Chairman’s Message

Committed to Smooth, Safe and Well-Maintained Roads.Over the past 12 months, AAPA has been busy engaging with an energised Membership base across Australia. We’ve also been focused on building and renewing our international friendships and synergistic alliances to better facilitate technology and knowledge transfer.

The culmination of our engagement and knowledge transfer efforts was on show in September at the 2015 AAPA International Flexible Pavements Conference on the Gold Coast. It was in the Queensland sun where AAPA’s local prominence and international standing was really on display, attracting a record contingent of global speakers and delegates.

Like the Gold Coast conference, the 2014 & 2015 AAPA National Workshop Series (NWS) were also extremely well attended and have provided us with a portal to connect with Industry and Government.

Our Members now enjoy a new relationship with State Road Authorities and Local Governments across the country, where AAPA is leading a new partnering relationship model to support and assist in the delivery of implementable technology advancements.

Highlighting this is the formation of the AAPA National Technology & Leadership Committee (NTLC) which has put a real focus on transferring pavement engineering skills, knowledge, technologies and methods for continued development by AAPA Members. Some of these opportunities through which we can deliver better value and smarter outcomes are:

• EME2 high modulus, highly durable, rut resistant asphalt• Thinlays for pavement preservation• Perpetual Pavement Design/Heavy Duty Pavement Design• Crack, Seat and Asphalt Overlay over failed rigid pavements• Expanded use of Crumbed Rubber (wet process) in bituminous products• Seal Design for Airports• Cold product advancement and the expanded use of recycled products

AAPA is now at the centre of the thought leadership space for road pavements in Australia.

This Annual Report to Members completes the activities of the past year for the Association. Together, we have successfully lifted AAPA’s standing, and achieved recognition beyond our traditional Membership base.

Re-energised and re-engaged.This year has been a highly productive one for the Association, with a focus on developing a re-engaged and re-energised roads and pavements community capable of making a strong and positive impact.

The AAPA Board was delighted to see the Association’s new found energy and growing networks in action on the Gold Coast at the 2015 AAPA International Flexible Pavements Conference where we recorded record attendance.

I took great pride in the range of international delegates we attracted, with some travelling from as far as the Americas, Africa and Europe. This ability to draw a global crowd provided wonderful opportunities to network, consider and progress our theme of Innovation Driving Value. This continued global networking is a key to our success as an Industry.

The progress AAPA and our Members have made in technology transfer is an indicator of our re-engagement with Industry and Government. Highlighting these inroads are AAPA Member contributions to value-adding solutions such as demonstrations of EME (High Modulus Asphalt) at sites around Australia, and Crack & Seat technologies to rehabilitate old failed rigid pavements.

I am committed to the work and programs that AAPA has established which, in collaboration with Government and other key stakeholders, will create outstanding pavement infrastructure and drive value solutions for our communities. I look forward with enthusiasm and optimism to our continued progress towards greater future focused outcomes for our Members and the Industry at large.

I would like to congratulate the AAPA Executive and Staff on its work towards delivering our key strategic initiatives, and thank our Members, State Branches and Committees for their support.

In August 2015, AAPA’s Head Office relocated to a new flagship location in Port Melbourne. The Head Office is now closer and more accessible to majority of Members and stakeholders in Victoria and provides a fully equipped facility that will form the foundation of growth for the immediate and long-term future of the Association.

Member services will expand in scope and depth as we refresh and re-imagine Training, Networking and Industry Events.

2015 AAPA International Flexible Pavements ConferenceRecord numbers gather on the Gold Coast.With over 400 delegates ticking through the gates, 35 stellar exhibitors on show, 100 international visitors making the journey, four unforgettable networking events, and 70 insightful abstracts submitted – the Gold Coast was the conference for the road construction and maintenance community.

Delegates travelled from as far as Brazil, Germany, Ghana, India, Malaysia, Netherlands, New Zealand, Russia, Singapore, South Korea, Spain, Thailand, the United Kingdom and United States.

Along with our global contingent of speakers and delegates, we were blessed to be joined by local experts representing all corners and levels of Australian Government and Industry to hear a range of pertinent topics, including:

• Sustainability & Recycling• Perpetual Pavements• Next Generation Cold & Warm Surfacings• Safer & Smoother Riding Surfaces• Asset Preservation & Rehabilitation• Developments In Heavy Duty Pavements

Destination USA: 2014 AAPA International Knowledge Transfer (IKT) tourIn October 2014, 25 delegates from Industry, Government and Academia travelled to eight States in the ever enlightening USA to observe cutting-edge plant and equipment, innovative research facilities, advanced Government Department operations and sister Asphalt Pavement Associations. Flexible pavements in Australia will benefit from a long list of learnings, information, contacts and friendships cultivated by the visit. Notable findings included:• Laboratory testing regimes• Thinlays, design construction tools and techniques• Trackless tack coats• PG binder grading system• Contracting and funding regimes• Plant and equipment advancesThis international outreach provided access to findings from leading pavement research programs, and most importantly contact with the people behind them.

Planning for the 2016 AAPA International Knowledge Transfer tour has begun, with the tour visiting Europe in late May. This tour will pick up the Eurobitume and EAPA conference and also take in the RILEM conference in France.

The 2016 AAPA IKT will focus on cold technologies, particularly the developments in cold surfacings and cold asphalt products, as well as full-depth pavement rehabilitation.

We look forward to welcoming AAPA Members on what promises to be an amazing opportunity to uncover the next generation of pavement engineering skills, knowledge and technologies.

Information on the 2016 AAPA IKT will be released on the Association website later in the year.

2014 AAPA National Workshop Series: Safety at RoadworksIn November, the 2014 AAPA National Workshop Series: Safety at Roadworks attracted more than 900 participants. On the back of this inaugural workshop series, and with the support of our Members, AAPA has held discussions with all three levels of Government.

This has included key meetings with Austroads to communicate the thoughts of all who took part in the discussions on road worker safety.

The workshop has helped progress harmonisation of road worker safety and define the way our Industry conducts business.

Without the passion and dedication of our speakers, sponsors and special guest speakers from Government and Industry this event would not have been the resounding success it was.

Road worker safety is now, more than ever, at the absolute centre of AAPA Member minds.

In June, a carefully assembled team of experts from Industry, Government and Academia travelled to each of the State capitals to deliver the 2015 AAPA National Workshop Series: Quality Roads, Fixed Budgets.Over 800 delegates from all corners of road construction and maintenance came together to help define Quality Roads and share strategies for optimum project outcomes.

The workshop presented attendees the opportunity to learn about proven and emerging products, techniques, and technologies defining the quality of roads around the world.

Importantly, the workshop enabled AAPA Members to meet key Government and Industry staff charged with responsibility for the design and maintenance of Australian roads.

The enthusiasm and commitment of all speakers and delegates has helped propel national discussions to set the tone for the future of road technology, construction, maintenance and expectations.

In July 2015 the eagerly anticipated Enrobés à Module Elevé (EME), High Modulus Asphalt, demonstration was rolled out on the South Gippsland Highway in Victoria, following pioneering works in 2014 by Boral in Queensland.Fulton Hogan is also set to demonstrate EME to key stakeholders in New South Wales later this year in the Wollongong Region. Over in the west, Main Roads WA is set to progress an EME2 demonstration with host company Downer in early 2016. With the realisation of these key milestones, the practical implementation of EME technology transfer will be complete. It is at this point that AAPA hopes to see a National Specification developed.The Association has played a lead role in the transfer of EME to State Road Authorities and Councils and remains the portal through which technology change can be delivered.

On the back of the recent AAPA International Knowledge Transfer Tour (IKT) to the USA, the Association has begun working with Governments in Queensland, New South Wales and Victoria to demonstrate Crack and Seat technology to rehabilitate failed rigid pavements.The utilisation of asphalt overlays over failed rigid pavements using a range of options from crack and seat treatments through to full rubblisation of old concrete pavements is anticipated to be underway in the first half of 2016. These treatment options have not been available in Australia before and, through a co-operative arrangement of AAPA Member companies, a machine will be imported from the USA to demonstrate the cost-effective nature of this technology to treat failed rigid pavements and replace the pavement structure with a full-depth, perpetual, flexible solution. This will enhance the motoring experience and will lead the way in delivering better value-for-money outcomes for Australia’s major road pavements.

National Technology & Leadership CommitteeThe Association has moved to strengthen its technology leadership position in Flexible Pavements across Australia through the formation of the AAPA National Leadership & Technology Committee (NTLC).The AAPA Board has appointed a committee of talented and nationally recognised members from industry to guide Flexible Pavements in Australia.

The task ahead for the NTLC is to establish a national industry driven direction for implementable research and development.

The development of an agenda that strives to deliver smoother, safer and well-maintained roads will benefit the industry, and the end road user.

AAPA’s NTLC will serve as a reference group for industry and provide a focal point for future advances in pavement engineering skills, knowledge and technologies.

Members of the NTLC have a diverse set of skills and are considered leaders in their field. NTLC members are:
