the reason that the total number of ballot secrecy foldersrecommended to be purchased (1, 815,000) exceeds the total numberof ballot secrecy folders that may actually be Llsed during theelections;

WHEREAS, upon review, the computation used by the Bids andAwards Committee was based on twenty-two (22) ballot secrecyfolders per precinct multiplied by eighty two thousand five hundred(82,500) clustered precincts considering that the actual total clusteredprecincts are only seventy six thousand three hundred forty (76,340);

WHEREAS, the Commission was insufficiently infornted of suclrcomputation;

WHEREAS, it was also discovered after re-deliberation that thepurchase price of THREE HUNDRED EIGHTY PESOS (Php 380.00) perballot secrecy folder is extravagant beyond the ordinary needs of theCommission;

WHEREAS, Chairman Jose A. R. Melo has declined to sign thePurchase Order;

WHEREFORE, the commission, bY virtue of tlre powel's vestedin it by the constitution, RESOLVED, as it hereby RESOLVES torecall the award to OTC PAPER SUPPLY.

However, filing and storing a large number of sheets or wideritems overloads current designs thereby decreaslng file mobility in a filecabinet or other storage device, degrading the quarity of the fire, andobscuring any code or marking on the file.A conventional file folder=generally includes a front cover, a backGover and a connection pdrtion which connects the front cover and theback cover side by side. Said an improvecl file folder 10 definecl by a generally rectangularfolder body 11 comprising of a back panel 12 and a front panel 13. Saidback panel 12 and front panel 13 is being fixedly connected on its longerside porlions 14 ancl 14a using an inteimediate panel 15. Saidintermediate panel 15 is being heat welded "H" on the opposed sideedge portion of said front panel while said back panel 12 is being fixedtyattached on the other end portion of said intermediate panel 15 usingplurality of rivets 16 or its equivalent" Said front panel 13 andintermediate panel 15 is preferably made of flexible plastic material whilesaid hrack panel 12 is nrade of hard, thick plastic material. Further, saidintermediate panel 15 is being folded inwardly to make it expandable.

Preferably, said folder is made with its height "H" being more thantwice its width "W". This would allow the folder to contain longdocuments.

\A/ith respect to the above description then, it is to be realized thatthe optimum dimensional relationship for the parts of the utility model aredeemed readily apparent to one skilled in the art, and all equivalentrelationships to those illustrated in the drawings and described in thespecification are intended to be encompassed by the present utilitymodel.
