    Introduction

    National Marine Sanctuary System The Office of National Marine Sanctuaries (ONMS) serves as the trustee for 14 marine protected areas encompassing more than 150,000 square miles of ocean and Great Lakes waters from Washington State to the Florida Keys, and from Lake Huron to American Samoa. The sanctuary system includes 13 national marine sanctuaries and the Papahānaumokuākea Marine National Monument. The sanctuary program, part of the National Oceanic and Atmospheric Administration, manages the sanctuary system by working cooperatively with its partners and the public to conserve these special places while allowing recreation and commercial activities compatible with resource protection. Staff work to enhance public awareness of our marine resources and marine heritage through scientific research, monitoring, exploration, educational programs and outreach. Sanctuary Advisory Councils Every site in the system has an advisory council. There are over 731 citizens actively engaged in the ONMS sanctuary advisory councils; that number includes 472 sanctuary advisory council members (and alternates), and nearly 260 additional individuals serving on council working groups as interested members of the public. Collectively, these individuals volunteer over 13,000 hours of their time annually to help guide management and protect their sanctuary resources. The ONMS has worked with councils for over twenty years. Like the sanctuaries themselves, the councils are constantly evolving and maturing. At some sites councils are tackling new, different, and sometimes more complex issues. At other sites, councils continue to address familiar issues in a dedicated and steadfast fashion. Councils bring together members of a diverse community to provide advice and recommendations to the sanctuary superintendents on the management and protection of the sanctuary, or to assist the ONMS in guiding a proposed site through the designation process. The members of the councils serve as a broad cross-section of the communities that lie adjacent to national marine sanctuaries. Members sit on councils representing such interests as conservation, education, research, fishing, whale watching, diving and other recreational activities, boating and shipping, tourism, harbors and ports, maritime business, agriculture, and maritime heritage, as well as jurisdictional partners from local, regional, state, tribal and federal agencies. An analysis of the nationwide distribution of stakeholders, user groups, and agency partners can be found in the attached Appendix. The ONMS regards the involvement of communities and the development of a stewardship ethic as vitally important to successfully protect sanctuary resources. Councils create a nexus between the communities, the resources and the ONMS. The ONMS is committed to the full support, utilization, and enhancement of councils at all sanctuaries and provides national support to that end. For example, the ONMS prepares numerous documents to support the councils, including this directory, an annual report highlighting the accomplishments of each council, a council one-pager, and a handbook that explains all the policies, procedures and protocols for council establishment and operation. Each year the ONMS also hosts a Sanctuary Advisory Council Summit to bring together the leaders of our councils and the staff that support them. The ONMS deeply appreciates the dedication, hard work and passion of each and every one of our sanctuary advisory council members.
