• We will exceed our goal of spending $228M for Low
Impact (BD projects) by the end of October 1, 2015
• $220M has been expended or committed to contracts.
• We exceeded our year 3 17BP goal of committing

2013 Weather Memo Summary: Record rainfall in 2013. Administrative decision was made to make an
exception to 108-10(B)3 of 2012 Standard Specifications.
Contracts that cover multiple construction
seasons which include all or part of 2013, evaluate 40% on 2013 contract time exclusive of remaining contract time.
Remaining contract time before and after 2013 will be considered as a whole and evaluated for 40%, if applicable.
Contractor must have pursued work and must have been controlling.

CURRENT MEASUREMENT AND PAYMENT
• MSE Retaining Walls will be measured and paid in square feet. MSE walls will be measured as the square feet of exposed wall face area with the height equal to the difference between top and bottom of wall elevations. Define “top of wall” as top of coping or top of panels or SRW units for MSE walls without coping. Define “bottom of wall” as shown in the plans and no measurement will be made for portions of MSE walls embedded below bottom of wall elevations.
PROPOSED MEASUREMENT AND PAYMENT
• MSE walls will be measured and paid as the square feet of wall face area that is constructed above the footing. This measurement is inclusive of areas of the MSE wall that are to be embedded.

• Met with Carolinas Concrete Masonry
Association (CCMA) representatives in
December 2013 to discuss potential expansion
of our current SRW allowances.
• Researched internally, considered options and
determined potential cost savings.
• Met again on July 24, 2014 to finalize details on
an expansion of our policy in the use of SRW
blocks.
Segmental Retaining Wall (SRW) -
Policy Change Proposed Allowances for MSE walls:
• More critical walls on Subregional and Regional Tier with 5000 ADT limit
and possibly some other restrictions.
• Potentially on RR projects outside RR R/W.
Restrictions:
• Not on Statewide Tier
• No MSE walls in scour conditions
• No SRW’s on bridge abutments where the wall alignment has inside angle
turns <135 degrees
Default Spec:
• Will likely specify Panels and Stone
• Plan notes will identify fine aggregate and SRW allowances
Reminder:
• Flat face blocks are required by the spec.
Fly Ash – Supply Issues, Impacts Eric Misenheimer – Chandler Concrete Company, Inc. Ready Mix Producers.
• Contractor complaints:
• Pick an ash source and stay with it.
• Why don’t you just leave it the way it was submitted?
• I have approved mixes, why do I need to submit these?
• Source changes are based on week-to-week information received from fly ash
suppliers. Sometimes it is day-to-day.
• Not changing sources to lower costs or for any other reason than to be able to
provide concrete with the materials that are available.
• The use of straight Portland cement mix designs is not really an option in many
circumstances,
• Cement is considerably more expensive than fly ash.
• Standard Specifications and Project Special Provisions require fly ash as part of
our Corrosion Policy (Bridge decks in Div. 5, 7 and 9 through 14, coastal
requirements).
• Fly Ash or Slag are required as mitigating agents for ASR quarries. Slag is not
readily available.
Fly Ash – Supply Issues, Impacts Good communication is needed between Supplier/Contractor/NCDOT (Construction and
M&T) to minimize any impacts on construction projects.
Materials and Tests:
• M&T to look into approval of fly ash supplier, rather than particular source.
Contractors:
• Prompt submittals of request forms.
Suppliers:
• Submit mix designs as needed rather than multiple mix versions all at once.
• Submit only the classes of concrete that are needed.
NCDOT Construction:
• RE staff should check HiCams more frequently for the latest approved mix
designs. Ipads should help with this as inspectors will have access to HiCams in
the field.

Grooving Slurry
• Article 420-14(B) Continuously remove all
slurry or other residue resulting from the
grooving operation from the bridge deck by
vacuum pick-up or other approved methods.
Prevent slurry from flowing into deck drains
or onto the ground or body of water under the
bridge. Dispose of all residue off the project.

Buy America -
In an effort to standardize interpretation of Federal and State laws that require use of domestic steel and iron products on all projects, a spreadsheet was developed to document the process. Use of the attached spreadsheet for each project requesting use of non-domestic steel and iron products will aid in verifying that the minimal use allowance is not exceeded, and documents amounts deemed to be exempt from inclusion in the minimal use allowance. Enter general information at the top of the form to identify the project, along with the Contract Bid Amount. This establishes the Minimal Use Amount allowable. Enter the Line Item Number and Description for each item that the contractor requests using non-domestic materials Enter the amount shown on invoices provided by the Contractor or Sub-contractor for the material. Contact Jack Cowsert ([email protected] – 919-329-4030) for interpretation of whether the amount must be considered under Minimal Use Amount or qualifies as an Exempt Amount. The spreadsheet maintains a cumulative total of amounts and verifies this against the allowable amount.
