My second term as President has been another interesting year and I thank the Board, Council and Committee members for their contribution and continuing support. The Board has again considered many major issues and with the ever increasing need to run the sport in a professional and businesslike manner, the need to review the governance of Bowls SA has been an agenda item for the Board. The Bowls SA Council met five times and with the Councillors being the conduit between grass roots members and the Board this forum is vital in ensuring that decisions are made for the betterment of all stakeholders. A decision to open the meetings to Assistant Councillors, who are considering taking on the role of the Councillor, has provided an opportunity for Regions to have a viable succession plan. The Bowls SA Strategic Plan 2010-2013 was launched, with a number of initiatives being implemented to grow the sport. One of the key strategies was the establishment of an Innovations Committee, Chaired by Harvey Jolly, to review all of the major programs that Bowls SA implement and brainstorm ideas and initiatives to ensure the sport continues to develop and prosper. Bowls SA acknowledges the tremendous support of all of their corporate partners, and in particular long term major sponsor Lion Nathan and the Office for Recreation and Sport. The partnership established with the Gotta Getta Group enabled a successful lottery to be conducted in the metropolitan area generating $62,925.00 (inc GST) for the sport. It is hoped the success of the lottery will translate into an expansion of the Bowls SA/GGG relationship and the lottery across the State.One very positive initiative of the Board was the establishment of the Bowls SA Hall of Fame to acknowledge high achievers at International, National and State level and those that have been outstanding administrators of the sport. Eleven inaugural inductees were honoured at the annual Awards Night, once again held at the Bay Function Centre, Glenelg and with a record attendance this prestigious night was an excellent finale to the bowls season. With one year of the two year exemption from the Equal Opportunity Act 1984 completed, the consensus is that the exemption, enabling single gender bowls competitions in conjunction with open gender competitions, has been successful in allowing all bowlers to play in a competition of their choosing. The process will now begin to consider the legal requirements and the best approach for the future of the sport.As Bowls SA Delegates to Bowls Australia, Vice President Kenn Rogers and I attended Council Meetings every six months. This role covers many facets and over the last 12 months has included a revision of the Bowls Australia Constitution, discussions on initiatives such as the first Bowls Australia National Census, expanding the use of the Sporting Pulse suite of programs to Associations and bowlers, an increase in Australian Sports Commission participation and high performance funding and the production of a synthetic greens minimum standards document that will be available as a resource for Clubs.My goals for the future remain focused on efficient management of the organisation to maximise participation and enjoyment in a well run environment and General Manager Ben Scales and the staff of Bowls SA are thanked for providing support to ensure this continues. It is going be an exciting 12 months with Adelaide hosting the Asia Pacific Championships in November/December 2011 and the World Bowls Championships in 2012 and I look forward to the spotlight of the game being on our State and the success of these world class events. Finally, the sport wouldn’t be able to be run without the significant contribution of the thousands of volunteers and on behalf of Bowls SA I would like to thank each and everyone who gives up their time to enable this great game to be played. Two long serving servants of the sport of bowls in South Australia will ‘retire’ from volunteer roles with Bowls SA at this year’s Annual General Meeting. Kenn Rogers has served in a number of capacities over his 18 year involvement with the sport and has been a tremendous servant at Club, Association, Region and State level. His contribution to bowls in the country has been significant, with his role in managing the men’s Country Carnival over a number of years ensuring that this event, the biggest on the Bowls SA calendar, is always a success and the pinnacle competition for country bowlers.Like Kenn, Bob Thomas has also served at every level of the sport, his last five years as Bowls SA Treasurer. During this tenure the financial position of organisation has strengthened significantly and his contribution to this result, particularly in difficult financial times, should not be underestimated. Kenn and Bob will both be still involved in the sport at Club level and Bowls SA thanks them for their contributions.The financial result for the 2010/11 Financial Year is again pleasing with the Finance Committee prudently managing Member’s Funds over last 12 months to produce a surplus of $32,981. A seven percent increase in income from the previous year allowed for an increase in investment in the sport, however a significant challenge for the organisation is to decrease the reliance on Member Registrations and increase revenue streams from alternative sources. Consideration has been given to this through the budgetary process and will be an area of focus for the next financial year.Other than financially, there have also been a number of pleasing performances in other key areas. Junior participation has increased with the Henselite Junior Development Squads continuing to grow in popularity, our High Performance athletes and teams achieved some good results on the national stage and participation in State Events has increased, with this year’s men’s and women’s Country Carnival seeing significant increases in entries. The Board has undertaken a number of significant projects over the past 12 months with the launch of the Bowls SA Hall of Fame, the continuation of the Boundary Review, the completion of the Risk Management process and a complete review of the Governance structure being commenced. The process of implementing the Bowls SA Strategic Plan: 2010 - 13 has also begun, with the Board and staff working through the strategies identified to achieve the objectives of the plan. As in any organisation there are always staffing changes. Travis Moll moved on from his role as Marketing Manager in December after two years with the organisation and Bowls SA wishes him well in his future endeavours. Jessica Taylor has filled the Marketing position and has already made a significant impression, in particular with the design of the SA Bowler, and will be a valuable asset to the organisation.Finally, I would like to acknowledge the team at Bowls SA of Deborah, Denise, Harvey, Jess, Kelli, Lyn, Nola and Rhys who work tirelessly for the betterment of the sport and thank them for their commitment and hard work. Thanks also to President Ivy and the Board for their on-going support and I look forward to working with the new Board to continue to grow the sport.


High Performance | Harvey Jolly

At the start of my employment I was asked to review all High Performance programs and report to the Bowls SA Board. The report recommended a number of initiatives, a greater focus on coaching and player preparation, a revised player pathway, a pre-season coaching plan and enhanced coaching structures plus closer links with Bowls Australia High Performance. The Board approved the recommendations and has provided the support to allow recommendations to be implemented.In August the Development Squad played a regional Victorian team in Mildura. This allowed players to show their ability against good competition in front of State Selectors. While the Victorians defeated us, much was learnt about our developing bowlers. The reciprocal event held between Bowls SA and Club Merrylands was also held in August. This event provided valuable green time for our State Squad players and allowed selectors to view players vying for State selection. The under 25 program ventured to regional SA to play against the Barossa Region and then against the Fleurieu at Goolwa; these events providing preparation for the Test Series against Victoria held in Moama. Our Under 25s did us proud and had a successful campaign. The Under 18 National Championship was held at Broadbeach, Queensland in September, and while finishing 4th we had some excellent results, with Gold medals to the girl’s Pairs and Triples, Silver in the girl’s Singles and Bronze to the boy’s Triples. In January our senior men and women teams played Victoria in the annual Test Series held at Moama, the women secured victory of the Mulga Cup and the men narrowly went down in their bid to win the Loy Carroll Trophy. The annual Quad Series for our Under 18s was played at Warilla in January; our teams performed well, finishing third.The senior men and women played the Australian Sides Championship and the Super Sixes event at Nelson Bay Bowling Club in NSW finishing fourth in both the men’s and women’s events. While competitive we failed to nail close games. In the Super Sixes event our men’s performance was outstanding with Ashley Klose securing Gold in the men’s Singles and Wayne Ruediger and Max Kleinig securing Gold in the Pairs. A pleasing outcome for this season was the selection by Bowls Australia of Renee McPharlin in the Under 18 Australian team which played New Zealand in the Trans Tasman event. Added to this, following the Australian Sides Championship, Kelli Wray was named in the Bowls Australia A Squad and Max Kleinig gained selection in the Emerging Players Squad.Thanks to all coaches, team managers, selectors and players for their commitment to Bowls SA. With the experience of season 2010-11 I look forward to the new initiatives planned for season 2011-12 and helping the coaches and players achieve their goals.

Development | Kelli Wray

Implementing new programs and skills development clinics has been the key objective over the last year with a strong focus on increasing junior participation.Henselite Junior Development Squads The partnership between Henselite and Bowls SA in establishing Junior Development Squads has continued to develop and the initial seven HJD Squads have now increased to eight. The Fleurieu Falcons were established and cover the Region 7 Fleurieu & Kangaroo Island area.The membership of these eight Squads has grown with an additional 56 players. With Squad membership increasing it was decided to set-up a competition format for all players to participate in. In conjunction with the Squad Coordinators two formats have been proposed; a State Regional Competition and an Inter-Squad Competition. These competitions will be established in coming months and will allow members to play against other Squads utilising the skills learned at training. Under 18 Championships The Under 18 Championships supported by Henselite as major sponsor were held at the Salisbury Bowling Club, with 45 boys and 15 girls participating in Singles, Pairs and Triples. This was the first year that Junior Development Squad members were able to participate and as a result five Junior Development Squad members have been selected for the 2011-2012 State Junior Squad.SAPSASA and SSSSA Championships This season the SAPSASA and SSSSA Championships were held at the Holdfast Bay and Lockleys Bowling Clubs. Numbers were down with the SSSSA event only attracting 98 high school students and the SAPSASA event with only 163 participants. However, four new members were recruited for the Junior Development Squads, with one already making the State Junior Squad. These are great events to identify talented players who can be recruited to join established Squads.Sports CONNECTThe partnership between Bowls SA and the three Sports CONNECT partners, SASRAPID, Wheelchair Sports (The Wombats) and the Blind Bowlers Club of SA successfully continued during 2010/11. The SASRAPID State Team again competed at the Australian Open in the Athletes with a Disability competition with Michael Lawrie of Keith winning a Silver Medal. The Wheelchair Sports team, the ‘Wombats’, participated in the 2011 National Championships and three South Australian representatives, Barry Charity, Liam Buckley and Darryl Willson competed in the International Bowls for the Disabled World Championships in South Africa. A contingent of seven bowlers and seven directors represented the Blind Bowlers Club of SA in the Australian Nationals at Rosehill Bowling Club, Sydney with great success, winning 13 Gold and Silver and one Bronze medal.

The Night Owls concept continued to be a resounding success for participating clubs with just under 9,000 social bowlers registered with Bowls SA for the season.The Freemasons SA/NT continued their support of the Night Owls Super Series held before Christmas and the State Finals conducted in late March and early April.Sixty-eight teams from 19 member clubs competed in the Night Owls Super Series at Ascot Park, Grange and Modbury before the Final at Edwardstown on Sunday 28 November. The eventual winner was The Chargers from Ascot Park with Bias 4 from West Lakes a close second.The State Finals involved regional events at Mallala (14 teams), Morphett Vale (20) and Murray Bridge (14) along with Semaphore (20), Hope Valley (22) and Sturt (18). The Walkerville Bowling Club were hosts of the State Night Owls Final on Sunday 3 April and in a plan to try something a little different, and also assist country participants with their travel arrangements, the Final kicked off with lunch at 12 noon. Contenders were two teams from each regional event, two teams from Ardrossan and the Night Owls Super Series entrants which pushed the numbers up to 18 teams. The State Night Owls Champions for 2010/11 were The Havens from West Lakes. The Murray Bridge team The Pretenders ran a very close second.A huge thank you must go to the State Night Owls major sponsor Freemasons SA/NT and Henselite and Lion Nathan for their generosity in providing great prizes throughout the series and for ensuring that host clubs were able to cater for all participants at no cost.By providing an opportunity for a different demographic to experience the sport in a fun and relaxed environment, and bringing a new element into Club life Night Owls remains an integral part of ensuring a strong future for bowls and Member Clubs.

Editorial: Nola Byass | Design and Production: Travis Moll / Jessica Taylor Six editions, September, November, December/January, February/March, April/May and June were published in the 2010-2011 season with production and distribution timelines established to enable draws and reports on specific events to be included. The inclusion of both Men’s and Women’s Country Carnival draws as a pull-out booklet continues to be very popular, allowing a broader interest which translated into increased entries for both the Men’s and Women’s 2011 events. The production team at Bowls SA is committed to producing a high quality magazine and to gain a consensus on the content, presentation, timing and distribution a Bowler Survey was posted on the Bowls SA website. The feedback from readers will be vital in ensuring the magazine remains a high-quality and appealing publication for members and advertisers. The inclusion of articles by John Bevin, a freelance journalist, has been instrumental in the ongoing success of the magazine; his investigative style and animated reporting adding a new dimension and perspective. Regions, Associations and Clubs are thanked for their continuing contribution which provides an insight into their local activities. Lane Print has continued to provide an excellent printing and support service and their long standing sponsorship of the Metropolitan Premier and Metropolitan League Program Book is testament to a very successful partnership.

Bowls SA Hall of Fame | John McDougall OAM

The role of the Bowls SA Hall of Fame is to recognise and promote the outstanding achievements of South Australia’s greatest athletes and general members who through their achievements have made a significant contribution to the sport of lawn bowls in South Australia over the past 100 years. The Hall of Fame sub-committee comprising Carol Boyle (Board Director), Mike Brown (Life Member), Ben Scales (General Manager) and Chairman - John McDougall (Independent Director) developed a selection criteria and reviewed candidates for approval by the Board. The sub-committee met three times during the year as well as several informal group consultations.

The selection criteria were set for two categories:

1. Athletes Nominees under this category must be superior achievers at the highest level of competition and have made an outstanding contribution to the sport in South Australia.

2. General Members Nominees under this category require a high level of achievement from personal effort or initiative in a field of endeavour that contributes to the development and status of the sport in South Australia.

Both categories of nominees should have made a major contribution at the International, National or State level in the sport or to the sport in general. Nominations for 15 men and 10 women were considered by the Hall of Fame sub-committee and the following recommendations were approved by the Board:

The Bowls SA Hall of Fame was officially launched at the Bowls SA Awards Night in May 2011 with the inaugural induction of members who received a certificate, a trophy and are listed on a special Honour Board at Bowls SA. The induction of future worthy recipients will be conducted each year at the Bowls SA Awards Night.

Coaching Committee | Ron Mitchell

The Coaching Committee met nine times during the year with Bowls SA Development Manager Paul Williams and Development Officer Kelli Wray also attending.Coach of the Year AwardArdrossan Bowling Club member Annette Rowntree was named as Coach of the Year in recognition of her coaching skills within and outside of her club and for her role as Coordinator of the Yorke Peninsula Henselite Junior Development Squad. Annette received her award at the Bowls SA Awards Night.Revision DaysAttendance at the two Revision Days was pleasing and all participants received a Certificate of Attendance which counts towards their reaccreditation. Each day has a different program and the Committee endeavours to respond to the ideas given as feedback from coaches who attend.A presentation by a Sport Psychologist at the February revision day was well received which highlights that participants appreciate quality sessions with experts. Coaching CoursesIntroductory Courses and Club Coaching Courses held around the State have been very successful with all applicants competent in all aspects of the courses. The number of coaches accredited this year:

• Club Coaching: 25 completed• Introductory Course: 13 completed• Reaccreditation: 19 completed

There are currently 11 Introductory Coaches and 13 Club Coaches waiting for accreditation. Courses are scheduled but can only proceed if sufficient numbers apply. A Bowls SA Presenter and Assessor conducted a Club Coaching Course on Kangaroo Island in June with nine participants for the Club Coaching Course and two for reaccreditation, followed by a Junior Development day to provide coaches with training programs and techniques for juniors.With students from the local school in attendance it was an excellent opportunity for coaches to hone their skills and promote the sport to the younger generation.New Bowls Australia Selection Models are being finalised which will be available for accredited Club Coaches to attend to improve their coaching knowledge and level of training. The Advanced Coaching Course is expected to be available late 2011.Assessors and PresentersThe number of Assessors and Presenters accredited to conduct courses is slowly increasing. This will have a positive effect on the ability of Bowls SA to conduct courses. Currently, there are two accredited, four waiting for accreditation and three undergoing training.

Match & Program Committee | Ron Mulliner

Committee Meetings The Committee is responsible for setting the Bowls SA Calendar of Events, and conducting the metropolitan pennant competitions and State events during the season.The Committee met regularly and I thank them for their time and commitment. Bowls SA Events & Competition Coordinator Rhys Taylor attended all meetings, as a link between the Committee and Bowls SA, and his input and assistance has been exceptional. The Committee unfortunately lost a vital cog in late June with the passing of Bowls SA Life Member Jim Evans OAM. Jim worked tirelessly for our sport and he will be sadly missed. Country Carnivals Excellent entries reflect that the Men’s and Women’s Country Carnivals are still the premier events for country bowlers. Thank you to the clubs that provided their greens and facilities and to all who volunteered their time and expertise which ensured these events ran smoothly and efficiently. Kenn Rogers once again did a magnificent job managing the men’s event while Barbara Tiggemann and Patricia Alexander did a fantastic job for Region 7 by managing the women’s event. Prestige Medleys The Men’s and Women’s Prestige Medleys were held again at the Payneham Bowling Club and the Club is to be congratulated on the way the events were conducted. Thanks must go to the organising committee and the volunteers who gave up their time to ensure they were a huge success Pennants The metropolitan pennant season concluded with the Finals for Saturday and Thursday Premier 1 Leagues at West Lakes and Holdfast Bay. Congratulations to the winners, Grange and Prospect-Broadview and all 2010-2011 pennant winners. An audit of country and metropolitan pennant players was undertaken early in the season with a number of Member Clubs found to be in breach of the Laws of the Sport by playing unregistered and therefore ‘ineligible’ players. Hopefully clubs will ensure that they have appropriate processes in place in future. State Events Bowls SA State Events were once again well supported with a consistent increase in entries from the previous season. The inaugural State Open Fours event was held, with the aim to look at re-introducing the Men’s and Women’s State Fours in the coming seasons. The Match and Program Committee look forward to working with the Bowls SA Innovations Committee to review the format of events currently being offered. While some competitions may no longer be sufficiently well supported to be maintained, new initiatives are always being considered for the betterment of the sport. We look forward to the challenge of the next two seasons with Adelaide hosting the Asia Pacific Championships in November/December 2011 and World Bowls in November 2012. We thank Members and Member Clubs in advance for their patience as the Calendar of Events will be particularly full during these exciting times.

Boundary Review | Bob Cooper

The Boundary Review Working Group met five times with the main objective of the Working Group to ensure the smooth transition to the new alignments in the 2011/2012 and 2012/2013 seasons. Goals and Achievements Following the 2009/2010 review by the Bowls SA Boundary Review Committee, their recommendations were ratified by the Bowls SA Board and endorsed by the Council to come into effect for the 2011/12 and 2012/2013 seasons. The changes were distributed to all stakeholders on 7 July 2010 and to assist with the implementation of these changes, a Boundary Review Working Group was set up to liaise with stakeholders affected by these recommendations. As a starting point, an offer was extended to relevant Regions, Associations and Member Clubs to meet with the Working Group to discuss and provide assistance with the process moving forward. Alternatively, Regions, Associations and Clubs were able to submit a written submission to the Working Group outlining any assistance required. As a result, members of the Working Group visited Regions 3 and 8 for information sessions and discussions took place with individual Member Clubs affected by recommended realignments, and the closure of the Southern Bowling Associations. Member Clubs who had previously fielded sides in both metropolitan and country pennant competitions were asked to indicate their preference for either metropolitan or country alignment.

Vision for the future The Boundary Review Working Group remains focussed on determining boundaries that are in the best interests of the sport and for participants long term. The Working Group is confident that the consultation process has been thorough with alignment issues resolved to allow the sport to prosper by maintaining a solid membership and competition structure and therefore attracting participants to enjoy the great game of bowls.

Greens Advisory Committee | John McDougall OAM

The role of the Greens Advisory Panel is to develop and implement a program of educational and advisory services in relation to greens management for Greenkeepers and Club Administrators. The panel comprised Chairman John McDougall OAM, (Independent Director) and representatives from the SA Greenkeepers Association: Russell Edmunds, Greg Daulby, Nigel Ryan, Brad Porter and Kevin Lewis. The Panel met three times during the year and also had several consultations electronically. An Education Forum was conducted in February 2011 at the Adelaide Bowling Club and approximately 70 Club representatives attended from around the State.

Presentation sessions included:• Disease management• Nutrition• Renovation of greens

• Machinery maintenance

Following the presentations the attendees were able to discuss individual problems on a one on one basis with the Greenkeepers who were involved in the presentations. The results of a survey of attendees showed that the Forum was worthwhile, however the consistent recommendation was that Field Days would be a better means of communicating the subject matter. In view of this it is intended to conduct two Field Days over the next 12 months. Articles of interest on greens management, compiled by the SA Greenkeepers Association, will also be included in future issues of the SA Bowler. During the year the Panel handled a range of concerns regarding greens and on several occasions visited the Clubs concerned to provide first hand assessment and advice.

Umpires Committee | Beth Young

The Committee met six times with most well attended. The meetings were held whenever it was felt necessary to deal with questions, problems with the laws and to organise events. One of our aims over the last year was to promote interest in Umpires wishing to advance to a higher level and it is pleasing to note that in excess of 40 umpires have applied to be assessed for International Technical Official (ITO) status. If successful, they will then be eligible to umpire at International level and hopefully make themselves available for the Asia Pacific Games to be held in Adelaide during November/December this year. Training sessions were organised for all members who wish to officiate at State, National and International level as either Umpires, Markers or both and we were very fortunate to have National Official Co-ordinator, Mark Cowan, visit Adelaide to assist us in getting started. Wherever possible applicants have been given the opportunity to officiate in some way at important games and have acquitted themselves well. The changes to the Laws of the Sport were introduced on January 1, 2011 and in spite of this being half-way through our season I believe there was very little disruption to our programs. Most laws have been well accepted but in some cases, and in particular, the Skip’s duties have not. Tutors retire or move on and fortunately we have others willing to take over the role. Thank you to the existing Tutors and two new probationary Tutors; their efforts are very much appreciated. Four seminars were held at Murray Bridge, Strathalbyn, Nuriootpa and Crystal Brook were well attended and the Committee aims to continue these visits to Regions. The seminars provide an opportunity for members to ask questions and get answers, gain a better understanding of the Laws, get to know Committee members and in some areas has led to renewed interest in members wishing to become an Umpire.

It is with pleasure that I present the audited financial accounts for the year ended 30 June 2011. Despite the current economic climate the organisation has attained a satisfactory surplus of $32,981 - $41,139 above budget.The increased surplus above that of budget can be mainly attributed to increased interest earned on investments, $22,173, earnings from the Bowls SA/Gotta Getta Group Green Energy Lottery ($7,671) and general operational savings of $11,295.Although interest rates on funds invested have been generally low, we have been able to source the best possible secured rates, resulting in significant unbudgeted income.The Finance Committee continued to review and revise the Bowls SA Finance Policy throughout the year to ensure the best results could be obtained.I would like to thank the members of the Finance Committee and the staff of Bowls SA for their professional approach and dedication to ensure that Bowls SA remains financially strong and that the Member’s funds are protected and used to the best effect.

2. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES:The financial statements have been prepared in accordance with the relevant Statements of Accounting Concepts, Accounting Standards and the disclosure requirements of the Associations Incorporation Act.The Financial Statements are prepared in accordance with the historical cost convention, except for certain assets which, as noted, are at valuation. The Accounting policies adopted are consistent with those of previous years.

(a) Income Tax

The Association is a non-taxable entity, consequently no provision has been made for income tax.

(b) Stock On Hand

All Stock on hand is stated at the lower of cost and net realisable value.

(c) Depreciation

Depreciation is calculated on all items of Plant, Equipment, etc., (except computers and peripherals) at 10% of written down value. Depreciation on computers and peripherals is calculated at 25% of purchase price.

(d) Cash

For purposes of the Statement of Cash Flows, cash includes investments which are readily convertible to cash on hand and which are used in the cash management function on a day-to-day basis.

AUDITORS REPORT TO THE MEMBERS SCOPE:We have audited the financial statements of BOWLS SA INCORPORATED for the year ended 30 June 2011 comprising Balance Sheet (Net Assets $1,533,220), Statement of Income and Expenditure (Net Surplus $32,981), Statement of Cash Flows and the Notes to the Accounts. The elected Committee of the Association is responsible for the preparation of the financial statements. We have conducted an independent audit of these financial statements in order to express an opinion on them to the members.

The audit has been conducted in accordance with Australian Auditing Standards to provide reasonable assurance whether the financial statements are free of material misstatement. Our procedures include examination, on a test basis, of evidence supporting the amounts and other disclosures in the financial statements, and the evaluation of accounting policies and significant accounting estimates.
