MAYOR’S WELCOME
I am very pleased as Mayor of the Township of Muskoka Lakes, to write the cover letter for our 2015 Handbook. The Handbook is once again being updated and made available to residents and visitors to the Township. The 2015 Handbook is also available on the Township website (www.muskokalakes.ca) as a digital file and extra copies are available at our Township office in Port Carling.
The Handbook provides a wealth of information such as; names and contact coordinates of municipal officials, emergency service numbers, waste management details, location of parks, trails, arenas, docks, boat ramps, churches, libraries and community centres. You will also find listings for community service organizations with their activities, along with other community fun events that take place during the year. At the back of the Handbook are maps of many of our urban centres for your convenience.
I would like to point out that we have “economized” on the paper stock this year to reduce the printing and ultimate disposal costs of this publication. The savings was deployed into producing additional copies of the Handbook.

Outdoor Burning
No permit is required for fires set by persons who are NOT contractors, for the purpose of burning environmentally acceptable waste. Persons burning shall comply with the following: The fire must be under constant supervision and control from the time of lighting until it is
totally extinguished. The fire shall be located no closer than 6 metres, (20 feet), from any building, structure,
hedge, fence, road or overhead wire or obstruction of any kind. The fire shall not exceed 1 metre (3 feet) in diameter or 1 metre (3 feet) in height. Burning
of ground vegetation shall not exceed 1 hectare (2.5 acres) and the flaming edge shall not be more than 30 metres (100 feet) in length.
The fire shall only be set 2 hours before sunset and totally extinguished 2 hours after sunrise, April 1 to October 31.
The fire shall not be burned during periods of dry conditions or drought or when a ban has been declared pursuant to Section 5 of By-law 2009-45.
The fire shall not be burned when the wind velocity exceeds 16 kph (10 mph). No person shall allow or permit a fire to become out of control. Fireworks shall be used in accordance with the manufacturer’s instructions and shall only
be discharged when the Fire Danger Rating reflects “Low” or “Moderate” conditions and when the wind velocity does not exceed 16 kph (10 mph)

Process for Registering Concerns
Concerns should be reported to the Township, unless more appropriately directed to the OPP.
After-hour calls are handled by an answering service. Call-takers will contact the appropriate staff if immediate action is required.

ROADS: With an immediate hazard to public safety the road crews will respond immediately.
Examples of road hazards are: fallen trees, road washouts and downed stop signs.
NOISE: Register complaints with the Township office. By-law officers are available to speak with you during regular business hours.
It is not necessary for a By-law officer to attend each site to carry out enforcement procedures, although he/she may to verify information. Usually officers will rely on information provided by the complainant. Investigations will be undertaken to determine if an offence has taken place. A By-law officer cannot stop people from making noise. He/she can only enforce the by-law. Compliance may be achieved by:
1. Giving verbal or written warnings and providing a copy of Noise By-law 2005-83; 2. Issuing a Part 1 ticket in accordance with the Provincial Offences Act. (Short form
wording and set fines); 3. Summoning a defendant to Court usually for second or third offences when seeking
larger fines and/or Court Orders. Successful enforcement or prosecution is dependent upon accurate information. The complainant will be required to provide a written statement including:
1. Complainant’s name and phone number; 2. Legal description of complainant’s property; 3. Type of noise heard; 4. Time the noise was heard; 5. Details regarding the location of the source of the noise and how this was determined; 6. A statement in which the complainant agrees to appear in Court as a witness should
charges be laid and their testimony is required. PUBLIC NUISANCE: If you notice people damaging or defacing public property, call the OPP.
SIGN COMPLAINTS, BUILDING AND ZONING COMPLAINTS: Call during regular office hours.
DOGS: Complaints about lost/stray dogs are handled during office hours. If a dog demonstrates behaviour that causes you to fear for your safety, a By-law officer will be dispatched immediately.
PARKING: Complaints are usually handled during office hours. If a vehicle blocks a driveway at any time, phone the Township of Muskoka Lakes Municipal Office and immediate action will be taken.
STREET LIGHTING: Please call the Township office during business hours.
GARBAGE: Inquiries about garbage pick-up should be directed to the District of Muskoka Public Works Department 705-645-6764 or 1-800-281-3483.
EVELEIGH ROAD TRANSFER SITE: If there is no attendant at the Eveleigh Road Transfer Site at posted hours, please call 1-800-281-3483.

Parks and Recreation - Swimming The Township of Muskoka Lakes offers swimming lessons during July and August at 5 locations:
Bala – Jaspen Park Milford Bay – Baycliffe Park Port Carling – Hanna Park
Walker’s Point – Walker’s Point Beach Windermere – Windermere Beach
Lessons follow the curriculum of the Canadian Red Cross Swim Preschool, Red Cross Swim Kids, and the Lifesaving Society Lifesaving programs. Swimming Lesson Schedule and Pricing Information Our swimming lesson schedule can be accessed on our website or by calling the Township office. We make an effort to post the summer swimming schedule in early spring. All swim participants (exclusive of the Preschool Sea Turtle Lessons) must be a minimum of three years of age, toilet trained and not in diapers at the commencement of the swim program. Adult lessons may be available upon request. Four sessions are offered throughout the summer months. Each session runs for a two-week period with classes held Monday through Friday. Lessons are cancelled for the Canada Day and Civic holidays. On days with inclement weather, lessons will still be held.

Hardy Lake Trail

DIRECTIONS: Trail parking available Muskoka Road 169, 1 km west of Walker’s Point, Between Gravenhurst and Bala
USES: Hiking, Cross-Country Skiing, Snowshoeing, Canoeing
LENGTH: 3km and 8 km loop around the lake, 3.5 km trail through forest Hardy Lake Provincial Park Trails provide hiking access to the shores of Hardy Lake and Lake Muskoka. Characteristic of the lake-studded precambrian rock landscapes of the Muskoka region, both lakes are two of the most picturesque, rugged shorelines. Originally settled in the 1870’s by homesteaders, the park now supports exceptional life science values. Homesteading was not viable and subsequently it was used as a private recreation property. It was acquired in 1980 and has been designated a natural environment park. The base rock of the park is gneiss of late precambrian age. The barren rock ridges were possibly wave-washed by glacial lakes Algonquin and Nipissing and the topography is attributed to the last ice age. The eastern half has barren rock ridges and swampy depressions while the western portion is an expanse of deep ground moraine.

LENGTH: 5 km return trail The historic Hazlewood Trail once linked Port Carling to Port Sandfield. The trail is named after the Hazlewoods, a pioneer family who settled on Lake Rosseau. The trail includes moderate to steep climbs through mature forest, then runs beside a large beaver pond, well known for its bird life!
Huckleberry Trail

USES: Hiking, Snowshoeing, Cross-Country Skiing, Mountain Biking, OFSC trail in winter
LENGTH: 2.5 km loop Huckleberry Rock is well known locally for over 100 years as a magnificent scenic lookout. Rocks on this trail are some of the oldest in the world, well over a billion years old. The effects of glaciation, timber harvesting, erosion and fire have removed the thin mantle of soil, exposing the surface of the pink granite rock. The dry conditions allow lichens and mosses to become established. Trapped soil particles allow grasses, juniper and white pine to germinate and survive. The trail surrounds a bowl-shaped area that holds water and has allowed a bog to develop that supports a black spruce ecosystem. Runoff after a rain has created the small intermittent stream found just to the north of the Lookout. In 1962 the rock cut for Highway 118 highlighted the rock to the travelling public. Recently, donations of land from neighbouring landowners have helped to create a 120-acre Township park that allows public access to enjoy the views from the Lookout.

Raymond Trail

USES: Hiking, Mountain Biking, Cross-Country Skiing, Snowshoeing, Horseback Riding, OFSC route in winter
LENGTH: 3.5 km one-way trail
Raymond Trail follows the historic colonization route from Old Parry Sound Road to Skeleton Lake. The trail, with moderate hills, passes through field and forest. In places, you can see logs from the corduroy road, laid down to help settlers over the boggy areas. Wander through dense hemlock stands that are a favourite habitat of deer, especially during the winter, and through hardwoods, brilliant during autumn. The route bypasses a large gravel pit and an abandoned hunt camp, ending at Skeleton Lake Road 2. Return the way you came or travel along Skeleton Lake Road 2 to Highway 141. Alternatively, take a short walk down the hill to the public wharf on Skeleton Lake.
Skeleton Lake Fish Hatchery Trail
DIRECTIONS: Take Hwy 141 to Fish Hatchery Road near Watt Public School
USES: Walking, Snowshoeing
LENGTH: 1 km trail wheel chair accessible
This former hatchery property raised trout fingerlings for release in local streams. Ministry of Natural Resources closed the hatchery in 1991, as production was concentrated in newer hatcheries province-wide. Wind past hatchery ponds, which have now been naturalized and along the river, which flows from Skeleton Lake. The trail passes several habitats: meadows, deciduous forests, flood plain forests, river shorelines and wetlands, plus views of small waterfalls and rapids. Interpretive signs offer information and illustrations on different habitats, flora and fauna of the area, with advice on conservation techniques to preserve the natural heritage of Muskoka.
Torrance Barrens Trail

USES: Hiking, Mountain Biking, Cross-Country Skiing, Snowshoeing, OFSC trail in winter
LENGTH: 5,000 acre Conservation Reserve
Encompassing 1,990 hectares (5,000 acres), the Torrance Barrens Conservation Reserve is one of the most striking geological areas in Muskoka. The lunar landscape is characterized by low ridges of Precambrian bedrock, separated by wetland and peat-filled hollows and scattered boulders with little soil. The prevalence of bare bedrock is a result of wave washing of glacial lakes Algonquin and Nipissing. The nationally rare Eastern Bluebird and Cooper’s Hawk can be spotted from the Barrens, along with diverse vegetative species. Ontario’s only lizard, the five-lined skink can also be spotted here. The Barrens is an ideal place to view the night skies.

Sewer
There are two sewage treatment plants in Muskoka Lakes Township. Both plants operate in accordance with Environmental Compliance Approval Certificates issued by the Ministry of the Environment under the Ontario Water Resources Act.
Bala The Bala plant was constructed in the mid-1990s to accommodate a portion of the area serviced by the municipal water system. The plant has sufficient capacity to accommodate planned growth in the currently serviced area.
Port Carling
The Port Carling plant was constructed in the mid-1970s and has reached the end of its design life. Construction of a new plant designed to produce a higher quality effluent and capable of accommodating planned community growth is scheduled to commence construction in 2013.
Water
There are two water treatment plants in the Muskoka Lakes Township. Both plants operate in accordance with permits and licences issued by the Ministry of the Environment under the Safe Drinking Water Act. Both plants have sufficient capacity to accommodate planned community growth. Bala and Port Carling’s modern water treatment plants feature conventional treatment processes:

as a welcoming community and tourist destination, by recognizing our unique heritage sites and showcasing sponsored perennial and annual gardens throughout the town.
Projects have included:

- increasing number of displays - maintaining & upgrading gardens - partnerships with local businesses

Explore installing new garden in front of Post Office & Cottage Cravings Plaza & add 1 new Doggee Practica station in Bala Sports Park (in addition to the ones at Windsor Park, Jaspen Park, Margaret Burgess Park & the Bala Bay dock).

2013 Finish refurbishing the Royal Canadian Legion Garden. Rebuild the LCBO Garden Work with Sootheby Real Estate to refurbish their gardens and flower boxes
2014 Complete the rebuilding of the LCBO Garden. Honour the 50th Anniversary of Home Hardware (one of CIB's national sponsors), by planting tulips and adding a plaque to the Harris Street gardens to thank them for their support. Present some bushes and signage to the Muskoka Lakes Museum to honour its' 50th Anniversary. Initiate a local seed swap.
2015 Complete the Christmas light display at the Locks. Begin repairing the CIB benches around the parks and village. Upgrade and maintain the gardens and bridges boxes.

Event: Windermere Terry Fox Run & Silent Auction Date: Sunday, September 20th, 2015 Time: 9:00 am Run Time (registration prior to run) and Silent Auction closes at Noon Place: 2496 Windermere Road, Windermere Village Hall (across from the United Church) The Run/Walk starts at the Windermere Village Hall to Brackenrig Road & back to the Windermere Village Hall. The Half Run/Walk from the Windermere Village Hall to the Windermere Fire Hall and back to Windermere Village Hall. Windermere District Lions Club will supply an early barbeque lunch. Live music entertainment in park. A few games and face painting for children are available. Silent Auction closes at 12:00 noon & 12:10 pm Auction items are placed in the Port Carling Norma and Miller Alloway Muskoka Lakes Library for the week prior to the Run then moved to the Village Hall for the Run day.

Mayor’s Golf Classic

Scramble - Shotgun Start As your new Mayor, I am very pleased to sponsor, the 2015 Township of Muskoka Lakes - Mayor’s Golf Classic. Please mark your calendars, for Monday, June 22nd to come to The Rock Golf Club. For $200 per person, you can enjoy a full day starting with a continental breakfast and ending with a full dinner, including prizes, silent auction and of course a full round of golf, (best ball format) including cart. Call, Jean-Ann Baranik or the municipal office at 705-765-3156 for an application form, or go to the Township website. We are also looking for hole and prize sponsors. This year all the proceeds from the tournament will be donated to The West Muskoka Food Bank. This is a volunteer organization that was formed 3 ½ years ago in response to the great need in West Muskoka to provide assistance with food and groceries for many of our less fortunate friends and neighbours, especially during the harsh winter months. The West Muskoka Food Bank operates from the Muskoka Church on Hwy #169 every Friday morning from 9:00-11:00. They do not conduct a means test to help maintain peoples dignity and privacy. Last year they served 812 adults, 187 children for a total of almost 1000 people, coming from families in Torrance, Bala, Wahta, Port Carling, Moose Deer Point, and Milford Bay. Many organizations in our community, such as the OPP, Lions, Fire Department, Rotary, Dads of Muskoka, Bala Freshmart, Port Carling Foodland, the District of Muskoka, Beaver Creek Correctional facility, Moon River Residents Association, and many private individuals have donated to this Food Bank . They also have a group of community volunteers who faithfully and compassionately run the organization. With your help, it is my privilege to be able to donate the proceeds of the Mayor’s Annual Golf Classic to assist such a worthwhile group, as the West Muskoka Food Bank.

Community Clean-Up Day
Saturday April 23rd, 2016 is clean-up day in Muskoka Lakes Township. Volunteers from across Muskoka Lakes will be out in force cleaning roadsides and public spaces. On the same day, tipping fees at the Eveleigh Road Transfer Station will be waived for one vehicle load (non-commercial) of residential rubbish per property for those residents of Muskoka Lakes Township who take the opportunity to tidy up their yards. The Eveleigh Road landfill site will be open from 9 am to 6 pm Saturday April 23rd, 2016. The Hazardous waste depot at the transfer station will be open from 9 am until 3 pm Note: Container sites will not be made available; all material must be disposed of at the Eveleigh Road
Transfer Station.
