    On behalf of the Philippine Aquatic Sports Association Inc. (PASA) it is my pleasure to invite

    your team to participate in the 2010 Sr. National Long Course Swimming Championships.

    Swimmer times achieved during the GLeague series, and other PASA or FINA approvedcompetitions in the same period will be used as basis for selecting national training poolmembers for various international competitions included in the 2010 calendar including the16 th Asian Games in Guangzhou, China in November.

    Please Study the attached Meet Info and Entry Kit very well. PASA has introduced someimportant information in our competition system to create a talent identification ladder toensure that PASA registered swimmers reach their full potential. We will also be using thePASA STAR (Swimming Talent and Achievement Recognition) Database as the coreapplication determining who is qualified to participate in the 2010 National Long CourseSwimming Championships, as well as to manage entries, rankings and results.

    One of the features of PASAs STAR software solution kit is we are able to use it for talentidentification and selection purpose using a variety of age reckoning computations.However, please note that the Age Reckoning for the 2010 National Long Course SwimmingChampionships will be AGE AS OF DECEMBER 31, 2010.

    The minimum age requirement for participation in this years Sr. Nationals is 11, assumingthat the swimmer has achieved the required qualifying time. Scoring and awarding will bedone on this basis, and no age group awards will be given. This competition is an Opencompetition, and will be swum in the TrialsFinals format. Alternatively, the 2010 ShortCourse (25m) National Championships will be an age group competition for those 11 yearsold and above, with awards and points given by age group.

    IMPORTANT REMINDERS ON CHANGES TO THE 2010 SR. NATIONALS MEET FORMAT:

    1. Entries will be automated. A special entry form has been created and attached hereto, wherecoaches only need to fill in the events they want to add for their qualified swimmers. The PASASTAR Database will automatically determine their entry time and seeding depending on theswimmers result.

    2. All entry forms must be legibly and accurately filled out, and submit them with correspondingentry fees on or before the close of entries stated in the meet entry kit.

    3. Now that we have populated the PASA STAR Database with results from the GLeague MeetSeries, and all PASA and FINA Sanctioned and Approved competitions, it is no longer necessaryto fill up the usual entry forms. This process is now automated, and the Entry Fee collectionprocess now simplified.

    4. Swimmers qualifying to the 2010 National Long Course Swimming Championships are allowed tocomplete in a maximum of 7 individual events plus relays.

    5. Swimmers with only one or two qualifying times may swim up to a maximum of three individualevents plus relays.

    6. Relays will be swum as Timed Finals in the morning Trials. At least two relay participants musthave achieved the qualifying time in an individual event. Clubs may enter relay teams usingswimmers that have not achieved individual qualifying times, but these swimmers may notparticipate in individual events.

    7. No Time (NT) entries will not be accepted. All entries and the list of qualifiers will be generatedby the STAR Database automatically, depending on swimmer times achieved in the 2010 GLeague and other PASAsanctioned or approved events held before the deadline of entries forthe 2010 Sr. National Long Course Swimming Championships.

    8. Since the meet will be held using the Trials Finals format, the Trails will begin at 9:00 AM eachday. There will be a 4hour break between the Trials and the Finals. Depending on the numberof entries, and the timeline generated by our Meet Manager software, necessary adjustmentscan be made to ensure that there is enough rest time between Trials and Finals.

    9. Following the new FINA rule allowing the use of 10 lanes, Finals shall have a Consolation Heatfollowed by the Final Heat. The top 20 swimmers in each event will receive points towards theClub Championship Trophy (Men and Women), and the Overall Club Champion Trophy.

    10. The 800 and 1500 m Freestyle will be swum as Timed Finals during the Trials except for thefastest heat, which shall be swum in the Finals Session. Scoring for Team Points will still be forthe top 20 swimmers in these events.

    11. Trials will be seeded slowest to fastest in order to give swimmers adequate time to recover afterswimming relays.

    MEET ENTRY INFORMATION KIT

    ELIGIBILITY The 2010 Sr. National Long Course Swimming Championshipsis open to all PASAregistered competitors in good standing.

    RULES The meet shall be run under all applicable PASA and FINARules and Regulations.

    REGISTRATION NUMBERS PASA registration numbers are part of the entry system, andthe names and ID numbers of swimmers submitted must bethe same as that indicated on their PASA RegistrationApplication Form. Entries using nicknames of swimmers willbe rejected.

    REGISTRATION CARDS PASA ID cards must be available for inspection. It is yourmeans of admission, and accreditation from the organizingcommittee, as well as avail of other benefits.

    ENTRY FORMS All Entry Forms herewith provided MUST BE COMPLETEDAND SUBMITTED BEFORE THE DEADLINE OF ENTRIES.Swimmer Entry Forms must be signed by a PASA registeredcoach. PASA reserves the right to accept or reject entries inaccordance with its rules and regulations.

    ENTRY FEES P 700 per swimmer entered. Checks must be made payableto PASA Inc. All participants will receive souvenir Tshirts.Entries not accompanied by Entry Fees will not be accepted.

    ENTRY DEADLINE By 5:00 PM on 7 July 2010 (Wednesday). All entries pluscontact information and fees must be received on or beforethe closing date by the PASA OFFICE. Late entries or thoseunaccompanied by fees will not be processed.

    ERRORS If an error is made during entry processing, where it is on thepart of the PASA meet organizers will be corrected withoutdetriment to the swimmer. Where it is on the part of thecoach, the PASA meet organizers will do their best to correctit but cannot fully guarantee to do so.

    RESULTS All events will be run using the Trials Finals format as notedin the Reminder on Changes for 2010 integral to this kit.

    START RULE One start rule applies & over the top starts if necessary.

    AGE RECKONING The 2010 Sr. National Long Course Swimming Championshipsis in the pathway of the 16th Asian Games in Guangzhou,China in November of 2010. The FINA Age Reckoning Rule inapplication will be used. AGE AS OF 31 DECEMBER 2010.

    OPEN MEET The minimum age for a participant in the Sr. Nationals is 11 asof 31 December 2010.

    MEET PROCEDURE 1. Swimmers shall be placed in graduated time order,slowest to fastest.

    2. Swimmers must check in one hour before publishedstarting time.

    3. Four tables will be made available for swimmers to checkin. These will be according to gender and alphabetized.Any swimmer failing to check in at the appropriate tablewill be considered not to be swimming. In exceptionalcircumstances, a swimmer who is late to register may beplaced in an earlier heat in an unoccupied lane at thediscretion of the Meet Director.

    4. A list of heats and lane assignments will be posted. It isthe swimmers responsibility to check the heat sheet andbe at the ready bench area on time.

    5. Fifteen minutes prior to the start of the session or threeevents before the one in which your swimmer iscompeting, coaches must ensure that their swimmerspresent themselves to the Clerk of the Course. It is eachswimmers responsibility to be at the start in time forhis/her event.

    6. The Meet Director will ensure that swimmers withdisabilities are allowed to participate in the 2010 Sr.National Long Course Swimming Championships.

    MEET COMMITTEE 1. A meet committee composed of the Referee, MeetDirector, a Coach representative, an athleterepresentative and one (1) PASA certified TechnicalOfficial acting at large will be established to act upon anyadministrative protest filed at the meet.

    2. A P 5,000.00 protest fee must accompany formal protestletters to be considered valid. Protests must be filedwithin 45 minutes from the time a negative decision hasbeen rendered.

    3. The committee will not act upon any technical swimmingJudgment decisions, as these are under the jurisdiction ofthe Referee. The Referees decision is final.

    4. This committee shall act as a review section in the needof an emergency meeting, and their report may be filedwith PASA for administrative review, action or discipline ifso called for.

    5. A P100.00 Scratch and No Show Fee will be levied forevery scratch/no show made by a coach, on behalf of anyswimmer and for any event.

    QUALIFYING TIMES 1. PASA is applying a QT requirement and will base entrieson the STAR Database. Coaches should use their best judgment in entering swimmers to ensure compliancewith PASA Longterm Swimmer Development Framework.

    2. If the events are oversubscribed, the PASA reserves theright to limit the number of swimmers per event toensure a wellmanaged, quality meet.

    3. Qualifying Times per event are made integral to this meetinfo kit for the guidance of coaches, and for swimmergoal setting purposes.

    OTHERS Matters not provided for herein shall be decided by thePhilippine Aquatic Sports Association Inc. PASA email [email protected] for inquiries.

    Notes:

    1. Swimmers shall be placed in graduated time order, slowest to fastest to increase the level ofcompetitiveness in each heat, as well as to improve every swimmers chance to participate in theFinals for their event(s).

    2. Awarding will be done on a per event basis. The top three swimmers in each event will receivemedals.

    3. The Meet Director is authorized to call for regular breaks during the course of competition thatwill allow swimmer, coaches and officials to rest and have their meals. He may, based on thetimeline generated by the Meet Management software, make adjustments to the start time forTrials and Finals to ensure that Finalists are provided with enough recovery time.

    4. The Order of Events for 2010 Sr. National Long Course Swimming Championships provides everyswimmer the opportunity to participate in their favorite events in order to achieve personal besttimes, national records, national team qualifying times and national rankings.

    5. Three Outstanding Club Trophies will be awarded to Club Champions for Men, Women andOverall Championship Recognition.
