2011 Trail Count Summary February 8, 2012 - NCPRD DAB Meeting In an effort to improve conditions for walkers, joggers, bikers, and wheelchair users in our area, North Clackamas Parks and Recreation District and Clackamas County Parks along with twelve other local governments, took part in a national weeklong effort to count and survey trail and bike lane users. Re: NCPRD Logo Concept Development

In November 2011, NCPRD started working with Sasquatch Agency to rebrand the North

Clackamas Parks & Recreation District. The first element in the District’s rebranding effort was

the logo redesign. The goals for the development of the new logo included:

- Update the overall look of the NCPRD to the public

- Create continuity between all divisions (internal and external)

- Create a logo that will serve as the cornerstone as NCPRD is established as a brand

Over the past couple of months, Sasquatch Agency has conducted extensive research including, a

logo survey, facility site visits, research on other park providers and interviews with NCPRD

staff. Based on their findings, they developed several preliminary logo concepts. A DAB

subcommittee, which included David Nobel and Renee King, assisted staff with the review of the

preliminary concepts. As an outcome of that review, Sasquatch refined three logos that will be

presented to the full DAB at the February board meeting. These three logo concepts, along with

a discussion of the preferred logo, will be presented during the meeting.

Action:

Staff is asking for feedback on the preferred logo in order to finalize the design by March.

NORTH CLACKAMAS PARKS AND RECREATION DISTRICT DIVISION REPORTS January, 2012 MILWAUKIE CENTER Programs/Services The Milwaukie Center hosted several health and well being activities during January:

Glaucoma Screening on Jan. 26, with 48 people participating, sponsored by Oregon Academy of Ophthalmology and State Representative Caroline Tomei.

Thirty people attended the „Advance Directives‟ presentation by Attorney Geoff Bernhardt.

Diabetes Support Group had 41 participants attend to hear information on meal planning.

Recreation Services provided more than sixty Winter Term class offerings at the Milwaukie Center, tallying 780 registrations, 14 percent greater than a year ago. From exercise and dance to computers and writing, art and music and more, people are engaged and learning!

The Milwaukie Center‟s Nutrition Program received a perfect score, 100%, from its bi-annual health inspection completed this month. The Nutrition Program serves 250-300 meals daily from its commercial kitchen.

Despite cold and snow, Recreation Services held a successful Zumbathon at the Center on Jan. 15, with 40 people enjoying dancing and exercising to Latin tunes – great way to bring in the new year!

The Center‟s Social Services staff work with five volunteer handymen, assisting low income seniors with basic house repair. Volunteers provide the labor and Clackamas County Special Project Grant helps pay for needed supplies. Staff coordinates the volunteers to needed projects. In January, this service completed five projects, totaling 56 volunteer hours.

Fund-raising The Transportation Program‟s annual Valentine‟s Day See‟s Candy fund-raiser is on! Chocolate bars ($2) and assorted chocolate boxes ($6) are available for the sweethearts in your life! Buy yours at Milwaukie Center, as well as Clackamas Federal Credit Union, Milwaukie and McLoughlin branches, through Feb. 14. All proceeds support transportation services for seniors and people with disabilities.

The beautiful 2012 Quilt Show raffle quilt, “O Happy Day,” is on display in the lobby at the Milwaukie Center. Raffle tickets are available at the Gift Shop. $1 each or 6/$5. Proceeds support the annual “Airing of the Quilts” Show, coming up March 23 and 24, 2012.

Milwaukie Center 18th Annual “Airing of the Quilts”: Friday, March 23 and Saturday,

March 24. AQUATIC AND RECREATION DIVISION

North Clackamas Aquatic Park Seven high school swim meets were held at the Aquatic Park this month completing their home swim meets for the season. Winter swim lessons began this month with over 270 participating. Attendance has rebounded from last year from 200 participants. LaSalle High School aerobics class came twice for aquatic exercise classes. Three school groups came swimming during the day this month. More than 500 people attended the additional Big Surf! swim from 1 to 5 p.m. on Monday, January 16th. Our Piranha Swim Team is expanding from a summer seasonal team to a year-around offering. The first orientation was held this month. The team will start practices in March. We are excited to have our own youth age group swim team at the Aquatic Park. The next orientation will be held on February 23 at 6 p.m. Visit our website for more information at www.pdxsurf.com.

Recreation Mini-Hoopers, our youth basketball and cheerleading programs, began practices the week of January 9th and played in their first games on Saturday, January 28th. There are a total of 181 basketball players and 90 cheerleaders in this low-cost, volunteer-coached program. Games take place on Saturdays at the Mt. Scott Elementary gym and the 5th thru 8th grade cheerleaders cheer for Clackamas Youth basketball at Rock Creek Middle School – stop by to cheer on our Hoopers and Cheerleaders. Our winter 2012 Youth Program offerings include Archery, Bowling, Cartooning for Kids, Photography, Pre-school Dance, Horseback riding and Gymnastics. Indoor Playground has returned on Friday mornings at Wichita Community Center. This drop-in play time for small children and their parents and/or guardians is offered 10-11:30 a.m. January 15th approximately 40 people braved the snow to attend our first Zumbathon. There was a lot of energy and everyone had a great time! The January 21st Mt. Talbert Nature Park tour, led by Dan Daly, a Metro naturalist, was popular with 13 people braving the mud to learn all about the lava dome‟s geology. The Recreation Division was awarded a $7,200 grant from Clackamas County‟s Health, Housing and Human Services Department. In partnership with Oregon State University Extension Services and the North Clackamas School District, NCPRD will use this funding to offer an affordable and accessible Healthy Habits Summer Camp that will target youth in grades 4th – 8th. The camp will focus on the topics of overall health, fitness activities and nutrition education with the intent of helping local children create sustainable healthy eating and fitness habits. This camp will introduce strategies to overcome economic, time and other social barriers to healthy eating and active lifestyles by providing participants with an improved understanding of how daily decisions can positively influence one‟s health. Camp activities will include healthy cooking and food preparation tips, structured fitness classes, as well as fun, age-appropriate day-camp activities. Hood View Park The fields at Hood View Park are alive and kicking, even in the dead of winter! Due to numerous requests, we offered our first adult softball winter league and now have ten teams playing on Friday evenings in January and February. Our one day adult softball tournaments on Saturdays continued for a second year, while Sundays the fields are utilized for adult soccer and various practice rentals. Weeknights at Hood View, the fields see steady use by various youth soccer organizations for clinics and practices.

North Clackamas Park NCPRD staff met with the six local youth baseball/softball organizations in January to distribute tournament dates. North Clackamas Park will be busy from April thru the end of July with invitational, county, state and regional softball and baseball tournaments. Milwaukie High School, Rex Putnam High School, and Alder Creek Middle School Turf Fields The activities at these facilities picked up in mid January with youth soccer practices during the week and games on the weekends. NCPRD staff met with the local youth soccer organizations and the youth and high school lacrosse programs to coordinate field use for the upcoming spring season. The growth of local youth soccer and lacrosse programs and the lack of fields that are not impacted by baseball and softball fields makes meeting all of the organizations needs a challenge in the spring. Mt. Scott Elementary Gym NCPRD‟s Mini-Hooper basketball and cheer program keep the facility busy Monday thru Saturdays with practices and games. Monday, Wednesday and Thursday evenings our adult basketball league runs following Mini-Hooper practices, while our adult volleyball open gym on Friday evenings is increasing in popularity. Sundays the gym is packed full of activity with Clackamas County Special Olympics Basketball followed by more adult basketball league games. Extended Hours/Programming in February Daddy Daughter Dinner Dance will be held on Saturday, February 4 from 6 to 9 p.m. at the Aerie at Eagle Landing. This Valentines themed event includes dinner, dancing, entertainment, a photographer to capture the special moments and more! North Clackamas Aquatic Park will offer an extended Big Surf! swim February 20 from 1 to 5 p.m. PLANNING Anderegg Property The first community planning meeting was held on Saturday, January 7. We had a great turn-out of 36 residents, 5 City Councilors, and 7 Committee for Citizen Involvement members. The priority park program elements include a playground, picnic shelter, and half-court basketball. An open lawn and a trail are proposed to be incorporated in the park. Attendees preferred natural or traditional playground styles. The second community meeting is planned for Saturday, February 18, 2012. NCPRD received some recommendations for names for the park that will be presented at a future District Advisory Board meeting. Renee King has volunteered to assist with the property naming process. Master Plan/Strategic Plan Proposals for a consultant team to assist NCPRD with updating the Master Plan and developing a Strategic Plan are due on February 14, 2012. Susan McCarty has volunteered to assist staff with reviewing proposals. Staff requests one or two more DAB members to participate in the RFP selection process. The selection process will occur in late February, 2012, and will include individual review of proposals and a meeting with the review committee to discuss and choose a consultant for the project. The review committee will have one week to individually review proposals. The committee also has the opportunity to interview proposers before selecting a consultant. Trolley Trail Construction continues on several sections of the Trolley Trail. The project is expected to be complete by March. Be mindful of crews, as the trail is still a construction site. Program Operations

Planting operations are in full tilt. The best time to plant in the PNW is in the middle of the winter. Approximately 12,000 trees, shrubs and herbs will be planted. We will finish planting in late February.

Trail conditions inventory and recommendations are being documented for Talbert Nature Park. Recommended priorities will be implemented this spring/summer.

Projects

Fire Management Project- o Public open house was February 7th (last night). Summary will be shared in

NCP NIN small restoration, Rivervilla, Stringfield and Risley grants: Many plants have been planted within all of these parks. If noted interest is Risley Park. Many trees shrubs and herbs were planted and some larger Oregon oak trees. When you have the time, you should drive by and check it out sometime this spring! In addition, the maintenance department worked on the playgrounds at Risley Park and they now drain correctly and are ready for winter play.

Spring Park Natural Area Plan: The Spring Park draft natural resources plan was presented to a small group of stakeholders. A couple of recommended changes were discussed and a final draft is currently in process. Next steps include meeting with the neighbors and the neighborhood group.

WES partnership: The NR program has been working closely with WES on planning and integrating the two districts goals and projects. In addition, WES subcontracted the NCPRD NR department to build a trail through their Rose Creek property which is directly adjacent to Sieben Park.
