A Home for Liberal Activists Americans for Democratic Action 2019 Congressional Voting Record T HE 115 TH C ONGRESS , 2 ND S ESSION : P ARTISANSHIP REIGNS IN T RUMP E RA During the first two years of Trump’s presidency we saw both the House and Senate chambers wallowing in dysfunction. Tea Party slogans and reality do not make for good legislative work. Most of the damage, and it was damage, was done by executive order and Senator Mitch McConnell’s persistent push to pack the courts with unqualified conservative judges. The nation answered, with ADA helping lead the way, by resisting, organizing, and electing a more progressive Democratic majority in the House. That swift and sweeping change had an immediate impact on the legislative work of the House. Under Democratic leadership the House passed important legislation that presages what could be accomplished with a liberal Democratic House, Senate, and President. The House passed bills to restore the Voting Rights Act that has been emasculated by the Supreme Court. It passed important bills to promote election integrity, including paper ballots, requiring disclosure of presidential candidates’ tax returns, making Election Day a federal holiday. It promoted women’s rights and extended all civil rights laws to LGBTQ individuals (the Supreme Court extended employment rights but more to do!). Meanwhile the Senate stymied all this legislation and busied itself continuing to ram through Donald Trump’s extremist nominations to the important US appellate courts and federal agencies. While the House voted repeatedly to reverse the Trump Administration’s deregulation of business, the Senate ensured that those regulations were preserved. The result seen in our annual ADA Voting Record reflects that tale of two chambers with our selected votes in the House reflecting progressive change and Senate votes heavily focused on judicial and administration appointments and notably devoid of positive legislation. It should be noted that the scores of numerous legislators, especially in the Senate, were affected by their vying for the Democratic Presidential nomination. Senators Harris (D-CA), Booker (D-NJ), Gillibrand (D-NY), Klobuchar (D- MN), Michael Bennet (D-CO), Bernie Sanders (I-VT), Elizabeth Warren (D-MA) as well as House Representatives Tusli Gabbard (D-HI), Tim Ryan (D-OH), Seth Moulton (D-MA), and Eric Swalwell (D-CA) may have had their scores affected by missing votes during the caucus and primary season. In no case did their absence affect the outcome of the vote. As 2019 turns to 2020 and a critical election year, ADA is continuing to follow this divide in priorities between the two chambers but perhaps more importantly we are committed to changing this legislative logjam by working to elect forward thinking progressives at all levels and end Trumpism.
