV),Miag-ao, Iloilo on June 23, 2010 to fill-up the 9 vacant slots of scholars asreplacement to those who have failed to comply with the grade requirements of thescholarship.

Fisherfolk Children Educational Grant (FCEG) The Program is now in its 17th year of implementation and on its 5th batch composed

of 46 scholars nationwide. They are all in 2nd year. The remaining 32 scholars of the4th batch are now in their 4th year.

7. Gender and Development (GAD) The following accomplishments were achieved:

- Participated in the Search for Outstanding Rural Women conducted by thePhilippine Commission on Women and in the Opening of Women’s MonthCelebration and GO Negosyo in the World Trade Center

- Attended seminars on the Implementing Rules and Regulation on theMagna Carta on Women

- Conducted seminars on Human Rights of Women and Gender SensitivityTraining

- Monitored and Evaluated GAD Projects and maintained GAD Corner

- Established Learning/Drop in Centers

- Conducted sport fest activities and health awareness programs

Client Focused

- Distributed post harvest equipment such as stilt dryers, portablesmokehouses and kitchen utensils

- Transferred gender sensitive packages of fisheries technologies throughtrainings on value added products

- Conducted Gender Sensitivity Trainings and provided technical assistanceand advisory services to fishermens’ housewives

- Established linkages between women’s cooperatives/ associations andmarkets

- Established linkages between women’s cooperatives/ associations andmarkets

- Rendered advisory and technical assistance activities to fishermen’s wives

- Participated as field validators in the 2010 National Search for theOutstanding Rural Women

1. Coastal Resource Management 263 LGUs were assisted in Coastal Resource Management (CRM) planning and

fisheries ordinance preparation. 122 rapid resource assessments on fish sanctuarieswere conducted while 266 fish sanctuaries and 265 artificial reefs were monitored.

Red Tide Monitoring On BFAR’s commitment to safeguard public health, regular monitoring of the red tide

phenomenon in critical bays is being sustained. 766 monitoring activities wereundertaken to protect public health and 7,385 samples were analyzed. Red Tideupdates/advisories were prepared and disseminated by the National Red Tide TaskForce in coordination with government agencies (NGAs) and local government units(LGUs).

2. Fish Health Management Maintained 34 fish health laboratories nationwide to address the need for disease

diagnosis, prevention and treatment.

Conducted ocular inspection, residue and aquatic animal disease surveillance, fish killmonitoring and investigations. Analyzed 6,341 fish/shrimp samples for residue and11,750 samples for aquatic animal disease surveillance for a total of 8,180 clients.

With regards to the National Shrimp Health Management Program, the followingwere undertaken: conducted hatchery inspection in four broodstock facilities for theissuance of BFAR Accreditation/Certificate of Compliance of Penaeus vannameibroodstock facilities to supply BFAR’s accredited P. vannamei hatcheries in thecountry; certified 60 farms that totaled to 88.4955 hectares as P. vannamei grow-outs; recommended the establishment of additional molecular diagnosticlaboratories at Tagkawayan, Quezon and General Santos City.

3. Inspection of Fish Processing Plants

Inspected, verified and monitored processing plants, including the processingestablishments accredited as exporters. Conducted regular monthly plantinspections/audit to ensure compliance with the Hazard Analysis Critical ControlPoint (HACCP)-based quality assurance, Standard Sanitary Operating ProceduresProgram (SSOP), and Good Manufacturing Practices (GMP).

Conducted 10,812 inspections on fishing/freezer vessels, fish processing plants,buying/picking stations, fish port and landing areas, auction markets, ice plants andcold storages and pre-shipment.

4. Monitoring, Control and Surveillance (MCS) BFAR law enforcers conducted 934 field operations/missions and 1,778 field

evaluations nationwide to curb illegal fishing in coordination with law enforcementauthorities. The performance of BFAR deputized fish wardens and fish examinerswere evaluated, and field coaching was resorted to when necessary. The fisheriesenforcers appeared in court hearings in municipal and provincial trial courts aswitnesses to ensure that trial of violators are in progress.

The MCS 14 patrol vessels are in their respective deployment areas. BFAR conducted188 field operations/missions with a total of 14,038 nautical miles covered resultingto apprehensions of 3 pouchers (2 Taiwanese and 1 Chinese) for violations ofSections 27, 86, 87 and 97 of RA 8550. Other activities include the following:

Deployment of Task Group 1 of MCS Vessels (3001, 3006, 3008 and 3010); TaskGroup 3 in Eastern Philippine Seaboard and Southern Philippines (3004 and3009); Task Group 2 in Palawan (3002).

Deployment of MCS 1101 to Region VIII covering the waters of San Pedro Bay,Carigara, Calbayog, Samar Sea and Sogod Bay.

Conducted MCS operation with documentation of various fisheries projects inTawi-tawi.

Installed six transponders on M/V DA-BFAR and five patrol vessels. Checked radarscene and report of tracking data as basis for the monitoring of poachers in the areaof operation of MCS patrol vessels in Cagayan, Batanes, Aurora, Palawan andMindanao.

Deputized 700 fish wardens and 94 fish examiners.

5. Operation/Maintenance of the Cyanide Detection Test (CDT) Laboratories Maintained cyanide laboratories in Puerto Princesa, Zamboanga City, Cebu City and

Manila in order to detect the presence of cyanide in tissues of live food andaquarium fishes with a total of 1,650 samples analyzed. Results were used as basisfor issuance or denial of export permits.

6. Operation of Quality Assurance Laboratories Operated/maintained fisheries quality control laboratories in Quezon City, Cebu City,

Iloilo City, Davao City, General Santos City and Zamboanga City to address existingproblems on quality assurance program on fish export. Samples analyzed forchemical and microbiological examinations totaled to 28,503 ,

7. Inland Fisheries Management Dispersed a total of 41.194 million tilapia and carp fingerlings to 154 communal

waters to replenish the stock of depleted resources for the benefit of municipalfishermen throughout the country.

Oplan Sagip Ludong 2010-2014:DA Secretary Proceso Alcala gave urgent directive to BFAR Region 2 to formulate planto save ludong during his visit in the Region on October 7, 2010. Ludong is a rapidlydwindling type of mullet indigenous to the Cagayan River and Santa-Abra riversystems and is considered to be the most expensive food fish in the country.Alongside the preparation of the plan is the formation of an inter-agency task forcecharged to implement the planned interventions which will focus on research anddevelopment, conservation and protection, and intensified advocacy andinformation, education and communication.

8. National Stock Assessment Program (NSAP) Conducted regular surveys in 189 landing centers or observation sites.

9. Issuance of Regulatory Documents Issued 192,795 regulatory documents such as Fishpond Lease Agreements (FLAs),

Commercial Fishing Vessel Licenses, Fishermen Licenses, Clearances, Permits, etc.

11. Celebration of Fish Conservation Week BFAR celebrated the 47th Fish Conservation Week on October 17-23, 2010 with the

theme, “Asenso sa Pangisdaan, Makakamit sa Sama-samang Pagtutulungan”.Various activities were conducted during the week-long celebration that includedlaunching of important projects, training, lectures, information dissemination, etc.BFAR Regional Offices had their respective programs in celebrating the event.

Likewise, the 1st Fish is Life Festival was conducted in celebration of the FishConservation Week at the Megatrade Hall 1 in SM Mega Mall B on October 18-20,2010. The festival featured a 3-in-1 show, namely Kaugnay Ako, Kabalikat Kamiand Kaya Natin where all the key players of the fishery sector come together toprovide the public relevant information and technical know-how about the fisheriesindustry and to promote quality seafood products at factory prices.

1. Organized and conducted the following conference/meeting/workshop:

BIMP-EAGA High Value Aquaculture Business Conference on April 5-7, 2010 inGeneral Santos City with almost 100 participants from the government and privatesector of the member countries as well as fisheries experts from SEAFDEC, INFOFISHamong others. Invited fisheries experts shared their best practices/success storiesand technology on high value aquaculture among member countries. The privatesector participants were able to meet their counterparts during the businessmatching session and came up with business proposals on high value aquaculture.

BIMP-EAGA Agro-Industry and Fisheries Core Group Meeting on June 7-9, 2010 inPuerto Princesa, Palawan participated in by representatives from Agro-Industry andFisheries from BIMP and an expert from ASEAN Secretariat (35 participants) thatprepared the draft conceptual framework of the Food Basket which is a directive ofthe BIMP-EAGA Leaders/Ministers.

In line with the BIMP-EAGA Priority Programs on Increased Seaweed Production, theBFAR continued the conduct of the Seaweed Farmers Training on Good AquaculturePractices (GAP) in Zamboanga City in May 2010.

On July 5, 2010, the project entitled, “Sustainability of Seaweed Nurseries toIncrease Grow-Out Production in the BIMP-EAGA Region” was approved by DirectorMalcolm I. Sarmiento, Jr. with the goal of establishing 10 seaweed nurseries inMindanao and Palawan. Said seaweed nurseries shall be turned-over to seaweedfarmers with existing cooperative. Memorandum of Agreement between thePhilippine government through BFAR and the Seaweed Farmer Cooperative shall beexecuted in collaboration with the concerned LGU. BFAR shall provide technicalinputs, materials amounting to P100,000 per seaweed nursery and shall be regularlymonitored and evaluated by the BFAR to make sure that the beneficiary complieswith the terms of reference stipulated in the MOA. The 1st seaweed nursery wasestablished in Coron Palawan in November 2010.

2. BIMP-EAGA AGRO-INDUSTRY AND FISHERIES CORE GROUP MEETING

The Meeting was hosted by the government of the Republic of Indonesia from 30-31 August 2010 in Jakarta, Indonesia. Participated in by the core group from BIMP,they discussed and finalized the draft concept of the food basket strategy. Likewise,the Meeting discussed the tentative agenda and program of the Agriculture andFisheries Senior Officials Meeting and Ministers Meeting as well as finalized thedraft Ministers Joint Statement.

3. BIMP-EAGA INAUGURAL AGRO-INDUSTRY AND FISHERIES MINISTERIAL MEETING

The 1st BIMP-EAGA Inaugural Agro-Industry and Fisheries Ministerial Meeting washeld on November 25-26, 2010 in Makassar, South Sulawesi, Indonesia. TheMinisters agreed in establishing BIMP-EAGA as a FOOD BASKET for ASEAN and therest of Asia and issued a directive to the Agro-Industry and Fisheries of the BIMP towork on the detail of the framework and formulate action plan as well asinvestment plan.

4. PHILIPPINES-VIETNAM BILATERAL COOPERATION IN FISHERIES

REGIONAL TECHNICAL CONSULTATION ON FISHERY INFORMATION AND STATISTICSIN SOUTHEAST ASIA—Bangkok, Thailand (January 19-21, 2010)

The Regional Technical Consultation on Fishery Information and Statistics inSoutheast Asia aims to strengthen the fishery statistics and maximize their use infisheries planning and management. It emphasized the importance of fisheryinformation and statistics in providing better understanding on the status of thefishery resources and in the formulation of national fisheries policies.

14th REGULAR SESSION OF THE INDIAN OCEAN TUNA COMMISSION (IOTC)—Busan,South Korea (March 1-5, 2010)

The 14th Session of the Indian Ocean Tuna Commission (IOTC) was attended byrepresentatives of 19 Members of the Commission, two Cooperating non-Contracting Parties, FAO, eight Observers and invited experts attended the Session.

The Commission adopted a conservation and management action by which a time-area closure is established for purse-seine and longline fisheries, and a plan ofaction is started that will lead to the adoption of a quota or other appropriateconservation measure by 2012. The plan of action includes a feasibility study onimproving data collection from artisanal fisheries, and an inter-sessional technicalmeeting to adopt recommendations on allocation criteria for a quota system.Management advice is to be supplied by the Scientific Committee in a way thatallows managers to assess the risks and benefits of different management actions.

9th Meeting of Ad Hoc Open-Ended Working Group on ACCESS and Benefit-Sharing—Cali, Colombia (March 22-29, 2010)

The ninth meeting of the Ad Hoc Open-ended Working Group on Access and Benefit-sharing (ABS) of the Convention on Biological Diversity (CBD) continued negotiations onan international regime on ABS, in view of its mandate to submit an instrument forconsideration at the tenth meeting of the Conference of the Parties (COP 10).Negotiations were conducted on the basis of a draft protocol, tabled as a Co-Chair’s textand developed upon a request made during the Co-Chairs’ Informal Inter-regionalConsultation held prior to 9th ABS Working Group Meeting. In general, the 9th ABSmeeting was a success as it was to complete a full draft of the ABS Protocol although theWorking Group agreed to suspend ABS 9 and convened a resumed session in June orJuly 2010.

Monitoring and Evaluation of BFAR Projects

Regular monitoring and evaluation of BFAR’s Programs and Projects were conducted byBFAR Central Office and Regional Offices. Field visits were undertaken which aimed toidentify the impact of the Bureau’s projects by interviewing the beneficiaries.
