Reflecting on the last twelve months, and looking even further back to the last two or three years, the issues that are impacting on the future of our sport are easily identified.

First and foremost is the decline in Club membership which is a collective problem across the State and Australia that impacts on everyone through an ever increasing challenge in fielding pennant teams, maintaining facilities and services with fewer volunteers and the unavoidable rising costs of utilities.

There are positives, however, with a lot more interest from people keen to play social bowls and this has resulted in their numbers now exceeding the total pennant players. The challenge for the future is to offer a broad range of competition structures that suit everyone’s time constraints and lifestyle and ensure Clubs and the sport can thrive into the future.

There are challenges at all levels of the sport and 18 months ago, in accordance with the Strategic Plan 2013-2017, the Board began a governance review, with assistance from independent consultants, and subsequently a number of workshops were held with the State Consultative Body to identify areas requiring change and to formalise recommendations to proceed with implementing the agreed changes.

Issues identified were the development of a Metropolitan Bowls Association to conduct the metropolitan pennant competition, to mirror the role of the established country Associations. Redefining the role of Bowls SA was also seen as paramount to ensure resources were channelled into developing, marketing and promoting the sport and streamlining communication with the membership.

The role and responsibilities of the Metropolitan Bowls Association have now been agreed and, following legal advice, the Constitution has now been approved by the Board and submitted to Consumer & Business Services for incorporation.

As a result of establishing the Metropolitan Bowls Association, it is envisaged that necessary changes to the Bowls SA Constitution will be presented to the Bowls SA Annual General Meeting on Monday 5 September 2016 for adoption.

While Country Associations will continue to control and conduct pennant competitions, the second phase of the governance restructure will in due course, be disbanding the Region structure, empowering the Associations, and presenting further amendments to the Bowls SA Constitution for adoption.

President’s Report Volunteers are the heartbeat of our organisation and their dedication and efforts are evident in Clubs across the State. Bowls SA has continued to hold Volunteer Appreciation Days across the State, providing an opportunity to not only thank all volunteers but to identify nominees to be eligible to be selected as finalists in the Volunteer of the Year award which culminates with the naming of the Volunteer of the Year at the annual Awards Night.

The support provided by volunteers and the membership as a whole was clearly demonstrated when the Pinery fire impacted on members and the Wasleys Bowling Club. Clubs across the State rallied to assist through donations or holding special events to raise money to assist the local community and the Wasleys Club to ‘Rise from the Ashes’.

Support through the Office for Recreation & Sport, sponsors and partners is vital for Bowls SA to continue providing services to the sport and as an organisation we thank each and every one of them for their generosity.

Once again our bowlers have performed extremely well in International, National and State events.

I would like to acknowledge the Bowls SA Board Directors for their leadership and for volunteering their time to look objectively at issues in order to make decisions in the best interests of the sport.

Lastly, but by no means least, I pay tribute to the CEO Mark Easton and the Bowls SA staff who work with the Board, Committees and membership across the State to achieve the best outcomes for bowls in South Australia.

Bowls SA Annual Report 2015-16 | Page 9

Over the last year Bowls SA and the game of Bowls has continued to play a large part in the lives of South Australians. From a casual, social game to organised weekly competitions, tens of thousands of people participate every week, whether they are taking advantage of playing at some of our great Clubs or helping from the sidelines.

Bowls SA strongly advocates the benefits of sport and recreation, not only for physical, mental and emotional wellbeing, strengthening family and community bonds, but also as a way of supporting the State Government’s wider socio economic agenda.

Our core business is about increasing participation at every level, helping keep the industry strong, continually developing and creating places and spaces for people to be active, as well as nurturing opportunities for high performance sport. Bowls SA assists by providing the funding, knowledge and expertise to make a lot of this happen.

While participation might sow the seed that one day sees a child climb the podium at a Commonwealth Games or World Bowls, we encourage children and adults to engage in the sport because we want to develop healthy, active habits for life.

Our State is blessed with a stunning natural landscape which is ideal for outdoor activity. In recent times, alongside our stakeholders and partners, Bowls SA have invested substantially in, and been instrumental in, the construction of facilities.

Bowls SA work wouldn’t be possible without all the valuable partnerships we have established. From State Government departments and local government bodies, to other State Sporting Associations, Clubs, service providers, private industry and not-for-profits, numerous groups help us deliver projects which ultimately support the membership to stay involved and active.

Many of our programs are designed to engage children in sport and active recreation and then if their parents also get involved through volunteering, has the potential to result in strengthening the structure of their local community.

Participation in Bowls is not just about playing, it’s also about all the other people who advocate for the Sport, support the development of pathways, coach, officiate, run the sausage sizzle, coordinate club activities, cut the oranges, wash the uniforms and sort the fixtures.

These volunteers are the backbone of Bowls and the saying that without them Lawn Bowls doesn’t happen is certainly true and they deserve the community’s enduring thanks.

Inclusion is also a really important pillar of what we do and Bowls SA supports and encourages the integration of under-represented groups into the sport such as the indigenous and culturally and linguistically diverse as well as players with a disability.

Our mission is to continue to build the capacity of individuals, Clubs and Associations to provide a solid foundation on which to play and govern; ensuring our coaches and officials are well trained and our children are kept safe. No matter who you are or where you come from, it’s our desire to get and keep people active which underpins our activities.

Whether they are provision or improvement of facilities, long-term programs, shorter projects or grants, Bowls SA activities cover great depth and breadth. All of them are designed to encourage everyone to play and participate as a lifelong choice to stay active and connected.

We will continue to encourage younger people to join Clubs in the hope that they will have experiences which send them out into the world with valuable skills around teamwork, leadership, socialisation and being strong role models.

Like a great teacher, a great coach can have a huge impact on a young player or volunteer and we don’t ever want to lose those fundamental experiences.

As a society we place great emphasis on winning and a number of South Australian athletes have recently been successful at State and National events, however, while we are extremely proud of these achievements, Bowls SA are just as proud and focused on providing opportunities for everyone to participate and enjoy living an active lifestyle.

2015 National Under 18 ChampionshipsThe 2015 Bowls Australia Under 18 Championships were held at Tuggeranong Valley Bowling Club, Monday 28 to Wednesday 30 September 2015.

The SA Under 18 team again tasted success with the Boy’s Pairs combination of Joshua Studham and Tyson Wilson claiming Gold in an extremely convincing final over the Tasmanian pair. The Boy’s Triples team of Gerrin Jenke, Sam Denton and James Bodnar came away with a Bronze medal over Tasmania, while the Girl’s Four of Rianne Reiger, Katie Roachock, Stephanie Clarke and Lynsey Trenorden claimed the Bronze over WA.

The Under 18 team and squads continue to develop and look forward to another strong showing on home greens at Holdfast Bay Bowling Club in 2016.

Victorian Series South Australia hosted the annual SA v VIC Test series in February 2016 at Marion Bowling Club. The series took advantage of the home turf and proved to be highly successful with both the Men’s and Women’s teams claiming their respective series.

The Under 18 SA v VIC series was held in January 2016 at Holdfast Bay Bowling Club, and following on from the successful Nationals campaign, a clean sweep by the SA boys saw them claim the trophy once again. The SA girls went down to a strong Victorian team, however, they came away with a number of wins which has provided them with much needed experience for the Nationals to be held in October 2016.

Development Squad The Annual Mildura Series against the Victorian Country Representative team, held in August 2015, was a success for SA with both the Men’s and Women’s Development sides bringing home their respective trophies.

The Men’s side started strongly and wrapped up the Series with one test to play, after winning their first two convincingly and riding out a draw in the third test. The Women’s side also started well, and went into the final test with the trophy in their sights, and triumphing strongly to come home winners. As always, the event provided the State Selection Panel with an opportunity to view the potential of the players, with a number elevated into the State Squads following the event.

Australian SidesThe 2016 Australian Sides Championships was played at Queanbeyan and Queanbeyan RSL Bowling Clubs in ACT between Thursday 31 March and Sunday 3 April 2016.

The SA Men’s team again showed their strength with a solid third place finish, equal with second place NSW on points but with less rink wins, whilst the SA Women’s team, with a number of new players, also performed well and gained valuable experience with a fifth place finish.

The SA Women’s rink of Cath Greenslade, Vicki Arbon, Jackie Gardiner and Renata Callisto finished as fourth best performed team for the championships, while the SA Men’s rink of Adam Forbes, Carl Schapel, Simon Dorr and Wayne Ruediger held on to be the sixth best performed team in the Men’s Championships.

Australian SquadsDuring 2015-16 a number of South Australian players have been selected for Australian Squads and international events.

Wayne Ruediger and Max Kleinig were both selected in the Australian Jackaroos Squad. Wayne Ruediger represented Australia at the Trans-Tasman Series, claiming a Silver medal in the Fours and a Bronze medal in the Triples at the Asia Pacific Championships. Wayne also won a Silver medal in the Fours at the Six Nations International.

Max Kleinig also represented Australian in the Development team at the Trans-Tasman Series.Josh Studham was selected in the Under 18 Australian Squad following the Under 18 Nationals.Nathan Pedersen was selected and played in the Hong Kong International Bowls Classic and was one of the Men’s Pairs Champions.

Scott Thulborn was one four that won the Asia Pacific Merdeka Championships Mixed Fours; won the National Champion of Champion Singles and played in the semi-finals of the World Champion of Champions.

The SA combination of Steve Dennis, Nathan Pedersen, Wayne Ruediger and Scott Thulborn also won the Australian Open Men’s Fours.

James Bodnar, Breeanna Dickson, Simon Dorr, Mark Haines, Cassandra Harvey, Matthew Northcott, Nathan Pedersen, Bailey Rafferty, Joshua Studham, Scott Thulborn and Tyson Wilson were all named in the SA National Training Centre Squad, as athletes identified for development as potential international representatives.

Congratulations to all these players.

Match and Program A significant period of forward planning and the future direction of the sport took up the majority of the last 12 months for the Match and Program Committee.

Key changes for season 2015-2016 saw a new and innovative heat rule introduced for metropolitan pennants. The aim was to ensure that as many games as possible could be played, providing members with their full playing entitlements, whilst also guaranteeing revenue for Clubs.

The strategic direction of the Committee for the next 12 months will be to consider ways to increase the number of competitors in the sport, whilst also introducing new products that cater for a varying demographic of competitor.

Metro PennantsCongratulations to all Clubs that won a pennant and gained promotion. A list of all pennant winners is printed within this booklet.

Although reluctant to make individual congratulations, I’m sure the entire membership would join me in congratulating Wasleys Bowling Club on their pennant after all that they had to deal with in the months prior.

As a result of responses received at the conclusion on the second year of a two year trial for the metropolitan Major League Cup competition, changes will be made for season 2016-2017.

Prestige MedleyIn the week prior to Christmas, the Moonta Bowling Club once again hosted the men’s event while the Ardrossan Bowling Club hosted the women for the first time.

The events were taken out by Metro West (Region 12) in the men’s and Upper Northern (Region 3) in the women’s.

Moonta and Ardrossan members are to be commended on the manner in which they accommodated and catered for these highly prestigious events.

Champions WeekThe country took its turn this season when the Murray Bridge Bowling Club hosted the event from April 21 to April 27, with 105 games played over seven days to decide all State Event winners for season 2015-2016.

Champions Week showcases Bowls SA State Events and the skills of our bowlers. Congratulations go to all winners on their well-deserved and hard fought titles. Winners of all Bowls SA State Events can be found at the rear of this booklet.

MGA Country Carnivals & Country Round RobinsThe MGA Men’s and Women’s Country Carnivals, arguably the highlight of the season for all country members, and the biggest events by numbers that the State sees, were once again held in early February and April.

Following on from the MGA Men’s Country Carnival were the Men’s and Women’s Country Round Robins, which were held at Marion and Payneham Bowling Clubs respectively.

The third edition of the Australian Premier League competition commenced at Club Pine Rivers, Queensland, on Tuesday 10 November, with 14 sessions and finals played over the four days and 20 hours of live coverage on Fox Sports and Sky TV NZ between the following eight sides:- Messenger News Adelaide Endurance- Murray Steamers - Blundstone Melbourne Roys- Gold Coast Hawks- TOWER New Zealand Blackjacks - Solargain Perth Suns - Brisbane Gold- BCiB Sydney Lions

The Endurance side of Scott Thulborn, Wayne Ruediger and debut player Max Kleinig, with Mark Haines as Coach, combined well to form a formidable team to make it into the final four consisting of TOWER New Zealand Blackjacks, Blundstone Melbourne Roys, Messenger News Adelaide Endurance and Gold Coast Hawks.

TOWER New Zealand Blackjacks were in pole position with nine wins from 14 starts, their place in the semi-finals cemented, alongside Messenger News Adelaide Endurance, who were one game behind.

The Messenger News Adelaide Endurance put on a show but were equally matched by the experienced TOWER New Zealand Blackjacks to record a 6-3, 0-8, 1-0 final victory, relegating the Bowls SA team to its third straight runner-up finish.

Final Placings:1. TOWER New Zealand Blackjacks 2. Messenger News Adelaide Endurance3. Blundstone Melbourne Roys4. Gold Coast Hawks5. Murray Steamers 6. Solargain Perth Suns

All events again proved to be extremely popular, with the comradery between the country members and their metropolitan hosts once again clearly evident.

AppreciationOn behalf of the Committee and all members, a massive thank you to Clubs that hosted events throughout the year.

Clubs are required to provide a facility for their own members, but for Clubs to be readily available to host major events, and provide first class facilities and service to visiting members, sometimes at short notice, is a credit to all. Congratulations and thank you for giving your time to make our sport what it is.

Officiating The introduction of new procedures for accrediting has been welcomed by candidates and in time it will be possible to gauge the effectiveness of these processes. Educators have been trained in most areas and while not all are conveniently placed to cater for the greater number of Officials, reports from the educators have been positive and support has been given to those who needed it.

There has been an ongoing problem with the accuracy of the database however, in many cases, Associations have been able to provide the necessary information.

Thank you and well done to all of the Officials who were appointed to events. It’s hoped that you will continue to make yourselves available in the coming season.

The 2015-16 Officiating Committee consisted of eight members with the support of Membership & Services Officer, Bianca Chiera and Bowls SA Vice President Wayne Prosser and Board Director Jill Ackland. Meetings were well attended but at times much of the business had been dealt with previously as Club members or Clubs usually need an urgent response to queries.

Following a review by the Board of Bowls SA, the decision has been made to restructure Officiating by replacing the Committee with an Advisory Panel. To ensure a high standard of officiating can be maintained, the Advisory Panel and Bowls SA staff will liaise with Tutors in Regional areas who will be empowered to conduct their own accreditation, reaccreditation and refresher courses.

Having been Chair of the Officiating Committee since its inception in 2003, I sincerely thank all the Committee members that I have worked with over the years for their service and dedication to the sport.

Beth Young Chair, Officiating Committee

Coaching and Junior DevelopmentCongratulations to accredited Presenter and Assessor, Paul Griffiths on being named as Coach of the Year 2015-2016. Paul encourages junior development by conducting high school clinics, SACE Courses and Year 10 PE classes and regularly runs coaching sessions for members at both the Berri and Loxton Bowling Clubs.

During the year the Committee held various courses and activities, including three Club Coach Courses with 29 participants and across the State a total of 90 coaches re-accredited. Introductory Coaching courses were not conducted due to insufficient requests.

In the past the re-accreditation requirements may have discouraged coaches from updating their qualifications. Coaches are encouraged to check their expiry date with the Bowls SA Development Officer and take advantage of the new simplified reaccreditation requirements to keep their qualifications current.

A Coach Development Day at the Clarence Gardens Bowling Club, with State Coach, Lynton Modra as guest speaker, attracted 32 participants. Junior Jack Attack and other activities, centred on coaching juniors, was also outlined by the Bowls Australia Regional Bowls Managers.

While the introduction of “GetBowledOver” has not met with a great deal of success at this stage, squad Coordinators have been established and a review will be held to consider recommendations for the future of the program.

The Primary Schools and Secondary Schools Championships were held at the Modbury Bowling Club in April, and we thank the members of the Club for their excellent support. Likewise a sincere thank you to the coaches and helpers who attended the two events to assist Development Officer, Taylor Smith with the running of the events. The entries for the Primary Schools Championships were down on last year with the majority of students coming from country clubs and schools that have been strong supporters of the events for many years.

The Under 18’s have gained considerable experience and made several notable achievements throughout the year. The boys’ team has been quite strong but, as inevitably happens, their skills and experience are lost to this group when they turn 18 and this creates an ongoing need to rebuild. There is a small but talented and keen group of under 18 girls. In general there is a need to find ways to involve more juniors so there is a flow on effect through the squads.

The State Under 18 events held at Salisbury were well run and saw outstanding bowls played by many of the juniors. Thanks go to Mark Haines and his team who worked hard preparing the juniors for their events. Congratulations to those involved.

Ron Mitchell Chair, Coaching & Junior Development Committee

Night Owls

Bowls SA Annual Report 2015-16 | Page 17

Night Owls continues to be an extremely popular program for Clubs across the State with participants having the opportunity to experience competitive bowls in a great social atmosphere.

To wrap up the season the 2016 State Night Owls Final was held on April 17 at the Walkerville Bowling Club with 24 teams from seven Regions playing off for the State Night Owls title. The winners on the day were the unbeaten Test Eagles from Adelaide Bowling Club with The Falcons from Lockleys Bowling Club, runners-up, and third placed were Trying Harder from Victor Harbor over Norfolk Inn Chance by 3 shots.

Thank you to the host clubs in the Regions for conducting the qualifying rounds and a special thank you to Walkerville Bowling Club for again hosting the State Final. Bowls SA is extremely grateful for the continued sponsorship of this event by long term partner, West End.

Following on from last year’s re-branding when new logos were launched, Bowls SA staff have been proactively meeting with key Clubs on a regular basis to discuss further improvements to the program. Promotional materials and a Night Owls specific website have been developed with further promotional activities being planned to assist Clubs to maximise the potential of this highly successful social program.

Social MediaBowls SA considers social media to be a great tool to send out core messages to all stakeholders. The popularity of the Bowls SA Facebook page is consistently growing each year with over 3,200 ‘Likes’ in comparison to 2,550 ‘Likes’ in 2014-2015.

The majority of its content reaches a wide audience including women 65 years of age or over, with 71% of users accessing Facebook on mobile devices. In total over 13,000 people are actively engaged with approxi-mately 4,000 people accessing and reading posts each week.

Bowls SA have also established two branch Facebook sites; Night Owls with 339 ‘Likes’ and Bowls Exposed with 678. This steady growth is only expected to increase as members recognise social media as an excel-lent way of receiving instant updates.

Website The Bowls SA website remains the most used communication channel with over 30,000 page views per week. To gain additional coverage the website links to Bowls SA Facebook, Twitter and LinkedIn channels.

Bowls Exposed Another successful season of Bowls Exposed showcased 18 episodes.

Hosted by the knowledgeable TJ Saunders and Jess Alvaro the show also featured special guest hosts from week to week.

Bowls SA wants to thank the Clubs that welcomed the Bowls Exposed team onto their greens and into their Clubhouses.

In partnership with Caravan and Camping SA, an episode of Bowls Exposed was filmed at the Lets Go Caravan and Camping Show Lifestyle Show held Thursday to Monday, 19-23 February 2016.

Messenger Community NewsMessenger Press, through Rob Greenwood have provided fantastic coverage of the sport and especially the metropolitan pennant competition during the season.

Messenger Community News were also Bowls SA’s official partners for the Australian Premier League and as a result of their support the APL featured in many community papers around SA providing great cover-age and promotion in both the lead up to and during the event.

LionLong standing partner, Lion has continued to provide excellent support to Bowls SA. A new Facebook promotion to encourage engagement with Bowls SA and the Lion Facebook site is being established.

MGA InsuranceBowls SA is grateful for the support received from MGA Insurance, especially in the wake of the Pinery Bushfires. MGA visited Clubs in the affected area several times in the weeks following the fire to assist with completion of insurance claims.

MGA Insurance have maintained a focus on providing a high quality service to Clubs, particularly ensuring that Clubs have adequate insurance.

SchweppesAdelaide, Ascot Park, Brighton, Goolwa, McLaren Vale, Modbury and Semaphore Bowling Clubs shared in receiving over $2,108.80, as a result of the rebate scheme, when they purchased drinks directly from Schweppes.

Sports CentreThe Bowls SA High Performance State Squads and Bowls SA staff proudly wear uniforms provided by Sports Centre; our thanks to Sports Centre for their ongoing support.

Clubs SAIn October 2015 Clubs SA and Bowls SA ran a fundraising bowls day for the Cora Barclay Centre at the Clearview Bowling Club. The centre assists hearing impaired children and thanks to everyone that supported the event, $6,647 was raised.

Kate Chapley Sponsorship and Grants Officer

Bowls SA Annual Report 2015-16 | Page 19

In an increasingly challenging environment, Bowls SA is appreciative of their new and existing sponsors and will continue to work with them to consolidate and increase the benefit of the partnership to the sponsor, Member Clubs and members.

Bowls SA was pleased to announce ALH Group (SA) as a new partner during the 2015-2016 season. Berry Bowling Systems, Lion and Sports Centre renewed their contracts.

Partnership opportunities will continue to be explored with government and local councils.

ALHALH Group (SA) has 31 hospitality venues in South Australia. Sponsorship of Bowls SA includes a rebate to Clubs for purchases made in venues through the Monty program. In 18 months one Club has received over $2,000. Bowls SA and ALH are working together to roll out the program so that additional Clubs can benefit.

ANZThe relationship with ANZ has gone from strength to strength in the 2015-2016 season. The Home Introducer and Commercial Spotter referral programs returned rebates of $55,000 to South Australian Bowling Clubs. Since the commencement of the partnership in July 2014, 16 Clubs have transferred their banking to ANZ.

ANZ and Bowls SA continue to work closely together to increase awareness of the programs and to facilitate the relationships at Branch and Club level to ensure that the program gains momentum and creates greater returns for ANZ and Clubs. Bowls SA presented to a recent ANZ Managers’ Meeting and will be provided with the opportunity to continue these in the future.

Berry Bowling SystemsTony Limbrick is now the contact for Berry Bowling Systems (BBS). Tony is based in Victoria, but travels to SA regularly and will arrange to meet with Bowls SA approximately every six weeks. Bowls SA has directed five Clubs that are considering converting to synthetic greens to Berry Bowling Systems.

During the season, Berry Bowling Systems hosted a Synthetic Greens Seminar at Payneham Bowling Club which was attended by over 40 members from a wide range of metropolitan and country clubs.

HenseliteDevelopment of a close working relationship with long term sponsor Henselite has continued with opportunities to publicise Henselite and promote discounts for Bowls SA members explored.

SA Bowler Four editions of the SA Bowler – October, December, March and June - were published in the 2015-2016 season. The October and December issues were delivered directly to over 14,000 members and stakeholders however, it was necessary, due to increasing printing and Australia Post distribution costs, to move to electronic distribution for the March and June issues.

The June issue effectively became a wrap up for the season with reports on the Awards Night presentations, Life Membership, Club of the Year, Champions Week and Pennant Winners across the State.

The SA Bowler has been a way of providing information to members for many years and while Bowls SA sees communication with the membership as vitally important, there has been an ongoing need to review the means by which Bowls SA communicates with its membership including social bowlers.

Options are currently being considered to determine the most effective and timely ways of providing news and reports direct to members. Bowls SA thanks Lane Print for continuing to provide an excellent printing and graphic design service and for their long standing support of Bowls SA.

Finance I am pleased to report a healthy balance sheet for Bowls SA year ending 30 June 2016. Despite an economic environment of low interest rates and challenging conditions for South Australian businesses, Bowls SA’s current assets stand at $846,762 with members funds at $1,805,893.

The general lack of business confidence during 2015 has continued, translating to lower revenues from sponsorship $68,000 and advertising $8,181.

Further financial pressures to Bowls SA has been the result of a reduction in Government Grants $45,454 during a period of increased competition. In addition, membership numbers throughout South Australian Bowling Clubs have decreased which has impacted financial deficit.

Timing of investments in conjunction with reductions of income comprise a majority of the shortfall. Efforts to recover from loss of income were demonstrated in reducing overall expenditure by $70,138. This resulted in an overall deficit for the year ending 2015-16 of $87,474.

Bowls SA, through a renewed strategy including a rationalisation and uplift of advertising and stakeholder engagement, will improve the revenue generation for the next financial year. Along with strong cost control we forecast an improved and stable financial position over the coming years.
