LOS ANGELES — A disputeover an “inappropriaterelationship” may be themotive in the case of a Gar-den Grove, Calif., womancharged with cutting offher husband’s penis, a lawenforcement source said.

The source, who spokeon condition of anonymitybecause the case is ongo-ing, said the couple hadargued earlier in the dayand that the wife was angryat the husband over a rela-tionship. Police said thatwhen they confronted thewoman, she said her hus-band “deserved it.”

On Wednesday, OrangeCounty prosecutorscharged the wife with twofelony counts for allegedlycutting off her husband’spenis and throwing it in agarbage disposal afterdrugging him and tyinghim to a bed.

Becker, 48, faces onefelony count each of tor-ture and aggravated may-hem with sentencingenhancements for greatbodily injury and personaluse of a knife. If convictedon all counts, she faces amaximum sentence of lifein prison with the possibil-ity of parole.

She has been held with-out bail since her arrest

Monday night. Her arraign-ment is scheduled forWednesday in Westminster,where she is expected toplead not guilty.

Becker, a real estate bro-ker, lived with her husband,identified by prosecutorsonly as John Doe, in a Gar-den Grove apartment.

The husband told policethat his wife served himdinner and that he went tobed about 9 p.m. While hewas sleeping, she “tied thevictim’s legs and arms tothe four corners of the bedwith nylon ropes,” prosecu-tors said.

The victim told authori-ties that when he woke up,his wife pulled down hispants, “grabbing the vic-tim’s penis and severing itwith a knife.” She then tookthe penis to the kitchen andthrew it in the garbage dis-posal, “turning it on andmutilating the organ.”

She then called 911.The husband underwent

surgery but the severedorgan could not be reat-tached.

FRANKFURT /CHICAGO — Germany’s Deutsche Boerse looked set to pull off its $9.7-billion takeover of the New York Stock Exchange group on Thursday after its share-holders backed the deal to cre-ate the world’s largest exchange operator.

Shareholders in NYSE Euron-ext approved the deal last week but it still faces formidable anti-trust hurdles on both sides of the Atlantic, ana-lysts say.

It is expected to take until the end of the year before the deal gets regulatory approval.

More than 80 per cent of Deutsche Boerse share-holders ten-dered stock as part of the deal, the company said in a state-ment Thursday.

Shares in NYSE Euronext were up 0.5 per cent at $34.04 Thurs-day afternoon, while Deutsche Boerse was off 0.5 per cent at 53 euros. — Reuters

Deutsche Boerse closer to NYSE takeover

WASHINGTON — U.S. Federal Reserve Chairman Ben Bernanke warned Congress on Thursday that overzealous cuts to government spending in the short term could derail an already fragile recovery and said a U.S. debt default may wreak financial havoc.

“I only ask . . . as Congress looks at the timing and composition of its changes to the budget, that it does take into account that in the very near term the recovery is still rather fragile, and that sharp and excessive cuts in the very short term would be

potentially damaging to that recov-ery,” Bernanke told members of the Senate Banking Committee.

Congress and the White House are stalemated in talks on cutting the budget deficit, with Republicans seeking $2.4 trillion US in spend-ing cuts in exchange for agreeing to raise the $14.3 trillion U.S. govern-ment borrowing limit.

The U.S. Treasury has said it will run out of money after Aug. 2 to pay all of the country’s bills if a deal is not reached to raise the debt ceiling.

On the second day of delivering the

Fed’s semi-annual monetary pol-icy report to Congress, Bernanke renewed his warning that a United States debt default would be dev-astating for the U.S. and global economies.

“It would be a calamitous out-come,” Bernanke said. “It would create a very severe financial shock that would have effects not only on the U.S. economy, but the global economy.”

Failure to raise the debt limit in time would constitute a “self- inflicted wound” to the economy,

he said. Moody’s Investors Service warned late on Wednesday that the U.S. could lose its top credit rat-ing in coming weeks if a standoff between the White House and con-gressional Republicans over raising the statutory borrowing limit is not resolved.

Earlier on Thursday, China — the United States’ biggest foreign credi-tor — urged the U.S. government to adopt responsible policies to protect investors’ interests after the Moody’s warning.

BEIJING — While the Obama administration struggles to jump-start the stalled U.S. recovery, policy-mak-ers in Beijing have an opposite but equally formidable task: putting the brakes on China’s speeding economy without triggering a slump.

How well they succeed holds enor-mous consequences for the world economy, where China has emerged as one of the few engines of growth.

The government announced this week that China’s economy expanded at an annualized rate of 9.5 per cent in the second quarter from a year ear-lier. That’s slightly slower than the first quarter, thanks largely to efforts by authorities to cut bank lending and raise interest rates. Their hope is to tame the inflation that’s angering the nation’s consumers, and to let some air out of a worrisome real estate bub-ble that many fear could burst.

Although China’s gross domestic product growth is the envy of slow-growing industrialized nations, cracks are emerging in its economic model. China leaned heavily on housing con-struction, public works — and billions in government borrowing — to power through the global slowdown. You can see it in empty highways paid for with public debt, in vacant new apartment blocks and in the faces of grumpy shoppers in the produce aisles, where prices for basics are soaring beyond the reach of average households.

The worry is that this kind of stimulus has artificially juiced China’s economy, making it vulnerable to a hard landing. How severe the challenges are is open to debate. Many analysts are confi-dent that China can slow growth with-out derailing its economy. But what’s acknowledged by experts both inside and outside China is that the nation’s current path is unsustainable.

“They are at a crossroads, needing to shift to a new model,” said Nicholas Lardy, a China expert at the Peterson Institute for International Economics in Washington.

Visitors to China are amazed by the frenzy of construction taking place across the country, where shopping malls, office towers, apartment build-ings, subways and bullet trains are being completed in record time. What isn’t so visible is the ocean of debt that financed this — and growing concerns about how it will be paid back.

In a bid to insulate China’s economy from the global financial crisis and weakened demand for China’s exports, authorities encouraged banks to lend, particularly for real estate develop-ment and public works that create a lot of local jobs. Fixed asset invest-ment — the construction of infrastruc-ture and buildings — doubled between 2007 and 2010 as developers availed themselves of cheap financing.

The result: some Chinese cities are awash in vacant commercial space and unsold apartment units. In the first half of this year, home sales dropped 20 per cent in Beijing, 26 per cent in the western boom town of Chongq-ing and 61 per cent in the speculative hotbed of Haikou on Hainan island, according to the China Index Acad-emy, a property research firm.

Local government debt has also sky-rocketed. The careers of many Chinese local officials depend on creating jobs and economic growth, but the central government prohibits cities from issu-ing their own bonds to finance public works. To sidestep that prohibition, municipalities across the country have created off-the-books entities to do the borrowing. A national audit released in June found that local governments had amassed $1.65 trillion in loans by the end of last year — a sum equal to nearly a third of China’s GDP.

“China has developed a huge debt burden in the past two years due to the fiscal stimulus after the global finan-cial crisis, on top of a post-crisis prop-erty bubble,” wrote Vincent Chan, an analyst for Credit Suisse, in a report

released last month. Although much of that investment will boost China’s com-petitiveness in the long run, billions have also flowed to make-work, vanity projects of dubious quality.

Case in point: a portion of a mountain road in the southern province of Yun-nan collapsed a day after opening last month.

Analysts said China’s banks probably would have to restructure billions in loans. Authorities have been tighten-ing credit standards and raising inter-est rates. But that’s making it tough for many small and medium-size compa-nies to get the financing they need.

The Sino-Forest scandal and some disclosure irregularities have damaged the reputations of several Sino-Cana-dian companies and have led inves-tors to sell off Chinese stocks listed in Canada.

A growing list of accounting and cor-porate governance issues prompted the Ontario Securities Commission, Canada’s main securities regulator, last week to initiate a review of com-panies from emerging markets that have listings in Canada.

These are some key facts on Sino-Canadian companies that have been affected by the scandal, other irregu-larities or restatements.

AREHADA MININGThe company was slapped with a

cease trade order in April because it had not filed annual financial state-ments. It explained in a release that it had sold its principal business, but did not yet have access to the proceeds of that sale because Chinese tax authori-ties had not decided what tax rate to apply.

Late in May, Arehada was perma-nently delisted from the Toronto Stock Exchange (TSX) for failing to meet listing requirements. In early June it re-listed on NEX, a sub market of the small-cap TSX Venture Exchange, but remains halted due to the delinquent filings.

ASIA NOW RESOURCESThe exploration company recently

stated that a resource estimate for its Beiya gold project in China’s Yunnan province, published by the Chinese government in a local-language news-paper, was not to be relied on.

Asia Now clarified that the estimate had been published without its con-sent and that the estimate was not in compliance with Canadian regulatory norms.

CATHAY FOREST PRODUCTSForestry company Cathay Forest has

not traded since the beginning of Feb-ruary due to delinquent filings, sub-stantial revisions to past filings, and a failure to seek stock exchange approval for a non-arm’s length transaction.

A lawsuit seeking class action sta-tus has been filed against the com-pany and some of its officers and directors.

CHINA COALIn June, the company retracted

statements made to the Canadian publication Northern Miner about the potential of the Mei Feng coal mine in China, which it intends to acquire. The company said that the implication in the statements that the site was richer than technical reports had implied did not meet standards of disclosure for mineral projects.

IEMR RESOURCESFor about two weeks in March, the

Venture-listed exploration company was subject to an insider cease trade order due to late annual financial statements.

IND DAIRYTECHThe dairy company and cattle

breeder said in April it would have to restate financial statements dating back to 2008 due to a reassessment of certain lease agreements and other accounting issues.

Last month the company, which listed on the Venture Exchange in 2008 via a CPC (capital pool com-pany), restated financial results for 2008, 2009 and 2010. It also said it plans to go private via a deal being led by its chairman and CEO, Jiabei Zhu.

MIGAO CORP.The TSX-listed company has been

targeted by short-sellers after the Sino-Forest affair, especially since the fertilizer company announced a large upfront payment made to secure pot-ash supplies from an unknown Rus-sian company.

Migao’s chief executive has pledged his entire stake against the possibility of a supplier default in a bid to calm investors.

NEW PACIFIC METALSThe Venture-listed mining company

was on the British Columbia Securi-ties Commission’s delinquent fil-ers list from early June to mid-July because of late third-quarter filings. The company’s president resigned in March.

XIANBURG DATA SYSTEMSTrading in the Venture-listed IT

company has been halted since April due to a delayed annual finan-cial statement. The company’s audi-tor resigned in June in response to restrictions it felt had been put on the scope of its audit. A new auditor was recently appointed.

ZONGSHEN PEM POWER SYSTEMS

In April the Venture-listed motorcy-cle company refiled its fourth-quarter management discussion and analysis to correct its earnings of one cent a share from three cents.
