    A MESSAGE FROM THE

    EXECUTIVE DIRECTORSDear Peace Voter,

    When voters expressed their hope or change in the 2008 election, they demanded a new direction

    or U.S. oreign policy. In the rst days o the new administration, the President used the bullypulpit to bring a rereshing change o tone to U.S. statecrat. His willingness to personally and

    repeatedly embrace the vision o a world ree o nuclear weapons is one o the highlights o thepast year that this voting record does not capture.

    However, voters are not seeing the kind o strong change in oreign policy many o us hoped orA year into the presidents term, real progress on nuclear disarmament has not yet been achieve

    Obamas decisions to twice increase the number o U.S. troops in Aghanistan were, simply put,the wrong strategy to bring peace to the region.

    In act, anyone watching the political action this year knows that Washington, D.C. has a way otripping up hopes and visions on their way to becoming realities. Despite the publics clarion call

    or change, the votes here demonstrate that transorming an outmoded, saber-rattling approach

    to oreign policy is still incredibly challenging. You may be surprised to see scores have loweredsince the Bush era, as many Democrats teamed up with Republicans to vote in avor o discreditedstrategies like blunt military orce and harsh sanctions.

    The debate on the war in Aghanistan has embodied the lack o oreign policy boldness and

    creativity in Congress and the White House. Most o Congress publicly supports the currentmilitary-dominated strategy, even while many have privately shared serious concerns about itsviability. Like a sleepwalker going through the motions, Congress has unded a military-dominated

    approach while underunding civilian alternatives, even though almost everyone now agrees thathe problems acing Aghanistan cant really be solved using military tools. But even in this toug

    year in which politicians stuck to old habits and many Democrats hesitated in criticizing their ownpartys president, our supporters applied enough pressure to get leading members o Congress t

    voice their skepticism o war and speak out or peaceul alternatives. With your help, our organizin

    can continue to bring more politicians into the old.

    I youre reading this voting record you know that real democracy means more than votingevery ew years. It certainly means a lot more than the non-stop, smash-mouth grudgeest that i

    the perpetual campaign season. For democracy to fourish, citizens need to be ully engaged. Anthat means learning more about the critical issues that ace the country and tracking what your

    representatives are doing.

    This voting record helps you know the score you know whether your representatives in

    Congress are standing up or a oreign policy that refects your values.

    But knowing the score is, o course, not the end o your engagement. We invite you to let yourrepresentative and senators know that you know. Communicate your views oten by calling, writin

    or e-mailing or better yet visiting their oces. And when election time rolls around, vote yoviews. True and lasting change doesnt come easy and it doesnt come in a single election or a singl

    year. Engaged citizens need to keep speaking out and keep pushing. Issue ater issue. Vote ater vote

    BEST AND WORST

    OF CONGRESS IN 2009

    Best Worst

    GRASSROOTS POWER AND COMMON SENSE DEFEAT

    WASTEFUL F-22 FIGHTER JETSWhen the Obama administration released its rst Pentagon budgetin early 2009, they cut back on obsolete weapons systems such as theF-22 ghter jet. Unortunately, some members o Congress didnt getthe message that the Cold War is over. The House added money orF-22s at a long-term cost o $2 billion, and the Senate ollowed with$1.7 billion or seven F-22s.

    Peace Action and the wider arms control community responded inorce with a clear message: No money or Cold War weapons! Withpressure mounting, Sens. Levin (D-MI) and McCain (R-AZ) oered

    an amendment to strip the unds, which passed in a vote that splitboth parties (Senate vote #235). When it became clear that the F-22boosters were losing, the House stripped the unds rom their versiono the budget (House vote #661).

    SLOW BUT STEADY PROGRESS ON AFGHANISTANAs President Obama prepared or escalation in Aghanistan, advocateso non-military alternatives undertook the dicult job o convincingmembers o Congress to publicly question the reliance on increasedmilitary orce.

    The rst sign o progress was the vote on Rep. McGoverns (D-MA)amendment requiring the Deense Department to present an exitstrategy by the end o the year (House vote #453). Although theamendment ailed, a majority o Democrats voted or this importantmilestone. Progressives like Reps. McGovern, Lee, Woolsey, Honda,Ellison, Kucinich and Grijalva and Sens. Feingold and Sanders led thecharge in speaking out or a new approach. Republican Rep. Jonessucceeded in getting some o his colleagues on board.

    As we kept the pressure coming, concern in Congress grew. SpeakerPelosi remarked that the plan to send more troops would be hard tosell to Congress because o constituent pressure. The roster o skepticsgrew to include deense-minded politicians like Rep. Harman (D-CA)and Sen. Levin (D-MI). The pace o progress can be rustrating, butits important to recognize how ar weve come as we work to promotesmart, non-military alternatives.

    GOODBYE TO NUCLEAR PORK IN THE STIMULUS

    The Senate Appropriations Committee took advantage o theeconomic crisis to sneak $1 billion or the nuclear weapons complexinto the stimulus package. And who would pay or this pork? A groupo centrist senators tried to lower the overall price o the stimulus bycutting Pell Grants and $1.1 billion or Head Start. Our supportersknew that the last thing our bloated nuclear weapons complex neededwas an inusion o cash.

    Peace Action helped build a coalition to expose the attempt to sneaknuclear weapons into the stimulus. Our members wrote letters to theeditor and fooded the Senate with emails and phone calls. Facingmounting outrage, the House and Senate removed the wasteulunding rom the nal version o the bill.

    HARSH SANCTIONS ON IRAN THAT WONT WORK AND

    WILL BACKFIREWhile President Obama began delicate negotiations with IranCongress couldnt resist meddling. This resulted in the IranReined Petroleum Sanctions Act, a bill punishing companiewho sell rened petroleum to Iran. There is little evidence thathese sanctions can change the Iranian regimes behavior, anthey are likely to backire.

    But politicians didnt let acts get in the way o their desire tbe tough on Iran. Ater Irans tumultuous presidential electioRep. Howard Berman (D-CA), lead sponsor o the bill, push

    orward with a vote in the House, and Sen. Chris Dodd (D-Cadvanced an even more aggressive bill in the Senate. Despitethe past ailures o this approach, the House passed the bill ba lopsided 412-12 in December (House vote #975). The Senatpassed Dodds bill by an unrecorded voice vote in early 2010and the inal version o the bill is pending.

    UNDERMINING AN EVEN-HANDED APPROACH IN GAAs the confict in Gaza raged in early 2009 and casualties rosethe international community united around the call or anunconditional ceasere to quell the violence. Plagued by datecounterproductive thinking about what it means to be pro-Israel, the House brought a one-sided bill to the loor thatchronicled many criticisms o Hamas and explicitly called orall blame to be placed with one side o the conlict. At a timwhen a uniied call or a ceaseire could have created enoughinternational pressure to end the conlict and save lives, theHouse voted a whopping 390-5 in avor o this biased resolutiothat gave cover or continuing the conlict (House vote #10)

    Ater the ighting inally came to a close, the UN enlistedrenowned human rights investigator Richard Goldstone tolaunch an inquiry into the confict. Goldstone, a sel-describedZionist who led investigations in Rwanda and the ormerYugoslavia, accepted the mandate only when he determinedhe could investigate both the Israeli government and HamasThe Goldstone Report concluded there were crimes committed

    on both sides o the conlict. Still, Congress condemned thereport as irredeemably biased, and urged the administrationto rebuke it in a 344-36 vote (House vote #838).

    CUTTING PENTAGON PORK

    1 QCUTTING SPENDING TO FUND HUMAN NEEDS

    (ROLL CALL #188)Including the wars in Iraq and Aghanistan and nuclearweapons, the U.S. military budget has grown an astounding78% since 2000. Rep. Lynn Woolsey (D-CA) oered this

    alternative budget amendment that would have cut wasteulweapons systems and other unnecessary programs and ended

    the war in Iraq, then used the savings or programs likeuniversal health care and reducing poverty. Failed, 84-338.

    2 j ROBBING ENVIRONMENTAL CLEANUP TO FUNDMISSILE DEFENSE (RC #455)Its bad enough to waste tax dollars on a weapons systemthat has never completed a realistic test and doesnt deend

    against 21st century threats. But Rep. Trent Franks (R-AZ)took bad to worse by oering this amendment to restore $1.2

    billion that was cut rom this boondoggle by robbing romenvironmental cleanup unds. Failed, 171-244.

    3 QCUTTING FUNDING FOR PLANES THEPENTAGON DOESNT WANT (RC #661)To shed waste rom the Deense budget, the Obama

    administration cut money or additional F-22 ghter jets obsolete planes designed to ght the Soviet Union. Underpressure rom weapons companies with high-priced contracts

    at stake, the House Armed Services Committee added $368

    million to the Deense Authorization bill or 12 additionalF-22s, with a long-term cost o $2 billion. Ater the Senateresponded to grassroots pressure and a veto threat rom

    President Obama by cutting the unding, the House ollowedsuit. Passed, 269-155.

    U.S. RELATIONS WITH IRAN

    4 jFORCING A VOTE ON HARSH SANCTIONS ONIRAN (RC #327)

    At a highly charged moment right beore the Iranianpresidential election, Rep. Dan Burton (R-IN) pulled asurprise procedural move to scrap the vote on the State

    Department Authorization bill and replace it with a voteon broad sanctions on Iran. At the time, Congress was

    purposely reraining rom a vote on the bill due tothe administrations ongoing diplomatic outreach eorts.

    Failed, 174-250.

    5 j SANCTIONS ON IRAN THAT WONT WORK ANWILL BACKFIRE (RC #975)

    Despite little evidence that harsh sanctions punishingcompanies who sell petroleum to Iran would elicit positivchanges rom the Iranian government, Congress plowed

    ahead with passing this dangerous bill that would hurt theIranian people. The vote came in the midst o the Obama

    administrations attempts to use diplomacy to resolve tensionwith Iran over its nuclear program. Passed, 412-12.

    THE WARS IN IRAQ AND AFGHANISTA

    6 j BILLIONS FOR A MILITARY-DOMINATEDAPPROACH IN AFGHANISTAN AND IRAQ (RC #265

    This supplemental unding bill provided $80 billion or thewars in Iraq and Aghanistan on top o the money allocated

    in the Fiscal Year 2009 budget. Despite President Obamasstated commitment to building civilian capacity inAghanistan, less than 10% o the unds were allocated or

    non-military tools. Passed, 368-60.

    7 j UNDER PRESSURE, HOUSE PASSES FINALVERSION OF WAR FUNDING (RC #348)Ater money or a loan to the International Monetary Fund

    was added to the supplemental bill, Republicans deecteden masse. The administration and Democratic leadership

    put signicant pressure on antiwar Democrats to changetheir votes on this inal version and ensure its passage,

    despite their moral objections. Passed, 226-202.

    8 QCALLING FOR AN EXIT STRATEGY (RC #453)As the Aghanistan war approached its eighth anniversary,the administration developed plans to send additional troops,

    but had not articulated a timerame or the U.S. militarypresence or an exit plan. This amendment by Rep. Jim

    McGovern (D-MA) would have required the Deense Secretaryto present an Aghanistan exit strategy to Congress

    by December 31, 2009. Failed, 138-278.

    WAR IN GAZA

    9 jONE-SIDED SUPPORT FOR ISRAELS USE OFFORCE IN GAZA (RC #10)

    According to renowned human rights investigator RichardGoldstone, both Israel and Hamas engaged in war crimes in

    the Gaza confict. Goldstones report documented Israelsindiscriminate use o repower and deliberate attacks oncivilians and civilian inrastructure in its attack on Gaza in

    late 2008 and early 2009. In the midst o this heated confict,Congress passed this one-sided resolution tacitly approving

    o Israels use o orce at a time when most o the internationalcommunity was calling or a ceasere. Passed, 390-5.

    10 jCONDEMNING THE GOLDSTONE REPORT ONGAZA (RC #838)

    Judge Richard Goldstone, respected human rights investigatorwho led investigations in Rwanda, Yugoslavia and South Arica,

    issued a thorough and evenhanded report on Operation CastLead in Gaza, documenting war crimes on both sides o the

    confict. The House passed this resolution dismissing the widelyhailed report as irredeemably biased and unworthy o urtherconsideration, without accurately reuting any o its contents.

    Passed, 344-36.

    TORTURE AND HUMAN RIGHTS

    11 jATTEMPTING TO BLOCK THE CLOSURE OFGUANTANAMO BAY PRISON (RC #361)

    In response to President Obamas executive order to close thenotorious Guantanamo Bay prison, Rep. Jerry Lewis (R-CA)oered this amendment to prohibit the use o Department o

    Justice unds to carry out the order. Failed, 212-213.

    12 QTRANSPARENCY AT THE WHINSEC MILITARYTRAINING FACILITY (RC #454)

    Rep. Jim McGoverns (D-MA) amendment requires publicdisclosure o the names o students and instructors at the

    Western Hemisphere Institute or Security Cooperation(ormerly known as the School o the Americas), a military

    training acility that produced ormer military dictatorManuel Noriega, and was linked to human rights abuses inLatin America. Passed, 224-190.

    13 jBLOCKING GUANTANAMO DETAINEES FROM

    U.S. PRISONS (RC #783)Republicans attempted a last minute procedural move to

    add language in the Homeland Security Appropriations billto prevent the transer o any Guantanamo detainee to the U.S.

    or prosecution or incarceration. This was another attemptto throw up roadblocks to improving the U.S. governmentstreatment o detainees and adherence to the rule o law.
