Dear Fellow Conservatives,
We are pleased to present the American Conservative Union Foundation’s ratings for the 2016 meeting of the Iowa General Assembly. Like our Congressional Ratings, our State Ratings reflect how elected officials view the role of government in an individual's life. The Iowa legislators with the highest scores voted most consistently with the ideals articulated in the U.S. Constitution: limited and transparent government, individual rights, personal responsibility, and lasting cultural values.
In 2015, ACU Foundation was proud to make history by being the first organization to rate every single state legislature across the full spectrum of issues, helping each voter understand how his or her state ranks among the rest.
Ultimately, we are trying to help people understand what conservatism is and how it improves the lives of everyday Americans. Conservatism is the political philosophy that sovereignty resides in the person. We think that understanding this idea is essential if Americans are to successfully govern themselves again.
Working with our policy centers and fellows, the ACU Foundation engages in deep policy analysis to help create our annual state scorecards. We have enhanced the vote descriptions this year to show this effort more clearly.
By examining all 50 of our State Ratings, we can see which states have most effectively promoted conservative solutions and which have struggled. Our ratings also help identify legislators who have courageously fought against liberal majorities. We hope that this guide helps you learn how well, or poorly, your legislators work to preserve the values we share.

SELECTING THE VOTES
ACU researched and selected a range of bills before the Iowa General Assembly that determine a member’s adherence to conservative principles. We selected bills that focus on Ronald Reagan’s philosophy of the “three-legged stool”: 1) fiscal and economic: taxes, budgets, regulation, spending, healthcare, and property; 2) social and cultural: 2nd amendment, religion, life, welfare, and education; and 3) government integrity: voting, individual liberty, privacy, and transparency. This wide range of issues are designed to give citizens an accurate assessment that conveys which of Iowa’s elected leaders best defend the principles of a free society: Life, Liberty and Property.

AMERICAN CONSERVATIVE UNION FOUNDATION’S 2016 Ratings of Iowa
1. SF 2222 Birth Control Regulations. This bill allows pharmacists to dispense oral contraceptives to anyone who asks, regardless of age, for up to a year. They may distribute these drugs only once they have received training on how to prescribe them. ACU supports parental rights in knowing what drugs their children are taking and opposed this bill. The Senate passed the bill on February 29, 2016 by a vote of 26-22.
2. SF 2213 Medicaid Privatization Regulations. This bill increases oversight and regulation of an Iowa program that allows private companies to manage Iowa’s Medicaid program. ACU opposes these measures designed to slow the privatization program and ignores the waste and fraud that is rampant in the federal government’s program and opposed this bill. The Senate passed the bill on March 2, 2016 by a vote of 32-18.
3. SF 2300 Subsidies for Biorenewable Chemicals. This bill creates a new refundable tax credit program for biorenewable chemicals – chemicals created from biomass-based feedstock – that will give up to $1 million in tax credits and cash payments to companies that fit the government’s criteria. ACU opposes subsidies for programs favored by the government, which leads to a higher tax burden for those not favored by the government, and opposed this bill. The Senate passed the bill on March 16, 2016 by a vote of 46-3.
4. HF 2279 Firearm Sound Suppressors. This bill permits the sale, use and possession of firearm sound suppressors. ACU supports the founders’ belief in the Second Amendment and supported this bill. The Senate passed the bill on March 17, 2016 by a vote of 46-4.
5. HF 2283 Firearms on ATVs. This bill permits firearms to be carried on an all terrain vehicle (ATV) or a snowmobile. ACU supports the founders’ belief in the Second Amendment and supported this bill. The Senate passed the bill on March 22, 2016 by a vote of 43-4.
6. SF 2308 Sport Tourism Subsidies. This bill creates a new bureaucracy to administer a Sports Tourism Fund. Monies from this fund, which are collected via taxes, will be given to local governments for promoting a wide variety of sporting events. ACU does not believe promoting sporting events is a proper function of government and opposed this bill. The Senate passed the bill on April 6, 2016 by a vote of 34-16.
7. SF 2219 Building Mandates. This bill requires that every apartment building and private home must install a carbon monoxide detector by July 1, 2018. ACU opposes these mandates that drive up costs to consumers and opposed this bill. The Senate passed the bill on April 6, 2016 by a vote of 36-14.
8. HF 2414 Rideshare Regulations. This bill sets up draconian insurance regulations for individual drivers who drive for ride-share companies, such as Uber or Lyft. It requires $1 million of liability insurance when logged into the ride-sharing app, even if it is only used occasionally. Research based on the ACU Foundation’s Family Prosperity Index shows that when entrepreneurship is suppressed, the resulting decline in economic growth leads to a reduction in family prosperity. ACU opposes these mandates that are primarily designed to reduce competition and opposed this bill. The Senate passed the bill on April 13, 2016 by a vote of 50-0.
9. SF 2310 Knoxville Raceway Taxes. This bill gives a $2 million tax break to Knoxville Raceway in return for a promise that the raceway will make construction improvements. ACU opposes these special subsidies for a single business that puts a heavier tax burden on those not favored by the government and opposed this bill. The Senate defeated the bill on April 19, 2016 by a vote of 21-29.
10. SF 2312 Local Sports Facilities Subsidies. This bill gives up to $16.5 million in sales tax rebates to locally built baseball and softball complexes across the state for projects over $10 million. ACU opposes this fiscally irresponsible approach to projects that place heavy burdens on taxpayers and opposed this bill. The Senate passed the bill on April 20, 2016 by a vote of 28-22.

1. HF 2262 Fishing License Requirements. This bill exempts from the fishing license requirements anyone who is fishing on a private lake and has the owner’s permission to do so. ACU supports common sense regulatory reform and supported this bill. The House passed the bill on February 22, 2016 by a vote of 55-42.
2. HF 2312 Textbook Funding. This bill takes $30 million in funds devoted to “teacher professional development” and reallocates the money to purchasing textbooks for the classroom. According to the ACU Foundation’s Family Prosperity Index, educational attainment is an important cultural value that yields substantial economic returns for families and for states. ACU supports increasing the percentage of education funding that goes to the classroom and supported this bill. The House passed the bill on February 23, 2016 by a vote of 58-39.
3. HF 2280 State of Emergency Firearm Law. This bill prohibits the government from confiscating or imposing new regulations on lawfully owned firearms during a state of emergency. ACU supports the founders’ belief in the Second Amendment and supported this bill. The House passed the bill on February 23, 2016 by a vote of 67-31.
4. HF 2365 Hunting Requirements. This bill waives some hunting education requirements for residents who are either active duty military personnel or veterans with an honorable discharge. ACU supports common sense regulatory reform and supported this bill. The House passed the bill on March 1, 2016 by a vote of 72-26.
5. HF 2405 Private Property Rights. This bill prohibits the forfeiture of property to the state Department of Natural Resources until a perpetrator has been convicted of illegally acquiring wild game. Furthermore, the Department can no longer destroy the wild game or property until the matter has been resolved. ACU Foundation’s Center for 21st Century Property Rights engages heavily on this issue and supports strengthening property rights and ACU supported this bill. The House passed the bill on March 3, 2016 by a vote of 95-1.
6. HF 2148 License Plate Requirements. This bill reduces requirements so sports cars and antique cars need only display a single license plate. ACU supports this common sense reform and supported this bill. The House passed the bill on March 7, 2016 by a vote of 74-23.

ACU supports all forms of energy, believes government should not support one form of energy over another, and opposed this bill. The House passed the bill on April 21, 2016 by a vote of 91-5.
