Electronic Records Decision Essentials ProjectsAs part of the major Electronic Records Project for the BOPP, the unit completed and released twoimportant functions that directly support BOPP’s formal decision processes. Previously, most ofthese functions were manual work tasks.

The DTS Applications Development Unitserving the Department of Correctionsand the Board of Pardons and Parole

performed 110 releases intoproduction, including enhancements,development, and maintenance for

twenty-two systems/products during FY2021. Of these, ten were major releasesof significant new functionality. Only a

few are reported here as examples.

Items and TasksBOPP handles countless processes (overseventy) that flow from the receipt ofapplications, requests, or orders and onthrough countless layers of reviews,preparations, recommendations, scheduling,and notifications. The unit redesigned theseformerly manual processes and re-createdthem into electronic functions within the O-TRACK system. This automation significantlyreduced the complexities of these preliminarywork tasks, saved much in labor and effort, and

UTAH DEPARTMENT OFAGRICULTURE AND FOOD (UDAF)New Cloud-Hosted WebApplicationDTS implemented a new cloud-hosted webapplication that allows UDAF customers (i.e.,individuals, companies, and third parties) toapply for new licenses online; submit datapertinent to the license/permit type (includinguploading documents) online; and makepayment online, in-person, or via mail. Also, theapplication will soon allow customers to renewtheir current licenses/permits online. Theapplication automatically provides paymentrecords to the Utah Division of Finance’s FINETsystem daily. The system currently has forty-nine license/permit types, which are managedby UDAF, and there are thirteen new licensetypes coming online in the near future.

Implementation of KratomProduct Renewals into theLegacy Online ProductRegistration System

Kratom is a new UDAF program implementedeffective July 1, 2020. DTS implementedKratom product renewals into the legacy onlineproduct registration system, allowingcustomers with registered Kratom products tosubmit renewal applications and paymentsonline. The Kratom renewals needed to beoperational for UDAF by May 2021, and DTSmet this deadline. DTS will implement Kratom into the new UDAFDMS in a later phase of that project.

Other Accomplishments

DTS and UDAF have had several other accomplishments as well:

Made huge and significant performance improvements to thefive most used distributed MSAccess systems in order toimprove the UDAF staff remote work experience Implemented enhancements to the UDAF cash managementsystem, ultimately helping UDAF reduce its workload backlogsignificantly (by weeks)Implemented major changes in UDAF’s fees management forlicenses, encouraging customers to renew their licensesappropriately, which saves staff workload hoursImplemented a pesticide product registration enhancement forthe Pesticide Program manager’s electronic signature to bestored and placed on certificates for registered products, savingthe program hundreds of work hoursImplemented customer validation changes to the General OnlinePayment System for UDAF’s Utah’s Own customers, makingsignificant workload processes simpler, ensuring that morecustomers renewed their registrations, and increasing revenuefor the Marketing DivisionProvided guidance to UDAF for upgrading staff computers fromOffice 2010 (which is end-of-life) to the 2016 runtimeenvironment (RE), saving UDAF hundreds/thousands of dollarsby reducing licensing expenditures Moved remainder of DAF websites to Amazon Web Services(AWS)

DEPARTMENT OF ALCOHOLICBEVERAGE CONTROL (DABC)

Point-of-Sale(POS) Systemfor PackageAgenciesThe DABC Compliance Team,in conjunction with the DTSDABC Desktop Team and theDABC ApplicationDevelopment Team, hasworked on deploying a POSsystem from Talech for all ofthe DABC package agencies.Package agencies arelicensees who operate liquorstores in rural parts of Utahwhere it is not cost-effectivefor the state to open a statestore. The Talech POS systemallows DABC to assist thesesmall business owners inmore effectively managinginventory, tracking sales, andmaking suggestions onproducts to stock in order tomeet customer needs in agiven area. It also providesDABC with more accuratesales and inventory data. Withthe POS system in place,updated pricing can be madeto all of the storessimultaneously from a centrallocation, andshipped/received orders canalso be tracked and updatedin the agency's centralenterprise resource planning(ERP) system.

SK Global and ePay for PackageAgenciesIn the past, for package agencies to know what they ordered,what they paid, or what they still owe, they either received paperstatements from DABC or had to call and talk to someone inDABC Accounting. DABC and DTS identified a solution (i.e., SKGlobal and ePay) that closely integrates with the current DABCsystem (and future cloud service DABC is moving to). Afteridentifying the solution, DABC procured it, configured it, andtested it. It is scheduled to be deployed for package agency usein the second quarter of FY 2022. Upon the system’sdeployment, package agencies will have the ability to go onlineand review all of their DABC invoices, payments, money theyhave spent, and money they owe and make or schedulepayments. The solution will allow DABC to go to a Net 30payment structure with the package agencies. It will also savethe internal DABC Accounting Team hundreds of hours annuallysince, in the past, they were manually creating these monthlyinvoices.

Electronic Time CardsDABC currently uses paper time-stamp timecards in all fifty DABC stores and in the DABCwarehouse. At the end of each time period, themanager gathers the cards, totals the worktimes of each employee, and then keys thatinformation into the state's payroll system.This manual time-entry process is not onlytime consuming; it also lends itself to humanerror. To streamline the time-entry process,DABC identified and procured an electronictime card system made by TimeClock Plus.DABC is in the process of deploying theseelectronic time clocks to all fifty stores and theDABC warehouse.

The project is scheduled to be completed byNovember 2021. Upon completion, work timein the stores and warehouse will be gatheredusing electronic time card machines whereemployees will clock in/out electronically. Staterules have been created in the system tocalculate the totaling of work time, andemployees and managers will approve theirtime electronically, saving the state thousandsof work-hours each year. The system will alsoallow employees to request time off andmanagers to approve it.

DEPARTMENT OF COMMERCE (DOC)My License Office (MLO)Application Migrationfrom Version 4.4 to 4.14DTS, in conjunction with System Automation,completed a major upgrade of Commerce’sMyLicense Office application, moving fromversion 4.4 to 4.14 of MLO. MLO is theagency’s primary licensing application.Upgrading the system to the latest versionenables DOC to reevaluate old manualprocesses and streamline the applicationprocess. It also addresses significant technicaldebt/issues in the application. A second phaseof the upgrade will be starting in earlySeptember 2021.

DOC Website RedesignGovernor Cox’s transition team identifiedDOC’s public image as a key area ofopportunity for the department. DTS staffworked with the department to update andrebrand the department’s websites to be moreuser-friendly and modern. From January toJune 2021, DTS deployed four new agencywebsites, including the department’s main site;sites for DOC administration and the Divisionof Real Estate; and a DOC blog. The remainingsites will be updated throughout FY 2022.

DEPARTMENT OF CORRECTIONS (UDC)

ExpungementsIn recent years, the Utah Legislature haspassed laws surrounding the expunging ofcriminal records when required. Such a task isextremely complicated and carries significantrisk. Until this past year, designated UDCpersonnel had to manually enter case fileinformation into the O-TRACK system and itsrelated reports and interfaces, soexpungements would take a long time. Thisproject converted the expungement tasks intoan automated process with the ability tohandle complexities and safeguards. Whenimplemented, the process was able in minutesto catch up a growing backlog that would haveextended beyond regulated requirements andexpended many hours of labor.

Informix UpgradeDuring FY 2021, the DTS/UDC team performedthe largest upgrade in its history. O-TRACKuses the Informix database engine, whichneeded to be upgraded. But a major upgradewould touch the entire O-TRACK system, aswell as multiple smaller web applications,interfaces, reports, data warehouse, etc. Theresearch alone to determine procedures, risks,touch points, and requirements for partneringagencies took months. It required amultidisciplinary technical team, countless usertesters, and input from the vendor. Theresulting upgrade positioned UDC’s mission-critical systems for next generation technicaladvances and significantly improved much-needed speed and performance on the O-TRACK system and other systems.

DEPARTMENT OFENVIRONMENTALQUALITY (DEQ)Division of Air Quality Air Toxic Leadand Asbestos Section (ATLAS)Migration DEQ’s development team successfully migrated the ATLASapplication from Weber State to the State of Utah/DTS/DEQcloud environment. The plan, comprising two phases, includedcompleting a full security review, maintaining data integrity andflow, and successfully creating production and test applicationsin Amazon Web Services.

The ATLAS application replaces the aging Asbestos and LeadBased Paint (ALBOP) remediation program. Future phases willinclude providing the business staff with access to data thatwas collected previously.

Division of Waste Management andRadiation Control (DWMRC) SolidWaste Enhancements

updating query lists,creating new inspection tools,providing summaries of data for management daily reviews,adding fields required for Environmental Protection Agency(EPA) reporting,adding new user roles for management,addressing issues with read/write for different facilities,developing new security procedures, and updating the application software and its dependencies.

SolidWaste is an application developed by DTS that transferredto DWMRC management in 2020. Under new management, theDTS development team provided new applicationenhancements, including:

Division of Drinking Water (DDW) Accomplishments

Phase 0 of the Waterlink Modernization Projectprovided DDW administration and staff userswith a comprehensive user guide anddocumentation useful for training new staff. Italso established a baseline (i.e., data models,data flows, use cases, flowcharts, etc.) andneeded documentation for the DTS team as itprepares for the additional phases of theproject in FY 2022.

The documentation provides the currentarchitecture state, which will allow DDW toshare the Waterlink code with other statedrinking water programs. As the EPA continuesto research future options for state drinkingwater databases, Waterlink is now at theforefront of future possibilities for all states touse as a reporting tool.

DDW Waterlink Modernization -Phase 0

Initially developed in 2014, the Waterlinkapplication has grown over time. A majorfrustration for DDW business was theexpanded user roles and security issues withthe application. The public-facing portal, alongwith a complex system of user roles andadministration, was not providing theefficiency and ease of management requiredby DDW Waterlink administrators.

This project gave a new foundation of easilymanaged and clearly defined user roles thatcan adapt but not hinder Waterlinkdevelopment over time. It streamlined the userroles, security, and management for Waterlinkadministrators. An important feature of thisproject is the improved access for drinkingwater program stakeholders, such as the EPA,local health departments, and any approveduser roles. Communication now runsseamlessly, and the architecture gives DTSdevelopers a clear pathway forward in applyinguser roles and security during the next phaseof Waterlink modernization efforts.

DDW Waterlink User RolesProject

In DDW's efforts to assess cost recovery feesand polish the new Improvement PrioritySystem (IPS) 2020 Program, this project wascompleted by the DEQ development team intime for cost recovery fee begin dates. Thenew features of these enhancements allowDDW to tie violations to set fees and upload aCSV file of those fees to FINET for feeassessment.

DTS developers provided enhancements forstaff users to upload documents to theWaterlink portal and created a historicaltracking system for the DDW IPS program.This new historical tracking system gives theDDW director the ability to tie performancemetrics to a program over time and reportback to their regulated community and theUtah Legislature.

DDW Accomplishments, ContinuedIn FY 2021 DDW was awarded an Innovation Fund Grant to developan enforcement and compliance tracking module for Waterlink thatcreates innovative ways for the Utah drinking water community tobetter manage enforcement. The main scope of this project was tobuild the new tool and incorporate use of the Utah EnvironmentalInteractive Map, connections to and from the Safe Drinking WaterInformation System (SDWIS) state application, and dashboards forstaff and management tracking at a glance.

The Enforcement Module for Waterlink is the new standard forenforcement tracking, as it ties all actions to an incident and allowsusers to see the story behind the enforcement actions.Incorporating the Utah Interactive Map with the module allows usersto connect incidents to neighboring water systems and givesmanagement the ability to assign staff to regions.

DDW EnforcementModule with GISProject

In the summer of 2020 the DDW requested a compilation ofenhancements to the Waterlink application. These includedimprovements across many levels of Waterlink, such asimprovements to emergency tracking and coliform bacteria sampledisplays, as well as improvements that allow DDW to archive theuse of an outdated system managing grant called CASPER.

Unique and fast contributions from all developers in the DTS teamwere showcased in this successful project. Developers collaboratedin building new grant tracking, along with emergency tracking, andemails for management that all tied back to the main Waterlinktables. DDW staff was provided with three different releases of thisproject, and weekly stand-up meetings between developers andbusiness owners made this project a new baseline for developmentgoing forward.

DEPARTMENT OF FINANCIALINSTITUTIONS (DFI) Improvements for the Efficiency of AuditPersonnelThe DTS Procurement and Edge Services teams coordinated the purchase ofwireless devices and high-definition monitors for forty DFI auditors to improvetheir ability to work remotely and be more efficient as they complete agencybusiness. Software updates were also deployed to enhance audit software tools.

Enhanced PC Reporting Functionality for DFISecurity ManagementThe DTS Edge Services Team provided enhanced PC reporting functionality andfrequency to improve reporting, tracking, and management of auditors’ laptops.This helps ensure devices are secure and provides deeper insight into devicestatus for DFI security management.

Enhanced Auditor PC Security StanceThe DTS Security Team worked with DFI security personnel to review and put inplace enhanced security measures to maintain a high level of security on DFIauditor devices.

bringing all the data needed from the DHRM human resourceinformation system and payroll into a single source, running the processing and calculations needed, creating several reports, and providing the needed information for the State of Utah to beaccurate in its reporting and in offering the potential servicesavailable.

Part of the ACA requires regular federal reporting and notificationsfor individuals that might be eligible for portions of the program.Since the enactment of the bill, DHRM has taken on the role ofhandling these themselves. As this process has proven error proneand very time consuming, the DTS application development team(i.e., Angelo Dalisay, Mira Svieshnikova, Jim Murtha, PavelMilyavskiy, Mike Blake, and Clarke Hoover) was tasked with makingimprovements, including:

Making these improvements was no small task, but the changes willsave DHRM staff time and needed resources in the future, as well assavings in potential fines for inaccurate federal reporting.

DEPARTMENT OF HUMAN SERVICES(DHS)Division of Child andFamily Services (DCFS)The DTS/DCFS Team is in the process ofrebuilding legacy portions of the DCFSinformation system, known as SAFE, to meetfederal requirements related to using modernarchitectural practices. These standardsinclude guidance on modularity, data quality,and data exchanges. Adherence to theserequirements provides maximum federalfinancial participation. Additionally, thismodular architecture will allow the system tokeep up with changing agency needs.

In addition to working on the SAFE system, theteam has had several other accomplishmentsduring the last fiscal year.

DHSDevelopmentand Operations(DHS DevOps)The DHS DevOps Team was organized in November 2020 to work more closely with the DHSapplication teams, create efficiencies, improve application security, and help leverage cloudtechnologies. After the legislature passed a bill in March 2021 to consolidate the Department ofHuman Services and the Department of Health (DOH) into one department, the DHS DevOps Teamwas created and expanded to include several employees from Campus D Hosting. Despite variouschallenges with all of the recent organizational and cultural changes, the team has shownresilience in providing customer support, meeting enterprise initiatives, and implementing DevOpspractices. The following are a few highlights from FY 2021:

The highly successful DMHFinternship program was expandedthis year to include candidates inthe Governors Workability category.The effort by both DMHFmanagement and team membersallowed these interns to becomeeffective members of the team andassist on multiple importantprojects for DOH/DMHF. The UtahGovernor’s Committee onEmployment of People withDisabilities recognized this programby awarding it a Golden Key Award.An additional highlight in thisprogram was the hiring of threemore interns into full-time DTSpositions, joining several of theirpeers who were hired in previousfiscal years.

Presumptive Eligibility Portal(PEP) COVID ProjectTo quickly address the need for eligibility forCOVID-19 testing in the Medicaidpopulation, an existing tool, the PEP, wasupdated with new functionality, includingadding: information about COVID-19 testinggroups; a list of test providers for themultitude of new testing sites; and newsecurity roles, including a DOH Approverrole and Application Assistor role. Theresults of the PEP enrollment is thenprovided to eREP at DWS for final eligibilityconfirmation. Using PEP for this functionallowed the DMHF Development Team tomeet federal requirements in less than amonth when trying to add the samefunctionality to the traditional adjudicationengine was projected to take three monthsof work.

DEPARTMENT OF NATURALRESOURCES (DNR)Division of Wildlife Resources(DWR) - Wildlife Migration Tracker 2DWR successfully modernized its wildlife tracking utilizing newcloud-based capabilities provided by the Google Cloud Platform(GCP). The Wildlife Tracker application allows staff andauthorized users to view current and past point location data(lat/long) for a variety of wildlife species throughout Utah.DWR’s goal is providing end users with the best experiencepossible using wildlife tracking data. The old application’sdatabase had grown to more than 14 million locations and wasprojected to quickly hit more than 20 million by the end of 2020.The rapid growth limited DWR’s ability to collect data and, moreimportantly, query the data quickly. Data queries were limited to100,000 records instead of the 1+ million desired by the staff.

Utilizing DTS contracts with Google and SpringML, the wildlifetracking system was replaced with ATS, a new system fullycapable of pulling data from the wildlife tracking service every 5minutes, seamlessly ingesting 25,000–50,000 new data pointsdaily and providing users with fast data query performance (1+million records per query in minutes).

The new user interface shows geographical points based onuser input and migration track lines of how animals move fromtime to time. It can also create and display migration animationbased on user-selected geographical points and timeframes. Inaddition, users are able to add different layers on top of mapsand view geographical points on top of them.

Working together, the DTS Development Team, OGMGeographic Information Systems (GIS) Team, and the UtahGeospatial Resource Center (UGRC) designed, developed, anddeployed two new mobile device field inspection tools. Usingthe new mobile application, field inspectors are able todownload data to their device prior to their on-site inspections.Both data and photos can be collected and submitted as part ofthe inspection process.

Completed inspections are uploaded to ArcGIS online. A web-based workflow then triggers processes used in migratingdata/documents to mobile devices and data along with photosto the division’s databases and document storage services.

Additional scripting services push GIS data elements, along withrelevant static data, to UGRC for the creation and updating ofexisting data layers. These layers are subsequently consumedby OGM’s GIS mapping services and web portal.

Once animage has been submitted, itis sent to SIAC, where thecase is reviewed to seewhether it meets the criteriaset forward in code for whenthe system can be utilized tosearch for subjects.

Driver LicenseMobile DL (mDL)DLD has rolled out mDLusage for Utah. Part of thisproject was creating a way forthe mDL application toreceive the data securelystored on the device. Thisrequired creating an interfaceto handle significant trafficand ensure it was ready whenrequests came in. In addition,DTS did an elastic service inthe cloud that allows thesystem to grow with thedemand as more users comeonline with the application.This will also enable easygrowth with Apple's mDL andGoogle's offering of mDL onAndroids.

Once the submission isreviewed, and only if it isapproved, the photo ischecked to see any results.An analyst then examines alloutcomes, and if there is amatch, it is sent for review toanother analyst. Oncereviewed, the match isreturned to law enforcement.The Image VerificationSystem was created in-houseby DTS to ensure that DPScould control every step ofthe process to ensure privacyand protection of the public.

UTAH DEPARTMENT OFTRANSPORTATION (UDOT)Real EstateContract Formand ReportDTS and UDOT collaboratedto implement a new realestate contract form andreport functionality thatenables UDOT right-of-wayagents to add authorizedsignature names and titlesthrough a parameter screen,which displays on the report.This new functionality isdesigned to also allow buyerand seller brokerage firms,local city and countygovernments, and the UtahTransit Authority to enterauthorized signature namesand titles on contracts. Thishas eliminated the need for areal estate contract report tobe exported to a wordprocessor and then modifiedto add the necessaryauthorized signatures. Thisnew ability enables UDOT andits partners to be moreefficient and reduce cost inmanaging UDOT’s right-of-way.

DEPARTMENT OFWORKFORCESERVICES (DWS)Unemployment InsuranceBenefits - ComprehensiveUnemployment BenefitsSystem (CUBS)In FY 2021 the DWS CUBS Team was tasked withsupporting Utah residents with emergencyunemployment insurance benefits due to theCOVID-19 pandemic. The CUBS Team efficientlyand quickly programmed the benefits system tocope with changes brought on by the CoronavirusAid, Relief, and Economic Security (CARES) Act;emergency state-extended benefits; the LostWages Assistance Program; and the ContinuedAssistance for Unemployed Workers Act of 2020.Through all the changes, the team successfullyavoided crashes and application failures, and thesystem was able to handle the unprecedentedvolumes. Through the work of the CUBS Team, thepublic of the State of Utah received the benefitsthey desperately needed in order to keep afloat asthe pandemic closed down businesses and peoplewere laid off.

Having the benefitsapplication ready to handlethe changing programs andthe increased system trafficwas no easy feat, but theteam was able to work closelywith our business partners tohave all programs ready to gothe moment the programswere expected to launch,providing timely support tofamilies throughout the state.

UnemploymentInsuranceContributions -ContributionsAutomated TaxSystem (CATS)The DWS CATS application isthe unemployment insurance(UI) employer tax collectionmanagement system for theState of Utah. It handles allaspects of UI tax, includingcollection, deposits,garnishments, liens, quarterlyreports, and wage reporting.

The system is inconstant change due toagency and federal lawchanges and policies.When a benefit (i.e., aclaim) overpayment isdetermined, it is enteredinto CUBS and theinformation is thentransferred from CUBSto CATS to bemonitored andprocessed by the Boardof Pardons and Parole(BOP). While thesystems continue tocommunicate, betterefficiencies can begained with system andtechnology alignment.CUBS and BOP haveboth been modernizedto the .NET framework.This continued rewritewill unify the base codeand will ease upgrades,enhancements, andmaintenance. In 2020, DWS worked on the PandemicUnemployment Assistance (PUA) program, andin early 2021, new congressional acts requiredthe state to extend the program, which hadoriginally been slated to end at the end of theyear. With this extension, the duration of theprogram was not only increased; the programevolved with new rules, requirements, andprocedural changes.

The UWORKS Team worked tirelessly torevamp the system to meet the needs ofthe workers completing the eligibility. Itwas also decided that the team shouldincorporate the coding in with the UIsystem, CUBS, for its planned eventualtakeover of the PUA program. Therefore,the leads and developers of both systemsworked to link up key validationinformation and coordinated about thesharing of data to ensure accuracy and asmooth process for both workers andapplicants. The final task for thistransition included reworking the fraudsection to ensure accuracy and preventthe misspending of taxpayer dollars.

The DTS Web Development Team was tasked with providing Utah residents with the ability toapply for emergency rental assistance due to the COVID-19 pandemic. The emergency rentalassistance website needed to be delivered in a very short amount of time and needed to supportnine county agencies and DWS so they could effectively respond to rental assistance applicantsand provide funds to landlords quickly.

The development team was assembled at the end of January 2021. This group worked around theclock to provide a robust case management website that provided workflows for both tenants andlandlords to apply for rent relief support. The site collects all necessary data along with anuploaded documentation feature that the applicant can submit to a rent relief caseworker.Caseworkers have the ability to assign cases to themselves, take appropriate action, requestadditional verifications to be submitted for the case, and make an approval or denial decision.After the caseworker has approved benefits to support rent or utilities, or both, they send theapplication to a quality control queue to ensure accuracy before submitting to FINET for finalpayments to be issued.

All of this work was completed within ninety days and was available to the public on March 11,2021. The web development team created this case management system within an agileframework, giving DWS the ability to provide input during the entire development cycle. Alldevelopment efforts were put through a strict quality assurance testing process to support thetight deadlines and ensure accuracy of the system.

Up to this point, DWS has been able to provide emergency rental assistance to 11,475 applicants.

Secure Remote Access toSystemsOnce DTS equipped state employees with thenecessary remote work tools, the divisionfocused on ensuring secure remote access tostate systems. DTS increased the state's virtualprivate network (VPN) capacity from being ableto host 5,500 concurrent sessions to 65,000concurrent sessions. The networkenhancements also included additionalcapacity for content filtering, increasedbandwidth, and traffic routing to facilitateremote working.

Consultants were also brought on to augmentexisting DTS staff in order to expedite theimplementation and configuration of hardware.This facilitated the rapid deployment andadoption of the new VPN, as well as theintegration of network access controls to limitaccess to valid users only.

The DTSVoice Team provided a voice over internetprotocol (VoIP)-enabled handset capable ofconference calls with video connection overthe mobile network unit. Salt Lake Data Center (SLDC)WAN Core UpgradeAging WAN core hardware in the SLDC had tobe upgraded. After an initial attempt to upgradethe hardware in January 2021, the NetworkCore Team was required to revert the hardwareback to the old equipment. With a betterunderstanding of the complexity and issuesthat couldn't be resolved in the four-hourwindow for the initially scheduled upgrade, theNetwork Core Team mapped out a plan tomove systems over in multiple stages toensure success. This mapping wasdocumented via diagrams and portdescriptions that had never been done before.Over the course of nine CHG requests fromMarch 2021 through June 2021, the team wasable to complete all the changes successfully.Completing this project helped the teamunderstand what it will take to move the DTSWAN core to the new Taylorsville Data Center.Planning for the new Taylorsville State OfficeBuilding (TSOB) core began immediatelyfollowing this project and continues toprogress to ensure we meet the timelines ofthe overall TSOB project.

Elimination of Legacy T1 NetworkAs part of the "Big Plays" initiative, the DTSNetwork Team was able to mobilize quickly toeliminate an aging legacy T1 network withconversions to various new technologies thatadded bandwidth, resilience, and flexibility foreach agency location with carrier services. Thislegacy network was hugely reliant on a coreinfrastructure that was costly and inadequatein meeting a growing demand for bandwidth.The infrastructure that supported the T1s(DS3s/OC3s) is in the process of beingdecommissioned and will reduce the state'snetwork costs by an estimated $350,000annually.

Enabling of Payment CardIndustry (PCI) Pal for the UtahState Tax Commission (TAX)TAX was the first agency to launch on the newPCI Pal platform. PCI compliancerequirements were identified in an InternalRevenue Service audit that required anotherway for TAX and the Utah Division of MotorVehicles to securely take payments over thephone. After migrating to PCI Pal, TAX wasable to disconnect and remove all credit cardmachines in their locations. The agencyavoided any financial liability that was beingthreatened by card processing companies.

Along with this effort, the teams have helped provide DTSstaff with access to cloud resources that are in use for the state’sCOVID-19 response.

The teams have also partnered to architect a solution for thereplacement of DTS data center hosting hardware. This technology is proven andwill help save money by not putting DTS into more technical debt andby providing more robust hardware than what is currently in use.

The DTS Hosting Team (Hosting) worked with the DTS Security Team(Security) to plan, implement, and take advantage of the new loggingsolution, Chronicle, which is powered by Google. Chronicle replaced thepreexisting Graylog on-prem environment. Compared to Graylog,Chronicle is a much more sophisticated tool and provides the ability forboth Hosting and Security to query, identify, recognize, and respond tothreats. Chronicle’s capabilities in this far exceed those of Graylog.

MLO is the lifeblood of the Utah Department of Commerce; the majorityof the department’s public service is done through MLO, and Hostingprovides supporting resources to the vendor and developer. Hosting’sresponsibilities were building five new servers and working with thedevelopment staff and the vendor. Hosting also provided technicalsupport to resolve issues. In fact, throughout the course of this project,Hosting resolved a two-year long issue that caused nightly reboots ofthe database server. This same issue was showing up on the newservers, but Stuart Roundy found the issue and resolved it.

VADRS is used to manage vehicle titling and registration andrelated activities, as well as dealership and salespersonregistration, for Utah. During the past year VADRS was upgraded tothe latest version of the core system from the provider. This was amajor version upgrade and was implemented in October 2020. Thisupgrade brought enhanced security, new features, and anupgraded framework. In conjunction with this upgrade the VADRSapplication was moved from the DTS Salt Lake City Data Center toAmazon Web Services (AWS) GovCloud. The DTS TAX Teamcompleted the move and upgrade on time and without unexpectedoutages. The move to AWS gives the agency better redundancyand failover capabilities. Going forward DTS anticipates costsavings for the agency as the old environment is shut down andsavings opportunities are identified and implemented.

GenTax GenTax is the system that handles virtually all tax filings,payments, audits, and collections for Utah. During FY 2021 GenTaxwas upgraded to the latest version of its core system from theservice provider. This upgrade brought new features, enhancedsecurity, and an upgraded application framework. The upgrade wascompleted by the DTS TAX Team in conjunction with FastEnterprises staff on time and without unplanned downtime inDecember of 2020. Because of the filing deadlines in the first andsecond quarters of the year, the move of GenTax to AWS wasscheduled for June 2021. The system went live in AWS GovCloudin June 2021 on time and without incident. The move providesgreater redundancy, improved failover, a more stable environment,and better scalability. DTS anticipates cost savings for TAX as theold environment is shut down and savings opportunities areidentified and implemented in AWS.

Appeals SystemTAX has an appeals process that ismanaged by the Office of the Commission.This process has been supported by asoftware system called Justware for thepast ten years; Justware has beendeprecated by the maker and is no longersupported or maintained. In preparation forthe product reaching end of life, the DTSTAX Team implemented a new solutionutilizing Salesforce and professionalservices. The new system, called TaxCommission Appeals System (TCAP), wasthe product of a six-month configurationprocess between professional services andDTS employees at TAX. The DTS TAX Teamimplemented TCAP on schedule in June2021, providing all of the functionality ofthe old system with a much more robustportal for citizens and county officials toelectronically interact with the AppealsSection of the Office of the Commissionduring the appeal process.

911 CallerLocationImprovementsThe UGRC Team workedclosely with the UtahCommunications Authorityand Motorola to review thestandard maps provided withthe new Vesta 911 Awaremapping tool. The teamquickly learned how theycould add additionalcustomized maps, in manycases leveraging map layersthey had already built, tobetter help call takers anddispatchers across the entirestate more quickly providefirst responders with moreaccurate 911 caller locations,thereby improving responsetimes.

Elections ImprovementsPrior to 2010, the Utah elections team knew that integratinggeographic information systems (GIS) capabilities into theirelection management system would provide great advantages.At the beginning of 2010, as the new census year was loomingand redistricting was approaching, the Utah elections teamknew that it was the perfect time to take advantage of GIS in ourelections system and to use it for the redistricting process.

The lieutenant governor's (LG) office partnered with both UGRCand county GIS professionals to begin the process of designingand implementing a series of features that would help ourelections staff in their daily duties and in their effort to do theredistricting that occurred early in 2012. UGRC's expertise was akey factor in the success of that initiative.

Since that time, UGRC has worked with the Utah elections teamnumerous times to help with various mapping, precincting, andother similar needs. The accuracy and efficiencies gained in theLG office partnering with UGRC to implement GIS functionality inUtah systems and websites cannot be overstated.

UTAH INSURANCE DEPARTMENT (UID)

PharmaceuticalDrug TrackingDuring the 2020 UtahLegislative General Session,UID was tasked with trackingprescription drug prices, andchanges to them, for allpharmaceutical drugs sold inthe state. This is a newconcept for the department,and few other states doanything like this. DTS and UIDcollaborated to develop anapplication to complete thistask. The application designincluded working withCalifornia's health department,which has legislation that issimilar in some ways to Utah's.The application had to be aminimal viable product, asfunding was extremely limited,but at the same time be userfriendly and easy to learn, aspharmaceutical companiesdoing business in Utah had tobe able to use this application.The UID applicationdevelopment team (TrinnaJensen, Cliff Tomlinson,Gaetan Grimaud, and GaryGerber) worked hard andquickly to build the drugtracking application, UID's firstentirely cloud-based customapplication that is currently inits final testing and will launchsoon. This will help legislatorshave a better understanding ofdrug prices and trends in thestate and help pass future drugand drug pricing legislation.

MedigapUID is responsible for helpingeducate the state's populationon insurance opportunities.One of these opportunities isMedicare gap insurance(Medigap), which is available toseniors. The state’s previousMedigap application was old,outdated, limited in information,and error prone. It was alsohosted using old technologiesthat needed to be replaced.Understanding Medigappolicies is inherently difficultbecause of the nature of theproducts, so building anapplication that betterexplained the policies wasimportant. The UID applicationdevelopment team (MiraSvieshnikova, Cliff Tomlinson,Gaetan Grimaud, and GaryGerber) worked with UIDinsurance subject matterexperts to walk through theengagement model process,gather requirements for a newapplication, and go throughseveral designs to release anew product that is not onlymodern, but a better tool forthose in the state looking tobetter understand Medigapoptions.

Miner CertificationAdministration ApplicationThe Miner Certification Administration tool wasdeployed to production on January 15, 2021.The release of this application concludes amultiyear effort to move the DTS Java-basedtechnology stack to a more secure, stable, androbust environment. It also resolves an auditfinding based on the legacy application’s useof an outdated technology.

Upgrade of All ULC Server Operating SystemsDTS upgraded operating systems from CentOS 6 to CentOS 7 in May 2021. Therewere seven servers hosting ULC applications, which were running on oldoperating systems. Upgrading the OS resulted in enhanced support, backups,and greatly reduced security vulnerabilities.

Internal Security Review of UtahAntidiscrimination and Labor An internal application review was completed among DTS security, auditors, andULC staff. ULC achieved a high level of maturity in most control areas, and nosignificantly detrimental policies or procedures were discovered. DTS and ULCstaff identified a few areas for future improvement, particularly in regard toauditing application logs. DTS will work with ULC to prioritize and improve theseprocesses as future projects.

PST/FINET MigrationDTS supported State Finance efforts to migrate to a new FINET paymentplatform. DTS ULC staff rewrote all payment codes. In April 2021, ULC wasamong the first agencies to receive approval from State Finance to move forwardto parallel testing and is ready to go live with the changes as soon as Financemakes the switch.

Trello Board for Tracking ULC ProjectsDTS deployed a ULC Trello board as a tool to track and report DTS staff effortstoward projects, maintenance, and enhancements that benefit the agency. Thetool is a low-cost Agile reporting option that provides transparency, flexibility, andresource monitoring. Since deploying the tool, DTS has seen a significantreduction in average staff meeting times and increased focus on keydeliverables. Additionally, ULC and DTS staff are able to use project cards tocommunicate and provide real-time feedback, as desired.

During the first part of FY 2021, the Utah Legislatureresearched its options for ISPs and began to plan its move toUETN. As part of that plan, and in coordination with DTS, thelegislature moved off of the DTS network switch equipmentto its own. In early October 2020, the legislature informedDTS that it was ready to transition to UETN. DTS worked withthe legislature to make arrangements for the necessary DTSstaff to assist with the completion of the transition on thedate that was selected for it. DTS completed its portion of thetransition successfully, after which the legislature was alsoable to complete the remaining portion of the transitionsuccessfully. After the transition, Legislative Support Servicesexpressed their appreciation for DTS’s support andprofessionalism in performing the work needed for thetransition.

Renewed theLegislature’s SpecialBilling Agreement (SBA)and Established anAdditional Agreementfor Recovering CostsAssociated with Its Useof Wireless at theCapitolAs a result of the legislature’stransition to UETN, along with itstransition to its own switchingequipment, the legislature nolonger pays the DTS NetworkServices rate. As a result, DTSneeded cost recovery for thelegislature’s use of wireless. DTSand the legislature successfullydetermined a cost andsubsequently added the cost to thelegislature’s SBA.

The renewal of the SBA betweenDTS and the legislature allows DTSto recoup the costs associatedwith the services DTS provides onan ongoing basis, including thosefor wireless.

Utah Medical Education Council (UMEC)Moved UMEC’s Teamcare Website in Amazon Web Services (AWS) toUtah’s DomainWith the help of the University of Utah, UMEC created a website called teamcare.utah.gov. Thewebsite was not yet in production, but it was found that it was in a public AWS space. Though thedata presented by the site is public data, DTS Cloud Services worked with UMEC and DTS Securityto successfully move and implement the website in a space specifically designated and regulatedfor government use.
