CPAIt’s all about the coupling bill

Iowa legislators in the Republican-majority House and Democratic-controlled Senate gaveled in Jan. 11, positioning for a budget battle on education funding. Additional issues this session are gun laws,

water quality projects, funding for Planned Parenthood, renewable chemical manufacturing tax breaks and the shifting management of the state’s Medicaid program to private health care companies. With law-makers agreeing that the state has little money for new programs, Re-publicans intend to stick to their budget principles and Democrats say it’s too early to be drawing lines in the sand on state spending decisions. Both parties agree that it could be a tough year.

Advocacy affecting Iowa CPAsWhat’s top of mind for many CPAs? The conformity bill (coupling bill) update, which the House filed Jan. 20, coupling with everything in 2015 except bonus depreciation. The bill does not couple at all after 2015, with the idea that the Legislature can discuss tax years 2016 and beyond next year. On. Jan. 25, the bill passed the full Ways and Means Com-mittee with only one “no” vote. As this publication went to press, it was anticipated that the bill could be debated by the full House as soon as Jan. 27, but that decision is up to House Majority Leader Chris Hagenow (R-Windsor Heights).

Grassroots worksFor anyone wondering if professional associations are of value, the an-swer is: YES. At first glance when the session convened, the conformity bill was not going to couple with anything. The ISCPA and its key person delegation went to work with talking points, emails and phone calls that impacted lawmakers to move on this bill. “Grassroots works,” said Cindy Adams, ISCPA CEO. “The efforts made by our staff, lobbyist, key per-sons and members so far has been instrumental in this process. Thanks to you, our profession is being heard.”

Iowa CPA Chris Yuska weighs in: What you need to knowThe FASB’s targeted amendments to the guidance on classifying and measuring financial instruments will be a change for entities that currently record cer-tain equity investments as available for sale. The new

guidance requires entities to measure equity investments that do not result in consolidation and are not accounted for under the equity method at fair value and recognize those changes in fair value in net income unless the investments qualify for the new practicability exception within the new guidance. This guidance could also impact entities’ disclosures and certain liabilities measured under the fair value option.

This guidance will be effective for calendar year public business enti-ties beginning in 2018, and in 2019 for all other calendar year entities. Given the potential impact of these changes, the accountants in industry should be discussing the impacts to the financial state-ments with senior management, while public accountants should be discussing the impacts with clients.

Chris Yuska is a CPA and partner, assurance services, at EY LLP in Des Moines. He has been an ISCPA member since 2006.

New standard tackles financial instruments

In Balance: Easy outs vs. easy fixesBy Melissa Fors, Family and Workplace Issues Committee

Editor’s note: In Balance is a se-ries from Iowa CPAs featuring a variety of topics to improve your work/life well-being.

A busy season is always a hectic time, but in today’s world it isn’t just a season.

We seem to find ourselves run-ning from here to there and back again each and every day. It’s easy to tell ourselves we are going to eat healthier and exercise regu-larly, but most of us struggle with these resolutions when life gets in the way. Here’s a few easy outs you may be tempted to take along the way, and some easy fixes that can make a big difference.

Easy out: Run to the vending ma-chine, coffee shop, or fast food restaurant to grab lunch or an afternoon pick-me-up.

Easy fix: Purchase healthy op-tions such as nuts, veggie sticks or cheese sticks and prepackage for the week. Snacks with protein help keep you full longer. Hard boiling a dozen eggs can make a quick and easy on the go breakfast, the base for an egg salad sandwich, or top-ping for a salad. Craving sweets? Have some fruit, yogurt, or trail mix on hand as well. Looking to go even easier? Check out www.graze.com, a snack subscription service with over 100 healthy op-tions that can be delivered to your home or office.

Easy out: Frozen pizza, drive-thru, or PB&J sandwich after a long day

Easy fix: Take an hour each week to make a meal plan and buy your groceries. Utilize the crock-pot to cook a pork roast for easy pulled pork sandwiches, chicken for fajitas, or ground beef for sloppy joes. Steam some veg-etables when you get home and you have a well-rounded, much healthier meal than a drive-thru can provide. You may have extra to reheat for lunch the next day or freeze for another meal. Look-ing to go low carb? Put an entire spaghetti squash in the crockpot in the morning and after work, use the contents in any recipe as a pasta replacement.

Easy out: I have a gym member-ship; I just can’t find the time to work out.

Easy fix: Look into purchasing a balance board or balance chair to work your core throughout the day. They may cost up front, but that gym membership can drain dollars, especially if it goes un-used. Even a simple change such as standing at your desk (for those that have the option) burns far more calories than sedentary sit-ting. No workout clothes required!

Easy out: Grab your spare change and head to the vending machine for a thirst quenching soda.

Easy fix: Drink more water! On the drive to work, have a bottle of water. Heading to a meet-ing? Grab water along with your laptop and notebook. One of the keys to drinking more water is habit and learning how and when you consume. Personally, I forget to drink enough water through-out the day. I recognize this and drink at least a liter of water during my morning commute to the office each day. It sets me up for the day in terms of hydration, fills me up so I’m not grabbing a mid-morning carb loaded snack, and it’s much cheaper than that drive-thru coffee drink.

Although these ideas may seem overly simplistic (even though they do require some planning up front), they are attainable and not as intimidating as big resolutions we make — and so easily break by mid-January. By making small changes in our daily nutrition, we can make major improvements in our health.

Charles Njoya has worked in 39 countries, lived in sev-en, speaks fluent French, and enjoyed a 15 year career with PwC traveling the world. So how does a boy who grew up in Africa end up being a CPA in Iowa?

At age 9, Charles was sent to live with an uncle, a diplomat with the United Nations. It was a time of difficulty for his parents and they weren’t able to care for him. He didn’t see them again until he was 19. He didn’t attend college after high school, partly due to lack of a proper university offering social sciences in Cameroon. Following successive riots in the lone Uni-versity in Cameroon, the government created other universities, such as The University of Buea, to ease tensions. At 23, Charles enrolled to study accounting. He set about arranging 72 internships as a student leader and was offered two: Coopers & Lybrand and Price Waterhouse. He wanted both, but chose Coo-pers & Lybrand and was hired after three months. He got his wish when the firms merged in 1998 to form PricewaterhouseCoopers, known as PwC today.

In 2000, PwC sent Charles to train on upstream oil and gas activity. At 29, he transferred to the UK and two years later, moved back to Africa as manager of an oil and gas team mainly covering the Gulf of Guinea. He was promoted to director in 2006 and got married. During this time, work took him to Houston. That’s when he and his wife knew they wanted to call America home. In 2011, they achieved their dream by moving to Washington D.C. He embarked on an MBA and took the CPA exam at age 41. “This was a huge achievement for me,” said Charles. “I always knew there was something about being a CPA.”

PwC came calling and Charles landed in Des Moines 17 months ago where he met Community CPA CEO Ying Sa. They stayed in touch while he was with PwC and she convinced him to come work for her last Oc-tober. “I am an example of opportunity,” said Charles. “Ying recognized I had something she needed, and I saw a landmark opportunity in Community CPA and Ying.” The biggest challenge of living in Iowa for the Njoya’s family? The cold! The best part? “People here are nice and always willing to help. You want that wherever you live, and to feel safe.”

Charles and his wife Yolande reside in Johnston with daughters Charlanda (9), Victoria (7) and son Nathan (5).

Don’t let tax season become identity theft season

In 2015, the IRS suffered an unprecedented data breach, allowing hackers access

to the detailed information of more than 100,000 tax returns. Criminals used the online service “Get Transcript” to gain access to information including Social Security numbers, addresses and other personal data. While most of the activity was used to fraudulently redirect tax refunds to the perpetrators instead of the taxpayer, additional incidents of identity theft above and beyond tax refunds were reported.

While the IRS responded quickly by shutting down the online ser-vice tool and offering free credit monitoring services to those af-fected, the impact of this breach reached further than those af-fected – a substantial amount of

professional trust was broken with the public. Working with leading tax preparation firms, financial professionals and software devel-opers, new safeguards were an-nounced in October of last year to prevent and combat identity theft.

Resources for you and your office To date, more than 2,000 identity thieves have been convicted and the IRS has been actively pub-lishing information on their role in protecting sensitive informa-tion, and how both the public and those involved in tax preparation at every stage can help. “Security Together” (http://goo.gl/60TTnS) is an overview of changes, up-grades and what simple steps can be taken to aid in securing information from every angle. This month, the IRS also published a set of guidelines “Identity Theft Information for Tax Preparers” (http://goo.gl/nrPsWh) which ex-plains the basics of identity theft, warning signs and what you can do as a tax professional to help. Additionally, there are a half dozen PDFs, ranging from one page fli-ers to handbooks included in this article that are simple to print out and use as guides for you and your office.

Be proactive to protect your information While the IRS has made substan-tial progress on protecting their cybersecurity, it’s integral you do as well. Read the latest articles to ensure you and your team are being proactive in the care of in-formation and data in your office and online. Our premier member benefit insurance partner Lock-ton Professional has created a checklist (http://goo.gl/zPQ89F)

that can be helpful to review with your colleagues to maintain best practices are being followed for every client, every day.
