2040 LONG RANGE TRANSPORTATION PLAN (LRTP)

Work on the 2040 LRTP continued this year with workshops and adoption of a new vision for Brevard County. The vision outlines three common themes that will be used to refi ne the plan in developing a cost feasible list of projects. Adoption of the plan will occur in October, 2015.

Where and how transportation dollars will be spent is guided by the vision in the 2040 Long Range Transportation Plan (LRTP).

The 2040 LRTP Vision was presented and adopted by the TPO Governing Board on

September 11, 2014.

A complete street is defi ned as being designed to allow safe access for all users, including bicyclists, pedestrians, transit riders, and motorists.

COMPLETE STREETS

A total of $18 million dollars has been committed for funding the top ranked projects identifi ed in the Complete Streets Methodology Evaluation Report completed in 2013. Three projects have moved forward to construction (see below). Three projects are entering design in 2015: Florida Avenue in Cocoa, Hickory Street in Melbourne and Hopkins Avenue in Titusville. Two additional projects that will be further studied for feasibility in 2015 include Pineapple Avenue and Front Street, both in the City of Melbourne. NORTH ATLANTIC - TODAY

NORTH ATLANTIC - PROPOSEDINTELLIGENT TRANSPORTATION SYSTEMS MASTER PLAN

The Intelligent Transportation Systems (ITS) Master Plan initiated in 2014, will be a working document that will identify both short and longer term projects aimed at improving the reliability of the transportation system. Having real time access to signal timings during events such as accidents or rocket launches, a coordinated monitoring center and other goals will be part of the master plan.

Multi-use trails, bike paths, and other natural resources encourage and promote a healthier lifestyle.

TRAILS

Located in north Brevard, The East Central Florida Regional Rail Trail is now fully funded and a portion was constructed this year from Draa Park to Kingman Road. The Rail Trail is part of a larger trail network, the Space Coast Loop Trail that connects regionally to the north and is part of the Coast to Coast Connector. Achievements in 2014 included:

• $5 Million Legislatively Appropriate to Brevard for trails

• KSC Loop Trail feasibility study completed-route proposed

• Space Coast Tour and Trek hosted by TPO-23 guests from state organizations attended

• FDOT statute revised to include state trail funding

Connecting St. Petersburg on the west coast to Titusville on the east, the Coast to Coast Trail will span 270 miles across the central part of the state. The Rail Trail is part of this larger network of trails connecting Brevard beyond its borders.

ST. JOHNS HERITAGE PARKWAY

The fi rst segment of the St. Johns Heritage Parkway was constructed by the City of Palm Bay in 2014 between Malabar Road and Emerson Drive, including two connections at Emerson and Pace Drive.

Brevard County's portion of the St. Johns Heritage Parkway will begin construction in early 2015 with limits beginning at Palm Bay City's city limits and runs north to US 192 for 3.1 miles.

The next phase planned will begin at US 192 and runs north 2.1 miles to the proposed Ellis/I-95 interchange.

After a project has gone through planning, design, and right-of-way acquisition, construction can fi nally begin. This process takes an average of ten years.

US 192 & BABCOCK

Widening from 4 to 6 lanes along US 1 in Cocoa continues

US 1 WIDENINGPINE STREET TO CIDCO ROAD

The second phase of the US 1 widening from 4 to 6 six lanes in Rockledge and Cocoa continued in 2014. Phase 1, which ran from Park Avenue to Peachtree, just north of SR 520 was completed in 2012. Phase II runs from Peachtree to Cidco Road through Cocoa (just north of SR 528, the Beachline). The widening includes amenities such as sidewalks, bike lanes, lighting, and upgraded signals. The project is anticipated to be completed in fall of 2015 at a construction cost of $31 million.

US 192 & BABCOCK STINTERSECTION IMPROVEMENTS

Initiated in September, 2013, this project included improvements from Melbourne Avenue turn lanes to Fee Avenue. Median modifi cations along with drainage improvements, new signals, street lights and landscaping along with bike lanes and sidewalks were constructed in 2014. Cost of improvements were $5.2 million.

APOLLO BLVDEXTENSION

Extending north from Sarno Road and connecting to Eau Gallie Blvd., this facility will be widened from 2 to 4 lanes extending across the Eau Gallie River to the intersection of Eau Gallie and Commodore Blvd. Estimated cost is $16.6 million with a completion date in the fall of 2015.

I-95 SOUTHERN WIDENING

I-95 WIDENING

Widening of I-95 south to the county line was completed this year with the northern widening from SR 406 to SR 44 in Volusia County to be completed in 2016. Both projects are estimated to cost a total of $181.3 million.

VIERA BLVDI-95 INTERCHANGE

Funded for construction in FY 2017 at a cost of $7.3 million this new interchange will be built using a diverging diamond design that minimizes cost by using existing right-of-way.

Transit provides an alternative mode of transportation to those needing access to jobs, schools, and medical services.

SCAT BUS STOP

TRANSIT

Space Coast Area Transit, the County’s bus service provider, continues to grow in ridership. Over 2.2 million passengers used transit in 2014.

An ADA bus stop evaluation study was conducted in 2014. Study recommendations will identify locations needing improvements to increase accessibility to transit. The TPO will work with SCAT to incorporate these improvements into existing and upcoming projects.

MELBOURNE INTERNATIONAL

HEADED OUT TO SEA

SEA PORTS

Port Canaveral, the nation's second largest cruise port, dedicated the new East Boat Ramp, opened a new cruise terminal, and held the fi rst combined seaport and Orlando airport meeting to discuss future needs. Future plans include a hub to ferry goods across the Indian River to be shipped by rail, a new auto terminal, and another cruise terminal.

AIRPORTS

The Governor announced this year that “Project Magellan”, a highly sought after Northrop Grumman operations project would be built at Melbourne International Airport. An estimated 1,800 jobs are expected.

RAIL

All Aboard Florida's new passenger rail service project from Orlando Airport to Miami has been extensively followed throughout the year. The impact to Brevard focused on noise and the TPO has offered to lead the establishment of quiet zones in Brevard.

Brevard is one of the only “quintimodal” places on earth serving roads, space, air, bus, and rail. The TPO works cooperatively with each of these modes to address future transportation needs.

The TPO works closely with others to build a strong multi-modal regional network to improve economic viability.

FUTURE CORRIDOR TASK FORCE

Governor Scott created this task force in 2013 which is led by the Florida Department of Transportation. The Task Force "plans for future major transportation corridors critical to the state's economic competitiveness and quality of life over the next 50 years." Committee members met seven times to discuss choosing the next connecting corridor from Brevard County west to Osceola County. CENTRAL FLORIDA MPO ALLIANCE

In 2014, the Alliance developed a Regional Indicators Report that identifi ed several major trends and travel implications for the Central Florida region. Key fi ndings found a growing and more diversifi ed population; increasing visitor impact; aging infrastructure; concerns with pedestrian and bicycle safety; and volatile revenues. WALK TO SCHOOL DAY

The TPO is committed to pedestrian and bicycle safety education programs that teach the youngest bicyclist to handle traffi c conditions and to always wear their helmet.

BICYCLE/PEDESTRIAN EDUCATION

The SCTPO's Bicycle/Pedestrian Safety Education Program maintained a strong presence in the community in 2014. Staff could be found at safety fairs, community meetings, schools and many other functions throughout the County.

Our partnership with Brevard County Schools continued in 2014. Staff continued work on expanding the Walking School Bus Program, a record number of schools participated in Walk to School and Bike to School Day Events, 700 preschoolers received pedestrian safety through

the Head Start Program and 18 schools

completed the full 3 week elementary curriculum in

bicycle pedestrian safety.

Funding of the TPO operations allows for Federal and State funds to be programmed on transportation projects. The 2015 Transportation Improvement Program included almost $230 million for various projects.

The Space Coast TPO staff operations are funded by various funding sources. The expenditures for FY 14 are refl ected to the right.

NEW TRANSPORTATION ALTERNATIVES FUNDING PROCESS INTRODUCED IN 2014

During the project priorities solicitation for transportation projects a new application was developed to guide the rankings of projects eligible for Transportation Alternative funding. The process resulted in the awarding of $1.7 million for bicycle and pedestrian improvements.

The Space Coast Transportation Planning Organization Board is comprised of 19 elected offi cials from throughout Brevard.

BICYCLE PEDESTRIAN TRAILS ADVISORY COMMITTEE (BPTAC)

The Bicycle Pedestrian Trails Advisory Committee (BPTAC) brings together a group of citizen volunteers and city and local agency appointees. This group meets to address safety issues for bicyclists and pedestrians, and provide their comments on the proposed multi-use trail network. Meetings are held every other month at the Government Center in Viera.

The Space Coast Transportation Planning Organization is supporting by multiple committees who provide input and guidance on transportation issues and projects.

FEDERAL CERTIFICATION

Federal law requires that the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) certify the TPOs planning process every four years. The process is a review of the various work products, policies and procedures that the TPO follows. The review certifi es that the TPO is in compliance and conformance will all applicable rules and regulations.
