The Friends Group

The Friends Group is a non-profit national organization dedicated to the enhancement of the RCMP Historical Collections Unit and the RCMP Heritage Centre; founded by the Regina Division of the RCMP Veterans’ Association. As a member of this group you will support and promote the group objectives of:

1. To promote the interests of the RCMP Historical Collections Unit and the RCMP Heritage Centre with special reference to the educational function;

2. To assist the RCMP Historical Collections Unit and the RCMP Heritage Centre in publicizing their activities;

3. To bring to the assistance of the RCMP Historical Collections Unit and the RCMP Heritage Centre on a voluntary basis, the talents and the abilities of the public at large;

4. To encourage and support research into the study of the History of the RCMP;

5. To undertake such other activities as from time to time may be deemed appropriate by the RCMP Historical Collections Unit and the RCMP Heritage Centre.

The President’s Report

Once again, it is my privilege as President of the Friends of the Mounted Police Heritage Centre to present the Presidents Report for 2012. This will be my last report as President. After five years, I have decided to step aside.

2012 was a challenging year for the Friends and especially for the Heritage Centre. The efforts of the CEO have made great improvements to the attendance and the participation at the Heritage Centre. An excellent working relationship exists between all stakeholders in the operation of the Heritage Centre.

Although revenue is down considerably this year, the Friends have managed to contribute a little over $81,000.00 to the Heritage Centre for 2012. A total contribution of almost $61,500.00 was made to the Heritage Centre and a little over $20,000.00 was made to the Historical Collections Unit. Since it opened in 2007, the Friends total contribution to the Heritage Centre/Historical Collections Unit is over 1.4 million dollars. A feat to be proud of and all contributing members deserve a hearty “Thank You”.

Activities supported by the Friends this year were, the refurbishing of the painting “Beyond the Law” by the Group of Seven Artist, Frank Johnston, the appraisal and acquisition of medals and documents of Inspector Charles Constantine, the refurbishing of the police car, a 1992 Camaro, and sponsorship of the RCMP Musical Ride, just to name a few. In addition, the Friends have support many administrative activities both for the Heritage Centre and the Historical Collections Unit.

A contribution milestone was reached this past year, by one of our Life Members. Lloyd Libke, of Cobourg, Ontario, a long-time member of the Friends, has contributed a total of $20,000.00. I recognize Lloyd’s contribution, and I thank him for his dedication and generosity.

In order to continue to support the Heritage Centre/Historical Collections Unit, new and innovative ways will have to be developed in our fund raising efforts. I would ask all Friends to encourage family and acquaintances to become members of the Friends. In addition, I would ask that Friends make an extra effort to participate in any fund raising activities that might be forwarded by the Board.

In closing, I would like to say that it has been my privilege to have served the Friends these past five years as President. To see what we have contributed to the Heritage Centre and the Historical Collections Unit has been very rewarding. I congratulate our new President and I pledge my support, in any and every possible way, to making the Friends of the Mounted Police Heritage Centre, a success.

From the Managers’ Desk – RCMP Historical Collections Unit 2012 Report

We would again like to acknowledge the very important role that the Friends play in the preservation and protection of our story as supporters of the RCMP’s Historical Collection.

Work has continued to restore the painting “Beyond the Law” (1933) by Group of Seven painter Franz Johnston. This significant piece was sent to the Canadian Conservation Institute (CCI) for conservation and cleaning in 2011. The painting is based a 1915 incident in the Fort McMurray area where RNWMP Sgt. H. Thorne pursed a criminal named Otto Buschner. The painting was donated to “Depot” Division in 1940 and hung in the Officer’s Mess for 25-30 years before Commissioner Higgett sent the painting to the Museum. The painting was coated with a layer of cigarette smoke as a result of where it was first displayed. It had also been in an environment where temperature and humidity was not regulated which also had an impact on the object’s overall condition.

The cleaning of this piece has been a very involved process. Due to the complexity of the restoration, it was agreed that this piece needed to be sent to conservators who specialized in this area and had access to the most up to date equipment. The Friends provided us with the financial resources to have this very important work done. I was able to visit CCI in May 2012 and saw the significant rejuvenation resulting from this work. The colours that are appearing from under the layers of tobacco are quite stunning. We anticipate having the piece returned in 2013 to be the focal point of an artwork exhibit we are developing for the Heritage Centre’s fall schedule.

Our 1992 Chevrolet Camaro, can often be seen in the summer parked near the entrance of the RCMP Heritage Centre or near the Parade Square at “Depot”. This vehicle was also due for some maintenance, including minor body work and new paint. Thanks again to the Friends, we had this work done to preserve the car and have our vehicle out this past summer with a fresh new appearance. It was also taken to Evraz Place during the Heritage Centre’s Diamond Jubilee Celebration this past August. The vehicle is a real draw and many visitors had their picture taken beside it.

The Friends have also committed to assist our Unit and the Heritage Centre in the development of a longer project. We are in the process of purchasing a series of black and white photographs which chronicle the Force and the communities served in the North in the 1950’s. The Friends have committed the funds to purchase these prints which will be developed into an exhibition to be featured at the Heritage Centre, with the long term goal of developing a travelling exhibition. This project is in its early stages, so more information will follow as the project develops.

We received close to 500 artifacts this year. We received some very special donations from the family of Superintendent Charles Constantine to who established the first NWMP post in the Yukon. This donation included numerous photographs and photo albums, a bear skin, medals, letters/documents and artwork. This important historical donation is a tremendous enhancement to our northern collection and will significantly impact our ability to provide assistance to researchers.

We are extremely grateful to the Friends for their ongoing support of the Collection and the work that we are doing to preserve and care for the RCMP’s history. It is greatly appreciated by the Force overall and by our Unit in particular. Thank you again for your ongoing support and generosity.

RCMP Heritage Centre Report – 2012 in Review

2012 was a busy year at the Heritage Centre. We celebrated our fifth anniversary with a number of initiatives, both on site and in the community. We renovated the regimental lobby, installed a feature wall to divide the seating area and provide display walls for consigned artwork. We upgraded and expanded our catering kitchen, adding warming ovens, enlarging counter space and food prep areas for the convenience of our caterers and benefit of our guests. We “turned over” the artifacts in the First Nations exhibit, opened phase-one of the Musical Ride exhibit and hosted our first “Black Museum” exhibit in October. We also switched to LED lighting, improving the ambience and reducing operating costs.

We strengthened our community partnerships and involvement through our relationship with “Depot” and ‘F’ Division and entered into partnerships with a number of community organizations, including: Regina Regional Opportunities Commission, Tourism Saskatchewan, Saskatchewan Diamond Jubilee Committee, Habitat for Humanity “Mountie House”, Provincial Capital Commission and Regina Symphony Orchestra, to mention just a few. These partnerships enabled the Centre to host a number of new and exciting events and activities, including; a Diamond Jubilee Celebration featuring the RCMP Musical Ride, a Diamond Jubilee Concert featuring the Regina Symphony Orchestra, a Regimental Dinner “dining in” with our tourism community and we hosted Lord Strathcona’s Horse Mounted Troop.

Improvements were made to our school programs and events, including: Pledge for Peace and Outreach Program (for Grades K-12); Forensics 101, Métis Program and Our Treaties for Grades 4-12; the Northwest Campaign: Three sides of history for Grades 6-12; Mini Marching Mounties for Grades K-5 and Mini Musical Ride for Grades K-2. We also participated in Regina National Aboriginal Day, APTN National Aboriginal Day Celebration, I Love Regina Day, Symphony Under the Sky in Wascana Park, the Regina Business to Business Expo, Agribition, Farm Progress Show, and Saskatchewan Chamber ABEX Awards of Excellence. We conducted 96 school, 58 travel trade, plus 63 VIP & group tours and were awarded an exceptional rating of 4.5/5.0 by Tripadvisor.com.

Our Heritage Centre “brand” was refreshed, we upgraded our computer hardware and servers, developed a new, user friendly web site, with stream lined booking and facility rental applications. Our upgraded platform will also host a more user friendly e-commerce site and has already increased our social media marketing capacity. Between April and January our Facebook friends jumped from 2000 to over 6000 and Twitter followers have jumped from 884 to more than 2180 at the end of January 2013.

We reduced admission rates an average of 20%, bringing adults down to $10.00, youth to $6:00, Seniors (60+) and Students down to $8.00. RCMP members, employees, other police and military are down to $5.00. Children 5 and under plus RCMP Veterans and spouses of deceased members and veterans FREE.

Three experienced, local community leaders were added to our Board of Directors; Ms. Tracy Fahlman, CEO Regina Hotels Association; Mr. Steve McLellan, CEO Saskatchewan Chamber of Commerce; and Mr. Rick Mantey Cabinet Secretary with the Government of Saskatchewan. Submissions were made to the three levels of Government, formally requesting funding assistance and inviting their participation in a revitalized, partnership and governance model as we look to the future with financial stability.

I conclude by extending a most sincere “thank you” to all our volunteers, supporters, donors, sponsors and Friends of the Mounted Police Heritage Centre for your generous contributions of time, talent and treasures. You not only help make it work, you make it worthwhile. The Tradition Lives Here.

Twenty Second Annual General Meeting

The Twenty Second Annual General Meeting (AGM) of the Friends of the Mounted Police Heritage Centre was held in Regina, Saskatchewan, on Wednesday, March 28, 2012, in the Heritage Room (formerly known as the Community Programming Room) at the Heritage Centre. The meeting started at 6:08 PM.

Fifty three persons were in attendance, and the President was in possession of 489 proxy votes.

Regrets were received from the Commissioner Paulson, A/Commissioner and Mrs. Mirasty and A/Commissioner Brown. Present were Mrs. Debra Brown, Superintendent Gerry Gourlay, Inspector Richard and Janice Thibault, and C/Superintendent Louise Lafrance and her husband Mike Robineau.

President Bill Greenslade welcomed all guests, particularly Malcolm Wake, one of our founding fathers; Jean Thue, widow of Ivan Thue, who was also a founding father; Murray Grant and Willem de Lint, long time members of the Friends; and Al Nicholson, the Heritage Centre’s new President and CEO; the Heritage Centre staff; and, Bob Ursulescu of Select Bookkeeping Services, and his wife Wanda.

All persons in attendance were in possession of a copy of the Annual Directors’ report, and annual financial report. President Bill summarized the entire 2011 report. Bill then introduced the 2011 Board of Directors and the Observers on the Board: Gerry Gourlay, Rhonda Lamb and Al Nicholson. In introducing the Board, Bill especially praised the hard work of Ron Ostrum, who is currently in the hospital, and Bob Cocks. Bill wished Ron a speedy recovery.

During the Election of Officers for 2012, a motion by Bill Greensdlade, seconded by Mike Spurgeon, that nominations be accepted from the floor for Board of Director positions. No nominations were forthcoming. Nominations ceased.

Motion by Kevin O’Callaghan, seconded by Terry Swystun, that Steve Smedley be elected to the Board of Directors for two years, and Gary Davison be elected to the Board of Directors for one year. CARRIED

Motion by Willem de Lint, seconded by Ron Ferguson, that Bob Cocks and Barrie Nowell be re-elected to the Board of Directors for two years. CARRIED

President Bill called upon Rhonda Lamb, Manager of the RCMP Historical Collections Unit; Al Nicholson, President and CEO of the RCMP Heritage Centre; and Barrie Nowell, Director, and Editor of the Friends’ quarterly newsletter, The Friendly Notes, to address the gathering. Rhonda thanked the Friends, in particular for support in the restoration of the painting by one of the Group of Seven, in the refurbishing of the Cameo, and in the acquisition of Charles Constantine medals and papers. Al also thanked the Friends and then spoke of recent changes at the Centre in room names, admission fees, programming, fundraising, and website. Barrie highlighted the cover stories of the four issues for 2011.

President Bill then presented a Life Membership plaque to Herb and Anne Muma.

Motion by Malcolm Wake, seconded by Gary Davidson, that the Board of Directors report for 2011 be accepted. CARRIED.

The financial report was reviewed. There were no questions.

Motion by Al Nicholson, seconded by Barrie Nowell, that the financial report for 2011 be accepted. CARRIED.

Motion by Mac MacGillivray, seconded by Bill Goodhand, that Select Bookkeeping be retained as our bookkeeper for the year 2012. CARRIED.

Motion to adjourn by Kenn Barker. Meeting adjourned at 6:46 PM.

Membership Report

Membership stands at 1043, quite a drop from last year’s 1109, due to deaths, and members moving without notifying us with a change of address. We have authority from the Commissioner to do another “cheque insert” project, but there are some problems between departments at HQ’s, and this project is on hold for several more months. A “cheque insert” project is where an application form to join the Friends is inserted into the pension cheque stubs going to all pensioners (some 14,000). Hopefully by this time next year, we will have an increase in numbers.

In Memoriam

We continue to receive “In Memoriam” donations from across Canada, particularly the New Brunswick RCMP Veterans Association, and the Ladies Auxiliary of the Regina Division of the Veterans Association, and from Lt.Col John T. Minarik, of Scarborough, ON. In Memoriam donations of $100.00 or more are recorded on our electronic donor wall. In early 2012, we received a $5,000 (US) bequest from the estate of long time Friends member Robin Brown of Florida USA.

Friendly Notes

The first issue of Friendly Notes newsletter was published in the fall of 1991 and has been published quarterly ever since.

More and more members are taking advantage of receiving the Friendly Notes electronically. The benefits of this include: convenient and timely access to the Friendly Notes – you receive the Friendly Notes a week to ten days earlier; environmentally friendly; and, reduces costs of printing and mailing.
