While this report reflects on thework undertaken in 2019, the annual report is published in June 2020 tocoincide with our Annual GeneralMeeting. As such, we would be remissin not recognizing that the world is facing a significant crisis. In a matter of months, the COVID-19pandemic has spread worldwide, forcinggovernments and officials around the globe to take extraordinary actions toprotect their people. Social distancingmeasures have been implemented tocontain the pandemic, leading to thecancellation of thousands of events and the closure of non-essential businesses. Upon reflection, it seems like aneternity has passed since many of theactivities of 2019 took place. In fact,one wonders if the operatingenvironment in which charities,nonprofits and social entrepreneursfunction has been profoundly altered.
One thing continues to resonate. Whetherit was the work of 2019 or the pandemicof 2020, the need for organizations thatlook out for the best interests of thoseworking, volunteering and delivering vitalservices to people remains criticallyimportant. From catalyzing sectoral interests for the2019 federal election to workingcollectively with others to stronglyadvocate for the sector’s needs during thepandemic, we are seeing a risingawareness of the importance ofmaintaining a social fabric in this country. In thinking about the work andeffort put forth by the Board of Directorsand staff of Imagine Canada in 2019, thefoundation for an effective sectoralresponse to COVID-19 was being laid -stronger relationships were forged withprovincial and national counterparts,there was a focus on the economicstrength and contribution made by thissector and progress continued inenhancing trust with Canadians.

We write this report knowing thatthe future of many organizations is atstake. The changes that have takenplace in recent weeks and months havemeant that all of us are transformingour services, our business models andour operations to function in a societythat will look substantively differentthan 2019. The situation is still dire for manyorganizations across the country, andour sector needs help to survive thepandemic and re-emerge strong associety re-awakens. We are delighted to share ourthoughts about 2019 and are lookingforward to working with you and yourorganizations as we collectively learnand adapt to an ever-changing future. IMAGINE CANADA'S POLICY AND ADVOCACY WORK To build a stronger charitable sector, Imagine Canada has been advocating for changesto address issues such as financial sustainability and legal and regulatory modernization.COVID-19 has further emphasized the need for change and government action, and in2020 we are driving forward to ensure an environment where public policy is responsiveto, and supports the work of, charities and nonprofits, through, during, and after thecrisis. The following are highlights of our work in 2019.
Senate Committee In June 2019, the SpecialSenate Committee for theCharity Sector releasedCatalyst for Change: A Road-map to a Stronger CharitableSector , which featuredrecommendations covering a range of sector-wideissues, including a home ingovernment, financialsustainability, and a processleading to legal andregulatory modernization.Since then, Imagine Canadahas been engaging sectorleaders in a dialogue aimed at identifying priorities withrespect to the recommen-dations, and urging thegovernment to take action.
Federal Election A federal election is anopportunity for the sector to make our priorities heard in Ottawa. Monthsbefore the 2019 election,Imagine Canada launched a campaign to ask MPs toinclude measures for thesector in their party’selection platform. Ouronline Election Hub, whichincluded election mate-rials, toolkits, cross-sectorpolicy priorities andquestions for candidates,was supported by a socialmedia engagementcampaign and partnerships.
Investment Readiness Program In 2019, the federalgovernment announced theInvestment ReadinessProgram, including ImagineCanada as one of the sectorpartners. Our role is tosurvey charity leaders on the topic of social innova-tion and social finance,engage stakeholders, andmobilize related knowledgeto in-crease awareness aboutthe social finance marketplace. With charities increa-singly looking at diversifyingtheir sources of revenue andcapital, we expect thisresearch to be of great in-terest when it is released inAugust 2020.

Unfair or Unwanted As charities face a long-term crisis of financialsustainability, they arelooking at ways to increaseearned income. At the sametime, for-profit businesseshave become more active inareas once thought to bethe unique domain ofcharities. Chief EconomistBrian Emmett concludesthat businesses andcharities co-exist in manymarkets, both benefitingfrom government support,and that tax concessionsfor charities have little, ifany, effect on marketshares and earnings ofbusinesses.
The State of Evaluation Increasingly, charities arebeing asked todemonstrate the impact oftheir programs andservices. To help sectorleaders understand therange of evaluationoptions available to them,we conducted a survey ofthe evaluation practices ofmore than 1,800 Canadiancharities. This researchshows how charities aremeasuring and evaluatingtheir work, how they aretalking with their fundersabout evaluation, and whatenablers and barriers theyare facing.
INSIGHTS FROM IMAGINE CANADA
Profit, Purpose, and Talent 2019 saw historically lowunemployment, with fiercecompetition for top talent. Even in a dramaticallychanged employmentmarket, employers willcontinue to look for newavenues to attract andretain highly engaged andperforming employees. Thisstudy leverages a poll ofover 1,500 Canadians,showing that employees,particularly those with themost education, the mostincome, and those in seniorand specialized positions,put great emphasis on thedonations of theiremployers.
The insights and analyses provided by our research team help charities and policy-makersunderstand current challenges, trends and opportunities. Our research aims to support andshape the future of the charitable sector, and helps charities, nonprofits and regulatorsmake better decisions as they chart the path forward to recovery.

IMAGINE CANADA'SSOCIAL ENTERPRISES Imagine Canada's flagship services collectively support the social good sector, buildinga stronger foundation for Canadian communities to flourish. During COVID-19 we havebeen proud to continue this support, and adapt our programs to meet new challenges
Standards Accreditation The Standards accre-ditation process helps build resilience by ensu-ring that charities havestrong governance andmanagement systems inplace. These systemsbolster organizations'ability to adapt quickly,generate creative solu-tions, and rethink theirprograms and fundraisingmodels in the face of thecurrent reality and a likely different future.
Grant Connect Grant Connect, ImagineCanada's fundraising re-search and managementplatform, continues to be atrusted source of informa-tion for charities as thefunding landscape shifts andgrantmakers adjust theirprogramming in response tothe crisis. When distancingmeasures were put in place,we made the CommunityEdition of Grant Connect,which is typically accessiblevia local resource centres and libraries, available tocharities directly.
Caring Company Certification Corporate communityinvestments are an integralpart of our vision for avibrant and resilientsocial good sector. TheCaring Company Certifica-tion encourages corpo-rations to adopt a leader-ship role as investors of 1%of pre-tax profit intostronger communities.Through this support, ourCaring Companies areplaying a major role duringthe crisis, donatinghundreds of millions dollarsto support recovery.
