Our work with SUNY Sullivan is beginning to

bear fruit with a 2 megawatt solar farm installed,

a shovel ready park under approvals and work

toward the development of the Healthy World

Institute gets more intense.

The Partnership has placed a high value on

providing training, information exchange, and

networking experiences with the best interest

of our membership and the community in mind

as evidenced by events including: the 2nd

annual SEQRA Conference, the Pattern for

Progress breakfast, and our mid summer Sullivan

United mixer. Look to us to continue similar

efforts in the coming year.

Our commitment to a ready workforce began

in earnest when, together with the Center for

Workforce Development, we established the

Catskills Workforce Alliance through which

varied training institutes and initiatives will be

created to best suit the anticipated and current

investment in our county.

Most of the current investment is in hospitality

and tourism. Good news travels fast, however,

and economic development impacts all industry

sectors. There has been a recent uptick in

specialty manufacturing and distribution.

A taste of the impact to come was felt this

past summer as unemployment dropped a full

percentage point and vacancy rates began to

drop for the first time in many years. We look

forward to maximizing our gains while diversify-

ing our portfolio and always working on best

practices moving forward.

Our continued growth and future success

depends squarely on the support of our members

and the agencies with which we contract.

Without the support of our membership,

sponsors, the IDA and the County, we simply

could not accomplish the things we have and

must continue to do.

Congratulations to our newly elected board of

directors, to the much-deserved Walter A. Rhulen

recipient Dr. Gerard Galarneau and our Sullivan

United partners the Sullivan County Visitors

Association and the Chamber of Commerce.

Secured projects on the books by Veria

Lifestyle Management, Adelaar and

Montreign Resort Casino now approach the

$2 billion mark. We expect that at completion

these new investments will bolster visitation

to key destinations like Bethel Woods Center

for the Arts—long a flagship and key economic

development driver—as well as popular

destinations in Roscoe, Livingston Manor,

Callicoon on the Delaware, and others.

Early this summer, Veria broke ground on its

$100 million spa and wellness center, while our

communities of Hurleyville, and Livingston

Manor continue to transform into destinations

and centers of interest both from within and

outside of the county.

At press time, Adelaar and Montreign continue

laying the infrastructure groundwork at the site

of the former Concord hotel in anticipation of the

issuance of a casino license.

The Sullivan County Partnership promotes and coordinates the economic development

of private business in Sullivan County to help enhance the quality of life and improve

the standard of living while protecting and preserving the environment.

As we commemorate our 21st year, Sullivan County stands ready to embark on several

economic development projects. Each of them will have such a positive impact on our

economy we call them game changers. Is it a trite and overused term? Maybe. But by

its very definition—“a newly introduced element or factor that changes an existing

situation or activity in a significant way”—game changers is a fitting description for a

county desperately in need.

This year’s recipients are Roberta Byron-Lockwood and Cathy Paty. This award is presented to those

who have made significant contributions to the Partnership, and is selected by the partnership staff.

Roberta and Cathy were instrumental in the County’s successful public relations efforts to lobby for the

Montreign/Adelaar casino license bid.

ROBERTA BYRON-LOCKWOOD

Roberta is the President and CEO of the Sullivan County Visitors

Association. She is a 30 year tourism industry professional charged with

increasing market share for tourism related businesses in the Sullivan

County Catskills. Roberta has created new energy in tourism marketing. This

year alone, she led efforts to market Sullivan County regionally, nationally,

and internationally to niche markets. Those efforts have resulted in visitor spending of $372 million, a

2.5% increase over the previous year.

Roberta’s tourism career began as Regional Director of the Central Leatherstocking Region. Later, she

served as the Assistant Deputy Commissioner of Marketing, Advertising, and Tourism for Empire State

Development where she administered the I Love New York and Matching Funds Program.

She was instrumental in developing the state’s Mile Marker Program and Kiosk System. She was a

founder of the New York State Tourism Promotion Agency Council, and is the recipient of more than

forty state marketing awards throughout her state and SCVA tenure. Roberta holds a Masters Degree

in Business and Public Administration and today serves as Tourism Industry Coalition Advisory Council

member under Governor A. Cuomo.

CATHY PATY

Cathy is the President and CEO of the Sullivan County Chamber of

Commerce where she leads recruitment and retention of approximately

500 current members.

She develops new prospect lists, organizes, and promotes the networking

events including First Friday breakfasts and Third Thursday Networking mixers, as well as sponsorship

opportunities and other fundraising events. She also develops low and no-cost educational programs

to the Chamber’s membership base. She supports and assists in the direction of YEL (Young Emerging

Leaders)—the young professional taskforce of the Chamber. Cathy helps facilitate business-to-

business relationships by promoting a Chamber member-to-member discount program for new and

current members.

Born and raised in Sullivan County, she is a Monticello High School and SUNY Sullivan graduate.

She sits on the Board of Directors for the Partnership for Economic Development, Sullivan County

Workforce Development, Sullivan County Chamber of Commerce Foundation Board, and the Steering

Committee for Sullivan Renaissance.

We are pleased to award the 2015 Walter A. Rhulen award to

DR. GERARD GALARNEAU. Each year we bestow this high recognition

to a business leader who exhibits the extraordinary traits of the late

Walter Rhulen including business excellence, community commitment, and

service to humanity.

Dr. Galarneau is the Chief Executive Officer and Chief Medical Officer for

Catskill Regional Medical Center (CRMC). He joined the Greater Hudson

Valley Health System in 2013.

Prior to his appointment at CRMC, Dr. Galarneau, a Board-certified Urologist, was an active Orange

Regional Medical Center staff member since March of 2000, and served in leadership positions at

the hospital since 2002. He was the Vice-Chair of the Department of Urology from 2002- 2004 and

Chairman from 2005-2006. Dr. Galarneau was the Chairman of Staff from 2007-2008 and has held the

position of Chief of Staff since January of 2009.

Dr. Galarneau graduated with a Bachelor of Science in Biology from SUNY Binghamton, received his

medical degree from New York Medical College and held residencies in General Surgery and Urology

at Beth Israel Medical Center in New York.

A member of the Greater Hudson Valley Health System, Catskill Regional Medical Center is dedicated

to providing the highest quality health care to residents in the Sullivan County region.

MID-HUDSON SMALL BUSINESS DEVELOPMENT CENTERS (SBDC) Small business owners and aspiring entrepreneurs receive free business consultations and at-cost training on writing business plans, accessing capital, marketing, regulatory compliance, international trade and more. The SBDC network is cost-effective and helps create jobs.

SCORE A Sullivan County volunteer network of skilled, retired executives who educate and mentor small business entrepreneurs. SCORE volunteers conduct local workshops and events and provide resources, templates, and tools to facilitate business success.

THE COUNTY OF SULLIVAN This is a major funding source for our organization. We work closely with the Division of Planning and Environmental Management on small and main street development. We also work on general project management with county and successful business leaders in a continuing effort to market our resources to companies and visitors looking to relocate their operations in Sullivan County.

COUNTY OF SULLIVAN IDA For a long time, we have partnered with The Industrial Development Agency. It’s because we share the common goals: creating and retaining jobs. IDA grants loans, incentives, and tax abatements to large and small businesses and helps promote economic welfare, recreation opportunities, prevent unemployment and economic deterioration, ensure the prosperity of Sullivan County’s inhabitants, and promote tourism and trade.

PATTERN FOR PROGRESS This public policy research and planning institute of the public and private sectors serves Columbia, Dutchess, Greene, Orange, Putnam, Rockland, Sullivan, Ulster, and Westchester. Pattern’s mission is to preserve and promote the social, economic, and natural environments of the Hudson Valley re-gion by building consensus for a pattern of growth that will ensure a high quality of life.

WORLD ECONOMIC DEVELOPMENT ALLIANCE (WEDA) WEDA is a clearinghouse targeting site selectors with suitable locations for companies wishing to relocate or expand. WEDA also offers confidential consulting and free preliminary services to member companies such as ours to aid in their site search.

HVADC AGRICULTURE This alliance has become more crucial as agri-based business such as craft beer and distilleries continues to grow. It is the only economic development agency in the Hudson Valley that focuses on the growth and viability of the agricultural economy. HVADC assists both new and existing agri-businesses, and supports policies and regulations that recognize and support New York State’s agricultural economy.

CONSTRUCTION IS UNDERWAY FOR CASINO AND RESORT AT FORMER CONCORD S ITE

Last March, while participating on a keynote panel at the Sullivan Renaissance

Annual Conference, Bethel Woods’ Chairman of the Board, Alan Gerry credited his

organization with keeping the lights on in Sullivan County during tough economic

times. With Charles Degliomini of Empire Resorts at his side, he then told a sold

out audience, “We find ourselves at the cusp of great opportunity.”

From the start, the Partnership has been a vocal advocate and business resource

for developers of Montreign Casino Resort at Adelaar. This $1.3 billion dollar

project in the Town of Thompson calls for a casino hotel, a water park hotel,

a shopping and entertainment village, a revamped Monster Golf Course, and a

boutique hotel.

Under sunny blue skies on the western bank of Bailey Lake last June;

Z Living/Veria Lifestyle broke ground on the company’s Nature Cure & Ayurvedic

Wellness Center.

This project will create 400 permanent jobs. Indian billionaire Dr. Subhash

Chandra, chairman of the Essel Group of Companies, is spearheading it. Chandra

has invested $18 million thus far as part of a $90 million dollar plan for the first

phase to turn the legendary Kutsher’s Country Club into its 260,000-square-foot

wellness center. The project will create 400 permanent jobs.

“Z Living/Veria is honored to come to Sullivan County and create a project that

will fit the surroundings and beauty of the region,” said Chandra who intends to

preserve the legacy of Kutsher’s Hotel by keeping sections that can be saved, and

adding to it, so that tourism activities can be continued at the original site.

The center will be based upon five ancient sciences: Nature Cure, Ayurveda,

Yogic Sciences, Nutrition, and Acupuncture. It will include treatments

such as hydrotherapy, physiotherapy, in addition to a yoga center, fitness

center, private and couple treatment rooms,

and a swimming pool with nature garden. A

full service restaurant with a teaching and

observation kitchen, nutrition center, and

several juice bars will complete the food and

beverage services. There will also be space for gift

shops, essential shops, a salon, and a theater. In

addition, it will include a museum.

Phase 1 of the $40 million construction is underway

now by EPR properties including building roadways,

water and sewer utilities. When the casino gaming

license is issued to Empire Resorts construction on

the Montreign Casino can begin in earnest.

The project will bring thousands of jobs to the

Catskills region—from construction jobs to full and

part-time employment opportunities upon opening.

It’s also expected to create opportunities that

engage communities and businesses by driving

tourism and investment in the local economy

that generate significant consumer traffic and tax

revenues ($100 million) for Upstate New York.

Start UP NY is an aggressive NYS business attraction

tool geared to utilize existing collegiate assets,

intellectual capital, and research platforms to

attract new and expanding businesses to New

York State.

The college is developing suitable pre-approved

sites to more efficiently attract new businesses to

the campus and Sullivan County. The SUNY Sullivan

Commerce Park is well into the process of securing

preapprovals for a 25-acre site on campus.

B U S I N E S S E X P A N S I O N

SALT & PEPPER began as a small deli in a rented space on Broadway in Monticello. The

business has grown over nine years to become an eclectic lunch and dinner

option serving a myriad of traditional and Asian specialty dishes with a loyal

customer base. A hit on various social media review boards, Salt & Pepper

with the Partnership’s help, is upgrading its facility including façade, interior,

and other needed repairs.

RIVERSIDE REMEDIESTrue to its mission the Partnership continues to support and

assist small businesses of varying service platforms throughout

Sullivan County. This year we utilized our Sullivan Investments

Revolving Loan program to assist a Western Sullivan County-based

business filling a critical service in Callicoon. Riverside Remedies opened its

doors earlier in the year, providing a much-needed pharmacy and specialty

gifts shop where one did not exist for years. Now the residents and local

business in Callicoon can avail themselves with needed prescriptions and last

minute convenience items without traveling for miles to do so.

Meanwhile, SUNY Sullivan has led the sustainability charge with the

first large-scale renewable energy project in the County: a 2-megawatt

solar farm situated on campus. The solar farm is dramatically lowering

the college’s dependence on traditional energy methods and positively

affecting its energy expenditures for the long term.

A strategic partner in the Catskills Workforce Alliance, SUNY is already ramping

up efforts and resources to training future workers answering the anticipated

demand in the tourism and hospitality sector.

Fifty-five percent of the jobs in the U.S. are provided by small businesses. At the Partnership we’re just as

committed to small business as we are to attracting large, corporate companies. We provided key financing

through our INCUBATOR WITHOUT WALLS REVOLVING LOAN PROGRAM to support expansion of a

Monticello eatery, and the startup of another in the quaint little village of Hurleyville.

THE PICKLED OWL is a gastro pub styled restaurant owned and

operated by Evan Allees. There is a feeling of

community and an “old time” bar atmosphere

with a gourmet flair highlighting its food and

beverage offerings. Featuring craft beer and

wine the Pickled Owl along with many new

businesses that have opened up are continuing

to make Hurleyville, NY one of Sullivan County’s

main street turnaround successes.

A JOURNEY TOWARD A BRIGHTER FUTURE

On June 24, 2015 the Sullivan United team hosted “Sullivan County: A

Journey Toward a Brighter Future” presented by Pattern for Progress.

The conference took place at Bernie’s Holiday Restaurant. Over 150

attendees heard a wide array of variables that effect our local and

regional economy, focusing on market dynamics from the pre 2008 financial

crisis to key indicators based on anticipated new developments that can

assist businesses, municipalities and those running not for profit corporations

today. Facing a new economic reality in the years to come, the event was

geared to prepare businesses with an understanding of key trends locally and

regionally that would help position their enterprises for the opportunities and

challenges that lie ahead. The event was another Partnership and Sullivan

United team effort to provide membership education to those seeking to stay

well informed and on the cutting edge.

RENEWED OPTIMISM IN THE BUSINESS CLIMATE ATTRACTS MEMBER-INVESTORS TO PARTNERSHIP EVENTS

Part of the many benefits afforded to Partnership members is education seminars and forums about

key business topics featuring high-powered business executives locally and from around the region.

Networking opportunities, always popular among our members, have grown even more attractive

given the high level of financial investment in our County.

SULLIVAN UNITED

Leveraging the optimism from business owners and leaders, four county-based

agencies (Partnership, Sullivan County Visitors Association, The Chamber of

Commerce and the Sullivan County Industrial Development Agency) whose

missions are dedicated to business success, hosted the 2nd annual Sullivan

United Networking Mixer.

As part of an overall strategy to highlight new and unique projects built

recently or currently under development, the team held this year’s mixer at

the Monster Golf Course located in the heart of the Adelaar development.

Over 200 members attended the mid-summer event.

Sullivan United was created last year to put each agency in one venue,

educate businesses on the various services and programs each is responsible

for, and to answer any questions businesses or municipal officials may have

relative to their respective areas of expertise.

The event has also become a target for elected officials to network with

constituents and to communicate the variety issues they have been working

on throughout their respective legislative sessions.

The idea to pool resources and come together

more strategically was implemented during last

year’s competition for a Casino license, when a

coordinated front was presented at hearings in

Albany and Poughkeepsie.

The team has kept the momentum going,

focusing on challenges like, workforce, destination

marketing, infrastructure, and a host of other

activities such as this one.

WHAT BUSINESS PEOPLE NEED TO KNOW WHEN

DEVELOPMENT MEETS THE ENVIRONMENT

With the anticipated growth Sullivan County and the region is already

beginning to experience, understanding the State Environmental Quality

Review Act (SEQRA), is a critical prerequisite for both public and private

stakeholders working on or reviewing projects now and well into the future.

The 2nd Annual SEQRA Conference hit that message home again with

over 200 land use attorneys, engineers, public planning officials, and other

stakeholders educated on the environmental approvals issues that are

becoming increasingly more focused on as development continues. Along

with some original and new presentations those who attended left with

continuing education credits and relevant reference guides.
