Director’s Message
Welcome to this year’s edition of the Palm Beach County Division of
Emergency Management (DEM) Strategic Plan. I am very proud of the accomplishments that our world class team has made during this past fiscal year and the future only looks brighter!
In preparation for this document, the Division conducted a full day strategic planning session with all Division of Emergency Management staff. It was a very productive day, full of energy and great ideas. The input of this session was compiled along with additional review and comment from the EM TEAM, as well as, the DEM management team. During our strategic planning session, we realized that in the coming year, we will encounter change and challenges. First and foremost, it has been nearly eleven (11) years since Florida has been impacted by a land-falling hurricane so one of our biggest challenges is to overcome the hurricane amnesia and complacency we see in our audiences. Next, we are seeing a slight reduction in grant funding. Our challenge is to maintain our current grant funding levels and find additional grants to fund new programs. And finally, we need to continue to work to better maintain our operational readiness and sustain our momentum and progress on our projects and programs. This last year, the DEM staff set an ambitious goal to earn accreditation by the Emergency Management Accreditation Program (EMAP); I believe that we will achieve this goal. This is significant. To achieve accreditation, the DEM must demonstrate through self-assessment, documentation and peer assessment, and validation, that its program meets industry recognized standards. The DEM will use the accreditation to prove our capabilities of disaster preparedness and response systems. Accreditation is valid for five years and we must sustain compliance with EMAP standards and be reassessed to maintain accredited status.
I am very proud of the accomplishments that our world class Division of Emergency Management staff has made over the past 12 months. As you read through this document, I know that you will be proud of where we as a Division have been and the direction that we are heading.
The entire DEM Team looks forward to working with our partners throughout Palm Beach County, municipal governments, the private sector, faith-based and non-profit communities, and the 1.4 million County residents to bring about the outcomes set forth in this Plan. Your support and encouragement will ensure our collective success.

Pursuant to the 2016-20 Strategic Plan, the Division of Emergency Management (DEM) accomplished many milestones. FY2015-16 was a very productive year for the Division in spite of a flat operational budget and some staff turnover. Some of the highlights of the Division’s accomplishments for the year are listed below: Human Resources
Hired and trained one (1) new Senior Secretary.
Four (4) new volunteers were recruited to our team.
County Warning Point Migrated the geographical-based notification system from Geocast® to the Vesta Alert™
platform.
Installation of four (4) new 800 MHz radio consoles.
Installation of a new 700 MHz overlay base station.
Operations Readiness/Response Duty Officer Program:
o Response to a bomb threat at the City of Riviera Beach Water Treatment Center.
o Response to a partial building collapse in the City of West Palm Beach.
o Participated in weekly National Weather Service conference calls.
o Conducted equipment training sessions for all Duty Officers to enhance operational readiness.
Meetings Facilitated o Seven (7) EM TEAM meetings o Six (6) EOA Branch meetings o Four (4) EM Municipal Representative meetings o Coordinated various other meeting including Operations Section, Mass Care,
Food & Water Unit, Debris Management, etc., to maintain operational readiness.

Drafted a new contract with the Disaster Recovery Coalition.
Successfully coordinated the StormReady Recertification with the National Weather Services
Shelter Programs: o Received support and started planning for an additional pet shelter site within a
Palm Beach County school. o Implemented a new Western Palm Beach County Cold Weather Shelter
transportation route. o Migrated all of the existing clients from the old Special Needs Shelter database
into the new WebEOC® Special Needs Board.
Radiological Emergency Preparedness (REP) Program: o Facilitated REP Training with first responders. o Designed and implemented the REP Status board in WebEOC®. o Published the REP Reception Center Field Operations Guide. o Received eight (8) donated instruments from Citrus County. o Purchased and modified REP instrumentation kits for field use.
Superfund Amendments & Reauthorization Act (SARA) Program: o Completed 120 site visits and reporting for fixed facility hazardous materials o Developed a new quick reference summary for high consequence hazardous
material sites
Healthcare Plan Review Created and launched the new HCEMP crosswalks
Completed review of 107 Health Care Comprehensive Emergency Management Plans
WebEOC® Upgraded to version 8.0 and 8.1; the interface is more intuitive and user friendly.
Improved the Essential Elements of Information (EEI) Board.
Created the LMS Board.
Conducted WebEOC® training to Logistics Section, as well as other EOC users to maintain operational readiness.
Created a new Special Needs Board.
Community Outreach Participated in numerous community outreach events
impacting more than 2,200 citizens. South Florida Fair – DEM reached over 115 individuals
daily at the 2016 South Florida Fair, teaching them about the importance of emergency preparedness using the core messages of (1) Make A Plan, (2) Build A Kit, (3) Get Involved, and (4) Be Informed. Over 380 individuals used

one of DEM’s Disaster Preparedness Kiosks to learn which hurricane evacuation zone they reside in.
Partnered with Roger Dean Stadium for 2 events to kick off the 2016 hurricane season. Participated in Home Depot Partnership Hurricane Expo in late May. Participated in the Belle Glade Emergency Preparedness Forum. Updated the mobile Kiosk presentation. Continued Social media outreach by attaining over 4,000 followers.
Grants Assisted PBC Animal Care and Control to secure $5,000 in funding from the ASPCA for
equipment for a pet friendly shelter.
Utilized 99% of state and federal grant funding for: o Training o Technology upgrades o Equipment o CERT
Partnerships Following the leadership of the Palm Beach Sheriff’s Office (PBSO), helped develop the
Combating Violent Extremism Program in collaboration with multiple stakeholder agencies applying for a $500,000 grant with the PBSO to fund the program.
Worked with Office of Management and Budget and on compiling information on key personnel needed for tracking disaster-related costs.
Created application map for new equipment that allows baseline applications required for all new equipment.
Continued to work with PBSO Fusion Center.
Developed, designed, and hosted a Private Sector Partnership Workshop in February, 2016, that attracted leaders from various business sectors to discuss disaster preparedness and readiness. Presented salient work plan action steps.
Planning
Revised the Comprehensive Emergency Management Plan (CEMP), which was approved by the State of Florida and adopted by the Board of County Commissioners on May 17, 2016.

Five (5) new LMS projects were introduced, evaluated, and ranked in the project
prioritization list (PPL). Training
Coordinated and submitted the application to EMI for the Integrated Emergency Management Course (IEMC) Preparing the Whole Community for a Complex Coordinated Attack. Class was awarded by EMI to Palm Beach County for June 2017.
Increased NIMS compliance of EOC responders to 75.62%.
Enhanced DEM employee professional development by identifying that 57.1% of DEM professional staff have completed the PDS (goal was 25% by September 2016, and 35% by September 2017).
Planned and coordinated 19 training courses for stakeholders & DEM for 488 individuals.
Exercises Coordinated and facilitated the 2016
Statewide Hurricane Exercise Hurricane Kimo for over 153 participants.
Assisted Horsley Witten with the coordination of the 2015 Florida State Level Water Sector Functional Exercise at the Palm Beach County EOC.
Participated in the Virtual Tabletop Exercise Recovery, conducted by the Emergency Management Institute.
Designed and held an Emergency Operating Area (EOA) field-based functional exercise.

Designed and facilitated the full scale FEMA-evaluated Radiological exercise at the EOC.
Facilitated and participated in a Hazmat Virtual Tabletop Exercise (Chlorex), conducted by FEMA’s Emergency Management Institute (EMI).
Designed the Region 7 Mass Care Tabletop Exercise; will participate in this exercise in August 2016.
Participated with the Region 7 AHIMT in the Admin/Finance Unit during Operation Heat Shield at the Miami Marlins Stadium.
Participated with the Region 7 AHIMT in the Admin/Finance Unit during the Delray Beach Saint Patrick’s Day parade.
Participated with multiagency IMT for the Marathon of the Palm Beaches.
CERT & Citizen Corp Coordinated four (4) Community Emergency Response Team (CERT) courses at Palm
Beach State College, including a Medical Magnet class of students from Lake Worth High School.
Coordinated three (3) CERT Organization of County Cert (OCC) meetings. Logistics
Completed annual fixed assets analysis with all items accounted for.
DEM staffed the Incident Command Post for the Marathon of the Palm Beaches that was held on December 5, 2016.
Emergency Medical Services (EMS) Office 178 EMS vehicle inspections were completed.
Five (5) seats were appointed to the EMS Advisory Council.
Six (6) COPCN’s were issued.
A new EMS website was established at www.pbcems.org
EMS Awards Ceremony honoring the outstanding EMS heroes of our community was held on May 20, 2016.
Completed a countywide EMS Strategic Plan.
Reimbursed ten (10) municipal EMS agencies totaling $260,000 for EMS equipment.
CPR Day Was held on Saturday, February 13, 2016.
Twenty-two (22) fire stations around the County participated.

Trained 628 members of the public in “Hands Only CPR.”
Coordinated efforts in the training of 6,000 high school students countywide.
EOC Facility Projects Conference Room 3: Phase 2 of our video switching and upgrades and technology
enhancements.
Conference Room 2: completed an entire remodel of the room, upgrading all of the technology and added video switching (i.e., Crestron®) capabilities.

Kitchen Remodel: upgrade some of the appliances and furniture to enhance the functionality during “gray” skies, but also to improve the comfort for employees as a break room during “blue” skies.
Community Rating System (CRS) Developed, wrote and got the Program for Public Information (PPI) approved through the
BCC for educating the community concerning matters pertaining to floodplain management and to highlight the importance of flood mitigation to the community.
