Interstate Bridge Replacement Program Funding

• Both WA and OR committed funding in 2019 to restart bi-state bridge replacement work:

• $35 million allocated in the WA 2019-2021 transportation budget (HB 1160)

• $9 million approved by the Oregon Transportation Commission

• ODOT and WSDOT have agreed to share all bridge replacement planning costs equally between the states

Partnering Process

GEC Scope of Work The GEC will provide the IBRP with the resources needed to advance the program through NEPA completion (Record of Decision) and pre-construction. Major work items will include, but are not limited to: • Completing the NEPA reevaluation

process • Environmental Planning: publish SDEIS,

select LPA, publish SFEIS, obtain ROD • Travel demand forecasting • Traffic analysis • Alternatives development and analysis • Highway engineering and planning • Transit engineering and planning • Surveying • Development and implementation of a

coordinated communications strategy and public engagement plan

• Risk identification and management • Development of funding structures and

strategies • Developing a program delivery plan for

construction • Obtaining necessary program permits

Disadvantaged Business Enterprise (DBE) Participation • The resulting Master Agreement will be subject to a 15 percent DBE goal. Participation will be tracked through the WSDOT B2GNow system and all contractors will be required to have access in order to submit documentation throughout the life of the contract.

• For this program only, DBE is defined as Under-Utilized DBEs certified by the Washington State Office of Minority & Women’s Business Enterprises (OMWBE) and all DBEs certified by the Oregon Certification Office for Business Inclusion and Diversity (COBID).

• To count towards the goal, a consultant has to be DBE certified in Oregon or UDBE certified in Washington. There is no need within this program to be certified in both states to count toward the program goal.

Disadvantaged Business Enterprise (DBE) Participation Continued • ODOT/WSDOT sees value in a Consultant who utilizes a proactive and collaborative approach on a regular basis to solicit interest and bids from DBE sub-consultants. Firms will have the opportunity to demonstrate their commitments and methods to obtain DBE participation in their Inclusion Plan and Diversity Lead position, which is required and scored as part of the RFQ submittal.

• The WSDOT’s White Women Waiver remains in effect for Washington DBEs. Firms with only a Washington DBE certification must be UDBEs (Underutilized) to count towards the FHWA goal. All firms certified as a DBE in Oregon will count towards the overall project DBE goal, including Non-Minority Women Owned Firms from Washington State also certified in Oregon by COBID.

Selection Process • A two-phase process will be used to select a consultant for this program.

• The first phase will be submittal review. Firms short-listed from the submittal review will advance to the second phase of the process and will be invited to interview.

• Following the interviews, scores from the submittal review and the interview will be combined, and the consultant with the highest combined score will be selected.

• The submittal score and interview score will be weighted equally when determining the final score.

Scoring • The following criteria will be used to evaluate and score the submittal:

1. Qualifications/Expertise of Firm(s) on Team; 2. Program Delivery Approach and Technical Experience; 3. Inclusion Plan; 4. Qualifications of Key Personnel; 5. Firm’s Program Management System; 6. References/Past Performances (Prime Consultant Only)

• Interview score will be based on the team’s ability to demonstrate their combined experience, capabilities, and approach to deliver the program. The Consultant Program Manager must lead the presentation.

Submittal Details • Submittals must be in PDF format, submitted as 8.5” x 11” sheets, single sided, and with text (font) size no smaller than 12 points.

• If charts and/or graphs are utilized text (font) size must be no smaller than 8 points. • Your SOQ must be broken into two packets:

Packet A consists of: • Your responses to scoring Criteria 1 through 5.

• Note: “Packet A” is limited to a maximum of thirty (30) pages, single sided only, not including the front cover, back cover, and section title/transition tabs. The page limit includes resumes.

Packet B consists of: • Your letter of transmittal; • Your response to scoring criteria 6; • Your Submittal Information Packet

forms for you as the prime and all of your proposed sub-consultants;

• Note: Packet B has no page number limitations. Material other than what is required will be removed and discarded

Submittal Details Continued • The Statement of Qualifications shall meet the following requirements or will be deemed non-responsive and will not be eligible for consideration of thiswork: • Title of the Request for Qualifications and your firm clearly identified on the cover of the submittal Packets “A” and “B”, and the letter of transmittal;

• Statement of Qualifications broken into “Packet A” and “Packet B” as indicated on the previous slide;

• Responsive to all evaluation criteria; • Meeting page limitations and font size requirements; and • Meeting submittal deadline submission date (4:00 pm PST on June 18,2020).
