A Resolution to Amend the Constitution to Clarify the Second Amendment

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1

RESOLVED, By two-thirds of the Congress here assembled, that the following article 2

is proposed as an amendment to the Constitution of the United States, 3

which shall be valid to all intents and purposes as part of the Constitution 4

when ratified by the legislatures of three-fourths of the several states 5

within seven years from the date of its submission by the Congress: 6

ARTICLE -- 7

SECTION 1. The right to “Keep and Bear Arms” enumerated in the 2nd amendment is 8

clarified to NOT include a right to sell, purchase, or transfer ownership of 9

firearms, firearm accessories, or ammunition. Both the federal 10

government and the states may pass laws to limit or ban salable goods, 11

and regulate who can purchase such goods. 12

SECTION 2. Federal laws which regulate, limit, or ban the sale, purchase, or transfer 13

of ownership of such goods are supreme over state laws and 14

state constitutions when in conflict. 15

SECTION 3. The Congress shall have power to enforce this article by appropriate 16

legislation. 17

A Bill to Withdraw the United States from NATO to Preserve National Security

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. The United States will fully withdraw from the North Atlantic Treaty 2

Organization. 3

SECTION 2. Withdraw is defined as to stop being involved in a situation, having a 4

particular responsibility, or belonging to an organization. 5

SECTION 3. The United States Department of State will oversee the enforcement of 6

the bill along with the formal withdrawal from the North Atlantic Treaty 7

Organization. 8

A. The process for doing so is clearly defined in Article 13 of the North 9

Atlantic Treaty. 10

SECTION 4. This bill will be enacted upon the start of the first fiscal year following this 11

bill’s passage. 12

SECTION 5. All laws in conflict with this legislation are hereby declared null and void. 13

A Bill to Ban Test Mandatory Admissions Policies in Public Colleges and Universities

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. Any public college or university that considers the results of standardized tests for 2

undergraduate admissions shall not receive Federal funding. 3

SECTION 2. Public College or University is defined as any post-secondary educational institution that 4

currently receives state or federal funding and provides vocational or educational 5

training. 6

Undergraduate Admissions are defined as decisions regarding the acceptance or 7

rejection of applicants for a Bachelor, Associate, or Technical Degree. 8

Standardized tests include but are not limited to national tests including but not limited 9

to the ACT, SAT I, SAT II, and PSAT. 10

SECTION 3. The Department of Education shall oversee the enforcement of this legislation 11

SECTION 4. This act shall take effect March 1st, 2020 12

SECTION 5. All laws in conflict with this legislation are hereby declared null and void. 13

A Resolution to Amend the Constitution to Change Legal Voting Age to Sixteen

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1

RESOLVED, By two-thirds of the Congress here assembled, that the following article 2

is proposed as an amendment to the Constitution of the United States, 3

which shall be valid to all intents and purposes as part of the Constitution 4

when ratified by the legislatures of three-fourths of the several states 5

within seven years from the date of its submission by the Congress: 6

ARTICLE -- 7

SECTION 1. The Right for Citizens who are at or above 16 years of age as of any 8

election day after January 1, 2022 shall not be restricted or denied by Federal, state, or 9

local governments in the United states of America to vote in any federal, state, or local 10

election. 11

SECTION 2. The Congress shall have power to enforce this article by appropriate 12

legislation. 13

SECTION 1. A bill to declare a running away an act not punishable by law. 2

SECTION 2. Punishable: (of an act) subject to a judicial punishment; 3

Law: the system of rules which a particular country or community recognizes as 4

regulating the actions of its members and which it may enforce by the imposition of 5

penalties 6

SECTION 3. The executive branch will oversee this bill 7

A Joint Resolution to End All Military Aid to the Philippines

WHEREAS, The Philippine Drug War has led to the deaths of thousands of civilians; 1

and 2

WHEREAS, President Rodrigo Duterte’s military actions have led to extrajudicial 3

executions and a rise in authoritarianism; and 4

WHEREAS, United States military aid has been proven to be used against civilians 5

regardless of guilt; and 6

WHEREAS, Other countries in Southeast Asia have emulated Duterte’s corrupt policy 7

against drugs; and 8

WHEREAS, Military aid to the Republic of the Philippines ruins diplomatic and 9

economic relationships with the People’s Republic of China for both the 10

U.S. and the Philippines; and 11

WHEREAS, U.S. military aid to the Philippines reinforces the degradation of the 12

Association of South East Asian Nations, which is vital to the prevention 13

of a global food crisis; and 14

WHEREAS, the United States should reinforce its opposition to authoritarian regimes 15

and their inhumane treatment of civilians, and asserts its intent to uphold 16

democratic values across the globe; now, therefore, be it 17

RESOLVED, By the Congress here assembled declare the end of all foreign military 18

aid, foreign military sales, and police training to the Republic of the 19

Philippines. 20

A Bill to Institute a Value Added Tax to Provide a Medicare Public Option to all Americans

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. Action 1. All American citizens will be automatically enrolled in Medicare, but may opt 2

out if they prefer to use a different insurance coverer. 3

Action 2. Employers are not required to pay for insurance for their employees under 4

federal law. 5

Action 3. A Value Added Tax (VAT) of 15% will be levied on all products produced inside 6

the U.S., and applied to all imports as a tariff, with the exception of clothing retail priced 7

under $100 U.S. and all foodstuffs. 8

Action 4. The Congressional Budget Office will review the VAT and suggest alterations 9

yearly to balance revenue needs with economic costs. 10

SECTION 2. Medicare will be defined as comprehensive government-run health coverage which 11

charges patients neither premiums nor copays, and includes full mental, dental, and 12

optical coverage. 13

VAT is defined as a tax levied whenever value is added to a product. 14

SECTION 3. The Centers for Medicare and Medicare Services will oversee the program which will be 15

funded wholly and solely by the VAT. 16

SECTION 4. Legislation will go into effect at the start of the next fiscal year. 17

SECTION 5. All laws in conflict with this legislation are hereby declared null and void. 18

A Bill to Form a Rare-Earth Mineral Reserve to Prepare for Trade War Escalation

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. The United States Military will enact a Rare-Earth Mineral Reserve in the 2

case that a trade war would affect trade to a degree that it would be 3

impossible to justifiably trade for these resources. 4

SECTION 2. Rare-Earth Minerals will be defined as: a collection of seventeen chemical 5

elements in the periodic table, specifically the fifteen lanthanides (Note: 6

Even though lanthanoid means 'like lanthanum' and as such should not 7

include lanthanum it has become included through common usage.) plus 8

scandium and yttrium. 9

SECTION 3. The United States Department of Defense will oversee the enforcement 10

of the bill along with the specific enforcement mechanism. 11

A. $200 Million will be reallocated from the Treasury Department to the 12

Department of Defense. 13

B. The funds will be used for the creation of a physical reserve and to 14

purchase these Rare-Earth Minerals. 15

SECTION 4. This law will be enacted immediately after passage. 16

SECTION 5. All laws in conflict with this legislation are hereby declared null and void. 17

A Resolution to Support the Nuclear Deproliferation of the Nuclear-Weapon States

WHEREAS, the combined world nuclear arsenal could represent an existential threat 1

to human society; and 2

WHEREAS, the principle of Mutually Assured Destruction mandate nuclear arsenals 3

for effective deterrence; and 4

WHEREAS, Low-yield and Mid-range nuclear weapons have been shown to harm 5

nuclear deterrence; and 6

WHEREAS, the total worldwide disarmament of nuclear weapons is impossible 7

without compromising deterrence; and 8

WHEREAS, long-range, high-yield nuclear weapons have been shown to be uniquely 9

suited for maintaining nuclear deterrence and stability; now, therefore, 10

be it 11

RESOLVED, that the United States enter into a treaty with the nations of the world, 12

which bans the possession of all nuclear weapons with a range of less 13

than 5,500 km (3,400 miles) and with a yield less than 100 kilotons.14

A Resolution to Support the Creation of a Sovereign Kurdish State WHEREAS, The people of the Greater Kurdistan region have been oppressed for 1

centuries in their indigenous homelands; and 2

WHEREAS, A referendum held in Iraq by the semi-autonomous Kurdistan Regional 3

Government (KRG) showed almost 93% of voters in the region being in 4

favor of an independent and sovereign Kurdish State; and 5

WHEREAS, Kurdish forces have been an instrumental ally to the United States in the 6

conflicts against terrorist organizations such as ISIS; and 7

WHEREAS, Kurdish control over oil reserves in the Greater Kurdistan region would 8

allow for greater economic cooperation between the Kurdish people and 9

many countries in Europe and North America, allowing for lower oil and 10

gas prices; and 11

WHEREAS, A sovereign Kurdistan would reduce American energy dependence on 12

countries such as Russia and Saudi Arabia; and 13

WHEREAS, Kurdish areas are far more socially, religiously, and culturally tolerant 14

than the theocracies that occupy their land; now, therefore, be it 15

RESOLVED, By the Congress here assembled that the United States shall promote the 16

creation of a sovereign Kurdish state in Iraq and Syria through economic 17

and diplomatic means. 18

A Bill to Block Politician Ads on Social Media

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. In the United States all political advertisements will no longer be able to be posted on 2

social media sites, this includes both anti and pro politician ads. 3

SECTION 2. Social media: websites and applications that enable users to create and share content or 4

to participate in social networking 5

Advertisement: a notice or announcement in a public medium promoting a product, 6

service, or event or publicizing a job vacancy 7

SECTION 3. Social media companies that do not comply or allow publication of these ads will face a 8

fine up to $5,000 per incident and the candidate or PAC that sponsors the ads will also 9

be in violation of Federal Elections Commission and will face a fine up to $5,000 per 10

incident. The Department of Justice would oversee this bill. 11

SECTION 4. This bill would be effective upon passage. 12

SECTION 5. All laws in conflict with this legislation are hereby declared null and void. 13

A Joint Resolution to Repeal the Hague Invasion Act

WHEREAS, The American Service-Members’ Protection Act, often known as the Hague 1

Invasion Act, allows the U.S. President to use "all means necessary and 2

appropriate to bring about the release of any U.S. or allied personnel being 3

detained or imprisoned by, on behalf of, or at the request of the International 4

Criminal Court"; and 5

WHEREAS, The ASPA prohibits all U.S. governments, governmental agencies, law 6

enforcement agencies, and courts from assisting the International Criminal Court 7

in any way; and 8

WHEREAS, The act prohibits the United States from participating in any United Nations 9

peacekeeping missions unless the U.S. service members are granted full 10

immunity from prosecution from the ICC; and 11

WHEREAS, The act prevents United States service members, leaders, or allied personnel 12

from being held accountable for the highest of international crimes such as 13

torture, attacks on civilian populations, and violations of political independence; 14

and 15

WHEREAS, There are 123 member states to the ICC, including many key allies to the United 16

States such as Canada, France, Germany, the United Kingdom, and Japan; and 17

WHEREAS, The repeal of the ASPA would allow the U.S. to take a more active role in 18

preventing human rights abuses, war crimes, crimes against humanity, and 19

international conflict; now, therefore, be it 20

RESOLVED, By the Congress here assembled that The American Service-Members' Protection 21

Act of 2002 (H.R. 4775) shall hereby be repealed. 22

A Bill to Enable the Success of Impoverished or At-Risk Youth

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. Parents qualifying for Medicaid and/or SNAP benefits may also apply for public funds to 2

assist with the costs of childcare and educational tutoring programs. Individual funding 3

could be provided for up to 100% of associated costs on an income-based sliding scale. 4

SECTION 2. Child Care is defined as the act or process of taking care of and responsibility towards 5

and over a child. 6

Tutoring Programs are defined as any program which helps a student with preparing for 7

the burdens of classes and school-related activities. 8

SECTION 3. This bill shall be enforced by the Department of Education and the Administration for 9

Children and Families within the Department of Health and Human Services. 10

A. A fund of $4.6 billion shall be apportioned from the Department of Education to 11

distribute to the states for this financial aid. The aid shall be provided in the form of 12

vouchers which can be used at a qualifying child care or tutoring institution. 13

SECTION 4. This bill shall go into effect August 1st of the following fiscal year. 14

SECTION 5. All laws in conflict with this legislation are hereby declared null and void. 15

A Bill to Implement Healthcare to All Genders

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. Require transgender health care to be covered by health insurance. 2

SECTION 2. Transgender: Relating to a person whose sense of personal identity doesn’t correspond 3

with their birth sex. 4

SECTION 3. Insurance companies that do not comply will be fined $1,000,000 per incident. The 5

Department of Justice will oversee the action of this bill. 6

SECTION 4. Bill would be effective upon passage. 7

SECTION 5. All laws in conflict with this legislation are hereby declared null and void. 8

A Bill to Send Humanitarian Aid to Australia BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. The Office of U.S. Foreign Disaster Assistance, in coordination with the 2

U.S. Agency for International Development, shall deploy a Disaster 3

Assistance Response Team (DART) to identify and prioritize humanitarian 4

aid to the people of Australia. The DART will prioritize alleviating the 5

suffering from the impacts of the Australian bushfires as well as setting 6

the stage for recovery and rehabilitation. 7

SECTION 2. Humanitarian aid: saving lives, alleviating suffering and maintaining 8

human dignity following conflict, shocks and natural disasters. 9

Disaster Assistance Response Team (DART): regional and technical 10

experts sent to coordinate and manage an optimal U.S. Government 11

response, while working closely with local officials, the international 12

community, and relief agencies. 13

SECTION 3. Enactment shall be overseen by the United States Agency for 14

International Development. $6.5 million dollars shall be allocated from 15

the existing crisis assistance and recovery budget for implementation. 16

SECTION 4. Law will go into effect upon passage. 17

SECTION 5. All laws in conflict with this legislation are hereby declared null and void. 18

A Bill to Increase Cooperation with China to Develop Global Space Programs

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. Section 539 of Public Law 112-55, barring NASA and OSTP from cooperating with the 2

People’s Republic of China will be repealed. NASA and the OSTP will both be directed to 3

open communications with government officials and local companies of China regarding 4

cooperation in the development of space programs. Both agencies will be further 5

encouraged to increase cooperation with other foreign entities with the intent of 6

globalizing the development of space programs. 7

SECTION 2. NASA stands for National Aeronautics and Space Agency. OSTP stands for Office of 8

Science and Technology Policy. 9

Communications: Interactions including but not limited to sharing of research and 10

discoveries, bilateral meetings, multilateral summit meetings, and providing 11

employment opportunities for foreign officials. 12

Foreign Entities: Nations, companies, or individuals beyond the United States. 13

SECTION 3. This legislation will be enforced by NASA and the OSTP. 14

SECTION 4. This legislation will be enacted on October 1, 2020. 15

SECTION 5. All laws in conflict with this legislation are hereby declared null and void. 16

A Bill to Nationalize the NCAA in order to

Promote Education over Profit

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. Action 1. The Federal Government will nationalize the National Collegiate 2

Athletic Association (NCAA) and establish it as an agency within the 3

Department of Education (DoE). 4

Action 2. No NCAA athlete may be paid a wage, nor may any NCAA 5

athlete be required or coerced into practicing, training, or exercising 6

more than 20 hours per week (excluding competition and travel time). 7

Action 3. All monies earned by the NCAA shall be utilized in this order: 8

i) To pay for cost of operation; then 9

ii) To pay off negotiated settlement with original owners; then 10

iii) To be placed into the DoE Pell Grant fund for academics. 11

SECTION 2. Nationalization is defined as the process through which the Federal 12

Government negotiates to transfer ownership of a business or industry to 13

an agency within the executive branch. This process may or may not 14

include a payment from the government to the current owners. 15

SECTION 3. Oversight will be provided by the NCAA as an agency within the DoE, 16

which shall be empowered to revoke the NCAA membership status of any 17

institution found to be in violation of this legislation. 18

SECTION 4. Negotiations for nationalization must be completed before the end of the 19

first school year starting after the passage of this legislation. 20

A Bill to Make Marijuana Use Legal

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. The United States Federal government will allow cannabis to be sold, grown, and used 2

for medicinal and recreational purposes, for those 21 years of age or older, as well as to 3

be removed as a schedule 1 drug. As such this bill will also clear the record for offenders 4

being held or have charges for marijuana possession or for other non-violent marijuana-5

related crimes. 6

SECTION 2. Cannabis: a tall plant with a stiff upright stem, divided serrated leaves, and glandular 7

hairs. It is used to produce hemp fiber and as a drug. Also known as ‘marijuana’ or ‘pot’. 8

Schedule 1 drug: drugs with no currently accepted medical use and a high potential for 9

abuse. 10

SECTION 3. The Drug Enforcement Agency (DEA) will oversee the enforcement of this policy and 11

reversal of all current policy relating to cannabis. The Department of Justice (DOJ) will 12

oversee the expunging of records and coordinate release. 13

SECTION 4. This legislation will go into effect on April 20, 2020. 14

A Bill to Halt the Unauthorized Introduction of United States Armed Forces to Ensure Congressional Oversight in Foreign

Policy BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. The congress of The United states of America will cease all funding for 2

introductions of United States armed forces unless approved by the both 3

houses of the Congress. 4

SECTION 2. Introduction of United States Armed forces: The assignment of Members 5

of the Armed forces of the United States to participate in movement with 6

or engage in hostile actions within a foreign country against either that 7

country’s government or hostile actor within the country’s borders 8

Approved by both houses of congress: Either a formal Declaration of war 9

or authorized military action by having Debate and roll call vote 10

SECTION 3. If the Executive Branch does not get approval for military action, an 11

emergency joint session of both Senate and House Appropriations 12

committee will be convened to cut funding for the specific introduction 13

of the United States armed forces. 14

SECTION 4. Will go into immediate effect upon passage. 15

A Bill to End Immigration Discrimination

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. Action 1. Immigration regulations which allow Public Charge discrimination are hereby 2

annulled, including, but not limited to: 3

i) Section 212(a)(4) of the Immigration and Nationality Act; and 4

ii) 64 FR 28689 of the Field Guidance on Deportability and Inadmissibility. 5

Action 2. Immigration Officials found to be discriminating on the basis of age, disability, 6

or anticipated ability to work shall be terminated. 7

SECTION 2. Public Charge is defined as an individual who is likely to become primarily dependent on 8

the government for subsistence, as demonstrated by either the receipt of public cash 9

assistance for income maintenance, or institutionalization for long-term care at 10

government expense. 11

SECTION 3. The Department of Homeland Security and the U.S. Citizenship and Immigration Services 12

will oversee implementation with discretionary funding from their annual budget. 13

SECTION 4. Legislation will go into effect upon passage. 14
