The ACRRMH has continued to extend its impact in rural and Aboriginal and Torres Strait Islander communities, as well as in the resources sector, through the delivery of its culturally-targeted awareness-raising, preventative programs.

Significant progress has been made in the promotion of the Centre’s programs and services as a “social enterprise”.

However, challenges remain when advocating for these services for Australians who live and work in rural and remote regions. They are still not recognised, understood or valued as they should be, especially in light of the increasing prevalence of mental ill-health and suicides associated with remoteness.

The challenge continues to be the ability to attract sustainable resources to expand these programs and services. However, I am delighted to report the partnership with the Movember Foundation to consolidate and focus each of our programs on men in rural and remote Australia.

The staff and consultants comprise an exceptional team who possess expertise and understanding of the culture associated with each sector. The Centre is a virtual organisation as the staff and contractors live and work independently across Australia with no associated infrastructure.

I appreciate the commitment of my colleagues on the Board and the ongoing energy and drive of Dr Jennifer Bowers and the loyal staff and contractors.

The Centre’s work in rural and remote Australia continues to be critical and timely and serves to demonstrate to those living and working in challenging, harsh, isolated environments that they’re not forgotten.

With the support from the Movember Foundation, our programs are now being refined for men in rural and remote Australia, in particular farmers, Aboriginal and Torres Strait Islanders and those working in mining and resources.

34% of Australians reside outside capital cities and rural and remote Australians make a disproportionately significant contribution to Australia’s economic prosperity. However, suicide rates are much higher than in urban areas with the number of suicides increasing exponentially as remoteness increases and more so among young Indigenous males.

We are “out there, making a difference...” learning about, understanding and living with the challenges faced by rural and remote Australians everyday. We tailor our information and programs based on our consultations and experiences. We design and deliver culturally-targeted awareness-raising, prevention programs in a manner that enables the training and related information to be embedded within each community thereby changing behaviours and reducing stigma.

We believe we’re making progress but we will continue to advocate for a more equitable redistribution of resources between urban and rural Australia to ensure a more balanced allocation of resources.

I would like to thank Mick Gooda, Helen Herrman, Des Whybird and Richard Menasse for their support and encouragement this year.

I thank the Centre’s dedicated staff, Karen Down, Tim Saal, Andrea McGee, Lesley Dennien who was replaced by Nicole George in May, Terry Hardy, Debbie Smith, Margie Hams and Alex Schultz and our valued consultant, John Schumann for their work and ongoing commitment to the Centre.

We will continue to “get out there, and make a difference”.

Operating resultsThe operating result for the year was a profit of $106,700.74. The Company is exempt from income tax.

DividendsThe Company is limited by guarantee and is prohibited by its constitution from distributing its surplus to the members. Accordingly, no dividend has been paid or declared for the year by the Company since the end of the previous financial year and up to date of this report.

OptionsNo options over issued shares or interests in the Company were granted during or since the end of the financial year and there were no options outstanding at the date of this report.

Review of operations and significant changes in state of affairsApplications for Commonwealth and State funding program grants and contracts continue to be made on a regular basis. The Centre:• secured and maintains contracts in the mining and resources sector; • secured the continuation of funding for Building Bridges project; • secured the continuation of the PMC Social and Emotional Wellbeing Funding (previously OATSIH Funding);• secured a grant for Partners in Recovery on a partnership basis;• secured funding from the Movember Foundation;• submitted the rationale for funding to State and Federal MP’s / Ministers and potential sponsoring organisation and companies; and• continues to deliver Indigenous projects through licensing agreements.The Centre continues to transition from its previous dependence on government funding to operating on a basis of program grants and enterprise contracts.

After balance date eventsOther than mentioned above, there has not arisen in the interval between the end of the financial year and the date of the report any other item, transaction or event of a material and unusual nature that in the opinion of the directors is likely to substantially affect the operations of the Company, the results of those operations or the Company’s state of affairs in future financial years.

Future developmentsThe Company will continue to carry on its principal activities for as long as funding allows. In the event that the Company does not secure any more funding and has to contemplate an orderly wind-down, there are sufficient funds in reserve.

Environmental issuesThe Company’s operations are not regulated by any significant environmental regulation under a law of Commonwealth or of a state or territory.

Auditor’s independenceThe Auditor’s declaration of independence appears later in the report.

Indemnification and insurance of officers and auditorsIn this financial year, the Company has paid insurance premiums of $8,425 in respect of directors’ and officers’ liability and professional indemnity insurance.No person has applied for leave of Court to bring proceedings on behalf of the Company or intervene in any proceedings to which the company is a party for the purpose of taking responsibility on behalf of the Company for all or any part of those proceedings.The Company was not a party to any such proceedings during the year.

INDEPENDENT AUDIT REPORTTO THE MEMBERS OF RURAL AND REMOTE MENTAL HEALTH LIMITED

Report on the Financial ReportWe have audited the accompanying financial report of Rural and Remote Mental Health Ltd (the company), which comprises the statement of financial position as at 30 June 2015, the statement of profit and loss and other comprehensive income, statement of changes in equity and statement of cash flows for the year then ended, notes comprising a summary of significant accounting policies and other explanatory information, and the directors’ declaration.

Director’s Responsibility for the Financial ReportThe directors of the company are responsible for the preparation of the financial report that gives a true and fair view in accordance with Australian Accounting Standards - Reduced Disclosure Requirements and the Australian Charities and Not-for-profits Commission Act 2012 and for such internal control as the directors determine is necessary to enable the preparation of the financial report that gives a true and fair view and is free from material misstatement, whether due to fraud or error.

Auditor’s ResponsibilityOur responsibility is to express an opinion on the financial report based on our audit. We conducted our audit in accordance with Australian Auditing Standards. Those standards require that we comply with relevant ethical requirements relating to audit engagements and plan and perform the audit to obtain reasonable assurance whether the financial report is free from material misstatement.An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial report. The procedures selected depend on the auditor’s judgment, including the assessment of the risks of material misstatement of the financial report, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the entity’s preparation of the financial report that gives a true and fair view in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity’s internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by the directors, as well as evaluating the overall presentation of the financial report.We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion.

IndependenceIn conducting our audit, we have complied with the independence requirements of the Accounting Professional and Ethical Standards Board and the Australian Charities and Not-for-profits Commission Act 2012.

Auditor’s OpinionIn our opinion, the financial report of Rural and Remote Mental Health Ltd is in accordance with the Australian Charities and Not-for-profit Commission Act 2012, including: a) Giving a true and fair view of the company’s financial position as at 30 June 2015 and of its performance for the year ended on that date; and b) Complying with Australian Accounting Standards - Reduced Disclosure Requirements and the Australian Charities and Not-for-profits Commission Regulation 2012.
