AbouttheIACP
TheInternationalAssociationofChiefsofPolice(IACP)istheworld’slargestandmostinfluentialprofessionalassociationforpoliceleaders.Withmorethan30,000membersin150countries,theIACPisarecognizedleaderinglobalpolicing.Since1893,theassociationhasbeenspeakingoutonbehalfoflawenforcementandadvancingleadershipandprofessionalisminpolicingworldwide.

Thebaldeagle,atraditionalsymbolofUnitedStateslawenforcement,symbolizesstrength,courageandconfidence.
Theeagleisproudlystretchingitswingstodisplaythetitleonereceivesaftercompletingthecomprehensivetrainingprogram:DrugRecognitionExpert(DRE).Thetwelveraysthatsurroundtheeagle’sheadrepresentthetwelvestepsinthedruginfluenceevaluationprocess.Thefirststepisabreathalcoholtest,andthelastisthecorroborativetoxicologicalexamination.Theeagle’srighttalonisholdingagrapeleafcluster,symbolizingthedrugalcohol.Thelefttalonisholdingsevenarrowsorspikes,signifyingthesevencategoriesofdrugs.Thecategories,basedonspecificsignsandsymptoms,areCentralNervousSystem(CNS)Depressants,Inhalants,DissociativeAnesthetics,Cannabis,CNSStimulants,Hallucinogens,andNarcoticAnalgesics.Surroundingtheemblemarethewatchwordsofthedrugevaluationprocedure:"SystematicStandardizedEvaluation".Inthebackgroundoftheemblem'scenterisagreencross.Green,thetraditionalcolorofsafety,symbolizeslawenforcement.ThecrossalsorepresentsthecenteroftheLosAngelesPoliceDepartmenttrafficdivision’suniformshoulderpatch.IntheforegroundistheCaliforniabear.ThissymbolizesthefactthatdrugrecognitionexperttraininghaditsstartinCalifornia.ThomasE.PageRetired,LosAngelesPoliceDepartmentFirstChairoftheIACPDRESectionTheDREinsigniaisthetrademarkoftheDRESectionoftheIACPandmaynotbeusedwithoutpermission.

ExecutiveSummary PertheDECProgramstatecoordinatorreporting,therewere8,277DREsintheUnitedStatesthroughDecember31,2016,anincreaseof385from2015.Ofthe8,277DREswithintheUnitedStates,1,483werealsoDREinstructors.ThenationalDREtotalsincluded2,354employedbystatepolice/highwaypatrolagencies;4,112wereaffiliatedwithcitypolice/municipalagencies;1,245werewithsheriff’sdepartments;and296werewithotherfederalandstateagencies,whichincludedtriballawenforcement.InadditiontotheU.S.DREs,therewereanadditional607DREsinCanada;sixDREsintheUnitedKingdom;threeinGuam;andoneinbothChinaandGermany.Statecoordinatorsalsoreportedthat2,806lawenforcementagenciesintheUnitedStateshadDREsassignedtotheirorganizationsin2016.Therewere88DRESchoolsconductedin2016,andincreaseof12schoolsin2015.The88schoolstrained1,543officersasDREsin2016.Additionally,therewere33DREinstructorschoolsconducted,training228DREinstructorsnationally.Since2010,593DRESchoolshavebeenconductednationally.

Duringtheyear,therewere130DRErecertificationcourseswereconductedprovidingrecertificationtrainingforapproximately2,900DREs.In2016,38,928DREdruginfluenceevaluations,representingbothenforcementandtrainingevaluations,werereportedbytheDREstatecoordinators.Ofthose,31,421wereenforcementevaluations,anincreaseof2,879enforcementevaluationsfrom2015.

2016DECProgramCoordinationandSupportTheNationalHighwayTrafficSafetyAdministration(NHTSA)continuedtoprovidefundingsupporttotheIACPtoemployaDECProgrammanager,aregionalimpaireddrivingtrainingcoordinator,andatechnicalassistant.Thefundingalsosupportedthecertificationandre-certificationofDREs,expertwitnessresources,supporttotheIACPTechnicalAdvisoryPanel(TAP),andsupportfortheIACPAnnualTrainingConferenceonDrugs,Alcohol,andImpairedDriving(DAID).TheIACPstaffactasaliaisonwithNHTSAandtheDECProgramstatecoordinators.Staffalsoprovidestechnicalassistancetoindividualstatecoordinators.ThefollowingisasummaryofmanyofthenoteworthyactivitiesandprogramsinvolvingIACPstaffduringcalendaryear2015:DRESchoolVisitsandTrainingIACPstaffmonitored,instructedorassistedatSFSTandDREInstructorDevelopmentCourses,DREPre-Schools,DRE7-DaySchools,DRERecertificationcourses,DREIn-Servicetrainings,SFSTpractitionertrainingcourses,andARIDEtrainingcourses.Duringeachofthesetrainingvisits,thenationalcoordinatorand/ortrainingcoordinatormetwiththeDECProgramstatecoordinatororhis/herdesigneeandprovidedinformationontherolesoftheIACP,NHTSA,andtheIACPDRESection.Inaddition,theimportanceofDREsusingtheDRENTSwasstressed.Duringthevisits,DREinstructorsandcoursemanagerswereinterviewedforpossiblerecommendedrevisionstotheSFST,ARIDE,andDREcurricula.SupportDuringtheyear,IACPDECProgramstaffreviewedARIDEandDREcoursemanagers’reportsandforwardedrecommendedmanualrevisionsthroughtheTAP’sCurriculumSubcommitteeforapprovalandincorporationintofuturecurriculumupdates.AdvancedRoadsideImpairedDrivingEnforcement(ARIDE)In2016,773ARIDEclasseswereheldnationwide,andincreaseof212classesfrom2015,training13,509policeofficers,prosecutorsandtoxicologists,anincreaseof3,159from2015.SincetheinceptionoftheARIDEtrainingprogramin2009,70,979policeofficers,prosecutorsandtoxicologistshavereceivedthetraining.In2016,48states,plustheDistrictofColumbiaconductedARIDEtraining.(AllARIDEtrainingconductedinNewJerseywascompletedusingtheon-lineversionandnoARIDEclasseswereheldinVirginiain2016).

TwostatesthatconductedthemostARIDEtrainingcoursesin2016wereCalifornia(107classes)andOhio(72classes).DrugImpairmentTrainingforEducationalProfessionals(DITEP)DITEPisanIACPdrugeducationprogramthatprovidesschooleducators,nursesandschoolresourceofficerswiththeskillsneededtoidentifyanddocumentdrugand/oralcoholimpairmentinstudentswithintheeducationalenvironment.In2016,20statesconducted97DITEPtrainingclasses,trainingapproximately2,500schooladministrators,teachers,nursesandschoolresourceofficers.ImpairedDrivingCurriculumUpdatesTheIACPstaff,workinginconjunctionwithNHTSAandtheIACPTAPCurriculumSubcommittee,continuedtheirinvolvementinupdatingtheNHTSASFST,SFSTRefresher,ARIDE,andDREtrainingcurriculum.TheTAPCurriculumSubcommittee,alsoworkinginconjunctionwithNHTSA,assistedinpilotingtheSFSTandDREInstructorDevelopmentCourse(IDC)training.Duringtheyear,IACPstaffcontinuedtocollectandreviewARIDEandDREtrainingcoursemanagerreportsforpossiblecurriculumrevisionsordiscrepanciesandreportthosetotheCurriculumSubcommitteeandthecurriculumworkgroup.2016DRESectionActivitiesTheIACPDRESectionmeetsonceayearattheIACPAnnualConferencetodiscusstheagendafortheDAIDAnnualConference,voteontheSection’sannualrecognitionawards,andtoconductotherpertinentbusiness.The2016annualmeetingwasheldinOctoberinSanDiego,California.Discussionitemsincludedthesection’sAnnualReport;planningfortheDAIDAnnualConferencetobeheldinNationalHarbor,Maryland;nominationsforDREEmeritus,DREAmbassador,KarenTarney-BookstaffDREof-the-YearAward;strategiesforincreasingmembership;andtheelectionofathirdvicechair.Thesectionalsoheldamid-yearmeetingonAugust15duringthe22ndDAIDConferenceheldinDenver,Colorado.

ColoradoColoradohostedthe22ndAnnualIACPTrainingConferenceonDrugs,AlcoholandImpairedDrivinginDenverfromAugust13–August15,2016.One-hundredandfifty-five(155)ColoradoDREsrepresentingover52agenciesattendedtheconference.ThiswasthehighestattendedeventinIACPhistorywithjustunder1,000attendees.Inaddition,theHSOindependentlyarrangedforover50DREs,representing24States,totourmarijuanagrowandretailfacilities.Duringtheyear,theHSOalsopartneredwiththeColoradoStatePatrolonthethe“ColoradoTwoYearsLater-MarijuanaConference”whichprovidedtrainingaboutthecurrentstateofaffairsregardingmarijuanaandtheeffectsofmarijuanaseenbyColoradolawenforcement.Sessionsonevidence,toxicology,felonyDUI’sandothertopicsconcerningmarijuanawereprovided.Over400Coloradolawenforcementofficers,includingColoradoDREs,attendedtheconferenceheldMarch16-18,2016inDenver.SubmittedbyCarolGould,ColoradoDOT,CODREStateCoordinatorConnecticutIn2016,theConnecticutDECProgramcontinuedtogrowwiththeassistanceofneighboringstatesthroughoutNewEngland.Vermont,RhodeIsland,andNewHampshireprovidedseatsforConnecticutDREcandidatesintheir2016schools.Withtheotherstate’sassistance,Connecticutgrewto31DRE’sstatewideinbothstateandlocalagencies.Alsoduringtheyear,ConnecticutwentwithDREelectronicreportingallowingDREstoreporttheirevaluationstoboththeNationalDataTrackingSiteandtheelectronicreportingsystem.SubmittedbyEdmundHedgeJr.,ConnecticutHSO,CTDREStateCoordinatorDelaware In2016,Delawareadded11newDREs.ADRESchoolwasheldinOctober,trainingninenewDelawareofficers.InstructorsforthecoursewerefromConnecticut,Delaware,Maryland,andNewJersey.BesidestheDelawareschool,twoofficerscompletedaMarylandDRESchool.Alsoduringtheyear,astatewideDREcalloutsystemwasformallyestablishedallowingofficersfromanywhereinthestatetorespondtocallsforaDRE.Thesystemincreasedthenumberofenforcementevaluationsfromthepreviousyear.ThecalloutovertimecostswerefundedbytheDelawareOfficeofHighwaySafety.SubmittedbyLieutenantAndrewRubin,NewarkPoliceDepartment,DEDREStateCoordinator

HawaiiToprepareHawaiiDREs,countyprosecutors,andothertrafficsafetystakeholdersforthemedicalmarijuanadispensariesthatwerelegallyabletoopeninHawaiibeginningJuly15,2016,theHawaiiDepartmentofTransportationcoordinatedatwo-daytrainingthatincludedDREinstructorsandTrafficSafetyResourceProsecutorsfromWashingtonStateandColorado.Thepresenterssharedtheirexperienceswithlegalizedmarijuanaandcoveredtopicsonmarijuanatrendsandresearch;bodycameras;andProsecutingtheDruggedDriver.Inaddition,localinstructorsprovidedtrainingoncurriculaupdates,betterreportwriting,andHawaiilegalupdates.RepresentativesfromtheStateofHawaiiDepartmentoftheAttorneyGeneral,StateofHawaiiDepartmentofHealthMedicalMarijuanaRegistryProgramandMedicalMarijuanaDispensarySystemadvisedattendeesonwhattoexpectwiththedispensariesandthenewmedicalmarijuanalaw.HDOTalsoinvitedtheexecutivedirectorofTheSalvationArmyAddictionTreatmentServicesandFamilyTreatmentServicesandacounselorwithTheSalvationArmyAddictionTreatmentServicestosharea“viewfromthestreets”andtoofferadifferentperspectivetotheDREs.SubmittedbyKarenKahina,HawaiiHighwaySafetyOffice,HIDREStateCoordinatorIdaho2016wasatransitionyearfromoneDECProgramstatecoordinatortoanother.Asaresult,muchoftheyearwasdevotedtoplanning2017trainingclassesandDREschools.Duringtheyear,aProsecutingtheDruggedDrivercoursewasheldwiththeassistanceofIdaho’sTrafficSafetyResourceProsecutor.Theintentwasoriginallytocaptheschoolat40attendees,butbecauseofthelargeinterest,attendancewasexpandedto61people,whichincluded31prosecutorsand30DREs.ThecoursewasverysuccessfulandwellreceivedbyboththeprosecutorsandDREs.Duringtheyear,Idahoappointedofapart-timeadministrativeassistantresponsibleforenteringIdaho’sDREevaluationsintotheNationalDataBase.Oneofthegoalsbydoingthisistogetmoreevaluationsenteredtheninyear’spast.ThenewprocedureinIdahoisfortheDREstosendtheirDREFaceSheetandnarrativereporttotheadministrativeassistantwhothenmakestheentry.SubmittedbyChrisGlenn,IdahoStatePolice,IDDREStateCoordinatorIllinoisDuringtheyear,Illinoislegislationcreatedaperselevel(5ngTHC)forprosecutingmarijuanaimpaireddrivingcases.ThelawalsoutilizesSFSTasevidenceofcannabisimpairment(withapenaltyforrefusaloftheSFST).TheStatePolicetoxicologylabdoesnottestbloodfordrugsotherthanalcohol,withoutapositivescreeninurine.Therefore,samplesaresenttootherlabsfortesting,whichcreatedalongdelayinobtainingDREconfirmations.Italsoincreasescostspertest,and,italsoappearstohaveloweredinterestinDUIDcases.SubmittedbyThomasTurek,IllinoisHighwaySafetyOffice,ILDREStateCoordinatorIowaIn2016,Iowadevelopedagoodpartnershipwithalocalhealthcareproviderdealingwithdrugabuse.ThelocalfacilityassistedwiththeIowafieldcertificationsbyprovidingsubstanceabusecounselorsforthein-stateDREfieldcertificationprocess,whichusedlocalofficersgoingoutonthestreetsandlocatingdrugimpairedpeoplefordrugevaluationsaspartoftheDREfieldcertificationprocess.Byimplementingthisnewprocess,thedrugcounselorsofferedtheirassistancewiththedrugimpairedsubjectsbeforetheyweretakenhome.Thisprovedtobeahugesuccesswiththedrugimpairedpeopletalkingtothecounselors.Inaddition,thecounselorsfoundtheevaluationprocesstobefascinatingandexpressedtheirsupportinassistingwiththetrainingagainnextyear.

Yorktrainedanadditional39DREs.NewYorkcontinuestoworktowardsimprovingonSFSTtrainingwithinthestate’spoliceagenciesandspecificallywithofficerswhoareapplyingforDRESchool.SubmittedbyReneeBorden,NewYorkDepartmentofMotorVehicles,NYDREStateCoordinatorNorthCarolinaDuring2016thereweresixotherDRErelatedtrainingcoursesconducted;NorthCarolinaDMVHearingOfficers,NorthCarolinaMagistrate’sConference,NorthCarolinaConferenceofDistrictAttorneys,andabriefpresentationfortheNorthCarolinaJudge’sConference.Inaddition,aProsecutingtheDruggedDriverCoursewasalsoheldduringtheyear.Duringtheyear,ARIDEtrainingwasstronglyemphasizedacrosstheState.Severalclassesinruralareaswhereclasseshadnotbeenheldinthepast.AnystatetrooperwhohadnotattendedARIDEwasabletoso,helpingtoreachthegoaloftrainingallNorthCarolinatroopersinARIDE.TheARIDEtrainingresultedina63percentincreaseinDRESchoolapplicationsreceivedascomparedtotheprevioustwoyears.NorthCarolinacontinuedtoexperienceabacklogoftoxicologyresults.AnotheridentifiedissuewasthattheStateCrimeLaboratoryandConferenceofDistrictAttorneyswerenotnotifyingDREswhenthetoxicologytestinghasbeencancelledduetoguiltyverdictsoraplea.WorkisunderwaywithlocalclerksofSuperiorCourtandDistrictAttorneys’officestoobtaindatasocasesinthetrackingsystemandrollinglogscanbecompleted.SubmittedbyKennyBenfield,NorthCarolinaForensicTestforAlcohol,NCDREStateCoordinatorOhioDuring2016,theOhioDECProgrammadesomesignificantrevisionstoitsoperationsandexperiencedasignificantincreaseinactivity.Revisionstotheprogramwereinthemissionstatement,applicantprocess,reporting,equipmentandtraining.Theprogramstartedtoexperienceasharpdeclinein2015.Severalfactorscombinedtochallengetheprogram,whichincluded:ApplicantsdeniedcourseattendancebytheSteeringCommitteeafterareviewofonlyanapplicantpacket;CurrentDREsproducedveryfewOVIarrests,sotheprogramwasviewedashavingonlyacourtroomfunctiononly;andtherewerenomeasuresinplacetodeterminetheeffectivenessoftheofficerstrainedintheARIDEandDRE.Inresponsetothesechallenges,themissionstatementfortheOhioprogramwasadjustedtoaccommodatetheneedsofpoliceagenciesandservethefunctionofcourtroomprosecution.Themissionstatementincludedthreecorefocuspoints:1)AggressivelyremoveimpaireddriversfromOhio’sroadways,2)AccommodateasmanytrainingopportunitiesaspossibletomaximizethenumberofofficerstrainedbyDREInstructorsinSFST,ARIDEandDRE,and3)Respondtocallsfordrugevaluationsandassistofficerstosolidifyimpaireddriverarrestsforprosecution.TohelpensurethatDRE-trainedofficersarrestasignificantlyhighernumberofOVIs,theapplicationprocesswasrevisedtoaregistrationprocess.Thestandardswereadjustedtoallowforyoungerofficerstoattendtraining(totallawenforcementexperiencechangedfrom5yearsminimumto2yearsminimum).ThenewphilosophyofutilizingDREsasenforcementofficersgainedtheprogramasignificantinvestmentbytheStateHighwayPatrol,and42troopersweretrainedasDREsinathree-monthperiod.Tomeasuretheeffectivenessoftheprogram,theOhioStateHighwayPatrolbegantrackingimpaireddriversarrestedstatisticsbythespecificcategoriesofDrugImpairedDriver(DID)arrestsandMarijuanaImpairedDriver(MID)arrests.TheresultsgainedtheattentionoftheStatePatrol

staffbecauseOVIarrestsincreasedsixpercentfrom2015,withatotalof25,226OVIarrests,3,309DIDarrestsand1,106MIDarrests.SubmittedbySergeantAdamBurkhart,OhioStateHighwayPatrol,OHDREStateCoordinatorOklahoma2016wasasustainingandre-organizationalyearfortheOklahomaDECProgram.Severaltopicsorprojectswereinitiatedtoimprovetheprogramwithinthestate.Someofthemorenotableissuesincluded:1)ThedevelopmentandorganizationofaDREOversightCommitteetooverseeandguidethevariousagencieswithinthestateandhowtheprogramshouldeffectivelyfunction.2)EstablishmentofaStrategicPlanforthelong-termfuturesuccessoftheOklahomaprogramoverall.3)EstablishingamethodtoevaluatethesuccessorstatusoftheDECProgramwithinthestatewhichwillhelptoaidinthereviewanddevelopmentoffutureStrategicPlans.4)ReviewingthecertificationstatusofDREsinthestateandtomorecloselyevaluatethecontinuedcertificationstatusasDREsforthoseofficersassignedinadministrative,investigative,supervisoryorothernon-patrolpositions.Inthefallof2016,theOklahomaDECProgramwasinvitedtoenterintoapartnershipwithAAAOklahomatocombatdrugimpaireddrivinginthestate.Knowingthateducationofcurrentlyabuseddrugs,drugparaphernalia,andthemarketinganddistributionmethodsareimportantforDREs,AAAInsuranceofOklahomamadeanoffertohelpsupportfundingforanin-stateOklahomaDREConference/In-servicetraining.Thefirstsessionwasplannedforthespringorsummerof2017.Ifsuccessful,AAAInsuranceofOklahomahasindicatedawillingnesstoprovidefundingtowardstheprojectforanadditionaltwoyears.SubmittedbyDeputyChiefJimMaisano,NormanPoliceDepartment,OKDREStateCoordinatorOregon2016sawgreaterlocalandregionalattentiontotheimpactofmarijuanadecriminalizationonimpaireddrivingstatisticsinOregon.Unfortunately,delaysinlaboratoryanalysisandfragmenteddatabasesacrossvariousagenciesmadeitdifficultindeterminingatrueimpactin2016.TheOregonLiquorControlCommission(OLCC),responsiblefortherulesandoversightoftherecreationalmarijuanaprogram,deliveredaninitialreporttotheOregonLegislatureinDecember2016recommendingtheexpansionoftheDECProgram,andbetterdatacollectionamongseveralothercriticalissues.OregonobtainedaDREBloodTestingGrantthatprovidedcrashinvestigatorsandDREsanotherforensicoptionfortheirinvestigations.ThegrantpayedforbloodtestingservicesatNMSLabsortheWashingtonStatePatrolcrimelab,forbloodsamplesrelatedtocollisionsorDUIIinvestigations.In2016,thegranttested240samplesarisingoutof205trafficstops,propertycollisions,injurycollisionsorfatalcollisions.DREsperformed41evaluationsinthesecases,andtheiropinionswerecorroborated83%ofthetime.Thegrantwillcontinueforthe2016-2017federalfiscalyear,astheOregonStatePolicecrimelabacquirestheinstrumentsandstaffingtoofferante-mortembloodtoxicologyservices.SubmittedbySergeantEvanSether,OregonStatePolice,ORDREStateCoordinator

Wisconsin2016wasaproductiveyearfortheWisconsinDECProgram.However,itwasnotwithoutitschallengesandhardships.DREPaulFleischaueroftheMadisonPoliceDepartmentpassedawayonSeptember15,2016attheageof48fromesophagealcancer.Inaddition,Wisconsin’sDREStateCoordinator,SergeantNateThompsonoftheDePerePoliceDepartment,wasstrickenbyillness,preventinghimfromperforminghisduties.Withnocontractandnobudgetforthe2017fiscalyear,theWisconsinDECProgramwasputonholdforseveralmonths.AtemporarycontractandbudgetweresecureduntilSergeantThompsoncouldreturntohisduties.SergeantThompsongraduallyrecovered,butsteppeddownfromhispositionasthestatecoordinatorafterservingastheDREStateCoordinatorforeightyears.TheWisconsinDepartmentofTransportation(WiBOTS)providedfundingforoneDRESchoolduringtheyear.ThesuccessfulcompletionoftheDRESchoolcertified22officersandincludedaforensictoxicologistfromtheWisconsinStateLaboratoryofHygienethatauditedtheschool.ThefieldcertificationportionoftheDRESchoolwasheldinMilwaukee,Wisconsin,whereithasbeenheldfor

DRE Cases of Interest
AnofficerfromtheCostaMesaPoliceDepartmentinCaliforniaarrestedasuspectedDUIDdriverwhowasinvolvedinatrafficcollisionthatresultedinafatality.ArecentlytrainedDREconductedadruginfluenceevaluationonthesuspect.ThefemalesuspectcooperatedduringtheDREevaluationgivingafullstatementaboutthecrash,andadmittedtakingnumerousdrugs,includingVenlafaxine,Carisoprodol,Lithium,Ambien,andLorazepam.Atthecompletionofthedruginfluenceevaluation,thesuspectwascontactedbyCostaMesaPDhomicideinvestigators,atwhichtimesheinvokedherMirandarightsandrequestedanattorney.BecauseofthethoroughDREevaluation,homicideinvestigatorswereabletochargethesuspectwithmurder.TheincidentwasanexcellentexampleoftheimportanceofaDREinvestigationandtheimpacttheycanhaveonmajorinvestigations.
ADREfromtheIndianRiverShoresPublicSafetyDepartmentinFloridawascalleduponbytheSebastianPoliceDepartmenttoconductaDREdruginfluenceevaluationonasubjectthathadexhibitedverypoordriving,hadobviousimpairment,andhadnoodorofanalcoholicbeverageonhisbreath.TheDREbegantheevaluationandduringtheprocess,observedsignsofamedicalcomplication.TheDRElearnedthatthesubjecthadbeenstruckinthefacewithaboardapproximatelytwoweekspriorandhadbeentreatedinatraumaunitforabrainbleed.ThesubjecttoldtheDREthathehadbeenclearedbydoctorstoreturntoanormal lifestyle.TheDREsawclinicalsignsandpupil irregularities that ledhimtodeterminethesubjectwasstillsufferingfromamedicalconditionandsummonedassistanceofmedicalstaff forthe

subject.TheDRE’sactionsandfollowingofprotocolallowedforamedicallyimpairedsubjecttogetthepropermedicalattentionneededandthwartedtheprosecutionofamedicallyimpairedsubject.AMichiganDREstoppedavehicleforspeedingandarrestedthedriverforoperatingundertheinfluenceofdrugs.SFSTsandaDREevaluationdeterminedthatthedriverwasundertheinfluenceofcannabis.Duringtheinvestigation,theDRElocatedmarijuanaalongwith$2,600cash.Duringtheinterviewwiththesuspect,theDREobtainedadditionalinformationregardingthemarijuana.Furtherinvestigationledtotheseizureofapproximatelysevenpoundsofmarijuana,30marijuanaplants,andadditionaldrugsanddrugparaphernalia.
Minnesota DREs were involved in an ongoing investigation involving a local problem driver, whichincludednumerouscitizencomplaintsaboutthesubject’sdriving.InaperiodoflessthantwoyearsthesubjecthadbeenarrestedfivetimesonsuspicionofDWI.Hehadalsobeeninvolvedinnumerousotherdriving incidents,whichwere treated as amedical issue or tired driving, and did not involve a DRE.However,inthefivearrestswhereaDREwasinvolved,thesubject’stoxicologyresultsincludedpositivetestsformethamphetamine,CNSdepressants,andonesyntheticdrug. Inthesyntheticdrugcase,thesubjectcrashedhisvehicle.ThesubjectsubsequentlypledguiltytoallfiveDWIcasesthatinvolvedaninvestigationbyaDRE.InLasVegas,NevadaawomandrovehervehicleontothesidewalkintoacrowdofpeoplealongtheStripkilling one person and injuring thirty-five. An ARIDE trained officer involved in the investigationadministeredSFSTstothesuspectanddidnotsuspectalcoholasacontributingfactor,butdidsuspectdrug involvement. ANevadaHighway PatrolDREwhowas assistingwith the crash investigationwasrequestedtoconductaDREdrug influenceevaluationonthesuspect.Duringtheevaluation,theDREobserved indicators of cannabis and CNS stimulant impairment. The suspect’s toxicology test laterrevealedapositivemarijuanalevelslightlyabovethestate’sillegalperselimit.Duetothecircumstancessurroundingthecrashandotherevidence,thesuspectwassubsequentlychargedwithmurder.TheDRE’sdruginfluenceevaluationwillundoubtedlybeaninstrumentalpartoftheprosecution’scase.DuringtheDecember–NewYear’sImpairedDrivingCrackdownperiod,aNorthCarolinaDREstoppedandarrestedasuspecteddrugimpaireddriver.Duringasearchofthevehicle,asmallamountofmarijuanaandpillswerelocated.Whileconductingthedruginfluenceevaluation,theDREbuiltarapportwiththesuspectresultinginobtaininginformationwhichleadtoaknock-and-talkatthesuspect’sresidence.Thecontactresultedinasearchoftheresidencelocatingoverapoundofmarijuana,morethananounceofmethamphetamine,andnumerousotherprescriptionpillsanddrugparaphernalia.Asingle-vehiclefatalcollisionoccurredinMedford,Oregonresultingindeathofapassengerinthevehicle.Theinvestigationdetermineda21-year-oldmalewasdrivingavanatspeedsupto90mphona30-mphstreetwhilesuspectedofdrivingundertheinfluenceofdrugs.Thevancollidedwithautilitypoleandanunrestrainedpassengerwasejectedandkilled.ADREassistedintheinvestigationbyconductingadruginfluenceevaluation.TheDREdeterminedthesuspectwasundertheinfluenceofhallucinogens,whichwaslatercorroboratedbybloodtoxicology.ThesuspectpledguiltytoDUIandCriminallyNegligentHomicide,andwassentencedto80monthsinprisonand36monthsofpost-prisonsupervision.InanexcellentexampleofhowDREscanbeutilizedinotherinvestigations,aDREfromtheJeffersonCountySheriff’sDepartmentinWestVirginiaassistedinadeathinvestigationinvolvingafather

suspectedofsuffocatinghischildwhileinadruginducedcondition.TheDREutilizedhistrainingandcompletedadruginfluenceevaluationonthesuspect,whichindicatedthatsuspectwasimpairedbydrugs.Theevaluationwillbeinstrumentalintheprosecution’scaseagainstthesuspect.ADREwiththeBrownCountySheriff’sOfficeinWisconsinrespondedtoalocalhospitaltoconductadruginfluenceevaluationonasubjectarrestedbytheDePerePoliceDepartmentonsuspicionofOperatingWhileImpaired(OWI)followingacrash.Itwasdeterminedthesuspecthadingestedmarijuanapriortothecrash.Duringtheevaluation,theDREdetectedthatthesuspect’sdemeanorandbehaviorbegantonoticeablychangealongwithsomeindicatorsnotconsistentwithdrugimpairment.Theevaluationwasstoppedandmedicalassistancewasrequested,resultinginthesuspectbeingtreatedbymedicalstaff.Itwaslaterdeterminedthesuspecthadhadaseizure.TheDRE’sabilitytorecognizetheonsetofaseizureandsummonmedicalstafftoassistwithapotentiallylife-threateningconditionexemplifiedtheimportanceofhavingaDREinvolvedinasuspecteddrugimpaireddrivingcase.AWyomingHighwayPatrolDREwasdispatchedtoanInterstatePortofEntrynearCheyenneregardingapossibleimpairedtruckdriver.ThePortemployeesreportedthatthedriverwouldnotanswerquestions,hadslurredspeech,andappearedimpaired.TheyalsoreportedthatthatthedrivernearlystruckseveralvehiclesashewasenteringthePort.Thedriverwaslaterobservedstaggeringafterexistinghisvehicle.TheDREcontactedthedriverandnotedthedriver’sspeechwasslurred,butnoodorofalcoholwasdetectedonhisbreath.TheDREalsonoticedthedriver’sskinwascoldandclammy.ThedriveransweredtheDRE’squestions,buthaddifficultlyspeaking.TheDREcalledformedicalassistance,althoughthedriverstatedhedidnotthinkitwasneeded.Withinminutesoftherequest,thedriver'sspeechbecameprogressivelyworseandeventuallygottothepointwheretheDREcouldnotunderstandhim.TheDREthennoticedtherightsideofthedriver'sfaceappearedtobedroopingslightly.Oncethemedicalassistancearrived,thedriverwastakentothelocalmedicalcenterandwaslatertakenbyLifeFlighttoDenver,sufferingfromamassivestroke.Inthiscase,theDRE'sinterventionandtrainingassistedinsavingtheman'slife.
