Company Profile: In 1977, Colorado Correctional Industries was created as a division of the
Colorado Department of Corrections through Legislative Bill CRS 17-24-101. For more than
thirty years each government entity has collaborated to support the mission of one another and
provide a future for as many offenders as possible. The controlled environment we manage
offenders within must be secure, safe, humane and efficient. Meaningful work and self-
improvement opportunities must also be made available to offenders that will assist them with
community reintegration upon release. This is an on-going partnership that benefits
corrections, correctional industries, offenders and the community.
CCi is a cash-funded entity with enterprise status that receives no tax-payer support. All
revenues earned must cover 100% of our Division’s operating costs, personal services and
capital equipment costs. Our programs also result in cost avoidance for the state of
approximately $5,000 per offender when compared to general-funded alternatives for training
and employing offenders. With our current employment of approximately 1,500 offenders, this
equates to nearly $7,500,000 per year saved by our tax payers.
The benefits of CCi programs are far reaching. We affect Colorado taxpayers, offenders, victims
and the DOC. These benefits include:
Inmates employed within the CCi Prison Industries Enhancement program have contributed
more than $.5 million in victims’ restitution and assistance since 1995.
CCi jobs reduce offender idleness, teach marketable skills and improve prison safety, thus
ensuring a safe and secure environment is provided to offenders, staff and citizens of Colorado.
Recidivism rates are significantly lower for inmates who work and train in correctional industry
programs according to recent studies.
For more than 30 years CCi has operated in a business-like manner employing the offenders of
the DOC. We employ the offenders within three major program areas; agricultural, services
and manufacturing. The diverse programs CCi operates benefit both corrections and CCi, and
offer offenders and immense opportunity to learn meaningful skills, work ethics and
responsibility prior to their release. Offenders who are successful within a correctional
industries’ program are more likely to be successful within the private community upon their
release, and it is our goal to ensure opportunities are made available to train and work within
CCi while incarcerated.
