2021 - 2024 Rural Transportation Improvement Program RevisionEl Paso District

The Texas Department of Transportation (TxDOT) El Paso District is conducting outreach to provide the public with an online comment opportunity for the proposed revision to the 2021-2024 Rural Transportation Improvement Program (RTIP). An in-person or virtual public meeting is not scheduled; however, the public is encouraged to view project information and submit comments about the revision by Thursday, Jan. 28, 2021.

The purpose of the online comment opportunity is to receive comments on the revision to the 2021-2024 Rural Transportation Improvement Program (RTIP) for the El Paso TxDOT District. The project that will be aff ected by the revision is 1158-05-002 in Culberson County, which is the construction of a new roadway that will extend FM 2185 and create a connection to RM 652 via FM 3541. This project is to be removed from the 2021-2024 RTIP.

The 2021-2024 RTIP meeting(s) was held in the Spring pursuant to Title 43, Texas Administrative Code, Section 16.102, which calls for an opportunity for public comment concerning the program. As a continuation of the public involvement eff ort, the online comment opportunity will off er the public a chance to comment on the revision to the previously presented RTIP.

To view the RTIP Revision exhibits and comment information, visit txdot.gov and keyword search: “Hearings and Meetings Schedule.” Once on the schedule page, scroll down to fi nd the appropriate online comment opportunity link. Revision information will also be available for public review January 14, 2021 through January 28, 2021 between the hours of 8 a.m. and 5 p.m. at the TxDOT El Paso District Offi ce at 13301 Gateway Blvd. West, El Paso, Texas 79928. Maggie Rumbelow, Curator of Temporary Exhibits, worked one on one with Coco to select the im-ages and biographies for the ex-hibit. Matt Walter, Curator of Col-lections, found the artifacts in the Museum’s permanent collection to tell the story of Big Bend citizen involvement in the war.

“We’re going to do something unique this year,” said Bones. “We will premiere the show on Monday, Martin Luther King Day. We decided that a lot of

folks would be able to partici-pate because of the holiday. We want folks to have the opportu-nity to see this wonderful exhibit celebrating the men and women who served in the Armed Forces during World War II.”

Biographies for the portraits can be viewed on cell phones with a quick response, or QR, code on labels next to each portrait. Gallery guides will be available as well. All works will be for sale, with proceeds donated to area VFW and

American Legion chapters.The exhibit runs through Thurs-

day, March 25. After the premier, the Museum will be open Tuesday through Friday from 10 a.m.-4 p.m.

The Museum received fundingsupport for “WW II Heroes” from Humanities Texas.

“The original idea, and it is still the idea, is that we would pro-vide an excellent ranch-to-table prod-uct, and then we would use the proceeds to feed people around the world,” said Will-banks.

Ninety percent of all profi ts go directly to worthwhile causes - an organization inLebanon that helpsSyrian refugees, alongwith the neediest Leb-anese people. There isan orphanage in theDemocratic Republicof Congo, and part ofthe profi ts also direct-ly benefi ts the orphansthere.

Far West Texas Cattle Co. offers three options for subscribers. First is a kitchen box with meats typically cooked in the kitchen, such as hamburger and roasts. Then there is a grill box with meats such as steaks, and fi nally, a combination box.

The meat is derived from a traditionally fi nished and grass-fed product. The latter is obtained in conjunc-tion with Dixon Water Foundation of Marfa. The Alpine store does not keep regular offi ce hours, but normally opens the third week of every month so customers can pick up their beef orders.

Willbanks works c lose ly wi th the Marfa Food Pantry, and would like to get plugged in with the Food Pantry in Mara-thon.

The company has gotten positive reviews by pleased customers

from all over the coun-try. Not surprisingly, many of them say they cannot fi nd such high-quality meats in the grocery store. Willbanks is proud to say that the beef was raised locally, and she can even say how the cattle were fed their entire lives, what care was given, and that there were little chemi-cal interventions.

The future looks bright for Far West Texas Cattle Co.

“We are just moving toward being a local source for quality, sus-tainable farming,” said Willbanks. “The butter will be fi rst, but even-tually we want to make some cheeses and yo-gurts, and be able to provide local, quality products.”

Wi l l b a n k s j u s t bought four new dairy cows, and they are all expecting, so there will be fresh milk in the spring. She hopes to make a small batch of artisan butter from locally grown herbs, and will be partnering with a local farm. She also has plans to be at the Alpine Farmer’s Market this summer.

“The strange thing is that we live in the middle of ranch coun-try, and we have the best beef operations in our backyard, but we don’t even know where it comes from!” Willbanks exclaimed. “The traditionally fi n-ished product is taken from the ranchers right here, and I think that is really important. The product is local, and its very well taken care of from a holistic, healthy perspective.”

He thank those around him who helped made the championship pos-sible, beginning with his wife Cherry Villanueva, a Balmorhea native who graduated from Sul Ross State University.

“She is my rock. She always understood the extra hours and planning we do. She takes care of the household and other duties when I’m

not around, not to men-tion she is also one of the cheerleading sponsors,” said Villanueva.

Also, his kids played a part in this success. His son Ethan was a fresh-man quarterback, and Eian was a team man-ager.

Said Vallanueva, “They have always been there with me, and took care of each other. They under-

stand the sacrifi ces made during football season.”

Future coaching goals for Villanueva include becoming a head football coach one day, as he is already the head basket-ball coach.

Villanueva continued, “I always tell the classes I teach that I will always be a Buck at heart. I had many great memories growing up there. As for

my new hometown, Bal-morhea, it’s like a mini Alpine where everyone knows everybody, and we all take care of each other. A tight knit com-munity with kids playing football on the streets or swimming at the state park when it’s open. Bal-morhea has really grown on me and my family. It’s been great living here and watching my sons grow.”

The sheriff’s office said Nixon forced his way into the cabin. Inside, someone fired one shot at Nixon, killing him, according to the statement from the sheriff’s office.

Details on Nixon’s death are still murky, including how a snowball fight escalated into a shooting or whether anyone will be charged in Nixon’s death. At press time, The Big Bend Sentinel has not yet seen an incident report for the shooting, which was handled by both the Tom Green County sheriff’s office and the Texas Department of Public Safety.

In its news release from January 1, the sheriff’s office said there was still an “ongoing investigation” into the circumstances of the shooting. The office did not respond to requests

for comment, including on whether anyone had been charged.

Nixon, who grew up in Marfa, was the grandson of former Marfa Mayor Jane Shurley. He also had ties to the Shurley Ranch south of Marfa, where he was co-owner. He later moved to San Angelo and started Desert Mountain Guide Service, a hunting guide company.

Nixon was in the news in November, after authorities in Presidio County said Nixon and another man — William Rodgers of Miles — had allegedly trespassed onto a local ranch to collect a trophy bull elk carcass. Both men faced misdemeanor charges for possessing an exotic animal carcass without landowner consent.

Rod Ponton, Presidio County attorney, confirmed on Monday that the charges against Nixon had been dropped in light of his death.

Local authorities still plan to prosecute Rodgers, Ponton said.

The Shurley Ranch declined to comment on the incident. Nixon’s company, Desert Mountain Guide Service, also did not respond to a request for comment.

In a social media post on Friday, Nixon’s mother, Rachael Shurley, thanked friends for “the amazing outpouring of love and support that we have received after the loss of our beloved Asa boy.” In tribute, the family planned to start a college savings account for Nixon’s two daughters, she said.

“Asa loved his daughters, his family, and his many friends,” Shurley wrote. “He never knew a stranger. He had a deep connection with the land and respect for all animals.”

Shurley declined to comment for this story.

weeks of 2020, the Pfizer vaccine and then the Moderna vaccine arrived in Texas. The state announced it expected to distribute 1.4 million doses to Texans before the end of the year. As the clock ticked to midnight of the new year, fewer than 250,000 had received their shot.

In a press conference on Monday, Texas Governor Greg Abbott urged providers to give away every dose they receive, rather than holding on to some vaccine doses to give as a second round shot. Both the Moderna and Pfizer vaccines require a second dose to reach their full efficacy, and providers had been saving them up.

This Tuesday, Linda Molinar, the CEO of PCHS (that has clinics in Marfa, Alpine and Presidio) stepped away briefly from a day-long vaccine clinic event to speak over the phone about their distribution of the vaccine. Her crew is able to give 20 to 25 vaccines per hour, and PCHS has given every good vaccine it has received, Molinar said. With its first 40 vials, the clinic was able to vaccinate 424 individuals – most of them frontline health workers – because some vials contained enough to supply an eleventh dose, rather than the expected 10 doses per vial.

When PCHS received their second batch, which had only 100 doses, the vaccines had suffered damage in transit, temporarily rising above the freezing cold temperature they needed. A device that ships with the doses indicated the batch was spoiled. The clinic contacted the state and the spoiled doses were replaced, arriving soon after and injected into Presidio patients on Tuesday.

PCHS began scheduling appointments for

those 100 replacement doses last Thursday, and many phase 1B-eligible patients who have gotten the vaccine have simply been in the right place at the right time. Some were at routine appointments at PCHS and the doctor referred them for a shot, Molinar said. And in one instance, a man in his nineties arrived at PCHS to see if he could get on the list. “It seemed like one vial had 11,” Molinar said, so the clinic gave the extra dose from the vial to the man.

Molinar added that all eligible phase 1A workers had been offered the drug, and while some declined it, many who were hesitant at first ultimately chose to get the shot after seeing coworkers show little to no side effects, the most common being a sore arm.

Molinar said residents who want the shot can visit https://forms.gle/7St8oBAw1bgAdPhh9 to be placed on the waitlist, or call their hotline and leave a message to be put on the waitlist at 432-837-4843. All are welcome to get on the list,

but vaccinations will be prioritized based on phases laid out in state guidelines.

“I think the message is to be patient,” she said. “All the agencies are trying their best. We know we’re under a crisis and

these vaccines are needed. It’s just, they’re limited. We don’t have the supplies that we need.”

Governor Abbott told the press on Monday, “The only limitation we now

face is the limitation of supply. The supply is not something the state of Texas is in control of. That supply comes from the federal government,” adding that the federal government is limited by the supplies Moderna and Pfizer are able to produce. Currently, Texas is slated to send out 310,000 first doses each week, and somewhere between 320,000 and 500,000 second doses, Abbott said.

This week, Operation Warp Speed, the federal entity tasked with distributing the anti-COVID drugs announced it would change its policies: no longer holding back second doses, and recommending vaccines be given to frontline health workers and those over 65, finally aligning with Texas’ policies.

At the beginning of this week, three-and-a-half weeks into vaccine distribution, the state has sent 1,580,400 doses to providers across Texas. As of Monday, 802,507 had been administered to Texans, and 83,538 of those were second doses.

Separately, Texas has provided 487,500 doses for nursing and long-term care centers, though even fewer of those have actually been used, with only 75,312 given by the beginning of the week.

“If we knew what the plan of the government would be, that’d be great,” Molinar said from the clinic in Presidio on Tuesday. For now, they are at the mercy of weekly announcements of vaccine allocations from the state’s health department, with limited time to book patients as vials begin arriving.

“Overall, there's not enough supply,” Molinar said. “There’s a need and a big demand, and it’s very heartbreaking for me to see my patients come in and want a vaccine – and they need it – and I have to say no. It's very hard.”

COVID-19 vaccinations begin for

those age 65+TRI-COUNTY — Vaccines against COVID-19 were injected into the

arms of a new segment of the tri-county population beginning late last week. While previous allocations of Moderna’s vaccine were used to immunize frontline healthcare workers like doctors, nurses and EMS workers, new doses have finally become available to residents over the age of 65.

To get on a list to be notified when the vaccine is available from the Department of State Health Services, every tri-county resident is invited to visit this link: https://www.surveymonkey.com/r/LXX7S6V. An in-person or virtual public meeting is not scheduled;however, the public is encouraged to view project information and submit comments about the revisionby Thursday, Jan. 28, 2021.

The purpose of the online comment opportunity is to receive comments on the revision to the2021-2024 Rural Transportation Improvement Program (RTIP) for the El Paso TxDOT District. The projectthat will be affected by the revision is 1158-05-002 in Culberson County, which is the construction of anew roadway that will extend FM 2185 and create a connection to RM 652 via FM 3541. This project is tobe removed from the 2021-2024 RTIP.

Property Taxes on Farms and Ranches Could be Reduced with Productivity Appraisal

texas farmers and ranchers can be granted property tax relief on their land. they may apply to the Culberson County Appraisal District for agricultural productivity appraisal and for a lower appraisal of their land based on how much they produce, versus what their land would sell for in the open market.

the texas Constitution authorizes two types of agricultural productivity appraisals, 1-d-1 and 1-d, named after the section in which they were authorized. For 1-d-1 appraisal, property owners must use the land for agriculture or timber but he lands use must meet the degree of intensity generally accepted in the area. owners must also show that the land is being used for at least fi ve of the preceding seven years. 1-d-1 appraisal does not restrict ownership to individuals and does not require agriculture to be the owner’s primary business. Most land owners apply for the 1-d-1 appraisal.

under 1-d appraisal, the land needs to be in use for at least three years and the owner must be an individual versus a corporation, partnership, agency or organization. the land must also be the owner’s primary source of income.

Penalties in the form of a rollback tax, or the diff erence between the taxes paid under productivity appraisal and the taxes that would have been paid if the land had been put on the tax roll at market value, will be imposed if qualifi ed land is taken out of agriculture or timber production.

A rollback tax occurs when a land owner switches the land’s use to non-agricultural. these rollback taxes under 1-d-1 are based on the fi ve tax years preceding the year of change. under 1-d appraisal, the rollback extends back for three years.

texas laws also allows farmers and ranchers to use land for wildlife management and still received the special appraisal, but the land must be qualifi ed for agriculture use in the preceding year. Land under wildlife management must also meet acreage size requirements and special use qualifi cations.

the deadline to apply for productivity appraisal is April 30. If the last day for the performance of an act is a saturday, sunday, or legal state or national holiday, the act is timely if performed on the next regular business day. owners of land qualifi ed as 1-d must fi le a new application every year. owners of land qualifi ed as 1-d-1 need not fi le again in later years unless the chief appraiser request a new application.

Culberson County Appraisal District Reminds Businesses to Render their Taxable Property by April 1

If you own tangible personal property that is used to produce income, you must fi le a rendition with Culberson County Appraisal District by April 1, 2021.

A rendition is a report that lists all the taxable property you owned or controlled on Jan. 1 of this year. Property includes inventory and equipment used by a business. owners do not have the render exempt property, such as church property or an agriculture producer’s equipment used for farming.

“the appraisal district may use the information submitted in the rendition to set property values,” said Maricel G Gonzalez, Chief Appraiser.

you can also fi le a report of decreased value to notify the appraisal district of signifi cant depreciation of your property. “For example, if your property was damaged by a storm, fl ood or fi re last year, you should fi le a report of decreased value. the appraisal district will look at your property before assigning a value in 2021,“ said Gonzalez.

the last day to fi le a rendition or report of decreased value is April 1, 2021. If a rendition is fi led late or incomplete or not at all, a 10 percent to 50 percent penalty may be imposed. Property owners who need more time to fi le their renditions may fi le a written request with the chief appraiser on or before April 1 to receive an automatic extension to May 1 or the next business day. the chief appraiser may also grant an additional 15 days after the postponed deadline, if necessary.

Non-Profi ts and Some Businesses Face April 30 Deadline to File for Property Tax Exemptions

Non-profi t organizations that qualify under texas law to receive property tax exemptions must apply to the Culberson County Appraisal District by April 30.

the April 30 deadline also applies to businesses that receive tax abatements granted by taxing units; ship inventory out of texas that may be eligible for the “Freeport” exemption; store certain goods in transit in warehouses that are moved within 175 days; construct, install or acquire pollution control property; own and operate energy storage systems; or store off shore drilling equipment while not in use. If the last day for the performance of an act is a saturday, sunday, or legal state or national holiday, the act is timely if performed on the next regular business day.

the non-profi t organizations that are eligible for property tax exemptions include but are not limited to: certain charitable organization, youth development organizations, religious organizations, non-profi t private schools, cemeteries and veterans’ organizations. If a non-profi t organization meets property tax exemption qualifi cations, the exemption can be approved immediately after the organization buys or acquires new property during the year.

Non-profi t organizations must reapply if the property changes owners; if their qualifi cations for exemption change; or if they acquire new property. In most cases, after non-profi t organizations are granted a property tax exemption, they do not have to reapply annually unless the chief appraiser asks them to fi le again.
