Our Sinko de Ballo Golf Tournament on the 15th of May was very well attended. Thank you to all that
participated. Congratulations to the winners! Our Golf Committee, chaired by Chuck Hiott, did an ex-
cellent job again this year. I have heard from several players and sponsors that had a great time and are
looking forward to next year’s tournament already.

Governmental Affairs This committee meets on the first Wednesday of each month. This month’s meeting is June 3rd and we will be discussing the Penny Sales Tax. Attend and give your input on this and other various issues that we are facing. Remember that the new building code will be used starting July 1 throughout the state. Be prepared!
Community Service The 8th Annual Tasting Gala was held at the Mount Dora High School Cane Café on May 2nd. The Architectural Drafting Program and the Culinary Arts students had their Restaurant Expo. The competition among the six countries of China, France, Germany, Italy, Korea, and Mexico was a fun event. Korea swept the competition in all the categories except for two. Thank you to those that helped the architectural drafting students throughout this past school year. Keep this in mind for next year. Cindy Brisson, the Architectural Drafting teacher at Mount Dora High, has asked if we could help in October of this year by providing job site visits for the students. This would give them a visual experience of what they are learning in the classroom. Keep this in mind so she can plan the field trip at the beginning of the school year in September.

Dave Carter, a civil engineer and past president of the
Florida Home Builders Association, told officials there are
too many technical problems in his state associated with
the definition of “neighboring” wetlands. Unclear lan-
guage could allow the Corps to automatically assert juris-
diction over any isolated wetland that has a “shallow sub-
surface connection” to another traditional navigable wa-
ter.
Over half of Florida is covered by a shallow subsurface
aquifer. Carter explained, resulting in a groundwater ta-
ble within a few inches or feet underground. But the pro-
posed definition of “neighboring” means that any isolated
wetland or ephemeral stream would be jurisdictional be-
cause of that large underground connection.
“In Florida, this would mean effectively all isolated wet-
lands are covered by the Clean Water Act and require
federal wetland permits, despite the fact that under the
act, states – not the EPA nor Corps – have the legal au-
thority to regulate groundwater,” said Carter.
NAHB’s meeting at the White House coincided with the
U.S. House of Representative’spassage of H.R. 1732, Reg-
ulatory Integrity Protection Act. H.R. 1732 passed with
strong bipartisan support and the support of NAHB.
If enacted, the bill would require EPA and the Corps to
withdraw the proposed rule and address its numerous
scientific, economic, procedural and practical flaws. For

Your home Builders Association Wood Commodity Index (Index) continued to move lower in May, as supply continued to overpower sluggish demand. The Wood Commodity Index, which is com-prised of a lumber and sheathing composite, dropped 3.8% to $282.49 per thousand. The drops were across the board, except for OSB sheathing, which struck bottom the month before. The lumber portion of Index dropped to $310.42 per thousand, or a 5.4% decline. Spruce studs gave back 3.0% to 7.5% depending on the size. Dimensional spruce was down across all sizes
with the popular 2x4-16 SPF dropping 9.2%. Weak housing demand and fewer Asian exports are cited for the retreat in spruce. Wide width pine was generally down $10 per thousand with popular lengths actually remaining flat to plus a few dollars. Narrow width pines were consistent with the $10 per thousand drop in price. The question is, “How low can it go and is the bottom near?” The sheathing part of the Index dropped 2.7%, as OSB sheathing added $5-$10 per thousand while CDX pine ply-wood retreated on average $50 per thousand. It appears the resistance to drop prices by CDX producers has been broken while the OSB manufacturers have already taken their medicine and hit bottom in April. It appears the CDX pine market has more drops to go, especially with the large price differential in OSB sheathing. In other areas, the roofing manufacturers are desperately trying to make a May 1, 2015 5.0% price increase stick. There is a lot of resistance from suppliers and roofers who believe the increase is not justified, especially given the huge drop in oil prices. The next few months of hurricane season will probably determine if this increase holds to year-end. The wood commodity markets are getting to a level wherein some manufacturers may start scheduling extended maintenance shutdowns. If future housing reports show little hope of increases, many companies may rethink their strategic plan for 2015. Without some major event impacting the market, prices should fluctuate more on the availabil-ity of just in time inventory. Inventory remains low in the supply chain, as dealers see little danger in a rapidly increas-ing market.

The Spike Club is an elite group of Association members recog-nized for outstanding achievement in membership recruitment. Simply put, you become a Spike by recruiting new members. Each new member recruit earns 1 credit towards a Spike. Each member retained earns 1/2 a credit. Each Affiliate member re-cruit earns a 1/2 credit. Recruiting an NAHB Council Member earns 1/2 a credit and retaining them earns a 1/4 credit.
