SECTION – II

2.1.1 TECHNICAL SPECIFICATION OF CIRCUIT BREAKERS

1.0 SCOPE:

The scope of this bid covers, design manufacturing and supply of euipment as per Section-I Volume-II. The bidder mentioned in this Section of the Technical !id means"#riginal $uipment %anufacturer &#$%'(. The purchaser means the )%PPT*+(.

In case bidder is not #$%, sole responsibility of offering euipments/material of manufacturer as per this bid reuirement shall rest on the bidder.

2.0 STANDARDS:

 

2.1  pplicable Standards for the offered euipments/items shall be as per Section-I

Volume-II.

2.2 If the euipment offered by !idders conforms to any other standards, salient points of comparison beteen the standards adopted and the specific standards shall be clearlybrought out in relevant schedule of technical deviation. It ill be sole responsibility of !iddersto prove that the salient features of offered euipment are euivalent or better than IS.

2.3 ACCEPTANCE OF OTHER AUTHORITATIVE STANDARDS:

2.4 TYPE TESTS:

In case the euipment of the typeand design offered, has already been type tested, !idders shall invariably furnish type testreports from the reputed and approved national/international laboratory/0overnmentapproved test houses to prove that bids of *ircuit breaers offered conform to the relevantstandard. Test certificates shall clearly indicate the type and model number etc., so that

relevant details of offered circuit breaers could be verified. 1hile submitting offers the modeland type etc., shall be clearly indicated. .0 <ENERAL TECHNICAL RE7UIREENTS OF CIRCUIT BREAKERS:

.1  $7posed live parts shall be placed high enough above ground to meet the

reuirement of local safety codes. 

.2  ny part of the breaer, especially the removable ones, shall be freelyinterchangeable ithout the necessity of any modification at site.

.3  *omplete circuit breaer ith all the necessary items for successful operation shall

be supplied.

 

.4 *ircuit breaers shall be suitable for hot line ashing.

.  ll breaers shall be supplied ith 4 set &> nos.' terminal connectors. etails of 

terminal connector reuired ith each circuit breaer are given in clause 4?.5 hereunder and

the !idders are reuired to note that the terminal connectors shall form a part of scope of 

supply.

continuously and also the short time rated current of !reaers ithout e7cessive

temperature rise, hich may cause their pitting or elding. *ontacts shall be adCustable to

allo for ear, easily replaceable and shall have a minimum of moveable parts andadCustments to accomplish desired results.

=.2  ll e7ternal and internal mae and brea contacts shall be sealed and shall be free

from atmospheric effects. *ontacts shall be designed to have adeuate thermal and current

carrying capacity for the duty specified and to have long life e7pectancy so that freuent

replacement due to e7cessive burning is minimiBed. Provision shall be made for rapid

dissipation of heat generated by the arc on opening.

=.3 %ain contacts shall be first to open and last to close to minimiBe contact burning andear.

=.4  ny device provided for voltage grading to damp oscillations or to prevent restrieprior to the complete interruption of *ircuit or to limit over voltages on closing shall have a

life e7pectancy compatible to that of !reaers as a hole.

=. !reaers shall be so designed that hen operated ithin their specified rating,

temperature of each part ill be limited to values consistent ith a long life of the material

used. The temperature shall not e7ceed that indicated in I$*-=> under specified ambient

conditions.

>.0 PORCELAIN HOUSIN<:

>.1 Porcelain housing shall be of single piece construction ithout any Coint or coupling.It shall be homogeneous, free from lamination, cavities and other flas or imperfections that

might affect high mechanical and dielectric strength and shall be thoroughly vitrified tough

and impervious to moisture.

>.2 0laBing of porcelain shall be uniform, bron or dar bron coloured, free from

blisters, burns and similar other defects ith a smooth surface arranged to shed aay

rainater or condensed ater particles &fog'.

>.3 ousing shall be designed to have ample insulation, mechanical strength and rigidity

for satisfactory operation for the conditions under hich they ill be used. ll housing of 

identical ratings shall be interchangeable.

>.4 Puncture strength of housing shall be greater than the dry flashover value. 1hen

operating at normal rated voltage there shall be no electric discharge beteen the

conductors and housing hich ould cause corrosion or inCury to conductors, insulators or 

supports by the formation of substance produced by electro-chemical action. These housing

hen operating at the normal rated voltage shall cause no radio interference/disturbance.

the Coint shall be trued-up by grinding porcelain parts and by machining metal parts. ousing

design shall be such as to ensure a uniform compressive pressure on the Coints.

insulation level of circuit breaer specified in ppendi7-4 EPrincipal ParametersE and shallalso be suitable for contaminated and polluted atmosphere as per relevant standard.

?.0 AU5ILIARY CONTACTS:

?.1  u7iliary sitches &contacts' reuired for satisfactory operation of *ircuit breaer 

including automatic reclosing &single shot, single and 9 phases', #F/#AA indicators both in

control room and cubical sitchyard, semaphore indicators in the mimic diagram in the

control room and anti pumping feature shall be provided on each circuit breaer. ll these

au7iliary sitches and reuired relays ith their scheme shall be included in the scope of 

supply.

?.2 In addition to the au7iliary sitches mentioned above, !idders shall provide as sparesten au7iliary contacts each of the Enormally-openE and Enormally-closedE types hich shalloperate ith the closing or opening of all the three poles of circuit breaers and further tenau7iliary contacts each of Enormally closedE and "normally openE type hich shall operateith each of three individual poles of circuit breaers. These spare contacts shall be utilisedfor additional safety inter-locing and other monitoring devices by the purchaser.

?.3  ll au7iliary contacts shall be placed in a eatherproof casing and current rating of thesitches shall be mentioned in the !id. Provision shall be available to convert these spareEnormally-openE contacts to Enormally-closedE type and vice versa.

?.4  u7iliary sitch of !reaers shall be preferably driven by breaer operating rod.

oever in case due to some constraint same is not possible then a plug-in device shall beprovided to simulate the opening and closing operations of circuit breaer for the purpose of testing control circuits.

Provision shall be made for suitable cable glands fitted on gland plate for receiving control cables reuired for inter connecting assemblies and the au7iliary sitchesof the breaer. dditional 0land plates shall be supplied duly drilled and fitted ith cableglands. 0land plate and operating mechanism doors shall be provided ith gaset properly.These cable glands shall be suitable for armoured copper control cables. The cable glandsith suitable blaning arrangement shall be fitted on the gland plate that shall be fastenedsuitably at the bottom of each control cabinet for connecting copper control cables provided

by the purchaser.

10.1.1 $ach circuit breaer shall be designed for remote control operations from the

control room. In addition, there shall be provision for local tripping D closing operations both

by electrical D mechanical control. %echanical arrangement should be provided to facilitate

manual tripping of circuit breaer for emergency trip under emergent conditions e.g. failure

of * supply, trip coil is burnt, trip coil mechanism is defective etc., hile arc uenching

medium is healthy.

10.1.2 #perating mechanism shall be of spring type only, remotely operated by electrical

signal. %echanism shall be adeuately designed D capable of performing satisfactorily all

specified tripping and reclosing duty ithin the specified time. $ntire operating mechanism

control circuitry including electrical controls D monitoring devices and all other accessories,

as reuired, shall be housed in an outdoor type, hot dip galvanised steel enclosure. This

enclosure shall conform to the degree of protection IP-== of latest version of IS:84;6. The

enclosure shall be invariably mounted on a separate concrete plinth of 955 mm height.

or changing of adCustment ith repeated operation of the breaer.

10.1.4 esign of the operating mechanism shall be such that it shall be practically

maintenance free. 0uaranteed years of maintenance free operation, the number of full load

and full rated short circuit current breaing/operation ithout reuiring any maintenance or 

overhauling, shall be clearly stated in the !id. s far as possible the need for lubricating the

operating mechanism shall be ept to the minimum and eliminated altogether, if possible.

10.1. The operating mechanism  shall be non-pumping and trip free electrically and

mechanically. latch checing sitch shall be provided on mechanically trip free mechanism

to prevent reclosing before !reaers latches have reset. There shall be no obCectionable

rebounds in the mechanism and it shall not reuire any critical adCustments at site. It shall be

rigid, positive and fast in operation. %echanism shall be such that the failure of any au7iliary

spring shall not cause false tripping or closing. #peration of the poer operated closingdevice, hen *ircuit breaer is already closed, shall not cause damage to *ircuit beaer or 

endanger the operatorGs life. Provision shall be made for attaching an operation analyBer to

facilitate speed test after installation of !reaers at site. #F-#AA indicating lamps shall be

provided on the mechanism bo7.

10.1.=   mechanical indicator shall be provided to sho EopenE and EcloseE position of !reaers in addition to facilitate for remote electrical indication. n operation counter shallalso be provided in the central control cabinet. %echanical indicator and operation counter shall be located in a position here it shall be visible to a man standing on the ground levelith the mechanism housing closed.

10.1.> *ircuit breaer operating mechanism shall incorporate an electrically achievedpositive acting anti-pumping feature to prevent *ircuit breaer from reclosing after an

automatic opening hen the initiating closing device is maintained in the position for closing.

Fecessary anti-pumping relay shall be included in the scope of supply.

10.1.?  ll material for maing connection beteen *ircuit breaer and its local control

cabinet shall be included in the scope of supply.

10.1.  ll the similar contacts of 9 pole circuit breaer shall be designed to touch or open

essentially simultaneously D in any case shall close or open ithin a period of half a cycle or 

less. u7iliary circuit through resistors shall be closed in sufficient time before the main

10.1.10 !idders shall furnish detailed operation and maintenance manual of the

mechanism along ith the operation manual for *ircuit beaer.

10.1.11  The mechanism shall be rated for minimum mechanical operations hich iscovered under %8 class test ith I$* >8864- 455.

10.2.3  The mechanism shall be strong, rigid positive and fast in operation. Provisionshall be made for local electrical control and local / remote selection ith enough contacts inthe cubicle of the breaer. %anual emergency local tripping arrangement shall be providedon the breaer for use in emergency during maintenance. This emergency trip is intendedfor use, shall a failure of any part of * control circuits including trip coil taes placepreventing remote electrical tripping. 

10.3 OTORS:

10.3.1 %otors shall be of self ventilated type having T$A* &totally enclosed fan cooled'enclosure.

11.0 CONTROL:

11.3 !reaers shall normally be operated by remote electrical control. $lectrical tripping

shall be performed by shunt trip coils. oever, provisions shall also be made for local

electrical control. Aor this purpose, a local/remote selector sitch and trip/neutral/close

sitch shall be provided in !reaers central control cabinet. 3emote located push buttons

and indicating lamps shall be provided by the Purchaser.

11.4   conveniently located manual mechanical tripping lever or latch shall also be providedfor tripping !reaers and simultaneously opening the reclosing circuit.

11. Shunt trip coils shall operate correctly under all operating conditions of *ircuit breaer

1.0 TYPE TESTS TEST REPORTS:

Incase the euipment of the type and design, offered, has already been type tested, !iddersshall furnish to sets of the type test reports along ith the !id. 20.0 INSPECTION:

20.1 Purchaser shall have access at all times to the ors and all other places of 

manufacture here *ircuit !reaer are being manufactured and !idders shall provide all

facilities for unrestricted inspection of the !idderGs ors, ra materials, manufacture of all

the accessories and for conducting necessary tests as detailed herein. Purchaser reserves

the right to insist for itnessing the acceptance/routine testing of the bought out items.

Supplier shall submit the routine test certificates of bought out items and ra material, at the

time of routine testing of the fully assembled breaer

20.2 Fo material shall be dispatched from its point of manufacture unless the material hasbeen satisfactorily inspected and tested. Successful !idder shall ithin 95 days of 

placement of order, submit itKs of bought out accessories and the names of sub-suppliers.

20.3 !idders shall indicate the inspections and checs carried out at various stages of the

manufacture of *ircuit !reaer. *omplete record of stage inspection ould be ept by the

supplier and this record should be made available for inspection by the representative of the

Purchaser. The supplier should indicate the manufacturing programme and the Purchaser 

ill have a right to depute inspecting officers during the manufacture of the euipment.

Purchaser reserves the right to carry out stage inspections at all stages, for hich advance

intimation shall be given and all necessary cooperation shall be rendered by the

manufacturer.

20.4  t the time of inspection, the supplier shall identify each and every item/accessories

of the particular *ircuit !reaer under testing. Nnless all the items are identified, the

manufacture ill not be treated as complete. Various tests stipulated in IS/I$* shall be

performed in the presence of purchaserGs engineers or hen the inspection aiver has been

given, in such a case, the testing shall be done at the manufacturerGs ors as per IS/I$*

stipulations and same should be confirmed by documentary evidence by ay of Test

*ertificate hich shall be got approved by the purchaser.

20. It is e7pected that before a *ircuit !reaer is finally offered for inspection, internal

testing of the same for various important parameters are already done. 3outine test report

for such tests shall also accompany the letter of inspection call so that the Inspecting #fficer 

at the time of inspection may verify the parameters brought out in the preliminary report.

21.1 !idders must establish that a proper uality assurance program is being folloed by

them for manufacture of circuit breaers. In order to ensure this, suitable OP should form a

part of the technical !id, hich ill be submitted against this !id. Ouality ssurance

Program must have a structure as detailed in the folloing paragraphs.

21.2  Ouality assurance and failure prevention starts ith careful study and scrutiny of our technical bids and reuirements. Supplier shall carefully study all the technical parametersand other particulars D the supplier shall categorically give his confirmation that thesereuirements shall be met in a satisfactory manner.

21.3  Supplier shall furnish the checs e7ercised in design calculations. The salient

features of design ill have to be made available to the Purchaser.

21.4 Supplier shall indicate the various sources of the items being procured. The type of 

checs, uantum of checs and acceptance norms shall be intimated and random test and

chec results should be made available for inspection henever so desired. Vendor list for 

various bought out items shall be submitted ith the !id and the same shall be subCect to

22.2  Successful !idder shall, ithin to ees of placement of order, submit four sets of final version of all the above draings for purchaserGs approval. 22.3 Successful !idder shall also furnish to sets each of bound manuals coveringerection, commissioning, operation and maintenance instructions and all relevantinformation and draings pertaining to the main euipment as ell as au7iliary devicesalongith each breaer. %ared erection draings shall identify the component parts of theeuipment as shipped to enable erection by purchaserGs on personnel. $ach manual shallalso contain one set of all the approved draings, type test reports as ell as acceptancereports of the corresponding consignment dispatched. 24.1 *omplete details of all the accessories hich ill be supplied ith *ircuit breaer should be furnished. 1hile furnishing these details, items hich ill be manufactured by!idders and balance items, hich ill be procured from sub-suppliers should be clearlyidentified and indicated in the !id.

24.2  It is obligatory on the part of !idder to ensure that supply of all accessories alongith %ain euipment are simultaneously delivered to avoid any holdup in erection andcommissioning. The responsibility for obtaining timely supplies of bought out items ill reston !idders and only on this basis, delivery period ill be offered in the !id.

24.3  It may be noted that in case of damages/shortages due to improper pacing or anyother negligence, replenishment shall be arranged ithin one month time. Aor bought outitems, responsibility for guarantee and obtaining immediate replacement in case any defectsare noticed and also in case defective supply of any item is reported, ill rest ith the!idder. poles. The SA> gas density of each pole shall be monitored and regulated by individual

density monitors.

2.12 SA> gas density monitor shall be adeuately temperature compensated. ensity

monitor shall meet the folloing reuirements:

i) It shall be possible to dismantle the density monitor for checing/ replacementithout draining the SA> gas by using suitable interloced non-returncouplings.

ii' It shall damp the pressure pulsation hile filling the gas in service so that theflicering of the pressure sitch contacts does not tae place.

iii' 0as pressure indicators should be provided for each breaer pole. Thesepressure indicators shall have uniform graduated dial.

2.13 Suitable arrangement for pressure relief shall be provided in the gas chamber of 

circuit breaer to avoid the damages or distortion during occurrence of abnormal pressure

increase or shoc aves generated by internal electric fault arcs. Position of pressure relief 

devices &e.g. vents, diaphragms, etc.' shall be arranged to minimiBe danger to operating

personals in the event of gas or vapour escaping under pressure.

2.14 Aacility shall also be provided to reduce the gas pressure ithin !reaers to a
