From the Chair and CEO

Rural and Remote Mental Health has continued to focus on the consolidation of our awareness-raising, preventative and suicide prevention programs for agricultural/rural communities, the mining/resource sectors and Aboriginal and Torres Strait Islander communities over the past 12 months. RRMH continues to enjoy growing support and we would like to particularly acknowledge the continuing partnership with the Movember Foundation which has allowed us to undertake this important work.

Advocating for prevention programs with early interventions for rural and remote Australians has continued to be a major focus. This advocacy raises awareness of the issues impacting on rural and remote Australians as well as the availability of the practical, culturally-specific RRMH programs.

RRMH is a “virtual”, agile organisation with its staff and consultants living and working independently and remotely across Australia. We have a proven track record in the efficient and cost-effective delivery of programs and services in rural and remote Australia.

With suicide rates in regional Australia continuing to be much higher than in urban or metropolitan areas particularly for men, the need to raise-awareness about risk factors, symptoms and signs of health problems and pathways to help has become increasingly important. Our programs: Deadly Thinking, Rural Minds and Resource Minds address these issues in a manner that engages with those living and working in rural and remote areas and involves them directly and, ultimately, these programs change behaviours and reduce stigma.

RRMH has continued to refine its approach to services which ensures:

• knowledge and information remain at a local level in communities and organisations;

• programs are ongoing, consistent and delivered in a sustainable manner by local workers which prevent at-risk individuals entering or re-entering the frequently over-burdened and often limited mental health services;

• acknowledgement that each community is unique: communities have similar challenges but different needs, thus requiring a custom-made approach to information and interventions; and

• collateral and educative material that is culturally and linguistically tailored to ensure engagement and understanding by all those living and working in rural areas.

We gratefully acknowledge and thank our recent Chairman, Mick Gooda, all our Board members, staff and consultants for their dedication and support throughout the year.

Operating resultsThe operating result for the year was a profit of $553,485. The company is exempt from income tax.

DividendsThe company is limited by guarantee and is prohibited by its constitution from distributing its surplus to the memb ers. Accordingly, no dividend has been paid or declared for the year by the company since the end of the previous financi al year and up to date of this report.

OptionsNo options over issued shares or interests in the company were granted during or since the end of the financial year and there were no options outstanding at the date of this report.

Review of operations and significant changes in state of affairsApplications for Commonwealth and State funding program grants and contracts continue to be made on a regular basis. The Centre:• secured and maintains contracts in the mining and resources sector; • secured funding from Darling Downs and West Morton PHN for a six month suicide prevention project an d a pilot for a remote and Holistic Care Co-ordination project through their Innovation Fund;• secured the continuation of the PMC Social and Emotional Wellbeing Funding (previously OATSIH Funding);• secured a grant for Partners in Recovery on a partnership basis; originally due to finish in June 2 0 16 b ut h as been extended for a further three years;• secured funding from the Movember Foundation;• secured a grant from the NAB Foundation;• submitted the rationale for funding to State and Federal MP’s / Ministers and potential sponsoring organisation and companies; • secured a 12 month contract with RFDS under their Human Services Initiative and• continues to deliver Indigenous projects through licensing agreements.The Centre continues to transition from its previous dependence on government funding to operating on a basis of program grants and enterprise contracts.

After balance date eventsOther than mentioned above, there has not arisen in the interval between the end of the financial year and the date of the report any other item, transaction or event of a material and unusual nature that in the opinion of the d i rectors i s likely to substantially affect the operations of the Company, the results of those operations or the company’s state of affairs in future financial years.

Future developmentsThe Company will continue to carry on its principal activities for as long as funding allows. In the event that the Company does not secure any more funding and has to contemplate an orderly wind-down, there are sufficient funds in reserve.

Environmental issuesThe company’s operations are not regulated by any significant environmental regulation under a law of Commonwealth or of a state or territory.

Auditor’s independenceThe auditors declaration of independence appears later in the report.

Indemnification and insurance of officers and auditorsIn this financial year, the Company has paid insurance premiums of $8,425 in respect of directors’ and officers’ li ab i li ty and professional indemnity insurance. No person has applied for leave of Court to bring proceedings on behalf of the company or intervene in any proceedings to which the company is a party for the purpose of taking responsibility on behalf of the compan y for all or any part of those proceedings. INDEPENDENT AUDIT REPORTTO THE MEMBERS OF RURAL AND REMOTE MENTAL HEALTH LIMITED

Report on the Financial ReportWe have audited the accompanying financial report of Rural and Remote Mental Health Ltd (the company), which comprises the statement of financial position as at 30 June 2016, the statement of profit and loss and other comprehensive income, statement of changes in equity and statement of cash flows for the year then ended, notes comprising a summary of significant accounting policies and other explanatory information, and the directors’ declaration.

Director’s Responsibility for the Financial ReportThe directors of the company are responsible for the preparation of the financial report that gives a true and fair view in accordance with Australian Accounting Standards - Reduced Disclosure Requirements and the Australian Charities and Not-for-profits Commission Act 2012 and for such internal control as the directors determine is necessary to enable the preparation of the financial report that gives a true and fair view and is free from material misstatement, whether due to fraud or error.

Auditor’s ResponsibilityOur responsibility is to express an opinion on the financial report based on our audit. We conducted our audit in accordance with Australian Auditing Standards. Those standards require that we comply with relevant ethical requirements relating to audit engagements and plan and perform the audit to obtain reasonable assurance whether the financial report is free from material misstatement. An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial report. The procedures selected depend on the auditor’s judgment, including the assessment of the risks of material misstatement of the financial report, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the entity’s preparation of the financial report that gives a true and fair view in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity’s internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by the directors, as well as evaluating the overall presentation of the financial report. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion.

IndependenceIn conducting our audit, we have complied with the independence requirements of the Accounting Professional and Ethical Standards Board and the Australian Charities and Not-for-profits Commission Act 2012.

Auditor’s OpinionIn our opinion, the financial report of Rural and Remote Mental Health Ltd is in accordance with the Australian Charities and Not-for-profit Commission Act 2012, including: a) Giving a true and fair view of the company’s financial position as at 30 June 2016 and of its performance for the year ended on that date; and b) Complying with Australian Accounting Standards - Reduced Disclosure Requirements and the Australian Charities and Not-for-profits Commission Regulation 2012.
