The aim of the LGA Education
and Training Service is:
to promote, facilitate, enhance
and make accessible education
and training activities,
opportunities and products for
the Local Government sector.

PROGRAM OVERVIEW
This LGA Education and Training Service Program covers the
financial year from 2011 - 2012.
The Program includes a range of courses and seminars for Council
Members and Council Staff. Courses will be added to the Program
throughout the year as new training needs and priorities arise in
the sector. Council Members and Council Staff are encouraged
to check the Education and Training page on the LGA website at:
www.lga.sa.gov.au/goto/training for courses currently on offer
and to contact the LGA Education and Training Service team at any
time on 8224 2035 or [email protected] with suggestions for
additional training courses or for further information.
This Program is divided into sections as outlined below.
Seminars
This section provides advance information on LGA seminars to be
offered between July 2011 and June 2012. Councils are encouraged
to provide an early indication of their interest in these seminars by
registering their interest online.

This section includes courses under headings as follows:

Works and Regulatory Services
Each course is briefly outlined and suggestions made regarding
those persons who would benefit most from attendance. All of
the courses included in this section can be provided in regional
locations or in-house subject to sufficient numbers of attendees to
cover costs. You will note some of the courses have already been
scheduled in regional areas.
CANCELLATION POLICY
If a person registered to attend a course or seminar is unable
to attend, Councils are encouraged to send a substitute. All
cancellations must be received in writing/email at least five (5)
working days prior to the conduct of the event or payment will be
forfeited. In the event that registrations for courses or seminars are
below the minimum quota required to cover costs they may be
cancelled by the LGA. Courses or seminars cancelled by the LGAwill be advised at least five (5) working days prior to the scheduled
date(s).

Chief Executive Officers Residential Seminar
For:Chief Executive Officers.
Program Overview:This seminar will provide the opportunity for CEOs and the LGA to discuss and form a view on arange of issues currently facing Local Government and to identify ways of assisting CouncilMembers to deal with the inherent policy implications.
It will also provide a relaxed environment for country and metropolitan CEOs to hear from expertspeakers on key issues and to interact, share views and generate ideas on a range of often
surprisingly similar problems.
Issues to be considered will be determined in consultation with CEOs prior to the conduct of theseminar.

Climate Change and Local Government Seminar
For:Council Members, CEOs and Senior Officers.
Program Overview:The physical and regulatory impacts and opportunities that climate change may bring need to beunderstood, planned for and integrated into systems, functions and culture, much the same as theindustrial and technological revolutions experienced in earlier decades.
The projected implications of climate change for Local Government are extensive and will require aheightened level of understanding and action by Councils in coming years.
Local Government also has a significant leadership role in helping local communities understandand adapt to climate change and take advantage of the opportunities that emissions trading maybring.
This one-day seminar will provide participants with an understanding of: science of climate change legal and liability implications of climate change for Local Government
environmental, economic and social cost of climate change impact on Council operations of climate change including infrastructure, public and
environmental health, community services, parks and gardens, rating, economic
development, planning and development planning for climate change carbon trading and reporting.

Council Members Governance Residential Program
For:Council Members - CEOs are also welcome to attend.
Program Overview:This program is designed to raise awareness and understanding of governance in Local
Government. It will assist Councils to satisfy their obligations under the Local Government Act1999to support training and development opportunities for Council Members.
A case study based methodology is used and participants are asked to undertake pre-coursereading in preparation for course discussions. The case studies include present-day practicalproblems that Councils are likely to be facing. Participants bring their existing experience andknowledge and work together with presenters and other participants to extend their knowledge andexperience while using optimum methods of decision making and problem solving.
The Certificate of Completion for this program is co-badged LGA and Flinders University.Completion of an optional post-course assignment can lead to the issue of a further Certificate ofAchievement and the opportunity to receive credit towards the Graduate Certificate in Public
Sector Management at Flinders University.

This seminar provides a unique opportunity for Council Members across the State to hear fromexpert speakers on a range of key issues currently facing Local Government and to share views
with colleagues from other Councils.

Governance Residential Seminar
For:Governance Professionals and other Council Officers with governance responsibilities.
Program Overview:Local Government plays a vital role in the Australian political system with good governance beingvital to local democracy.
Excellence in governance occurs when it is underpinned by accountability, integrity and openness.Governance encompasses the accountability of staff to the elected Council, and Council Membersand staff to the community. It incorporates, for example, the way in which the Council is elected,
makes its decisions and the way in which it interacts with the community.
This seminar will raise awareness and understanding of priority Local Government governanceissues and best practice principles.
Speakers will cover a range of current topics in the governance arena including:
values, ethics and duties of public office
standards of good public administration
dealing with code of conduct issues
whistleblower protection in Local Government
recent legislative changes.

Course Overview:The United Nations Convention on the Rights of the Child, ratified by Australia recognises thatchildren are citizens with rights to have a say in decisions that affect them and to have theiropinions taken into account. Active participation by children in communities also provides acommunity centered ethos which results in greater participation in their communities as adults.This in turn has significant long term economic and social benefits. By taking into accountchildrens views and engaging children in decision making, better decisions can be made by all
spheres of government in the planning and design of programs, environments and activities thatbest meet the needs of children and families. This course will explore the benefits of consultingwith children and techniques and strategies that can be adopted in the context of LocalGovernment and community planning.
This course will provide participants with an understanding of: childrens voice and active participation in the context of the United Nations Convention on
the Rights of the Child and the UNICEF Child Friendly Cities framework the importance of childrens participation in community planning strategies and tools for consulting with young children, including a focus on Aboriginal
children, children with disabilities and additional needs, and remote and isolated children case studies of childrens participation in the design and planning of urban environments an introduction to consulting with children for the purposes of developing Council
Childrens Plans to ensure the strategic direction needed for the effective developmentand coordination of family centered services, programs and initiatives for children.

Online Training Modules
For:Council Members and Governance Officers.
Online Training Overview:The provision of quality training and education opportunities for Council Members is vital for theongoing development of good governance practices in Local Government. After the elections it isimportant to provide all Council Members with a range of training and development options and theonline training modules will be of benefit to all Councils as part of their induction programs for newCouncil Members.
This online training will augment the existing face to face training programs provided by Councilsand the LGA Education and Training Service.
Councils that experience difficulties in accessing traditional learning opportunities because of thedistances involved may find this method of training particularly useful. Council Members withlimited time available to attend training sessions may also find that the online training allows themto complete modules at a time and pace that suits them.
Six online training modules for Council Members are available as follows: roles and responsibilities of Councils roles and responsibilities of Council Members
conflict of interest register of interests Council and committee meeting procedures financial management and reporting
The training modules are available via a learning management system (LMS) that is tailored to thespecific needs of Local Government. A LMS administrator has been appointed at each Council toenrol local users. To register interest in undertaking this training please contact your CouncilsCEO.
Users can either undertake all six modules or choose the individual modules required. It isestimated that each module will take approximately 60 minutes to complete.
There will be a charge of $44 (including GST) per user per module for undertaking these modules.Invoices will be forwarded to Councils after new users are enrolled.

Strategic Elements of Rating PolicyFor:CEOs, Corporate Services Directors and others responsible for researching and advising anelected Council on a recommended structure for a rating strategy or whether a current strategywarrants review. This course while having a technical emphasis is also suitable for CouncilMembers with a particular interest in rating theory considerations.
Course Overview:The Local Government Act 1999 provides considerable flexibility regarding the method of ratingadopted by a Council and requires that the Council annually model and assess the impact of itsrates structure on the community. Councils should regularly review and be able to defend theirrating system particularly in terms of relative benefits received by and capacity to pay of differentclasses of ratepayers and changes in these characteristics that may have occurred over time.
This course will provide participants with an understanding of the merits of, and when and to whatextent to consider using, the following rating tools based on community and propertycharacteristics in their areas:
