Just over a year ago, we completed our historic 2012 Vote OR Vote drive, which registered over 50,000 students to vote across Oregon and made more than three times that many contacts to educate young voters and turn them out at the ballot box. Even though 2014’s mid-term election cycle hasn’t quite arrived, we’ve kept our Vote OR Vote program running strong throughout 2013 by registering thousands of freshmen and other new voters on college campuses across the state at move-in days, orientation sessions, and more.

We can’t wait to officially kick off our 2014 program with four regional Vote OR Vote Conferences in January and February, which will provide the next wave of student leaders with the skills, knowledge, and relationships they need to run successful non-partisan voter registration drives on their campuses. Soon we’ll also be thrilled to unveil the work we’ve been doing to further target our civic engagement efforts to people of color and LGBTQ people through Vote for Justice, a critical component of our Vote OR Vote campaign.

In March we hosted our annual Northwest Student Leadership Conference, which trained hundreds of student leaders from across the Pacific Northwest in the areas of organizing, advocacy, and leadership.

Just two short months later, the Oregon Student Equal Rights Alliance (OSERA) worked with OSF staff to organize the largest leadership development and networking opportunity we’ve ever provided for LGBTQ students in Oregon. The OSERA Symposium brought together nearly 100 students from college and high schools in Oregon for a day-long event designed to teach them how to build power and organize on issues affecting their communities. Workshops focused on leadership development, upcoming political fights for the LGBTQ community, campus and community organizing, trans justice, and more.

Finally, we closed out 2013 with our most amazing Oregon Students of Color Conference yet. This three-day event brought together 100 more students of color than last year (550 total) to gain skills and critical analysis centered on building solidarity between communities of color and other marginalized groups fighting for social justice. The conference focused on educating participants about social and political inequalities facing students color, and on establishing action plans to continue advocacy and progress.

Throughout 2013, our unique conferences developed 1,200 student leaders across the Northwest into stronger organizers and advocates for their communities.

This year proved that our programs and conferences are succeeding in building Oregon’s next generation of leaders. In 2013, students developed through the Oregon Student Foundation’s student leadership conferences and Vote OR Vote campaign went on to participate in the Oregon Student Association’s efforts to pass critical legislation for students statewide. After a decade-long fight, Tuition Equity (HB 2787)passed, granting qualified undocumented youth the right to pay in-state tuition. With the passage of HB 3194, the legislature made a commitment to move away from our over-reliance on incarceration and make more funding available for higher education. House Bill 2611 was also a major victory for students and underrepresented communities. It requires licensure boards and college campuses to facilitate cultural competency education for healthcare providers.

By the end of the 2013 session, funding for the Oregon Opportunity Grant program was set at $113.7 million, an increase of almost $15 million over the 2011-13 funding level. OSA’s advocacy was critical in achieving such an increase, which funded approximately 63,000 awards at an average amount of $1,800. OSA also supported Treasurer Wheeler’s successful efforts to bring a measure to the 2014 ballot that, if passed, will eventually fund need-based aid for every qualifying student in Oregon through a new state bonding mechanism. Most importantly, students won the fight to cap tuition, zeroing all anticipated increases through 2015.
