Turnpike Enterprise. The project Chair of the CME and volunteers from the Hernando/Citrus MPO’s Bicycle Pedestrian Advisory Committee (BPAC) and the Hernando County Sheriff’s Office Citizens Emergency Response Team (CERT) were the participants.

6. Description of the project (this description should include all information needed to develop a 2-3 paragraph article about the project): The project included the installation of decals featuring GPS coordinates on the Suncoast Trail. In an effort to boost safety, the decals were placed along a 20-mile stretch of the trail through Hernando County. The decals are designed to assist first responders in locating those in need of assistance while traveling along the trail. The reflective decals were made possible by members of the Suncoast Trail Advisory Group (STAG) who first came up with the idea. The Florida Turnpike Enterprise helped fund the project. The decals have also been placed along trails in Hillsborough and Pasco counties in addition to a host of other trails nationwide. Members of the Hernando County Sheriff’s Office Citizens Emergency Response Team, also known as CERT, helped the County install the decals. This project involved measuring 200’ intervals along the Suncoast Trail and applying a painted dot. This dot was then field-tested for GPS accuracy and by calls to the 911 system. The final step was to apply the adhesive decals to the trail with sequential trail numbers on them. The decals provide advice to call 911 if assistance is needed and also to reference the station number on the decal.

7. Lessons learned from the project: What worked well? What would you do differently? What elements were critical to success? Ideally, painted dots should have been applied first on the trail and then immediately gone back to to test the installed decals. Paint had to be reapplied as the interval for the final step was too long and some of the paint had worn away. The involvement of the Sherriff’s Office and their volunteers was important as the 911 operators will receive the first emergency calls. Their buy-in and support was critical to the project.

8. Project impact: What is known about the economic, quality of life, and/or environmental impacts of the project? No particular impact as of yet, but anticipate it will have many health, safety and welfare benefits to those who need to use the system. It will also assist agencies in the maintenance aspects of the trail to better be able locate issues on the trail.

9. Byway goals addressed: What planning goals are addressed by the project? Safety, maintenance.

10. Please list and describe the role of all project partners: The Florida Turnpike Enterprise provided funding for the purchase of the decals and the partners provided staff support and guidance. Other agency volunteers provided the man-power for the installation of the project.

1. Please describe any other noteworthy accomplishments from 2015 not included in the Completed Projects section. Also discuss any ongoing projects that were not completed in 2015. Construction of the Upper Tampa Bay Trail Phase IV Section C-1 Extension is currently underway. This trail will connect to the Suncoast Trail at Lutz Lake Fern Road. As mentioned above, implementation of a 911 System along the Suncoast Trail, Starkey Park Extension and Concourse Extension will help guests identify their location via geo-referencing and reduce emergency response times when needed. This project will also educate first responders about the usefulness of the 911 System and its corresponding procedures. A study was recently completed for the ‘Starkey Gap’ of the Coast To Coast Trail which will connect the Pinellas Trail and the Starkey Boulevard Trail to the Starkey Wilderness Trail that ends at SR 54. The Suncoast Parkway Extension is anticipated to be let by the FDOT in fiscal year 2016.

Section 3: Previously Completed Projects and Byway Resources 1. Please describe the significant benefits or positive impacts from projects completed prior to 2015.

Name the project and summarize any impacts or measures of success in all areas below that apply: a. Economic: The Upper Tampa Bay Trail Phase IV land acquisition, CIP 89002, addressed land

acquisition requirements to complete the connection between the Upper Tampa Bay Trail and the Suncoast Parkway Trail along with other regional trail connections.

b. Quality of life: To supplement the implementation of the 911 Program, the Florida Turnpike Enterprise has geo-referenced all gate locations along the Suncoast Parkway and has incorporated this information into Google Maps and equated these to milepost locations. Corresponding signs have been placed on each of the gates for ease of location. Also, bridge locations have been identified and included in the system to specify which gates emergency responders can use to avoid locations where they will be unable to cross due to bridges.

c. Environmental: The Florida Turnpike Enterprise has committed to maintaining existing budget resources for the continued implementation of the Invasive Species Assessment/Maintenance program and the natural beautification program with the ongoing wildflower program.

The Florida Scenic Highway’s website which provides a wide variety of information from general information about the Florida Scenic Highway Program to specific information and links for each of the Scenic Highways including the Suncoast Parkway. Also the Visit Florida website promotes tourism to and within Florida, which can

be searched based upon several different variables including activities and the interests of travelers. The Greenways and Trails section of FDEP’s website provides a description of the byway, driving directions, travel resources and activities. The Travel Resources link provides access to various websites and information from Hillsborough, Pasco and Hernando County governments, FTE, SWFWMD, and the Central Pasco Chamber of Commerce. In addition, a brief description of local tourist attractions is also included.

5. Describe any local tourism trends based on available data (number of tourists increasing, new local/regional economic impact data, etc.). According to the current available information, 100 million visitors came to Florida in 2015. I was another record year for tourism in Florida which exceeded the previous highs in 2013 and 2014. In addition, the number of direct travel related jobs was also at a record high. Florida has experienced several years of record breaking visitation and a record number of tourism related jobs have been created which proves that tourism continues to be a driving force in Florida’s economy. Current tourism trends demonstrate the upward movement of recent years.

6. Has the impact of the scenic highway on local tourism trends been identified in any way? If so, please describe. N/A

7. Please describe how the byway organization is working with local tourism agencies. The local tourism agencies in the three counties area are members of the CME and work with the CME to highlight and promote the Suncoast Scenic Parkway and the Suncoast Trail as both a transportation resource and a destination. Numerous cycling and walking/running events are held on the Suncoast Trail yearly and these events can be found is tourism brochures and related promotional materials/activities.
