Solkowski (CAPFT) called the joint AAFMP AGM to order at 0835, welcoming guests, dignitaries and members, and confirming achievement of quorum for both Colleges.

Brent Dysart, Communications Director for CAPF addressed housekeeping items on safety, facility layout, etc. and encouraged members to get involved by volunteering on the Council or Standing Committees.

Milton Davies (parliamentarian), reviewed meeting rules - specific to business meeting conduct and Robert’s Rules of Order – relating to voting on motions procedures.

Approval of 2016 AGM Agenda:

Motion carried by both Colleges to approve agenda, with no additions.

Approval of 2015 AGM Minutes:

Motion carried by both Colleges to approve Minutes

from last year’s AGM with no corrections.

KEYNOTE ADDRESSES:

Milton Davies and Mark Solkowski (Past President, CAPFT) gave a joint keynote address emphasizing the key operational changes over the past year to act as one organization at the governing Council – operating as a Joint Council – and at the Standing Committee levels (e.g., exam, program, etc.). There was a focus on unity and change. Thanked the Executive members (Milo Mihajlovich, Dave West, Alex Bloss and Samuel Elkins) for their input and time; thanked consultants Grant Williamson and Ray Hilts for their hard work; thanked staff and Registrars for their work as well. Mentioned the development of a Strategic Plan which will guide us into the future as a united AAFMP.

Milo Mihajlovich and

Dave West gave an update on Act and Regulations Review Committee (ARCC) work with AB Labour over the course of the last year (refer to Annual Reports.

Larry Thiessen with BonVia Consulting Group Inc overviewed the Strategic Plan development, highlighting some of the key elements of the plan.

Approval of Financial Statements:

CAPF: Motions passed to appoint SVS Group LLP Chartered Accountants (Suite 100, 17010-103 Ave, Edmonton) to perform the College’s annual review engagement and Servus Credit Union (10303-107 Ave, Edmonton) as the College’s official bank. Alex Bloss reviewed the Financial Statement (unaudited) for fiscal year ending March 31st, 2016 that had been reviewed and approved by CAPF Council. Further detail can be

found in 2015-2016 Annual Report - Appendix A (page 23) and in Finance Report (page 20).

CAPFT: Dave West, on behalf of Finance Director, Derek Fisher, reviewed the Financial Statement (unaudited) for fiscal year ending December 31st, 2015 that had been reviewed and approved by CAPFT Council. Further detail can be found in 2015 CAPFT Annual

Report - Appendix A (page 19) and in Finance Report (page 5).

Both Colleges carried motions to approve their

respective financial statements.

Presentation of Operating Budget: Alex Bloss presented the CAPF and CAPFT Council-approved 2016-17 joint operating budget. Refer to

Finance Report and Appendix B in 2015-2016 CAPF Annual Report for further details or Finance Report and Appendix B in CAPFT 2016 Annual Report for further details.

Approval of Annual Report: There were no questions raised by members on Standing Committee activities or reports for either CAPF or CAPFT Annual Reports.

Both Colleges carried motions to approve their

respective annual reports.

Marketing Initiative update:

Ryan Hee, CAPF Communications Subcommittee Chair made a presentation on recent deliverables from the Incite Marketing contract.

Final Call for Resolutions from the floor: Resolutions from the Floor were closed off and neither College had any resolutions come forward. Business Meeting was recessed and resumed after Awards Luncheon.

GOA presentation from Bruce Mayer, ADM, Alberta Agriculture and Forestry. Bruce gave a brief update on several forestry initiatives.

AWARDS LUNCHEON HIGHLIGHTS

2016 Frank Appleby Professional Award:

Milo Mihajlovich, RPF 76 received the 2016 Frank

Appleby Professional Award. The award is the CAPF’s most prestigious award given to an RPF who has made exemplary and significant contributions to the College. It is intended to recognize an individual who has performed outstanding volunteer service. Milo is a self-employed forestry consultant with a long and distinguished career. He has diverse project experience, done numerous publications, delivered many technical presentations as an authority on vegetation management, greenhouse gas emissions reduction and herbicide application techniques, silviculture treatments and carbon storage. He graduated from the UofA in 1976 and has been a member of the College since 1986. Milo’s key CAPF volunteer contributions included:

• Serving 3 years on the Governing Council and Executive (2013-2016)

• Taking a leadership role in Act and Regulation Review Committee (ARRC) and Merger Secretariat – overseeing many aspects of the Transformation/merger initiative

• Attending numerous meetings with GOA reps, members and other regulatory bodies; at the national and local levels.

2016 Forest Technologist Professional

Achievement Award:

Ian Witby, RPFT 010109 received the 2016 Forest Technologist Professional Achievement Award. The award recognizes an individual who has demonstrated professionalism in the field of forestry that promotes the principles of CAPFT. Ian has practiced forestry for over 30 years and has become a friend to many. Ian is a 1982 graduate from the Maritime Forest Ranger

School. He has a long and dynamic career both in government and industry. He has been sought after for advice and insight into many forestry issues and is a strong believer in cooperative and collaborative approach to solving issues. Ian’s career has been about building relationships. In the area of First Nations, he believed in building and fostering trust and mutual respect. He also recognized that public involvement in forest management planning was necessary to maintain social license. Ian has always exhibited a high degree of professionalism in the delivery of his duties and is well respected by those who have had the pleasure of dealing with him, in either a professional or personal capacity.

Edgar Koehler Memorial Award: This award recognizes an individual who has demonstrated an outstanding volunteer to the CAPFT commitment and displays exceptional qualities set by Edgar Koehler. The award is presented in honor of esteemed Public Member, Edgar Koehler, who made significant contributions to the College during his extended term on the CAPFT governing Council (2007-2013). Edgar was an outstanding and highly respected individual and this award was established in his memory.

The 2016 recipient is Patrick Gallupe, RPFT 010098 in recognition of his being a key player in the transformation initiative. Pat served for 9 consecutive years, starting on the Continuing Competence Committee and eventually taking on the role of CC Director. In 2011, he began a 3-year appointment on the Executive, holding Presidency from April 2012 to April 2013.

Pat made a part-time job (nearly full) out of being a CAPFT volunteer and put in countless hours and a concentrated effort towards the strategic direction of the day. He was always available to the staff and was a passionate liaison for the profession.

CAPF 20156 Employer Appreciation Award:

JP Bielech, Forester with Incremental Forest Technologies Ltd accepted the Employer

Appreciation Award for supporting Milo Mihajlovich’s volunteer commitment to the College

– 3 years service on CAPF governing Council & Executive (Jun 2013 - Nov 2016).

New RPFs and RPFTs since last AGM:

Brooke Martens and David Strauss, Co-Chairs of the joint Professional Examination Committee, recognized 23 regulated members who recently achieved RPF (10) or RPFT (13) status after passing the professional exam and satisfying post graduate work experience requirements of either College. They went on to recognize the highest marks achieved at the May 2016 exam writing.

Recognition of outgoing Councillors:

Outgoing Councillors who had recently completed 2-year terms were recognized by

Presidents. Middle L to R are Milo Mihajlovich, Brent Dysart and Mark Kube from CAPF

and Nicole Klita from CAPFT. Councillors not in attendance included: Samuel Elkins,

Derek Fisher, Chris Joly, Derrick Kreger and Heather Schnieder from CAPFT.

Noel St Jean and

Dan Wilkinson, CIF Rocky Mountain Section Council reps gave a summary of the CIF AGM that the Section would be hosting in Grande Prairie in Sept 2018.

BUSINESS MEETING – resumed

Business Meeting resumed at 1330:

Both Colleges approved a motion to resume the business meeting around 1330.

2016 Bylaw Amendments:

CAPFT: Three Bylaw Amendments (i.e., Special Resolutions) were put forward by CAPFT relating to last year’s change in fiscal year; requiring several dates that needed change to synchronize with the new fiscal year timing – with respect to member suspension, cancellation and pro-rating of annual membership dues/fees.

Bylaw Amendment (CAPFT) 2016 - 01: Membership fees in arrears A. if any member is in arrears for fees or assessments as of July 1 of the membership year, that member shall be automatically suspended.

CAPF: No Bylaw Amendments put forward by CAPF governing Council or membership.

Ray Hilts did a presentation on the recent changes in Registers effecting RFTs and FTTs – in relation to professional exam writing requirements.

2016 Resolutions: No resolutions were put forward by either College and none were received from the floor.

Incoming President’s Address:

CAPF: Alex Bloss thanked outgoing Councillors: Milo Mihajlovich, Mark Kube and Brent Dysart; also welcoming Brent’s return for another 2-year term as Councillor. Also thanked staff for AGM arrangements and adjusting to a challenging workload over the course of last year. Expressed thanks to contractors Grant Williamson and Ray Hilts for all their assistance in development of the material for AB Labour – relating to legislative change - and development of the Strategic Plan. He also thanked Milton Davies for his contributions during his time of Presidency; presenting him with a gift to recognize those efforts.

CAPFT: Dave West thanked staff and Councillors for their contributions and expressed enthusiasm and optimism about the year ahead as the merger comes to fruition. Dave also recognized Mark Solkowski for his service during his Presidency, welcoming him to his new role as Past President position.

Council Election Results:

CAPF: Four nominees vying for 4 vacant Councillor Positions (i.e., Vice President and 3 Councillors). No nominations received before Call for Nominations deadline of Sept 15th, 2016. Hence everyone appointed by acclamation.

Incoming President Alex Bloss (Executive Chair)

introduced the 2016-2017 Council (both returning and

new Councillors): Burk Strehlke, Lorne Larson and

Ivan Strang continue as Minister-appointed Public

Members; Ryan Hee is the new Vice President

(Finance Chair) and Milton Davies steps into the Past

President position (Nominating Chair). Colin Hanusz

and Ed Anderson appointed as PARB Co-Chairs,

Chris Valaire (Competence Chair) Dawn Griffin takes

on (Communications portfolio), Brent Dysart (Program

Chair and UofA Liaison) and Jim McCammon (Registration Chair).

CAPFT: Nominations were accepted from the floor for several vacant Director positions and since only one name was put forward for some, appointment was by acclamation. Some Director positions still remained vacant as no expression of interest was confirmed at the meeting.

Dave West automatically appointed as President.

Ryan Hee appointed as Vice President by acclamation. No names put forward for Communications Director or Membership Director; recruitment by Council conducted post AGM.

Heath Schneider re-appointed as Hearings Director.

David Strauss welcomed; was appointed as Exam Director May 2016.

Derek Fisher put forward as Finance Director; invalid appointment. Recruitment by Council conducted post AGM.

Councillors continuing on include: Mark Solkowski as

Past President, David Price (CC Director), Joel

Cornish (Complaints Director) and Pearl Stadelman

(ex officio NAIT rep). Shirley Raab and Michele

Sheppard remain on as Public Members (PM) and one PM position is currently vacant.

Business Meeting Adjournment: Both Colleges approved motions to adjourn the business meeting around 1515.
