Dear Scout Leader, I present to you this year’s Leader Guide. I hope that you will do your best to review the material presented herein, as every effort has been made to ensure that this information will supply you with everything you need to know for a wonderful week at Broad Creek’s Camp Spencer this summer! At Camp Spencer, we know that the number one reason Troops come to camp is to participate in quality program. We dedicate hours to training, managing and improving our program, whether it is training staff in skills instruction, researching trends in fields related to merit badges, or simply purchasing state of the art equipment that will give your Scouts the greatest chance to succeed. Please know that if your Scout walks away with a Merit Badge from Camp Spencer, they earned it! We have added several programming opportunities this year. These include: Leave No Trace Training in Scoutcraft, two new Trek programs, and a program called “Peak,” which features Citizenship in the World, Citizenship in the Nation, Communication, and Disability Awareness. This Program Guide includes the Daily Program Schedule, a list of prerequisites, a “Week at a Glance” schedule, a look into all of the program opportunities available at Camp Spencer, and an overview of what to expect throughout the week. In 2012, we renew the promise to our Units of providing fun, quality, and educational programming, founded in the Aims and Methods of Scouting. We look forward to your visit and to exceeding your expectations for a Boy Scout summer camp. Program Area Overviews The Pool Camp Spencer has its very own Olympic size pool facility staffed with highly trained individuals. The pool is one of Camp Spencer’s most popular areas. It is equipped with an ADA compliant pool lift and is connected to the Camp’s main shower and restroom facility. This makes changing and showering before and after a dip in the pool very convenient. Merit Badges & Programs Offered at the Pool: Swimming/Instructional Swim: This was most attended Merit Badge of 2011! Anyone is able to sign up for Swimming Merit Badge, though all Scouts registered for Scouting Academy are automatically registered for Swimming. If you are signed up for the class but did not make the “Swimmer” qualification during your swim test, no worries! Instructional swim will be available during the Merit Badge session. Scouts may retake the swim test through the course of the week and join Merit Badge instruction upon its completion. Make sure to bring your long pants, button up long sleeve shirt, shoes (that you don’t mind getting wet) and sunscreen. Lifesaving: This badge helps train Scouts to take care of themselves and others during water activities. Participants of Lifesaving must have completed the Swimming Merit Badge. Lifesaving will challenge Scouts physically during the rescue portion of instruction. Open Swimming: Every day during the 4th Merit Badge Session, the pool will be open to all for an open swim. Drop by with your friends, splash around and cool down! Paddle Craft Safety: This is one of Scouting’s newer certifications. Paddle Craft Safety is designed for Scouts and Scouters 16 years and older. This requires both classroom and practical instruction. It requires previous canoeing, rowing and kayaking experience. This training shares time between the Waterfront and the Pool. The first training session on Monday will take place at the Pool. Swimming and Water Rescue: This is also one of Scouting’s newer certifications and is designed for Scouts and Scouters 16 years and older. Swimming and Water Rescue requires both classroom and practical instruction. Participants will learn about safe swim areas and advanced rescue techniques. Mile Swim: Scouts and Scouters who are up for a challenge can test their limits in the mile swim. Evening Program Schedules will be passed out at the Sunday Night Leader’s Meeting with more details.

Troop Swims: When we aren’t using the pool for Camp Program, Units may use the pool for Unit Program! That’s right; Troops can sign up for their own time at the pool after program hours each evening and before program each morning. Units must be able to provide their own trained supervision. Discover SCUBA: Discover SCUBA is a pool-based evening program designed to introduce Scouts to the world of SCUBA. Scouts must be 12 years of age or older and have passed the Swimmer test to participate. The program lasts approximately 2 hours. There is a fee of $20.00 per participant. More information will be provided at the Sunday Night Leader’s Meeting. The Waterfront Camp Spencer’s Waterfront is located outside of Camp Spencer on another part of Broad Creek Memorial Scout Reservation. Transportation will be provided to those Scouts signed up for Waterfront programs. The Waterfront must always be maintained as a safe place and its policies and procedures will always be enforced. Polices are as follows: permission must be given to enter and leave the area, a Personal Floatation Device must be worn at all times when on a dock or in a boat of any kind, closed toed shoes must be worn at all times, and buddy tags must be placed in appropriate areas at all times. Merit Badges & Programs Offered at the Waterfront: Canoeing: This is a challenging and fun Merit Badge. Participants will learn how to maneuver a canoe, learn several strokes and learn how to rescue swamped canoes. Rowing: This Merit Badge takes a lot of coordination. Scouts will learn rowing techniques and strokes, and perform rescues for other swamped rowers. Rowing Merit Badge requires a good deal of upper body strength. Small Boat Sailing: Participants will sail, learn several knots, nautical terms, steering and maintenance of a sailing vessel. This is a time consuming Merit Badge and will take 2 full Merit Badge Sessions to complete. Broad Creek Aquatics Trek: The Broad Creek Aquatics Trek is a new addition to our program this year. Each afternoon, participants will venture out on a different mini-trek taking place on the waterways and islands around Broad Creek Memorial Scout Reservation. Participants will return for dinner each night. Three mini-treks will be dedicated to kayaking adventures, one afternoon mini-trek will be dedicated to canoeing, and the final mini-trek will be dedicated to sailing. The cost of the Aquatics Trek is an additional $50.00 from the initial Camper Fee.

Scouting Academy Scouting Academy is designed for Scouts new to the program, either recently bridging over from Cub Scouts, or just new to Boy Scouting. The activities in Scouting Academy are planned to simulate how a Troop program works year round. Participants will work on Tenderfoot through 1st Class Requirements through the course of the week. Scouts will be assigned to either the Morning Scouting Academy Troop or the Afternoon Scouting Academy Troop. If your Scouts are assigned to the Morning Scouting Academy Troop, they are automatically registered to afternoon Swimming and Nature Merit Badge classes. Likewise, if your Scouts are assigned to the Afternoon Scouting Academy Troop, they are automatically signed up for the morning Swimming and Nature Merit Badge classes. Participants should bring their own Scout Handbooks to reference. Handbooks will also be available at the Trading Post. Please note that our Scouting Academy Staff will teach requirements listed in the Boy Scout Handbook, but it is the responsibility of a Scoutmaster to sign off on requirements in a Scout’s Handbook. Con-Ec Con-Ec stands for Conservation-Ecology. The area offers an array of Merit Badges, some geared toward older Scouts and some toward younger Scouts. Con-Ec is a diverse area with a lot to offer. Merit Badges & Programs Offered at Con-Ec: Nature: This Merit Badges covers bits and pieces of several Con-Ec topics and is perfect for younger Scouts. Scouting Academy Scouts are automatically signed up for this Merit Badge. Reptile & Amphibian Study: Please be aware that Scouts taking this Badge spend a lot of time with snakes, lizards, frogs and the like! If that sounds like fun to you, you should definitely take Reptiles and Amphibian Study this summer. Please note that Requirement 8 must be completed before arriving to Camp Spencer. Mammal Study: Participants will learn about mammal habitats, tracking and identification. Fish and Wildlife Management: Scouts will learn about the impact that resource management has on ecosystems. This is a challenging Merit Badge that does require class work, but don’t let that fool you into thinking it isn’t fun.

Soil & Water Conservation: This badge will introduce Scouts to several environmental issues surrounding the protection and management of soil and water. Much like Fish & Wildlife Management, Soil & Water Conservation includes class work elements. Forestry: Scouts will learn about forestry management and tree identification. Geology: Geology Merit Badge will introduce Scouts to the world of rocks and minerals through experiments, observation and identification. Weather: Cloud identification, weather patterns, classification symbols and how to respond in emergency weather situations are covered in this Merit Badge. Environmental Science: This is the most coveted badge in Con-Ec. Environmental Science requires report writing, experiments and independent work lasting all week. For these reasons, Scouts must be at least 13 years of age to take this badge. Shooting Sports Camp Spencer offers Archery, Shotgun and Rifle Merit Badges. Safety is our number one priority at all times, followed closely by fun. We are always looking for NRA certified volunteers to help us at the ranges. If you are interested in volunteering at the ranges please speak with the Program Director or Shooting Sports Director at the Sunday Night Leader’s Meeting. All fire arms and safety equipment are provided by Camp Spencer. Scouts are not permitted to bring their own fire arms to Camp. Merit Badges & Programs at Shooting Sports: Archery: Scouts will learn how to safely use a bow, make bow strings, and make an arrow. Shotgun: One on one instruction is provided as Scouts learn to handle a shotgun. By the end of the week, they will be able to shoot with the best of them! Gun safety, cleaning, and laws are covered during the class as well. Rifle: This is one of the most popular Merit Badges Camp Spencer offers. Scouts will learn how to safely use and clean a .22 caliber rifle, as well as learn local gun safety laws. Open Shoots: Open Shoots are scattered through the day for all Scouts and Scouters. There is no fee for Rifle or Archery Open Shoot. Scouts and Scouters may purchase tickets at the Trading Post for Shotgun Open Shoot.

Scoutcraft This is what Scouting is all about: fires, survival in the woods, lashings, and orienteering. Stop by Scoutcraft and check out our new Leave No Trace Trainer Course, cool camp gadgets, and Scouting at its finest. Merit Badges & Programs at Scoutcraft: Camping: Camping Merit Badge is a staple of the Scoutcraft area. Scouts will learn the basics of managing themselves in the outdoors. Pioneering: If you like tying knots and building things, this is the Merit Badge for you! Scouts will learn several knots, as well as lashing techniques, and will put them to use by making practical camp gadgets and pioneering projects. 1st Aid: This badge speaks for itself. Scouts must complete Requirement 2d before arriving to Camp Spencer. Cooking: Scouts will learn how to cook in the outdoors utilizing campfires, low impact fires, propane and low impact stoves. Scouts must complete Requirement 7 before arriving to Camp Spencer. Wilderness Survival: This badge introduces participants to skills necessary to stay alive in the outdoors with minimal supplies and resources. The class requires an overnight outpost experience lead by our Scoutcraft Staff. Orienteering: Scouts will experience reading maps, using a compass and completing orienteering courses. Emergency Preparedness: Scouts will learn ways to work through scenarios above and beyond typical First Aid situations. Scouts must complete Requirements 1, 2, 8b and 8c before arriving to Camp Spencer. Leave No Trace Trainer: This course will be taught by a Leave No Trace Master Educator and will certify Scouts and Scouters to train others in the principles of Leave No Trace. It requires an overnight. There is an additional fee of $40.00. The LNTT course is time extensive but will provide lots of fun! Handicrafts Test your artistic and creative side at Handicrafts. Material for all Scouts signed up for Handicraft Merit Badges are free of charge. If anyone would like to work Leatherwork, Basketry or Wood Carving in their free time, materials will be on sale at the Trading Post.

Merit Badges and Programs Offered at Handicrafts: Art: Participants will learn and practice several forms of painting and drawing. Basketry: Scouts will construct two separate types of baskets and a stool. Indian Lore: Native American culture will be explored. This includes songs, cooking, housing, crafts, and games. Leatherwork: Scouts will learn about and use proper materials and tools to complete leatherworking projects. Woodcarving: Woodcarving can be one of the most relaxing hobbies a person could pick up at camp. Scouts will learn how to carve safely and will complete a relief carving and neckerchief slide. The Peak In last year’s End of Camp Summer Survey, Scouts and Scouters overwhelmingly felt that an older Scout program area, designed around Eagle required Merit Badges, would take Camp Spencer to the next level. You spoke and we listened! New to Camp Spencer is “The Peak,” an area designed to help your youth travel towards the peak of Scouting. Most of these Badges are class work intensive. Several of Peak’s badges have requirements and pre-requisites which are noted below. Merit Badges and Programs Offered at The Peak: Citizenship in the Nation: Learning the role that Scouts can and should play at the national level. Scouts must be at least 14 years old or have completed the 8th grade to take this badge at Camp Spencer. Scouts must complete Requirement 2 before arriving to Camp. Citizenship in the World: Learning the role that Scouts can and should play at the international level. Scouts must be at least 14 years old or have completed the 8th grade to take this badge at Camp Spencer. Communications: Verbal and non-verbal communications will be taught and examined throughout the week. Participants should be comfortable enough in front of a group to perform a speech and actively participate in debates. Requirements 5 and 8 must be completed before arrival to camp. Scouts must be at least 14 years old or have completed the 8th grade to take this badge at Camp Spencer. Disabilities Awareness: Scouts will research and come to understand several types of disabilities and the challenges that they may present.

Broad Creek Adventure Trek (land Trek) STEM NOVA Award STEM stands for Science, Technologies, Engineering and Math. The NOVA Award dives into these four areas and provides Scouts with fun ways to learn these valuable skills. Scouts can take advantage of this program during evening program hours. Though the NOVA Award is too large of an accomplishment to earn in one week at Camp, Scouts will have the opportunity to complete some of the more exciting requirements during their stay. More details will be available at the Sunday Night Leader’s Meeting.

Order of the Arrow O.A. Program The Order of the Arrow plays a large role in the Success of Broad Creek Memorial Scout Reservation and countless other Scout Camps year round. We have scheduled an O.A. Ice Cream Social Tuesday evening at 8:30 pm in the Dining Pavilion, and a free swim at the pool Thursday evening at 8:30 pm. This is our way of saying thank you for your dedication and cheerful service.

Elections & Call-Out Ceremonies Every Friday night at our closing campfire, Arrowmen from the Camp Spencer Staff will perform a Call-Out Ceremony. If your Troop has had an election over the course of the year and would like for those elected to be called out at that time, simply submit their names to our Camp Program Director. If your Troop has not had an election this year and would like to have one during your time at Camp Spencer, please request one at Sunday Night’s Leader’s Meeting. At that time, we will schedule an election. If you are not from the Baltimore Area Council, please bring a letter from your local Council giving our Staff permission to hold an election. To hold a valid election, at least 50% of the Troop Membership must be present.

Adult Trainings We appreciate the commitment of our adult leaders. Without your time and leadership, Scouting would not be here today. We know that your time is valuable, so we will be providing several trainings during your stay at Camp Spencer. You may sign up for trainings at the Sunday Night Leader’s Meeting. Where are the facilities? Our shower and restroom facilities are located by the pool, down the hill from the Dining Pavilion. There are four separate rooms: adult male, female, and two youth rooms. Each room has 3 separate showers, three hand sinks, and at least 3 individually stalled flush toilets. Remember, A Scout is Clean! Please be sure your Scouts are taking showers daily. Where can I get a Camp map before we arrive at Spencer? Visit www.broadcreek.org/spencer to find a Camp Map. What happens if one of our Scouts gets injured or becomes ill? All illnesses or injuries must be brought to the attention of our Health Officer as soon as detected. If further medical attention is needed, Scouts or Scouters will be seen by the Camp Physician or taken to a local hospital. It is the responsibility of Unit Leaders to process all charges for medical expenses through the Unit’s insurance policy, to have the expenses paid by the Unit Leader, or to have the expenses billed to the patient’s family. Where can I get snacks, drinks and Broad Creek Gear? The Trading Post! The Trading Post carries a wide variety of camping equipment, Scout literature, toiletries, drinks, snacks, gifts, and Camp apparel for your retailing pleasure. We encourage you to drop by and at least take in the A.C…. that’s right-- air conditioning! See you there! The Trading Post will be open daily. Major credit cards accepted. Where and when do we eat our meals? As you pull into our Camp parking lot Sunday you will notice several buildings. Among them, you will see a large, open-air pavilion which serves as our Dining Pavilion. Troops will line up in the parade field next to the pavilion and be dismissed from there for all meals. Meal times are as follows: Breakfast 8:00 am, Lunch 12:15 pm, Dinner 6:00 pm What time do we meet at the Parade Field for Assembly? Camp should meet at 7:45 am for Morning Assembly and 5:45 pm for Evening Assembly.

Can we get Troop Photos taken? Yes, we will have a professional photographer coming to take Troop photos. There will be a small fee for pictures. More information will be given at the Sunday Night Leader’s Meeting. Can we have visitors? Of course! All visitors must sign-in at the Camp Office and obtain a visitor wristband. If the visitor is planning on eating a meal with the Unit, the visitor should notify the Clerk upon checking in and be prepared to pay the appropriate fees. After fees are collected, the visitor will receive a meal pass. Visitors should give Camp 24 hours of notice if they are planning to eat a meal at Camp. What are the footwear requirements? Shoes must be worn at all times, except while swimming. No open toed footwear (sandals) is acceptable. Old sneakers or shoes MUST BE WORN WHILE BOATING. Aqua socks are not acceptable waterfront footwear.

Helpful Handouts and Spreadsheets: Unit Swim Classification Procedures The swim classification of individuals participating in a Boy Scouts of America activity is a key element in both Safe Swim Defense and Safety Afloat. The swim classification tests must be renewed annually, preferably at the beginning of each outdoor season. Traditionally, the swim classification test has only been conducted at a long term summer camp. However, there is no restriction that this be the only place the test is conducted. It may be more useful to conduct the swim classification prior to a Unit going to summer camp. All persons participating in BSA aquatics are classified according to swimming ability. The classification tests and test procedures have been developed and structured to demonstrate a skill level consistent with the circumstances in which the individual will be in the water. The Swimmer’s Test demonstrates the minimum level of swimming ability for recreational and instructional activity in a confined body of water with a maximum 12 foot depth and with shallow water footing or a pool or pier edge always within 25 feet of the swimmer. The various components of each test evaluate the several skills essential to the minimum level of swimming ability. The swim classification test done at a Unit level should be conducted by one of the following resource people: Aquatics Instructor BSA, BSA Lifeguard, Certified Lifeguard, Swimming Instructor or swim coach. Each step of the test is important and should be followed as listed below: Swimmer’s Test: Jump feet first into water over the head in depth, level off, and begin swimming. Swim 75 yards in a strong manner using one or more of the following strokes: side stroke, breast stroke, trudgen, or crawl; then swim 25 yards using an easy resting back stroke. The 100 yards must be swum continuously and include at least one sharp turn. After completing the swim, rest by floating. Beginner’s Test: Jump feet first into water over the head in depth, level off, swim 25 feet on the surface, stop, turn sharply, resume swimming as before and return to the starting place. PLEASE KNOW: When swim tests are conducted away from camp or at the point of activity, the Camp Aquatics Director shall, at all times, reserve the authority to retest all participants to ensure that standards have been maintained.

Buddy tags will be distributed during a Unit’s time at Camp. Scouts are responsible for collecting their buddy tag at the end of the week, as they may be used for other aquatic activities. A photocopy of the credentials of the resource person conducting the classification test must be attached to the roster of participants.
